Slum-free Urban Program (KOTAKU) is arranged by the Directorate General of Human Settlements, Presidential Regulation Number 2 of 2015, which instructs the development and expansion of urban regions by handling the residential environment's quality. The research shows that Binjai City has 21 Urban Villages included in the slums residential area. They are Tanah Merah, Bhakti Karya, Tanah Seribu, Puji Dadi, Binjai Estate, Rambung Barat, Rambung Timur, Timbang Langkat, Sumber Mulyorejo, Sumber Karya, Bandar Sinembah, Limau Mungkur, Paya Roba, Suka Maju, Suka Ramai, Tangsi, Satria, Berngam, Pekan Binjai, Damai, and Cengkeh Turi. The KOTAKU program gets its fund from the Kotaku program, Regional Budget (APBD), and communities' funds to manage the program. In this research, the methodology used was the descriptive method using a qualitative approach to focus on the current issues or phenomena during the research. The research shows the decrease of slums residential area from 315.6 Ha to 224.57 Ha. The implementation of the KOTAKU program has a resistor factor: the lack of socialization from the government regarding the program and the lack of community participation in the development process. This research concludes that the implementation of the KOTAKU program in Binjai City has corresponded to the local people requirements, and it creates a decrease of residential slums area to 30%. This research provides a recommendation: the government needs to make more socialization regarding the program and conduct direct coordination to the community to increase people's participation to run the KOTAKU program. The suggestion for future research is to conduct a bottom-up strategy so that many people are actively involved in the program

Abstract One of the priority areas for restoration and conservation of peatland after the 2015 fires in Riau is Pelalawan District. The community attitude around peatland will affect the success of conservation and restoration activities carried out by the government together with the Peatland Restoration Agency (BRG). This research aims to determine the community attitude around peatland toward conservation and restoration programs using a descriptive method with a qualitative approach. The total number of respondents is 45 communities spread over two subdistricts in Pelalawan, Riau. The location determination was carried out by purposive sampling where two sub-districts were selected, the Bunut sub-district representing the mainland peatland area and the Pelalawan sub-district representing the coastal peatland area. The main results of this research indicate that conservation and restoration of peatland such as the establishment of Fire Concerned Community (MPA), the existence of re-vegetation, canal blocking as form of re-wetting, and re-vitalization of livelihoods in Pelalawan, Riau obtain a positive response from the community along with it, community participation programs organized by the government. This research shows to the public that local peatland communities have awareness and understanding of the importance of protecting peatland area ecosystem.

This research was conducted in Giri Purno Village, Rimbo Ilir District, Tebo Regency. The location of the research will be carried out in Giri Purno Village, Rimbo Ilir District, Tebo Regency. This location was chosen "purposively" that is intentionally. Considering the condition of the area which shows the low level of women's participation in the development of Giri Purno Village in terms of village consultations, formulation, planning and implementation of development. The method used in this study is a descriptive method with a qualitative approach, which intends to find out and get an overview of the problems that occur at a certain place and time. Forms of Women's Participation in the Development Process of Giri Purno Village, Rimbo Ilir District, include: 1. Non-Physical Participation (Ideas / Thoughts) and 2. Participation in the Form of Energy. Factors Encouraging Women's Participation in the Giri Purno Village Development Process: Awareness / Willing Factors, Educational Factors, Income factor / Income. The inhibiting factors for women's participation in the development of Giri Purno Village include the busyness of women, lack of communication and external factors, namely the government leadership factor.

The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

About disaster management can result in many fatalities. One aspect in minimizing disaster impacts is disaster mitigation. Disaster mitigation as a way to increase community participation in reducing disaster risk. Therefore, BPBD established a disaster management program, namely the Tangguh Bencana Village program. Karang City is one of the villages that received assistance from the Tangguh Bencana Village program. This research aims to identify forms of community participation and the level of community participation in the Tangguh Bencana Village program. The method used in this research is descriptive research type with qualitative approach. Data collection is conducted using interviews, and documentation. The results of this study showed that the participation of the community of Kota Karang Village in the Tangguh Bencana Village program is quite good, because the community provides participation in the form of energy, and social. Furthermore, the level of community participation is still at the level of tokenism (pseudo participation) of the community has given its participation but in its implementation the decision is still in the hands of the government.

The Secondary Education Affirmation Program (ADEM) for repatriated students is an effort made by the Indonesian government to provide educational services for students who have difficulties accessing education abroad. The aim of this study was to investigate the effectiveness of the government program implementation in Lampung province on Sumatera island, Indonesia. This study adopted a qualitative approach using interviews for data collection. The collected data were then descriptively analyzed. The result indicates that ADEM program is an effective way for providing access to proper education for repatriated students. However, several learning difficulties during the program implementation, such as differences in language, culture, food, and facilities, need to be taken into account. The study’s limitations with several suggestions for future research are also discussed.

AbstractThis paper examines various perspectives on the management of madrasah education that include:Firstly, what is the government’s perspective on the management option of madrasah, is it the government’s authority (the Ministry of Religion) or madrasah management option is the authority of local government? Second, Why does the financing of madrasah require increasing portion of the budget that is equivalent to ordinary schools? Third, why do we need improvement and expansion of authority for the managerial organizational structure in the Ministry of religion from the level of directorate to be directorate general level ?. The results of the study are first, the managerial authority of madrasah in the perspective of public administration shows that the management of madrasah is the domain of the government and has been delegated by the government to the Ministry of Religion. Second, the budget implementation for madrasah has not met twenty percent of the State Budget (APBN) as well as from the Regional Budget (APBD) as mandated by the constitution. This non-proportional budgeting has impacted the implementation of madrasah to be non-optimal. Third, the management organization of madrasah education in the Ministry of Religion is not optimal in serving the organization of madrasah. Increased authority and expansion of madrasah education management organization structure is an urgent need in order to balance the scope of development and organizational capacity.AbstrakTulisan ini mengkaji berbagai perspektif tentang pengelolaan pendidikan madrasah meliputi: Pertama Bagaimana perspektif administrasi pemerintahan terhadap pilihan pengelolaan madrasah sebagai kewenangan pemerintah (Kementerian Agama) ataupun pilihan pengelolaan madrasah sebagai kewenangan pemerintah daerah? Kedua, Mengapa pembiayaan madrasah membutuhkan peningkatan porsi anggaran yang setara dengan sekolah? Ketiga, Mengapa dibutuhkan peningkat an kewenangan dan perluasan struktur organisasi pengelola madrasah di Kementerian agama dari level direktorat menjadi direktorat jenderal?. Hasil kajian adalah, Pertama, Kewenangan pengelolaan pendidikan madrasah dalam perspektif administrasi pemerintahan menunjukkan, bahwa pengelolaan pendidikan madrasah merupakan domain pemerintah dan secara delegatif telah diberikan oleh pemerintah kepada Kementerian Agama. Kedua, Anggaran penyelenggaraan pendidikan madrasah belum memenuhi dua puluh persen dari Anggaran Pendapatan dan Belanja Negara (APBN) serta dari Anggaran Pendapatan dan Belanja Daerah (APBD) sebagaimana dimandatkan konstitusi. Penganggaran yang belum proporsional ini telah berdampak terhadap penyelenggaraan madrasah yang tidak optimal. Ketiga, Organisasi pengelola pendidikan madrasah di lingkungan Kementerian Agama belum optimal dalam melayani penyelenggaraan pendidikan madrasah. Peningkatan wewenang dan perluasan struktur organisasi pengelola pendidikan madrasah merupakan kebutuhan mendesak dalam rangka menyeimbangkan antara ruang lingkup pembinaan dan kapasitas organisasi

Implementasi kebijakan pengendalian Kawasan Bandung Utara disingkat (KBU) dalam pembuatan Izin Mendirikan Bangunan disingkat (IMB) belum terlaksana secara menyeluruh. Masih banyak warga belum mempunyai IMB di Kecamatan Cimenyan. Tujuan dari penelitian adalah untuk mengetahui, mengkaji, menganalisis dan memahami secara mendalam tentang  implementasi kebijakan Pemerintah Provinsi Jawa Barat Nomor 2 Tahun 2016 yaitu tentang Pedoman  Pengendalian KBU. Metode implementasi kebijakan menggunakan pendekatan kualitatif melalui wawancara, dokumetasi dan observasi. Bagaimana implementasi kebijakan pengendalian KBU dalam pembuatan IMB di Kecamatan Cimenyan. Pemerintah Kabupaten perlu melaksanakan beberapa tindakan dalam pengendalian pembuatan IMB di Kecamatan Cimenyan. Adapun langkah-langkah yang dapat dilakukan adalah mengoptimalkan kinerja sumber daya manusia, penyediaan anggaran dan kerjasama antar pihak pemerintah, swasta dan masyarakat. Implementasi kebijakan akan terlaksana apabila sosialisasi tentang IMB secara menyeluruh. Faktor penyebab kesulitan warga karena perizinan harus melalui Pemerintah Provinsi sehingga mengakibatkan waktu yang cukup lama dalam pembuatan IMB. Akan lebih baik jika aturan pembuatan IMB dipermudah khusus pemohon IMB yang luas lahannya terbatas, melalui aturan yang dikeluarkan oleh Pemerintah Kabupaten atau Pemerintah Provinsi.  The implementation of the control policy for the abbreviated North Bandung Area (KBU) in making the abbreviated Building Permit (IMB) has not been implemented comprehensively. There are still many residents who do not have an IMB in Cimenyan District. The purpose of the research is to find out, examine, analyze and understand in depth about the implementation of the West Java Provincial Government's policy Number 2 of 2016 which is about the KBU Control Guidelines. The policy implementation method uses a qualitative approach through interviews, documentation and observation. How is the implementation of KBU control policies in making IMB in Cimenyan District. The district government needs to carry out several actions in controlling the manufacture of IMB in Cimenyan District. The steps that can be taken are optimizing the performance of human resources, providing budget and cooperation between the government, the private sector and the community. Policy implementation will be carried out if there is a thorough socialization of the IMB. The factor that causes difficulties for residents is that licensing must go through the Provincial Government, resulting in a long time in making the IMB. It would be better if the rules for making IMBs were made easier, especially for IMB applicants with limited land area, through regulations issued by the Regency Government or Provincial Government.

Abstract. COVID-19, which has spread to almost all countries in the world, force country's leaders to issue COVID-19 countermeasures policy that is the most effective and suitable for their country. The various ways to implement the policy depend on the COVID-19 impact that arises in the country. This study describes the implications of national policies related to COVID-19 case fatality rates up to 29 April 2020 in 7 ASEAN countries. We use analytical descriptive method on COVID-19 data that has been published in online media. The achievement on the implementation of national policy in overcoming COVID-19 in some countries provide new perspectives for all other countries in maintaining and improving relations between the government and its citizens to implement the most effective way in reducing mortality (Case Fatality Rate).

The policy of strategy ecotourism development in the border area is actually to improve the function of the autonomous village as promised by the Jokowi-JK government policy, which is to build from the periphery. . The development process should not fully follow the logic of the governance structure, but by looking at the needs and the conditions of the asymmetrical region. At least there are several reasons that underlie a policy research. First, because of the condition of the border communities that live in poverty, many migrants work in Malaysia; Second, the inequality of infrastructure facilities between Indonesia and Malaysia which leads to inequality of optimism in public services; Third, the occurrence of business transaction processes that cause dependence on Malaysian society to fulfill their daily needs. The results of the research with a qualitative approach can be concluded that the government does not yet have a strategic agenda for ecotourism development and quantitatively the results of hypothesis testing are significantly proven that there is a natural potential that can be used as an asset of scientific information for the development of an ecotourism model.
