The development of comprehensive digital transformation programs is an important factor in the success of universities in the evolving digital environment. In this investigation, the analysis of program documents and current processes of digitalization of NJSC «KazNPU named after Abay» was carried out for compliance with the international agenda of digital transformation and advanced trends. An assessment was made of the completeness of the concept of digitalization of the university, its coverage of all key areas of digital transformation, set by framework models. Also based on various approaches to the analysis of the digital maturity of higher education organizations, an assessment was made of the stage and phase of digital transformation in which the processes of the university are located. The presented investigation made it possible to highlight the strengths, as well as form promising areas that require development and inclusion in the digital transformation program of the university.

The article presents an analysis of five international and national framework models for digital transformation of higher education organizations, identifies priority areas of university transformation in the context of an evolving digital environment, identifies typical deficiencies found in national programs and strategies for digital transformation of higher education organizations. The article is aimed at identifying the main directions of changes in the activities of educational organizations provided for in these frameworks, as well as correlating them with the activities provided for in national programs and strategies for digital transformation of higher education organizations and identifying systemic deficits. The article describes the digital strategies of individual universities, which are developed in accordance with the goals and objectives of a particular university, its competencies and deficits, as well as the expectations of its main stakeholders.

In the context of socio-pedagogical transformations of higher education organizations, the modernization of the system of teachers’ professional development becomes an integral component of the reforms. Today university teachers have to be ready for continuous development and advanced training throughout their lives. Thus, the study of the problem of university teachers’ professional development in Russia and abroad is very relevant and timely as a response to the modern requirements of civil society for the personality of the teacher. The need for professional development among university teachers is closely related to his (her) desire for more successful indicators in teaching activities. To do this, it is necessary to fulfill several pedagogical conditions, including the teacher's own awareness of the need for professional development; the interest of the university administration and the availability of resources to organize an effective professional development system, etc. The purpose of the article is to show some successful practices of the teachers’ professional development in Russian, Chinese and European universities which the author observed while visiting those universities within the realization the project “Enhancing teaching practice in the universities of Russia and China”. The article presents the possibilities of benchmarking in higher education, in particular, the use of the benchmarking technology as a method of studying the effective practices of organizing the teachers’ professional development in a modern university.

The digitalization of economic relations determines the particular importance of personnel training on a qualitatively new technological basis, which is inextricably linked with the study of the problem of ecosystem designing for the development of universities in a digital environment. The foundations of the systems theory, the theory of education economics, the methods of system analysis, factor analysis, and economic and mathematical modeling were used for studying the problem of ecosystem development for universities. The conducted studies made it possible to obtain the following main research results: the ecosystem principles for organizing the provision of higher education services, representing the integrity of the university system based on network interactions of a set of various participants, as well as objects, projects, processes, and environments, were proposed. An approach to designing a strategy for the development of universities, based on the scenario forecasting of the receptivity of digital economy competencies by students, teachers, and partners of universities in the medium term, is proposed based on the organigram for the implementation of the project of matrix digital transformation of the adhocratic university hierarchy. The conclusions stating that the design of the ecosystem of the development of universities should be aimed at the implementation of the social mission of the university in the region and the transformation of the ecosystem of the region as a whole are formulated. As prospects for further research, the study of the prerequisites for generating the effects of designing the development of a university ecosystem based on the network platform interaction of the economic agents of the region/territory, as well as the implementation of digital transformation projects of the university management system, is considered.

Digital transformation covers all areas of the economy. The analysis in the article showed that this mechanism of filing documents has a number of serious shortcomings related to technical and organizational shortcomings. one of 49 pilot universities in the country that have implemented this project in the admissions campaign. that the proportion of applicants who submitted documents through the super service is insignificant, so it is necessary to identify the main reasons for the low popularity of this mechanism. To do this, the authors conducted a sociological survey among the applicants of the Russian Federation, which reflected the attitude of respondents to the peculiarities of applying to universities and identified the difficulties they had. In order to determine the main areas of improvement of the superservice "Getting to the university online" the main criteria for competitiveness of each of the mechanisms of filing documents to the admissions commission were defined and an expert assessment on them was made. As a result of the study, concrete measures to improve the implementation of the superservice in Kazan GAU, which can be extrapolated to other universities in the country, have been proposed

Digital transformation is inevitable, regardless of the personal attitude of people to this issue. Researchers distinguish between organizational transformation using digital technologies (identity enhancement) and digital transformation (creating a new identity). In other words, digital technologies can become a tool for non-systemic transformations of existing structures, but thanks to understanding their nature, one can find ourselves in a situation of evolution of the structures themselves and, accordingly, the daily life of a person and social practices. The article proposes the concept of the digital ecosystem of the university as an instrument of digital transformation, which contributes to the development of the digital transformation methodology and can be used as the basis for the digital maturity index of the university and the development of a calculation formula. The research findings may be of interest to policymakers in charge of digital transformation policy at universities. The article reveals that in scientific periodicals the term "ecosystem" is interpreted in three semantic clusters: business ecosystem; innovative ecosystems; digital ecosystems. In this study, the concept of an ecosystem is interpreted in the context of digital transformation in relation to the digital environment of the university. The digital ecosystem is an instrumental concept, i.e. a means of digital transformation that reconstructs the environment and identity of the university. The digital ecosystem as a means of digital transformation, formulated by the author of the article, structurally contains the following elements: digital environment, which includes information and technical infrastructure; interaction participants (stakeholders); system of connections between participants; involvement of participants; the functions of the university reflected in the figure; idea and values, including regarding digital technologies; digital productivity and adequacy (implementation of digital solutions used by participants to maintain the ecosystem). A digital university is not only about having a network architecture or a digitally packaged educational product. It is also about the participants, their engagement, values and digital productivity. It should be borne in mind that if digital data is a raw material for the digital economy, then digital productivity becomes an important element of human digital activity.

The article considers the possibilities of developing marketing interaction of higher education organizations with stakeholders using digital marketing tools and technologies. The study presents an overview of the University stakeholder groups in Russia and their classification according to the quadrants of influence. The author provides the tools and means of digital marketing communications in the context of stakeholder groups and the prospects for their use for organizing marketing communicative interaction of the University. The paper studies in detail the possibilities of developing marketing interaction between the university and students on the basis of modeling the student’s experience on the path of his movement from the applicant to the graduate.The presented student experience includes six main stages, including the search for a University for admission; submission of documents and enrollment; educational and extracurricular activities; graduation and graduation; employment; career development. The author highlights within each stage of the student’s experience the main points of contact with the University. The paper presents opportunities for the development of marketing interaction between the University and students through the introduction of digital tools and marketing technologies, as well as their impact on the student experience model.The article considers the possibility of developing software services as promising digital tools and technologies for use in higher education organizations, including the functional requirements for such services at the level of user requirements, including the applicant and student, as well asthe possibilities of digital marketing communications with students, including both online and offline communications.Based on the study, the author makes a conclusion about the main advantages of the development of digital tools and marketing technologies in organizing marketing interaction between the University and students, as one of the key groups of stakeholders.

Therefore, the objective of the research is to design and implement a balanced balanced scorecard that ensures the integration of resources, The University of Iraq in general and the Faculty of Management and Economics in particular to identify the strengths and weaknesses to improve the efficiency of its resources through the evaluation of the strategic performance of the Faculty of Management and Economics at Mustansiriya University by following the deductive and inductive method through the analysis of quantitative and descriptive data of the college, and the main findings of this research conclusions Is the lack of adoption of the research sample balanced balanced scorecard which in turn ensure the integration of resources and dimensions of sustainability will be evaluated performance and identify the strengths and weaknesses that improve the efficiency of resource .

We aim to implement the project taking accounts of not only designs of university campuses in developed countries but also higher education trends in our own country and the mission of Mongolian State University of Agriculture /MULS. The significance of landscape planning is immense. But there is a lack of green environment, convenience, recreation fields, appropriate design etc. at universities and colleges in Mongolia where students, teachers and employees gather in a large number. The article substantiates the role of the digital transformation of higher education in Ukraine in the era of the fourth industrial revolution. There was proven the need to develop the strategy of the university education digital transformation, as well as the formation of new information and communication competencies. According to the authors, the strategy of digital transformation of the university education system has to include the modernization of corporate IT architecture management, which should be implemented as a cloud-based platform. The authors analysed the main possible directions of the educational services transformation and the accompanying business processes. The use of blockchain technology for the educational content management module construction is proposed. The integration of the educational content management modules of different Ukrainian universities should become the basis for creating a global cloud-based platform for higher education.
