This article will discuss the comparison and analysis of public information disclosure laws at the Plantation, Environment, Forestry, Energy and Mineral Resources Office in East Kalimantan Province. The methodology used is in the type of comparative research, where data is collected and analyzed that is narrative in nature, as well as in-depth information about the issues or problems to be solved. At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

The many cases of corruption that have come to light, among other scandals, have led the public to lose faith in the management of public institutions. In order to regain confidence, the government needs to inform its citizens of all its actions. Public information should be accessible and controlled by means of a regulatory framework. The aim of this chapter is to analyze the transparency achieved and the progress still needed to be made by Dominican Republic municipalities with regards to complying with the requirements of the law on public information management. The chapter discusses the voluntary transparency achieved and factors that affect the implementation of information policies. The results highlight deficiencies in certain areas of online public information disclosure. The population size, economic capacity and electoral turnout are all factors that affect the online dissemination of public information by local governments in the Dominican Republic.

The purpose of this research describes the innovation of public services in public information disclosure in village governance. This research method uses primary literature studies, interviews, observations, and documentation, as well as data analysis techniques using interactive models. This research found that public service innovations are carried out by the village to be done with an Incremental innovation level and done continuously without having to change or a new invention, the driving factor of innovation success in the cooperation research site, participation, commitment, flexibility, transparency and infrastructure facilities Innovation service. A confidentiality clause is a clause in investor-state contracts which is in the operative part of the contract to guarantee adequate protection of the trade secrets of the contracting parties. This article argues that there is a need to change the current practice where investor-state contracts in Indonesia utilizes broadly defined confidentiality clauses as a means to protect trade secrets in international business transactions. This is because a broadly defined confidentiality clause is contradictory to the provisions of the Act on Public Information Disclosure (APID). APID is aimed mainly at providing public information disclosure. The public information includes public contracts, such as investor-state contracts. Therefore, a new model of the confidentiality clause is needed for the protection of trade secrets as intended by the Act on Trade Secrets (ATS) and contract law as well as public information disclosure as intended by APID. This article employs doctrinal legal research. The research utilized, primary, secondary, and tertiary legal authorities. The primary legal material intensively used in this article consists of mandatory-primary legal authorities, in the form of statutes and contracts. The contracts used are the investor-state contracts of Aceh Province, Indonesia. The finding shows that a new model of the confidentiality clause can be created by accommodating both the interest of the state for providing public information disclosure based on APID and the interest of investors for the protection of trade secrets based on ATS and contract law. Investor-state contracts are a specific type of contract which has specific characteristics that apply to both private law and public law. They are different from purely international commercial contracts which only apply private law. Investor-state contract drafters need to be aware of this difference and provide a more balanced confidentiality clause in the contracts.

Abstract (English)The purpose of this study was to determine the extent to which the implementation of the Law on Public Information Disclosure No. 14/2008 at the Communication and Information Office of Baubau City. The method uses the Merilee S. Grindle Policy Implementation model, which implements it is very supportive of the content of the policy (Content of Policy) and the context of its implementation (Context of policy) and in its implementation, it has been running optimally but there are still some problems that cause disputes over public information. Other research results show that the Baubau City Communication and Informatics Office has been very good at providing public information services that have been previously requested by the community. The applicant's lack of understanding regarding the Law on Public Information Disclosure made the Office have to provide as detailed an explanation as possible about the Law. Hasil penelitian lainnya bahwa pihak Dinas Komunikasi dan Informasi Kota Baubau sudah sangat baik dalam pemberian pelayanan penyediaan informasi publik yang telah dimohonkan sebelumnya oleh masyarakat. Pemahaman yang kurang dari pemohon informasi mengenai UU Keterbukaan Informasi Publik membuat Dinas tersebut harus memberikan penjelasan yang sedetail mungkin mengenai UU tersebut. Pemahaman pegawai Dinas Komunikasi dan Informasi Kota Baubau mengenai UU Keterbukaan Informasi Publik sudah cukup baik, namun ada menjadikan permohonan terhadap suatu informasi dibuat berbelit-belit serta menjadikan kurang diterima oleh masyarakat. Kata Kunci: Pelayanan Publik; Pemerintah; Sistem Informasi Publik; Teknologi Informasi dan Komunikasi;  Masyarakat

ABSTRACTThe Covid-19 pandemic due to a novel virus yet infectious disease needs to be informed to the public. This process was implemented due to a gap in information from the public regarding knowledge of the Covid-19 pandemic. This very circumstance requires the continuity of public information dissemination in Indonesia.                                This study aims to examine the sustainability of public information dissemination in the era of the Covid-19 pandemic; to describe the meaning of the role of public information in the era of the Covid-19 pandemic. This study employs a literature study to determine concepts and discussions in the conditions of the Covid-19 pandemic.                                This study employs the concept of public information, dissemination, and principles of sustainable development. In addition, this study refers to a number of government regulations, namely: KMK-No.-HK.01.07 MENKES 413 2020 concerning Guidelines for the Prevention and Control of Covid-19, Law No. 14 of 2008 concerning Public Information Disclosure, and the Minister of Communication and Informatics Regulation Number 17/Per/M.Kominfo/03/2009 concerning National Information Dissemination by the Government, Provincial Governments and Regency/City Governments. Furthermore, the study is related to the condition of the Covid-19 pandemic. This study concludes that the sustainability of public information dissemination in the Covid-19 pandemic era can be implemented if it is applied with the concept and several applicable requirements, namely the quality of information, optimization of dissemination, and the adoption of the principle of sustainable development in the dissemination of public information.Keywords:  Covid-19 pandemic, information public, dissemination, sustainable development principle. ABSTRAKPandemi Covid-19 yang disebabkan oleh penyakit baru dan menular perlu diinformasikan kepada publik. Proses ini dilakukan karena adanya kesenjangan informasi dari publik terkait pengetahuan pandemi Covid-19. Kondisi ini memerlukan adanya keberlanjutan diseminasi informasi publik di Indonesia.Kajian ini bertujuan untuk untuk mengkaji keberlanjutan diseminasi informasi publik di era pandemi Covid-19; untuk menguraikan pemaknaan perana informasi publik di era pandemi Covid-19. Kajian ini menggunakan studi kepustakaan untuk menemukan konsep dan pembahasan dalam kondisi pandemi Covid-19.Kajian ini menggunakan konsep dari informasi publik, diseminasi, dan prinsip pembangunan berkelanjutan. Selain itu, kajian ini juga merujuk pada sejumlah peraturan pemerintah, yakni: KMK-No.-HK.01.07 MENKES 413 2020 tentang Pedoman Pencegahan dan Pengendalian Covid-19, Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik, dan Permen Kominfo Nomor 17/Per/M.Kominfo/03/2009 tentang Diseminasi Informasi Nasional oleh Pemerintah, Pemerintah Daerah Provinsi dan Pemerintah Daerah Kabupaten/Kota. Selanjutnya, kajian dikaitkan dengan kondisi pandemi Covid-19. Kajian ini menyimpulkan bahwa keberlanjutan diseminasi informasi publik di era pandemi Covid-19 dapat dilakukan jika dilakukan dengan konsep dan beberapa persyaratan yang berlaku, yakni kualitas informasi, optimalisasi diseminasi, dan adopsi prinsip pembangunan keberlanjutan dalam diseminasi informasi publik. Kata Kunci: Pandemi Covid-19, informasi publik, diseminasi, dan prinsip pembangunan berkelanjutan

<p><em>This policy research aims to describe about the actualization and habitualization of ideology on interreligious harmony. This ideology is constructed whether through top-down state policies or local value basis which is proactively advocated by elites of religions. This research uses a survey method to gain actual and evaluative responses from the respondents which is limited for Moslem and Christian groups in East Kalimantan. The research findings depicts that perceptions of the public related to inter-religious harmony tend to be very positive, the response rate represented the average index of 0.79. Although it could not be denied that there are other facts found in this study by interviewing people at the grass roots.  These people gave different response; their responses tend to be negative which may lead to a conflict of identity between local people and migrants.</em></p>

This research aims to describe the management of public information through the official website to improvethe accountability of regional budget management. The public information governance through the website is the government's effort to utilize technology gives public easy access to information, especially in terms of accountability in managing regional budgets. This is based on the instruction of Minister of Home Affairs No. 188.52 / 1797 / SJ on " Transparency in Regional Budget Management ".It instructs that the Regional Government is obliged to publish budget plans, work plans, budget allocations, budget realization and the report documents to the official website of the Regional Government's official website on "Transparency in Regional Budget Management "content menu. However, the empirical fact shows that the information disclosure of Regional Government in Jemberis low. Based on Penambulu’s research (2014), Jember ranks on information disclosure is 35th of 38 Regencies / Cities in East Java. This background madethe researcher to research further related to public information disclosure, especially accountability of regional budget management website based in Jember. This research use a qualitative approach with descriptive research. The research design is case studies. Data collection techniques are primary data (observation and semi-structured interviews) and secondary data (documentation). The technique of selecting informants is purposive sampling and snowball sampling. The validity testing is by extending participation, perseverance, and triangulation. Data analysis uses data reduction, data analysis, and conclusion. The results showed that the public information governance has not been optimal. There is no “Transparency in Regional Budget Management “menu on the Jemberofficial website, the low commitment of regional leaders to implement e-government, the low ability of human resources to manage information technology. Therefore, information governance through the website has not been able to increase accountability of budget management in Jember. This can be seen from: a) the website does not contain information that public needed regarding budget management in detail; b) Jember Information Commission has not yet been formed; c) The sanctions from the East Java Information Commission are only reprimands and warning letters; d) Joint accountability has not been coordinated well and the lack of authority due to the legality status of assisting public information officers(only assignment letter not decree) ; e) There is a tendency for the JemberGovernment to maintain the status quo. The purpose of this study is to determine the readiness of universities in implementing the Public Information Disclosure Act and the role that can be taken by universities to build a culture of public information disclosure. This study uses qualitative methods through literature review. The main documents referred to are books, laws, Information Commission regulations, as well as evaluation reports conducted by the Central Information Commission and the Aceh Information Commissio. Based on the results of the study it is known that the readiness of universities in implementing the Public Information Disclosure Act is still not in accordance with the provisions. There are still a number of challenges that must be managed jointly internally as well as the support of other components. Next, the role that universities can play in building a culture of public information disclosure can be carried out through 3 things, namely as a "locomotive" in implementing the Public Information Disclosure Act; as a "facilitator" in building information-aware communities; and as a "motivator" so that the public and other public bodies can make use of the provision of public information for the development of knowledge and educate the nation's life. Keywords: Roles, universities, public information disclosure, culture.
