Evaluation of the operational viability of forensic units in Brazil: A hybrid approach based on the BWM and R-TOPSIS

Public security is an area of increasing importance in Brazil, as society requires that public resources are managed more efficiently and effectively. Criminalistics is an integral and vital part of the Brazilian public security system and requires new management tools to optimize human resources, equipment, and facilities allocation. Faced with a challenging scenario of budgetary constraints in several areas in public administration, the search for innovative methods should be a priority for the forensic service sector managers. The current article presents a multicriteria decision model to evaluate the operational viability of 23 forensic units within the Federal Police of Brazil (PF). The framework used the hybrid approach BWM and R-TOPSIS. The proposed model led to the complete ranking of 23 local forensic units. Amongst the last positions in the ranking, it was possible to recommend merging or shutting down some units. The sensitivity analysis performed did not show abrupt variations in the original positions, confirming the robustness of the proposed solution. It was concluded that the model allowed resources optimization whilst not compromising the quality of the services provided to society.

This study examined the impact of employee empathy on customers’ advocacy directly and indirectly through customers’ loyalty. Moreover, the interacting effect of customers’ trust was verified between the association of customers’ loyalty and advocacy. The attributes of the proposed model were examined in the context of first line employee and patients’ interactions. A total of 220 responses were collected for analysis from the private hospitals of Peshawar. The model fitness was confirmed through confirmatory factor analysis and hypotheses were examined. Findings confirmed the positive and significant impact of employee empathy on customers’ advocacy. Further, the mediating effect was examined and found that loyalty partially mediates employee empathy and customers’ advocacy. Additionally, trust was found a significant moderator between the association of customer loyalty and advocacy. Furthermore, findings revealed that trust based loyalty significantly and positively mediates employee empathy and customers’ advocacy. Findings of the present study provide understanding for the service sector, particularly in healthcare, to enhance customers’ loyalty, advocacy, and trust through service employee’s empathic aptitude. <pre>The focus of this paper is to propose a bi-objective mathematical model for a new extension of a multi-period p-mobile hub location problem and then to devise an algorithm for solving it. The developed model considers the impact of the time spent traveling at the hubs' network, the time spent at hubs for processing the flows, and the delay caused by congestion at hubs with specific capacities. Following the unveiled model, a hybrid meta-heuristic algorithm will be devised that simultaneously takes advantage of a novel evaluation function, a clustering technique, and a genetic approach for solving the proposed model.</pre>

The NITI Aayog is working to develop and conduct pilot public–private partnership (PPP) projects to improve the delivery of healthcare services. The last two decades saw a rise in discussions and debates on the varied PPP models, as an opportunity to harness the private sector efficiencies and to supplement the public resources. However, the enthusiasm for experimenting with the PPP models fall short of the learnings from it. The limited but growing evidence based on PPPs in healthcare suggests that even the basic tenets of design and implementation of the PPP model have not been met, such as selection of qualified providers\contractors, designing contracts that align incentives, appropriately allocate risks and managing contracts using appropriate performance management tools. In general, the PPP models involve considerable risks and more so in healthcare given its unique characteristics, therefore if not designed and implemented with care, PPP’s in healthcare would prove to be wasteful and burdensome on the public exchequer.

Today the competitive struggle for a guest in the highly competitive domestic market of hospitality is sharpened. It is connected with the development of hotel business in Russia and the decision of a large number of pressing problems such as a reduction of the tourist flows and number of business trips. Unfortunately, these issues cannot be always solved with the help of the experience of foreign colleagues. The article discusses the hotel business development in the People&#180;s Republic of China and the reasons for its growth. The author considers further opportunities for problem-solving in the service sector in a highly competitive and describes innovative methods for the solution of social problems and increasing the standard of living through tourism in areas remote from the cities. Taking into account the huge potential of outgoing tourism in China, the whole world is struggling to attract tourists from China. According to the latest statistics of the Federal Agency for Tourism of the Russian Federation, the growth of tourist flow from Southeast Asia was recorded in Russia in 2015. For example, China has come on top by the number of foreign travelers, who visited our country, leaving behind Germany that was a leader in this for several years. The number of Chinese tourists coming to Russia already more than a million people a year. Today the following issues are actively studied. What visitors from China are interested in? What sites attract their attention? Which tourist attraction they choose firstly at all? What qualities are needed to increase the tourist flow from the PRC? The potential of Russia for tourists from China is huge, therefore research is conducted and program of some kind of prompts to the owners of the local hotels in the provision of high quality services for guests from China are introduced.

The article presents a theoretical justification of the structure and content of the structural-functional model for developing professional-pedagogical competence in lecturers of professional disciplines from technical universities. The analyzed pedagogical experience and use of modelling of pedagogical processes, as one of the methods of cognition during research, have made it possible to determine programme- and target-related, theoretical and methodological, activity-oriented and technological, monitoring and result-oriented components of the structuralfunctional model. The article specifies that the programme- and target-related block of the model consists of goals and objectives of developing professional-pedagogical competence in lecturers of professional disciplines. The theoretical and methodological block encompasses methodological approaches, principles and functions, which serve as a foundation for developing the competence under study. The activity-oriented and technological block includes pedagogical conditions, professional programme, traditional and innovative forms of learning, pedagogical conditions, innovative methods of learning, tools, stages of the technology for developing professional-pedagogical competence in lecturers. At the same time, the article shows that development of professional-pedagogical competence involves gradual realization of the model (motivational and target-related, content-related, activity-oriented and procedural, reflexive and result-oriented components). It indicates that the monitoring and result-oriented block of the structural-functional model combines a component-based structure of developing professionalpedagogical competence in lecturers (cognitive and intellectual, personal and motivational, functional and technological, social and communicative, reflexive and regulative components), criteria (axiological and motivational, integrative and theoretical, activity-related and operational, personal and communicative, evaluative and reflexive), levels (adjustive, regulatory, productive, self-organizational) and final results. The article concludes that the proposed model is a dynamic system and acts as a tool of feedback aimed at continuing development of professional-pedagogical competence in lecturers of professional disciplines from technical universities. Further research should lie in determining the content of the technology for developing professional-pedagogical competence in lecturers of professional disciplines from technical universities under the conditions of postgraduate teacher training.

In gene expression analysis, the expression levels of thousands of genes are analyzed, such as separate stages of treatments or diseases. Identifying particular gene sequence pattern is a challenging task with respect to performance issues. The proposed solution addresses the performance issues in genomic stream matching by involving assembly and sequencing. Counting the k-mer based on k-input value and while performing DNA sequencing tasks, the researches need to concentrate on sequence matching. The proposed solution addresses performance issue metrics such as processing time for k-mer counting, number of operations for matching similarity, memory utilization while performing similarity search, and processing time for stream matching. By suggesting an improved algorithm, Revised Rabin Karp(RRK) for basic operation and also to achieve more efficiency, the proposed solution suggests a novel framework based on Hadoop MapReduce blended with Pig & Apache Tez. The measure of memory utilization and processing time proposed model proves its efficiency when compared to existing approaches.

Tattoos are still poorly explored as a biometrics factor for human identification, especially in public security, where tattoos can play an important role for identifying criminals and victims. Tattoos are considered a soft biometrics, since they are not permanent and can change along time, differently from hard biometrics traits (fingerprint, iris, DNA, etc). The identification of tattoos are not simple, since they do not have a definite pattern or location. This fact increases the complexity of developing models to address this problem. In addition, the tattoo identification roadmap is very complex, including several steps and, in each step, specific methods need to be developed. Among the several problems identified in this roadmap, we tacked the identification problem, which is defined as: given an image of a person, determine if there is a tattoo or not. We present a deep learning model based on transfer learning for the tattoo detection problem. We also used data augmentation to improve the diversity of the training sets so as to achieve better classification accuracy. Along the work two new datasets for tattoo detection were created. Several comparative experiments were done to evaluate the diversity of images in the datasets, and the accuracy of the proposed model. Results were very promising, achieving an accuracy of 95.1% in the test set, and a F1-score of 0.79 in an external dataset. Overall, results were satisfactory, given the complexity of the problem. Future work will focus on expanding the datasets created and addressing the other problems of the tattoo roadmap.

The article examines the modern conditions and directions of development of marketing management of entrepreneurial activity. It is proved that in recent years, measures have been taken to improve the functional organizational structure of management and increase the efficiency of using modern marketing management tools to ensure a competitive advantage. The main evolutionary stages of development and formation of marketing management are revealed. The essence of the concept of “marketing management” is determined according to four conceptual approaches. The main evolutionary stages of development and formation of marketing management are formulated. It has been established that the organizational forms of marketing management due to changes in the tasks and functions they perform, the emergence of innovative methods of economic management and the evolution of the market have changed significantly. The diagram of the evolution of marketing management is presented. Five stages of the evolution of organizational forms of marketing management are allocated. It has been proven that marketing management allows the implementation of all marketing activities to be coordinated with a common management system, which makes it possible to organically merge marketing and management.

Emotions can impact a performance, they can either create a high or crash the employee’s morale which will affect the persons performance positively or negatively. The research paper casts light upon the measurement of EI, and how it impacts an employee’s performance. The highlights the job performance, the importance of performance index. The main purpose of the research analysis is to understand the effectivenessEIin IT(Service Sector), and how it influences their performances. The research methodology used in the study is a hybrid approach that consists of exploratory and descriptive research methods. The exploratory research is considered as the primary research method, while the descriptive research method is considered as the secondary data. We will analyze the relationship between dependent variable and independent variables of factors affecting the development of emotional intelligence of employees. This research is conducted in IT organizations in Chennai, for feasibility purpose
