This study aims to analyze the performance of the Directorate of Regional Arrangement, Special Autonomy, and the Regional Autonomy Advisory Council in fostering and supervising the implementation of special autonomy in Papua, analyzing the supporting factors and obstacles to the performance of the guidance and supervision carried out by the directorate as well as analyzing the strategy of guidance and supervision in the administration of local government. Special autonomy in Papua. Descriptive qualitative research design through an inductive approach. Data obtained from observation, documentation, and interviews with key informants were then analyzed using triangulation to analyze supporting and inhibiting factors and strategies, used SWOT Matrix and Litmus Test. Based on the results of data analysis, it is concluded that; (1) the directorate's performance in fostering and supervising the administration of the particular autonomous regional government in Papua has not been optimal; (2) performance supporting factors. Namely, organizational legality, human resources, leadership commitment, inter-institutional linkages, national priorities and access to coordination communication as well as performance inhibiting factors, namely, limiting regulations, limited funding, differences in employee orientation, national disintegration, 'span' of control which is far away, and the commitment between stakeholders is not optimal and; (3) the strategy resulting from this research is the "K5" strategy, namely strengthening in terms of Institutional, Communication, Coordination, HR Quality, and IT Quality. From this conclusion, the researcher provides suggestions, namely restructuring the directorate, preparing guidance and supervision instruments in the implementation of Papua's special autonomy, expanding cooperation networks or partnerships with stakeholders, developing digital-based information systems, facilitating employees to attend training or workshops, and a commitment to realizing the "K5" strategy.

This research attempted to study about the development of tourism potential in East Lombok Regency (object: Surga Beach). It adopted a descriptive qualitative research design. The data was in the form of qualitative data and collected through interview. The result explained about the development of the potential and its inhibiting factors in East Lombok Regency. With surga Beach’s contribution to Locally-Generated Revenue (PAD) and better regional autonomy, East Lombok still had many problems in developing the tourism potential. The development is hoped to give a positive impact to tourism in Indonesia in general and tourism in Lombok in particular that government, local people and private parties should pay greater attention to it.

Penelitian ini ingin menjawab keberadaan hukum pertanahan setelah otonomi daerah. Pemberian otonomi pada pemerintah daerah dan pemerintahan kabupaten/kota setelah reformasi merupakan upaya untuk memberi pelayanan secara cepat dan tepat pada masyarakat bidang pertanahan. Dengan melakukan studi dokumen, ditemukan bahwa otonomi dibidang pertanahan justru berdampak pada hukum agraria. Undang-Undang Peraturan Dasar Pokok-Pokok Agraria yang mengandung prinsip kewenangan dibidang pertanahan bersifat sentralistik, dengan sendirinya harus berubah. Pemerintah di daerah harus memberikan pelayanan dibidang pertanahan pada era otonomi daerah ini. Agrarian Law of Land After Regional Autonomy This study aims to answer the existence of land law after regional autonomy. Giving autonomy to the regional government and district/city government after reform is an effort to provide quick and precise services to the land sector community. By conducting document studies, it was found that autonomy in the land sector had an impact on Agrarian Law. The Basic Law of Agrarian Principles which contains the principle of authority in the land sector is centralized, and must naturally change. Governments in the regions must provide services in the land sector in this regional autonomy era.

Fiscal decentralization is one the major component of the decentralization implementation of regional autonomy. As the new beginning in regional development and the people in managing the resources or all of the potential to the prosperity and the progress of region. Financial aspect is one of the basic criteria to find out the real capability regional government in managing their autonomy system (household system) the capability of regional government in managing their financial can be seen in APBD which describes the capability of local government in financing the activities of development task and equity in each region. The purpose of this research is to determine the financial capability of Tidore in regional autonomy especially in 2013-2017 judging by ratio of independency, decentralization fiscal degree, growth ratio. This research used observation, interview and documentation to collect the data. The data was analyzed using qualitative and quantitative data with described analysis. The result showed that the independence ratio of Tidore has been able to improve its financial capability. The degree of decentralization is still highly dependent on the central government, although it has been increasing year by year. Growth rate fluctuated this indicates the local government of Tidore is not too concerned with regional development and community welfare.Keywords: regional autonomy, ratio of independency, The degree of decentralization ratio, Growth ratio.

Parking retribution is one main source for Regional Original Revenue (PAD). The employment of regional autonomy in Indonesia makes parking retribution as one source of regional revenues. This research was done in Transportation Institution Office (DISHUB) Manado City and Parking Technical Executing Units (UPT) that responsible in handling parking retribution management. This research aims to analyze the development of parking retribution revenues, to forecast the realization of parking retribution effectiveness from 2016 until 2020, and to give insight for improving the parking retribution effectiveness in the future. The used analysis method is descriptive analysis method. Based on this research results, it is shown that UPT DISHUB Kota Manado have met the realization target of parking retribution revenues by Regional Government Manado, excellently and effectively. After the effectiveness analysis has been done, it can be concluded that the realization of parking retribution revenues is still increasing, starting from 61.20% at 2008, until reaching 111.46 at 2012. Based on the forecasting of parking retribution revenues amount from 2016 until 20120, it is simplified that the realization of parking retribution is always increasing, between 2012-2016, it has increased up to 385.83% until reach 361.04% at 2020. Based on those forecasting, for improving the effectiveness of this revenues, it is suggested to parking UPT for conducting enhancement, start from fee policy evaluation, HR efficiency and effectiveness to routine monitoring in TKP, and Natural Resources improvement or using computerized system to minimize indiscipline.

This article aims to explain the 2018-2019 state defense action plan in Presidential Instruction No. 7 of 2018 which mandates all ministries, non-ministerial government agencies, and local governments to take action to defend the country through three stages, namely the stages of socialization, internalization, and movement action. The dilution of the state defense action plan at the central government level has been very active, however, at the level of the reverent regional government it has not yet been felt, especially with the existence of regional autonomy where the central government is not necessarily able to "control" the regional government, so that all this needs attention parties, to see the perspective of the regional government in implementing the state defense action plan.

Penelitian ini bertujuanmengidentifikasi faktor-faktor internal maupun eksternal yang memengaruhi keberadaan IKM TopengMalangan dan merumuskan strategi pengembangannya. Identifikasi permasalahan dan faktor-faktortersebut dilakukan dalam Focus Group Discussion (FGD) yang melibatkan pelaku usaha, pemerhati budaya,akademisi, pemerintah daerah dan peneliti. Hasil FGD kemudian dianalisis dan dikembangkan denganmatriks SWOT sehingga menghasilkan rumusan strategi pengembangan IKM Topeng Malangan. Untukmempertajam rumusan strategi ini agar lebih efektif dalam implementasinya, maka dilakukan pula analisismenggunakan matriks IFAS dan EFAS. Hasilnya adalah rumusan akhir strategi pengembangan IKMTopeng Malangan yang lebih berkonsentrasi pada strategi SO (Strength-Opportunities) yakni penggunaankekuatan yang dimiliki IKM Topeng Malangan untuk memanfaatkan peluang secara maksimal.Kata kunci: strategi pengembangan, IKM, topeng malangan, SWOTABSTRACTTopeng Malangan is one of potential cultural products developed to preserve culture and bring revenuefor stakeholder in Malang. This study aims to identify internal and external factors affecting the existence ofsmall medium enterprise (SME) Topeng Malangan and formulate its development strategy. The identificationof problem and factors is done by focus group discussions (FGD) involving businessmen, cultural observer,academician, regional government and researchers. The results of FGD is then analyzed and developedby using SWOT matrix in order to determine formula of SME development strategies. To sharpen thestrategy more effective in implementation, the analysis using IFAS and EFAS matrix is conducted. Theresult is final formula for SME Topeng Malangan development strategy that is more focused on strategySO (Strength - Opportunities); which is the utilization of strength organization of SME Topeng Malanganfor taking advantage of opportunities.Key words: development strategy, SME, topeng malangan, SWOT

One of the positive effects of the implementation of regional autonomy is the proliferation of provinces or regencies/cities that is most common throughout Indonesia. One area resulting from the expansion is South Bangka Regency. As a new Regency that grew up in the era of regional autonomy, South Bangka Regency has a license to own its own area. The purpose of this research is to find out the Regional Government Financial Performance of South Bangka Regency. The data collection method used is documentation. While the method of analysis uses descriptive quantitative methods using financial ratios. The Financial Performance of South Bangka Regency Government in 2014-2018 when seen from the ratio of Regional Financial Independence is 7.10%. Regional Financial Effectiveness Ratio of 111.12% which means very effective. Regional Financial Ratio 40.00% is at medium level.

The achievements made by persons with disabilities through sports are indeed quite interesting to study and observe, the purpose of this study is to analyze disability achievement management and supporting and inhibiting factors in the development of athletes with disabilities in the Kendal district NPC. The research design used is qualitative research, data collection techniques include: (1) observation, (2) interviews, (3) and documentation, with research subjects consisting of: (1) The Head of the Kendal Regency NPC, (2) Athlete Empowerment Section, (3) Sports Section, (4) Paralympic Athletes. The process of screening athletes in collaboration with sports teachers from special schools and teams from the NPC. Supervision is carried out by the National Paralympic Committee (NPC) from monitoring the condition of the athlete, the place where the athlete works and the athlete's family so that they understand that the athlete is performing. The conclusion in this study, NPC can increase organizational strengthening through coordination meetings, facilitate organization and implementation of guidance through grants from the Regional Government. Performance development for athletes with disabilities NPC conducts screening to special schools in order to find potential athletes, as well as to pay more attention to facilities and infrastructure to support performance development so that athletes with disabilities can achieve achievements.

Indonesia is the Unitary State. It is understood that within a unitary state, the central government operates a high state sovereignty. In order not to be arbitrary, the activities of the central government are supervised and limited by the constitution. The government which is divided from the Central Government to the Regional Government included Regional Autonomy therein, as well as the authority of the Regional Government, is on duty to manage the Regional Property. In carrying out its authority as an administrator of local property, there are still many abuses or omissions committed by the local government in operating its authority in managing regional property, such as the negligence of the Regional Assets, the misuse of authority in the revocation of rights already granted by the regional government on the right to use of local property, using local property for personal interest. In the management of regional property required planning, implementation, and supervision by the local government in accordance with applicable laws and regulations in the constitution. This study aims to determine the development and empowerment, obstacles in empowerment, the role of government in empowerment. This study used a descriptive qualitative research design using survey methods, field observations, interviews and triangulation. The subjects of the study were the fishermen of Tempursari Subdistrict, Lumajang Regency with 70 fishermen. The results showed that: (1) the process of community development and empowerment included (a) increased skills and independence of the fishing community, (b) there were social, economic, and educational impacts, (2) inhibiting factors including the character or nature and thinking of the community different, constrained human resource readiness, community understanding is still low. (3) the role of government that is with the participation and involvement in community empowerment. (4) Strategies in developing the coastal zone, namely the community economy.
