This study aims to determine the effect of partially and simultaneously between Human Resources Competence, Organizational Commitment, and Appreciation on Performance-Based Budgeting in the Regional Organizations of West Papua Province Government. The sample in this study were 96 employees. The analytical tool in this study is multiple linear regression using the SPSS Program.The results showed that; 1) Partially independent variables (HR competencies and rewards influence the preparation of performance-based budgeting in the Regional Government of West Papua Province. 2). Together / simultaneously Human resource competency variables, organizational commitment, and rewards influence the preparation of performance-based budgeting in the Regional Government of West Papua Province. 3). The dominant variable influencing performance-based budgeting in the West Papua Provincial Government is the award.

The purpose of this study was to study the effect of work discipline variable and simultaneous work ability and competence at the West Papua Province Social Service Office. This research is a quantitative study. The sampling method uses Non Probability Sampling and the sampling technique uses Saturated Sampling. The result of this study indicate that the variable work discipline is not significant on employee performance, and subsequent research result indicate that work ability variables partially have a siginificant effect on employee performance. Also showed a variable work discipline and work ability significantly to the performance of employess in the West Papua Province Social Service Office. Improving the performance of West papua Provincial Social Service Office employees must provide work coordination and work capabilities together to improve employee performance.

AbstractThe study aims to know the existence of operation of madrasah in regions with few moslems in Manokwari Regency, West Papua Province. Using qualitative method, the study result shows that the operation of madrasah in the study location is initiated by migrant people from outside Papua. All madrasahs there are operated in Transmigration settlements and in Hidayatullah pesantren. If we see eight components of education, the madrasahs generally have not met the SNP. From the government policy, the madrasahs have not gained equal treatment from the regional government and the regional parliament due to political, socio cultural, religious and ethnicity factors while the policy of the ministry of religion still refers to the government’s policy through the Central Government’s Performance Plans not realized in accordance with the region’s need. The relationship between the madrasahs and the migrant people is good as the people need comprehensive Islamic educational service and formal education is yet available in their settlements. However, the relationship with indigenous people is hampered by regulations imposed on migrants that sometimes bring loss. AbstrakPenelitian ini bertujuan untuk mengetahui eksistensi penyelenggaraan madrasah di daerah minoritas muslim di Kabupaten Manokwari, Propinsi Papua Barat. Dengan menggunakan metode kualitatif, hasil penelitian menunjukkan bahwa penyelenggaraan madrasah di lokasi penelitian dilatarbelakangi kedatangan masyarakat migran dari luar Papua. Seluruh madrasah di sana berdiri di lokasi Pemukiman Transmigrasi dan di lingkungan pondok pesantren Hidayatullah. Dilihat dari kondisi delapan komponen pendidikan, umumnya madrasah tersebut belum memenuhi SNP. Dilihat dari kebijakan pemerintah, madrasah belum memperoleh kebijakan yang berkeadilan dari Pemda maupun DPRD, yang disebabkan oleh faktor politik, sosial budaya, agama dan etnis. Sedangkan kebijakan Kemenag sendiri masih mengacu pada kebijakan pusat melalui Rencana Kinerja Pusat (RKP) yang terkadang realisasinya tidak sesuai dengan kebutuhan daerah. Hubungaan madrasah dengan masyarakat migran cukup baik, karena pendirian madrasah memang dikehendaki oleh masyarakat tersebut, karena masyarakat sangat membutuhkan layanan pendidikan agama Islam yang utuh dan layanan pendidikan formal yang memang belum tersedia di sekitar pemukiman mereka. Namun hubungan dengan masyarakat penduduk asli, terkendala dengan aturan-aturan yang berlaku yang juga diterapkan pada penduduk pendatang yang terkadang merugikan.

AbstrakTulisan ini akan membahas mengenai kompleksitas hubungan antara kemiskinan dan konflik kekerasan. Konflik kekerasan selalu mengakibatkan kerugian dalam hal nyawa manusia, ekonomi dan kehidupan social, dan juga merupakan sumber utama dari kemiskinan dan keterbelakangan pembangunan. Tulisan ini juga membahas tentang keterkaitan antara keterbatasan sumber daya, keterkucilan dalam kehidupan social dan kemiskinan akan meningkatkan rasa ketidaksetaraan yang dapat menimbulkan kekerasan. Kemiskinan membuat suatu masyarakat menjadi lebih rentan terhadap provokasi-provokasi untuk melakukan tindak kekerasan; kerentanan ini disebabkan oleh rasa ketidakadilan dan bahwa kekerasan dapat memberikan solusi yang lebih terhadap permasalahan yang ada. Tulisan ini mengambil contoh kasus di Papua Barat dimana kondisi kemiskinan dan keterkucilan social saling berkaitan. Dan dalam konflik ini dapat terlihat bahwa kekerasan struktural dapat menghasilkan dan melanggengkan kemiskinan.Kata kunci: Deprivasi, Kemiskinan, Keterkucilan Sosial, Konflik Kekerasan, Papua. AbstractThis article discuses about the complexity of causal relation between poverty and violent conflict. Violent conflicts have huge human, economic, and social costs and are a major cause of poverty and underdevelopment. The article suggests that the coupling between deprivation, social exclusion and poverty increases the significance of inequality and may contribute to violence. Poverty conditions make the victims more vulnerable to being provoked into committing violent actions; this vulnerability is due to the grievance of deprivation and the incentives that the violence offers given the misery of the present condition. This paper takes the West Papua conflict as an example in which the conditions of poverty and social exclusion are entrenched. The violent conflict in West Papua, Indonesia has shown the pattern that structural violence can produce and sustain poverty.Keywords: Deprivation, Papua, Poverty, Social Exclusion, Violent Conflict

This study aims to determine the effect of budget participation, organizational commitment, and public accountability on regional government apparatus' performance. The population in this study were employees of Kulon Progo Regional Organizations. The number of samples used in this study was 96 respondents with the method of determining the sample using the purposive sampling method. The data were analyzed with multiple linear regression to test the hypotheses. The result of this study indicates that budget participation and public accountability have a significant impact on the employee's performance of regional government, and organizational commitment does not significantly affect local government apparatus' performance.

Based on the Performance Accountability Report of Government of West Papua Provincial Transport Department in the 2017, there is a decline in the percentage of the performance of civil servants. On the semesters of 2016 amounted to 83,22% to 79,27% in the half of 2017. This shows that for three consecutive semesters there are problems associated with the performance. The research objective is analyze the effect of compensation and career development of the performance of civil servants in the West Papua Provincial Transport Department. The population for the sample of respondents was 40 people by using non probability sampling method. Data analyze techniques used in this research is multiple linear regression.   Result of the analysis showed, partially compensated no significant effect (0,870 > 0.05) on the performance of employees, partially significant effect of career development (0.001 < 0,05) on the performance of employees, and simultaneously compensation and career development have significant influence  (0,000 < 0.05) on the performance.

This study intends to examine the importance of supervision, standard operating procedures (SOP) and quality of human resources on the effectiveness of funds disbursement in a local government. The researcher used the context and environment of the West Papua Province as a research case. The research used full samples by spreading questionnaires to all treasurer in charge of disbursing funds. The study analyzes data in a descriptive and quantitative with multiple regression tools. Our results explain that there is an influence of supervision, SOP and the quality of human resources on the effectiveness of funds disbursement. Such impacts occur partially and simultaneously

This study aims to analyze the strategic management of regional government performance development Polewali Mandar. The type of data used in this study is quantitative and qualitative data. Data sources used are primary data and secondary data. The population in this study is the West Sulawesi provincial government apparatus, sampling using a purposive sampling method, with a sample that is the West Sulawesi Provincial Government apparatus. Analyzed data was performed using SPPS for Windows Version 20. The results of this study indicate that all proposed variables have a positive and significant influence on the performance of Polewali Mandar District Government employees, in this case showing that the strategy implemented by the government is very helpful in improving or developing employee performance. The results of the correlation of the three variables indicate that these three variables are still weak to be able to support employee performance improvement, so it is important to add variables or conduct research on variables that can still be used as a strategy to improve employee performance.

This study investigates the effect of monthly pay, the number of dependents of the teachers, age, and tenure year on the organizational commitment of the teachers working in the private schools of Morang. The population in this study includes all teachers working in the private schools of Morang district. This study used a pre-tested instrument to collect the data. This study employed multiple regression analysis as an analytical tool to test the hypothesis of the research. Statistical Package for Social Science (SPSS), version 25, was used for the data analysis. The findings of the study- monthly pay, the number of dependents in the family of the teachers, and age had a significant positive impact on the organizational commitment of the teachers, but and tenure year had a significant negative effect on the organizational commitment. The originality of this study: this study shows (1) the effects of monthly payments, the number of people dependent on the job holder, age, and tenure period on the organizational commitment in the Nepalese setting. (2) Location and the population of the study are unique (no previous researches were conducted to examine the relations between the dependent and independent variables used in this study; the target population of the study- the teachers working in the private schools in Morang.

Abstrak: Tulisan ini menilik dua jenis komunitas suku, Kamoro dan Muyu, atau dua ‘warna’ perempuan yang penulis anggap dapat mewakili keseluruhan perempuan Papua. Penulis beberapa kali mengunjungi Papua dalam satu dekade terakhir, pada kesempatan tersebut penulis tinggal dan beraktivitas bersama masyarakat Kamoro dan Muyu. Kedua komunitas tersebut tinggal di tanah Papua, yang secara administratif ada di Provinsi Papua Barat dan Provinsi Papua. Dengan melihat kepada kondisi dan konteks sosial-budaya yang melatari posisi perempuan Papua di tengah masyarakatnya, penulis ingin memberikan penggambaran yang jelas bagaimana sesungguhnya kesulitan yang dialami perempuan Papua sebagai warga negara.Kata Kunci: Perempuan, Papua, Kamoro, MuyuAbstract: This article looks at two ethnic communities, Kamoro and Muyu, or two ‘colours’ of women whom the writer considers as representative of all Papuan women. The author has several times visited Papua in the past decade, on that occasion the author lived and did activities together with the Kamoro and Muyu people. Both communities live in the land of Papua, which administratively are in the West Papua and Papua Provinces. By looking at the condition and socio-cultural context which underlie the position of women in the midst of their society, the author wants to give a clear description on how difficult it is the real situation faced by Papuan women as citizens.Key Words: Papua, Women, Kamoro, Muyu

Maybrat Regency is one of the provinces located in West Papua province which was formed based on Law No. 13 of 2009 as a result of the division of Sorong Regency. As a new autonomous region, Maybrat Regency needs to increase local revenue (PAD) for the welfare of its people. Original Regional Income is a picture of the potential for regional finance which is generally based on local taxes and levies. Until now, the regional government of Maybrat district has not played an optimal role in increasing PAD. This study aims to analyze the authority possessed by the Maybrat district government in an effort to increase local revenue. This research uses a qualitative design using the post positivism paradigm, which seeks to reveal a social reality that ontologically can never be fully understood due to the limitations of human nature. The research results reveal that in the context of special autonomy, it gives wider authority to local governments in optimizing all the potential that exists to increase local revenue (PAD), such as in terms of managing the economy, governance, service affairs and cooperation with other parties.
