The article examines the problem of professional development of future officers of the penal system of the Russian Federation. The subject of the article is the personal and professional competence of penal system officers. The purpose of the article is to describe the pedagogical problems of the formation of personal and professional competence of the staff of the penal system at the stage of professional training. The methodological basis of the study was the analysis of psychological and pedagogical literature on the topic of the work, questionnaires, and generalization of pedagogical experience. As a result of the work carried out, the concept of personal and professional competence was analyzed, the role of subjective activity in its formation was shown, the necessity of targeted formation of pedagogical competence in future staff of the penal system was substantiated; approaches to the integrated assessment of the personal and professional competence of students were formulated. The solution of the above pedagogical problems will have a positive effect on the formation of the personal and professional competence of students, which ensures the effective further service activities of the FPS staff. Conclusions are drawn about the need for changes in the pedagogical process of training future staff of the penal system of the Russian Federation in the following areas: updating of the training technologies, enhancing the personal resources of students, organizing a system of independent work. The article is devoted to the results of the research “Personnel of Methodologists of the Central Libraries of the Subjects of the Russian Federation”, conducted by the Center for Research on the Development of Libraries in the Information Society of the Russian State Library in 2017. The article presents the results of one of the aspects of the study related to the problems of education and professional development training of employees of methodical services of the Central Libraries of the Russian Federation. 97,9% employees of the methodical divisions have higher education that demonstrates high educational status of the methodical personnel. At the same time, almost one third of the staff does not have the specialized library training. Non-core education is represented by various disciplines, mainly of humanitarian area. Participants of the research also noted the discrepancy between the education of graduates of library qualification and modern requirements of methodical activities and the great need for continuous professional development training of staff of specialized methodical units. The author studied participation of methodologists in the activities of the professional development system, as well as the topics of these activities. There were almost no training events organized specifically for methodologists, and their participation in the numerous training events was not systematic. The analysis of educational needs of methodologists showed the greatest deficiency of events on legal subjects and organization of methodical activities. The results of the study are important for the subsequent development of the professional training strategy and system of professional development training of the personnel of methodical services.

Целью исследования является определение роли самостоятельности в военной службе офицеров и ее влияние на успешное выполнение служебно-боевых задач. Рассмотрена структура деятельности человека, а также место в ней элементов самостоятельности. На основе исследования научной литературы определяются основные структурные элементы понятия «самостоятельность», что позволяет интерпретировать результаты проведенного анализа отзывов на выпускников военных вузов войск национальной гвардии Российской Федерации. Выявленные недостатки в подготовке военных специалистов позволяют сделать вывод о недостаточном развитии самостоятельности в их служебной деятельности. Из этого следует, что зафиксированный уровень развития самостоятельности препятствует проявлению нестандартного, нешаблонного мышления, а также значительно затормаживает саморазвитие офицера как личности и специалиста. Особое внимание уделяется формированию практических навыков курсантов военных вузов, соответствию решения практических задач на занятиях реальным запросам командования различного уровня. Проанализированы возможные причины формирования практических навыков выпускников на уровне ниже ожидаемого и проблема адаптации младших офицеров к новым вызовам. Также в ходе исследования определены основные пути решения проблемы морального устаревания предлагаемых в ходе практических занятий «жизненных» ситуаций. Важно отметить, что уровень профессиональных компетенций выпускников военных вузов войск национальной гвардии Российской Федерации тесно взаимосвязан с практикой их применения. Отмечено, что деятельность курсанта и офицера схожа по своей структуре, что позволяет предложить более результативные способы формирования их поведения в нестандартных/критических ситуациях. The purpose of the article is to determine the role of independence in the military service of officers and its influence on the successful fulfillment of service and combat missions. The article examines the structure of human activity, as well as the place of elements of independence in it. Based on the study of scientific literature, the main structural elements of the concept of “independence” are determined, which allows interpreting the results of the analysis of responses to graduates of military universities of the National Guard troops of the Russian Federation. The identified shortcomings in the training of military specialists allow us to conclude that there is insufficient development of independence in their service activities. As a result, the recorded level of development of independence prevents the manifestation of non-standard, unconventional thinking, and also significantly inhibits the self-development of an officer as a person and as a specialist. Particular attention is paid to the formation of practical skills of cadets of military universities, the correspondence of the solution of practical problems in the classroom to the real requests of the command of various levels. The article discusses the possible reasons for the formation of practical skills of graduates at a level below the expected level and the problem of adaptation of junior officers to new challenges. Also, in the course of the study, the main ways of solving the problem of obsolescence of the “life” situations offered during practical exercises were determined. It is important to note that the level of professional competence of graduates of military universities of the National Guard troops of the Russian Federation is closely interconnected with the practice of their application. The article notes that the activities of a cadet and an officer are similar in structure, which allows us to offer more effective ways of shaping their behavior in non-standard / critical situations.

The author examines the stages of the party struggle in Nicaragua and the role of Ortega in this process. The author analyzes in detail the opinions of various experts regarding political events that took place in Nicaragua. The author traces and analyzes the main trends in economic development of Nicaragua, including cooperation with the Russian Federation. The author notes the role of Nicaragua in assisting the Russian Federation on the international arena. The author emphasizes the diversity of the spheres in which cooperation and interaction of the two countries is carried out.

The article surveys didactic conditions of trainingofficers of Special Forces of RF Ministry of Internal Affairs (MIA) as part of their vocational on-duty training. The aim of the article is content-analysis of vocational on-duty training and prospects of organizingservice and operational training for officers of MIA. The relevance of the article is determined by establishingthe need to strengthen scientific component of all kinds of professional training of officers of MIA Special Forces.Service and operational training is considered a key factor of increasing professional competence of Special Forces officers, and of maintaining high level of personnel readiness for action in complex operational situations as well as the basis for successful solving of operational tasks. Moreover, the article includes propositions on didactic optimisation of MIA Special Forces officers� vocational on-duty training on the whole and service and operational training in particular.

In the conditions of constant reform and improvement of state bodies of the Russian Federation, the role of the executive power as a body that was a link between the state will and society is increasing. Due to the peculiarity of the organization of the structure of the bodies of the Ministry of Internal Affairs of the Russian Federation, the relationship between the internal affairs bodies and the population (an individual citizen) is provided by the district department of internal Affairs. Police officers in the district department, as a rule, are among the first to receive information about changes in the operational situation, and this information is often associated with various kinds of emergencies. The correct analysis and prompt response to incoming information depends on the professional training of employees of the district police department. When applying to the internal affairs bodies, a citizen interacts with the district departments of the Ministry of Internal Affairs of Russia, the solution of the problem that was the reason for the appeal largely depends on the skillful actions of the police officers, the quality and order of services to citizens who applied for help to the internal affairs bodies depends on the competently constructed activities of the district department of the Ministry of Internal Affairs. This study aims to develop scientific proposals and recommendations for improving the management of the activities of the territorial bodies of the Ministry of Internal Affairs of the Russian Federation at the district level.

The article highlights the importance of independent study for the development of personality, assimilation and exchange of experience, learning process, professional development of future specialists. Scientific and pedagogical literature devoted to the peculiarities of the organization of students’ independent study, the problem of choosing forms and methods, types of students’ independent study, taking into account the necessary specifics of their professional formation, were analyzed. The approaches of scientists to the interpretation of the concept of «independent study» have been revealed. Higher education is gradually but steadily moving from the transfer of information to the management of educational and cognitive activities, the formation of students’ independent study skills. According to the Regulations on the organization of the educational process in higher educational institutions, students’ independent learning is the main means of mastering the educational material in the time free from compulsory educational activities. Under independent educational activity we mean a type of activity that can orient the student to self-improvement and self-development of professional knowledge and skills that will ensure the formation of future specialist’s professional competencies. Independent extracurricular study is seen as a means of forming the students’ cognitive abilities, in the process of which the student gradually turns into a self-learning subject. The article considers the influence of extracurricular independent work on the training of a competitive specialist. The reasons that determine the necessity and importance of students’ independent study in the learning process are described. It was concluded that students’ independent study, organized taking into account pedagogical conditions, gives a significant positive effect in the formation of the professional competence of future specialists. The example of organization of extracurricular independent work in teaching English is given in this article. In conclusion, it should be emphasized that organizing students’ independent study at the university is a complex and multifaceted process. It includes both the formation of self-motivation and self-organization of future specialist, and the readiness of the teaching staff for this type of activity. The results of the practical activities of teaching a foreign language at Igor Sikorsky Kyiv Polytechnic Institute showed that the independent learning of students, organized taking into account the pedagogical conditions, gives a significant positive effect in the formation of professional competence, that is, it is an important component in the professional training of future specialists.

We analyze the specific determinants of competence on lecturer performance as a moderator of information technology.  The sampling method used is non-probability sampling that is 99 lecturers who work at 11 Seafarers Private Vocational Schools in Indonesia. The analysis used in hypothesis testing is Structural Equation Modeling (SEM) with the help of WarpPLS Software version, 6.0. The results proved that the pedagogical competence (PDC) has a significant influence in improving lecturer performance (LCP), Personality or personal competence (PSC) is proven to increase lecturer performance (LCP). Social competence (SCC) has a significant positive effect on lecturer performance (LCP). Lecturers have the ability to manage learning while in the classroom; this is indicated by the ability of lecturers to master student characteristics so that they can present the material well. Professional competence (PFC) negative and no significant on lecturer performance (LCP). Seafarer technical competence (STC) negative insignificant effect on the lecturer performance (LCP), The Mastery of Information Technology (ITC) roles as a moderator can only be proven in testing the effect of Pedagogical competence (PDC) effect on lecturer performance (LCP), mean while in the other testing is not proven.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.
