The study investigated if faculty absenteeism is influenced by the extent of policy implementation on attendance monitoring, reporting, and usage of records. Through the use of Focus Group Discussion, it also determined the issues and prospects surrounding the policy and its implementation, in an attempt to generate inputs for upgrading the attendance policies and procedures in a technological university operating in Quezon City and Manila City in the Philippines. Respondents of the study were comprised of faculty members, attendance checkers, academic heads, and Human Resource Department staff of the said institution. The results revealed that faculty absenteeism is not influenced by the extent of implementing the policy on attendance monitoring, reporting and usage of record. The study also discovered some policy issues such as uncommitted attendance checkers, improper and inconsistent attendance remarks, lenient implementation of the attendance monitoring policy, and lack of coordination among concerned departments.

This research aims to examine differences in the relationship of bureaucratic and political officials during the New Order (Soeharto’s era) and the Reformation (post-Soeharto) era within the arena of public policy implementation. This is a matter of importance given that there is a change in relations between the two from integration in the New Order to bureaucratic impartiality in the Reformation Era. This study attempts to answer the question: How were the relations of bureaucratic and political officials in the implementation of local level public policy during the New Order and the Reformation Era? A qualitative research has been conducted in Tegal Municipality using the following data collection techniques: interview, focus group discussion, documentation, and observation. Tegal Municipality was selected as the study location because of the unique relationship shown between the mayor and the bureaucracy. Its uniqueness lies in the emergence of bureaucratic officials who dare to oppose political officials, based on their convictions that bureaucratic/public values should be maintained even if it means having to be in direct conflict with political officials. This research indicates that the relationship between bureaucratic and political officials in the arena of local level policy implementation during the New Order was characterized as being full of pressure and compliance, whereas during the Reformation Era bureaucrats have the audacity to hinder policy implementation. Such audacity to thwart policies is considered to have developed from a stance that aims to protect public budget and values in policies. The occurring conflict of values here demonstrates a dichotomy of political and bureaucratic officials that is different from the prevailing definition of politics-administration dichotomy introduced at the onset of Public Administration studies.

This paper explores the affordances and constraints of STEM faculty members’ instructional data-use practices and how they engage students (or not) in reflection around their own learning data. We found faculty used a wide variety of instructional data-use practices. We also found several constraints that influenced their instructional data-use practices, including perceived lack of time, standardized curriculum and assessments predetermined in scope and sequence, and a perceived lack of confidence and competence in their instructional data-use practices. Novel findings include faculty descriptions of instructional technology that afforded them access to immediate and nuanced instructional data. However, faculty described limited use of instructional data that engaged students in reflecting on their own learning data. We consider implications for faculty’s instructional data-use practices on departmental and institutional policies and procedures, professional development experts, and for faculty themselves.

There are few who would disagree with the fact that sound personnel policies are important to any organization. This would include personnel policies and procedures for university faculty members as well as members of other organizations. This study was designed to analyze any change which had occurred in faculty personnel policies in selected southeastern and midwestern universities from 1972–73. Significant improvements were made in the areas of performance appraisal procedures, promotion systems, the use of position descriptions, and job evaluation systems. This is an encouraging trend in colleges and universities, and one that will hopefully continue to improve.

Since the implementation of the European Higher Education Area, universities have been obliged to implement continuous assessment systems that require a high degree of attendance by students. Using recorded data, from year 1 to year 5, of 694 students of a European university, where attendance is mandatory, the main objective of this research is to analyse to what extent absenteeism affects performance across the years of degree study. The investigation found a decreasing effect.  In addition, a cluster analysis was done to find out if the compulsory attendance policy impacts all students equally. Three different behavioural styles were found: those who attend regularly, students who manage their number of absences to comply with attendance rules, who are the real targets the policy, and a third group with a high number of absences not affected by the policy. These findings identify the groups of students who benefit most from adequate attendance.

Purpose This paper aims to propose a new genetically evolved fuzzy cognitive mapping approach as a decision-making framework for analyzing the relationships between the drivers and strategies for green computing adoption. Design/methodology/approach A focus group discussion among stakeholders in the Philippines is used to establish the relationships between the drivers and strategies of green computing adoption. Findings The proposed approach significantly reduces the time complexity for developing the fuzzy cognitive maps and provides a basis for comprehensively clustering drivers and strategies that share similar characteristics. Research limitations/implications This paper’s results provide insights into how the drivers and strategies of green computing adoption facilitate the intention of adopting stakeholders. Moreover, it provides a framework for analyzing structural relationships that exist between factors in a compliant manner. Originality/value To the best of the author’s knowledge, the paper is the first to analyze the drivers and strategies of green computing under a complex systems’ perspective. Moreover, this is the first study to offer lenses in a Philippine scenario.

The study investigates the strategies employed by the students of Cebu Technological University in searching information using digitized resources. It identifies students' information needs using the main campus’ library and describes the information seeking approaches students employ using the Internet, Online databases and Optical media. The study employs simple purposive sampling. It uses descriptive method of survey and document analysis. A focus group discussion was also conducted and computer log monitoring analysis. The study revealed that students’ information needs are varied and course related. Students’ purposes in searching information in digitize sources are to get an overview of their research topic; answering class assignments and gathering related literature. Students supply their own keywords rather than the keywords provided in the index of online databases was generally the first approach used in searching information in digitized sources. Boolean operators and truncations as search techniques were the least used approach. Search engines of Google, Yahoo, and You Tube were the top three preferences of students when using the Internet as a Digitized Information Source. Dealing with too many results to choose from and inadequate instructions on how to proceed with the search usually contribute to the delay in finding the needed information.   Keywords - digitized resources, information seeking strategies

Communication is immensely dynamic in the 21st century as evidenced by the fast-changing communication mechanisms. However, global trends show that oral communication skills are still considered among the most desired skills that employers are seeking in the workplace. Thus, there is a need to explore the manifestation of the socio-cultural components of the personnel, namely: behavior, attitude, and etiquette in their oral communication practices particularly the informal manner, as the components bear a significance when they engage in such form of communication interaction.  Direct observations of thirty-eight episodes of the teaching and non-teaching interactions of the personnel were noted followed by a Focus Group Discussion with seven selected personnel that validated the results of the observed manifestation of their  socio-cultural components and likewise explored other underlying factors that shaped and developed their socio-cultural components. Behavior (facial expressions) and etiquette (voice tone) components mainly dominated in their interactions, yet the attitude component is also significant to them. The manifestation of these components is situational given their respective upbringing during childhood as a major perceived aspect that established these components. A desirable manifestation of these components is encouraged when engaging in informal oral communication interactions so to become a competent communicator in the workplace.

This 2016 cross-sectional inquiry used quantitative and thematic content analysis to determine the organizational climate (OC) with empirical and theoretical relation to the teachers’ performance (TP) and management competencies (MC) of a rural, K-12, private school in the Philippines. Analyses from a focus group discussion (FGD) was done using strengths, weaknesses, opportunities, and threats (SWOT) analysis and a balanced score card. The study revealed that the Philippine rural school’s level of OC, TP, and their subdomains were high, but MC yielded basic proficiency. Under OC, it was found out that the higher the designated position the greater is the sense of teamwork. High-positioned females that have attained tenure were also found to be more committed. In terms of TP, this study also established between the ability of younger teachers with experience to better handle diverse students, master their pedagogy, do better in planning, assessing, and reporting the learners’ outcomes, create better learning environments, and has social regard for learning. Male teachers tend to acknowledge better the management competence in terms of personal integrity and interpersonal effectiveness. The findings of this study are intended to supplement to the dearth of researches in the database of rural education in the Philippines.

The study examined ownership, gender and experience as correlates of policy implementation in the management of Universities Libraries in South-South, Nigeria. The correlational survey design was adopted for the study. Three (3)research questions and three (3)hypotheses guided the study. The population of the study was 1,465 which comprised 12university librarians from the 12 State and Federal Universities in South-South, 263 other professional librarians and 1,200 year 3 students who are regular libraryusers in the universities. The sample for the study was 385 respondents which consisted of 12 university librarians from the twelve universities, 263 other professional librarians and 120 years 3 students. The convenience sampling technique was used to select 10 year 3 students each from the 12 universities. Three instruments were used for datathe collection namely:questionnaire,interview, and focus group discussion. The overall internal consistency reliability index of the questionnaire obtained through Cronbach’s alpha estimate was 0.95. The data collected were analyzed using mean and standard deviations for the research questions. The null hypotheses were tested using multiple regressionsand associated t-test. The findings showedthat in the management of university libraries in South-South Nigeria, library policies on main duties and responsibilities, user-oriented library concepts, schedule of duties, were highly implemented. On account of these findings, it was recommended among others that: The National Universities Commission (NUC) should monitor the implementation of the policy statements. This is to ensure that libraries irrespective of ownership, gender and experience of the librarians, are encouraged and supported to implement the policy statements to a very high extent.
