Abstract. Instrument platforms the world over often rely on GPS or similar satellite constellations for accurate timekeeping and synchronization. This reliance can create problems when the timekeeping counter aboard a satellite overflows and begin a new epoch. Due to the rarity of these events (19.6 years for GPS), software designers may be unaware of such circumstance, or may choose to ignore it for development complexity considerations. Although it is impossible to predict every fault that may occur in a complicated system, there are a few best practices that can allow for graceful fault recovery and restorative action. These guiding principles are especially pertinent for instrument platforms operating in space or in remote locations like Antarctica, where restorative maintenance is both difficult and expensive. In this work, we describe how these principles apply to a communications failure on Autonomous Adaptive Low-Power Instrument Platforms (AAL-PIP) deployed in Antarctica. In particular, we describe how code execution patterns were subtly altered after the GPS week number rollover of April 2019, how this led to Iridium satellite communications and data collection failures, and how communications and data collection were ultimately restored. Finally, we offer some core tenets of instrument platform design as guidance for future development.

<p>Aerosols are a major climate forcer, but their historical effect has the largest uncertainty of any forcing; their mechanisms and impacts are not well understood. Due to their short lifetime, aerosols have large impacts near their emission region, but they also have effects on the climate in remote locations. In recent years, studies have investigated the influences of regional aerosols on global and regional climate, and the mechanisms that lead to remote responses to their inhomogeneous forcing. Using the Shared Socioeconomic Pathway scenarios (SSPs), transient future experiments were performed in UKESM1, testing the effect of African emissions following the SSP3-RCP7.0 scenario as the rest of the world follows SSP1-RCP1.9, relative to a global SSP1-RCP1.9 control. SSP3 sees higher direct anthropogenic aerosol emissions, but lower biomass burning emissions, over Africa. Experiments were performed changing each of these sets of emissions, and both. A further set of experiments additionally accounted for changing future CO<sub>2</sub> concentrations, to investigate the impact of CO<sub>2</sub> on the responses to aerosol perturbations. Impacts on radiation fluxes, temperature, circulation and precipitation are investigated, both over the emission region (Africa), where microphysical effects dominate, and remotely, where dynamical influences become more relevant. </p>

The problem of creating effective models, methods and tools for strategic management of projects and programs for the development of organizations in the transition to a circular economy. Global trends in the development of organizations prove that the world is transforming with acceleration. The life cycle of knowledge and technologies for managing complex projects and programs is significantly reduced. The technical and technological complexity of organizational development projects increases due to innovations. These trends create significant challenges in the development of project management systems and programs for the formation of a circular economy in Ukraine. This is especially true of projects and programs in conditions of uncertainty about the impact of COVID 19 and anticipation of a global crisis after a pandemic. Today, the application of proven best practices (benchmarking) is no longer a way forward. Forming a vision, goals and strategy for the implementation of organizational development projects in advance makes our actions rigid, not flexible. When creating a project or program begins with focusing on what is valuable to our customers and the country, it is enough for us to use best practices. But the complexity and innovative orientation of development projects of organizations in the transition to a circular economy creates a number of challenges. One of the answers to these challenges is cost-effective work on project management and development programs, taking into account the trends of transition to a circular economy. Project management teams learn to distinguish between what is valuable and what doesn't matter, this is the path that management methodologies have taken for decades. A number of projects have taken the first steps in implementing the necessary cost-effective / flexible transition that supports sustainability and adaptability to turbulent environmental changes. In the conditions of modern destructive economic relations in the world community the problem of a choice of strategy of projects as drivers of development of the organizations is vital. One of the key approaches to the development of the EU is the transition to a circular economy with maximum utilization of both waste products and projects, and the disposal of project products after the end of product life cycles.

COVID-19 is a virus originating from Wuhan, China that spread rapidly throughout the world. Indonesia began to be infected since the beginning of March 2020. The impact of the spread of COVID-19 caused losses to many countries, especially in the economic field. In the field of education, learning activities carried out in class are replaced online as a result of the spread of COVID-19 starting from elementary school to tertiary level. This study uses descriptive qualitative methods that describe online learning activities at STMIK Komputama Majenang during the COVID-19 pandemic that was held at home online. The object consists of 5 students of STMIK Komputama Majenang. Data collection was carried out using a questionnaire containing questions related to online learning at STMIK Komputama Majenang during the COVID-19 pandemic. Based on the results of research, online learning activities at STMIK Komputama Majenang have been effective and run well. Some applications used in online learning are Web E-learning, WhatsApp, Telegram, Edmodo, YouTube, Zoom, and Google Classroom. Constraints experienced during online learning are problems with a bad internet connection, limited quota, difficulty in learning, and the presence of other people's distractions when learning takes place.

One in every 70 people around the world is caught up in a crisis (natural disasters, conflict, climate change, etc.) and urgently needs humanitarian assistance and protection according to the OCHA. The humanitarian community assists millions of people every year based on emerging humanitarian needs. Most of the time, the conditions inside the countries, once the humanitarian needs data is collected, are not very conducive and required simple ways to collect data like paper-based data collection with simple questions. This data is later entered into a database or spreadsheet using rigorous and time-consuming data entry efforts. Dynamic changes in needs of people; numbers of partners involved; the complexity of evolving processes; and emerging technologies over time has led to a change in processes for data collection and management. This article is an attempt to capture humanitarian data collection best practices and the use of different technologies in managing data to facilitate humanitarian needs assessment processes for the Syria crisis.

The Covid-19 pandemic was taking place in almost all countries around the world. Along with the increasingly vigorous government strategy in tackling the spread of the corona virus that was still endemic until now, the government had started to enforce the Large-Scale Social Restrictions (PSBB) with the signing of Government Regulation (PP) No. 21 of 2020 about PSBB which was considered able to accelerate countermeasures while preventing the spread of corona that was increasingly widespread in Indonesia. The research method used was normative prescriptive. The government put forward the principle of the state as a problem solver. The government minimized the use of region errors as legitimacy to decentralization. The government should facilitated regional best practices in handling the pandemic. Thus, the pandemic can be handled more effectively. The consideration, the region had special needs which were not always accommodated in national policies. The government policy should be able to encourage the birth of regional innovations in handling the pandemic as a form of fulfilling human rights in the field of health. Innovation was useful in getting around the limitations and differences in the context of each region. In principle, decentralization required positive incentives, not penalties. Therefore, incentive-based central policies were more awaited in handling and minimizing the impact of the pandemic.

Many people have known that Covid-19 has changed the world in all aspects. One of the aspect is education. It has made a lot of changing in transferring knowledge drastically, because lecturing was given online, attendance list was checked by program, examination was done by application. This research will describe about teaching and learning activities during the Pandemic of Covid 19 in Institut Stiami, Jakarta. Data collection was taken by interviewing some students by using zoom, google meet, WhatsApp, SSO (Single Sign On) of Institut Stiami or other Application. WhatsApp and Zoom are the application that often used in the Teaching and Learning Process. One of the biggest problem during online learning is about internet pulse or quota and connection is up and down sometimes. However, most of the students concluded that they enjoy learning online and during pandemic (Covid-19) and the teaching-learning activities ran quite well. During the lesson, some problem appeared such as technology, technical problem, internet connection, communication, etc., but all can be solved

PurposeThe purpose of this study is to examine the impact of green finance (i.e. green investment, green security and green credit) along with capital formation and government educational expenditures on the economic development of (ASEAN) countries.Design/methodology/approachThe data were gathered from the central banks of all ASEAN countries and the World Bank Indicators between 2008 and 2019. The fixed-effect model and generalized method of moments were used to check the nexus between the constructs.FindingsThe results revealed that green finance along with capital formation and government educational expenditures have a positive association with the economic development of ASEAN countries.Research limitations/implicationsThe study carries some limitations, even though it addresses the underlying variables comprehensively. These limitations provide opportunities to future researchers and authors to expand the scope and accuracy of their study. This research investigation has been supported by the data collected from a single source. Though data collection is maintained correctly, it is still recommended to the upcoming scholars to acquire data to reconfirm the same findings using multiple data sources. The data collected from using some specific data source may be limited in scope and may hinder the comprehensive elaboration of the underlying variables and their mutual relationship. Therefore, the utilization of multiple sources of data collection gives data sufficient to meet the requirement of an okay quality research study. The study is about the economies of ASEAN countries. It checks the influences of green finance development on economic activities and the country's economic growth in ASEAN countries' economies. Thus, its results are valid only in the economies of these countries, and this research investigation lacks generalizability. For generalizability, the authors must consider the underlying variables in the world's vast economies. They must adopt a standard scale to judge the impacts of green financial development on economic development. Besides, the study analyzes the economic factors, economic conditions and their effects on the country's position in the world economy in the face of a severe epidemic like COVID-19. Thus, the results may be different in the case of the normal situation. So, a general standardized study is recommended to be conducted in the upcoming days.Originality/valueGreen finance has significant capability to improve the global economy, especially amidst the COVID-19 pandemic. This study is beneficial for policymakers to develop policies related to economic development with reference to green finance and also helps future research on a similar topic.

Purpose The prevalence of domestic violence in Nigeria may be described as epidemic. To address this scourge, several pieces of legislation have been enacted in the past decade at state and federal levels in Nigeria. The purpose of this study is to evaluate the emerging legislation on domestic violence. This paper thus examines the contents of these laws in a bid to determine the potential of these laws to prevent domestic violence, deter perpetrators from further incidents, punish perpetrators, compensate survivors and provide them with the necessary interventions for their rehabilitation. Design/methodology/approach The approach adopted is a content analysis of the provisions of the legislation, using salient parameters that have been drawn from documented best practices, specifically the key components for framing of domestic violence legislation around the world. Findings The author finds that while there is significant attempt in extant legislation to ensure that women are protected within domestic relationships, there are still gaps. Further, the protections are uneven across the states. In addition, there are systemic and contextual challenges that hamper the effectiveness of existing legislation in Nigeria in providing the necessary protections to women. Originality/value This study analyses the provisions of some of the legislation currently in place to protect persons from domestic violence. The impact, potential effect and overall utility of these pieces of legislation continue to require examination.

political polemic and crisis in Beirut has been marked by various actions. The emergence of public aspirations led to tragedy. The occurring of bomb incident as a result of building burning that contained 2,750 tons of Ammonium Nitrate. It can be concrete evidence that freedom in Beirut is at stake. This tragedy caused 100 victims were died and thousands people were injured. This phenomenon made many society from aroun the world contribute to express Beirut’s freedom including Josep Harb through his poetry entitle “li Beirut”. This study aims to describe nationalism form in li Beirut poetry based on Norman Fairclough’s theory, and show its impact on natinalism’s reader as literary connoisseurs. This study is a qualitative descriptive that came from li Beirut poetry by Joseph Harb and supported by related literatures. Data collection are coming from reading and taking notes techniques. Analysis techniques are based on Miles and Huberman model that contained data reduction, data display, and conclusion drawing. The results showed that portrait of nationalism in li Beirut poetry are expressions of love and praising for Beirut, also compassions and hopes for Beirut. The impact that has an effect on readers' nationalism is an attitude of prioritizing unity and brotherhood, as well as an optimistic attitude to improve the nation.
