The purpose of this study is to analyze the effectiveness of public complaints services through Doorstops, to find out the supporting and inhibiting factors for the point of public protests services through Doorstops, and efforts to overcome barriers to the effectiveness of Public Complaints Services through Doorstops in Kebayoran Baru District, South Jakarta Administration, DKI Jakarta Province. The method used in this study is a qualitative method with a descriptive approach. The data needed in this study include primary data and secondary data. This research used data collection techniques through interviews, documentation and observation. Informants were determined using purposive sampling and incidental sampling techniques. According to Gibson, Ivancevich, Donnelly (1995), the theory used is the basis for developing a framework of thinking and research instruments. It appears that there are several problems, including the number of complaints received is still very small and even decreased from 2017-2019, the amount of budget used is not proportional to the number of services provided, the service process is still prolonged, there are still some repeated complaints, human resources still lacking, the facilities and infrastructure used are still minimal, and socialization has not been maximized so that it has an impact on decreasing public complaint services. Suggestions to increase productivity and quality of general complaint services, re-evaluate the budget used, increase Human Resources, fulfil infrastructure, and socialize, as well as optimize online-based public complaint services.

Based on Law No. 6 of 2014 Village development is an effort to improve the quality of life and life for the maximum welfare of the village community. Community needs that are a priority of the village include the development and maintenance of infrastructure, the environment in order to create comfort and prosperity for the community. Village Development is carried out by the village government by involving the entire village community. This research is motivated by high APBDes realization data, but there are damaged village roads. The purpose of this study was to determine the effectiveness of the APBDes in Sindanglaya Village development and its inhibiting factors. The theory used by Emitai Etzioni to measure the effectiveness of the APBDes in the development of the Sindanglaya Village based on the dimensions of adaptation, integration, motivation, and production. Researchers used a qualitative research method descriptive approach. Primary data sources used are the results of observations and interviews; Secondary data used are the Sindanglaya Village LPPD document and APBDe 2016-2018. Realization Report, the text of the Law. Data collection techniques with observation, interviews, and documentation. The data analysis technique used is the Miles and Hubberman model with the stages of reduction, data display, and drawing conclusions. The results of this study indicate the effectiveness of the APBDes in the development of Sindanglaya Village, Cimenyan District, Bandung Regency, is said to be effective. Based on the dimensions of adaptation, integration, and motivation can be said to be effective, but the dimensions of production have not been effective; Inhibiting factors include environmental characteristics, human resources, and community participation.

This research is aimed identifying the advantages of the regulation of TUPE principles, as well as inhibiting factors for outsourcing companies to apply the TUPE principles after the Decision of the  Constitutional Court Number 27/PUU-IX/ 2011. The research was conducted by using normative-empirical method. The data of the research consisted of primary data and secondary data. All of the collected data were analyzed using qualitative method. The results of this research were presented in a descriptive analysis report. The results of the research indicated he advantages that could be obtained by workers in relation with regulation of the TUPE principles included protection of wages, welfare and working requirements, protection of workers when the company was taken over, protection of workers when there is a change of outsourcing company and regulation of the right to file a lawsuit to the industrial relations court. The inhibiting  factors in the application of the TUPE principles in the  outsourcing companies after the  Decision of Constitutional Court  were the lack of socialization and supervision of the government, various legal loopholes of discrepancies between the implementing regulation and  the Decision of Constitutional Court, uncertainty severance regulation, assumptions that TUPE was a new burden which may disadvantage employers, and the lack of understanding of the workers related to their rights.

The PTSL target has increase from year to year, SIAP as an innovation technology by the Land Regional Office of Province DIY was made with the aim to accelerating juridical data collection in PTSL. The objectives of this study were (1) to determine the potential of SIAP implementation in the Land Office of Tebo Regency; and (2) there are supporting and inhibiting factors when the implementation of SIAP. Qualitative method with descriptive approach and the data collection by purposive sampling were used to answer research questions. The results showed that: (1) SIAP, which has been adjusted to the conditions of Tebo Regency, is able to recording 14-15 juridical data files / hour or approximately 4 minutes / file; and (2) there are 3 main categories as factors supporting and inhibiting the use of SIAP, namely human resources, facilities and infrastructure, and costs / budget. The conclusion of this study is SIAP can be used to accelerate the juridical data collection in Tebo Regency after its parameters are customized with the local condition. Target PTSL terus mengalami peningkatan dari tahun ke tahun, SIAP sebagai sebuah inovasi dari Kantor Wilayah BPN Provinsi DIY dibuat dengan maksud untuk percepatan pengumpulan data yuridis dalam kegiatan PTSL. Tujuan dari penelitian ini adalah (1) mengetahui potensi penerapan SIAP di Kantor Pertanahan Kabupaten Tebo; dan (2) faktor-faktor yang menjadi pendukung maupun penghambat dalam pemanfaatan SIAP. Metode kualitatif dengan pendekatan deskriptif dan pengumpulan data secara purposive sampling digunakan untuk menjawab pertanyaan penelitian. Hasil penelitian menunjukkan bahwa: (1) SIAP yang telah disesuaikan dengan kondisi yang ada di Kabupaten Tebo mampu membantu perekaman data yuridis sebanyak 14-15 berkas/jam atau kurang lebih 4 menit/berkas; dan (2) terdapat 3 kategori utama sebagai faktor pendukung dan penghambat penggunaan SIAP yaitu sumber daya manusia, sarana dan prasarana, serta biaya/anggaran. Kesimpulan dari penelitian ini adalah SIAP mampu digunakan untuk percepatan pengumpulan data yuridis di Kabupaten Tebo pasca disesuaikan parameternya.Kata Kunci: PTSL, SIAP, data yuridis

ABSTRACTIn advance of the society demand due to implementation of Good Governance, it has encouraged local government to deliver an accountabiliy of reasonable and qualified finance statement reports. This research aimed to analyze the finance official persepsion’s towards the variable of the human resources competency in finance managerial, internal government control application system and local financial information system, to analyze the elements which become strenghts and weaknesses and to formularize the priority strategic in order to enhance the quality of financial statement reports in local government of Anambas Islands Regency. The type of data used in this research consist of primary data dan secondary data. The primary data were obtained by direct observation, interview and debriefing, and the questionnaire to the purposively respondents (purposive sampling) whereas the secondary data were obtained by literature review and documents research. The methods of analysis that were Rating Scale Analysis, SWOT Analysis and QSPM method. The research of study result indicates of the poor human resource competency in finance official that has become the weakness of enhancement of quality financial statement reports. The chosen of primary priority strategy that adequate and capable to be implemented is to enhance the quality of human resources in finance managerial of local government in order to establish financial statement reports.Key words :  Strategy on the improvement of quality of financial report, regional finance, Kepulauan Anambas Regency ABSTRAKMeningkatnya tuntutan masyarakat terhadap penyelenggaraan  pemerintahan yang baik telah mendorong pemerintah daerah menyampaikan laporan pertanggungjawaban berupa laporan keuangan yang wajar dan berkualitas. Penelitian ini bertujuan untuk : menganalisis persepsi pengelola keuangan terhadap variabel kompetensi sumber daya manusia pengelola keuangan, penerapan sistem pengendalian intern pemerintah dan sistem informasi keuangan daerah terhadap peningkatan kualitas laporan keuangan, menganalisis faktor-faktor yang menjadi kekuatan dan kelemahan dalam peningkatan kualitas laporan keuangan dan merumuskan strategi yang perlu diprioritaskan dalam peningkatan kualitas laporan keuangan pada Pemerintah Kabupaten Kepulauan Anambas. Jenis data yang akan digunakan dalam penelitian ini terdiri dari data primer dan data sekunder. Data primer diperoleh dengan cara observasi langsung, wawancara dan penyebaran kuesioner kepada responden yang dipilih secara sengaja (purposive sampling). Sedangkan untuk mendapatkan data sekunder berasal dari studi pustaka dan kajian terhadap dokumen terkait. Metode analisis yang digunakan adalah analisis rating scale, analisis SWOT dan metode QSPM.  Hasil penelitian menunjukkan bahwa lemahnya kompetensi aparatur pengelola keuangan menjadi kelemahan dalam peningkatan kualitas laporan keuangan. Strategi prioritas utama yang terpilih dan dapat diimplementasikan adalah meningkatkan kualitas SDM pengelola keuangan daerah dalam penyusunan laporan keuangan. Kata kunci : Strategi Peningkatan Kualitas Laporan Keuangan, Keuangan Daerah, Kabupaten Kepulauan Anambas

Issues examined in this study were (1) Implementation of law enforcement against liquor by the Police Demak. (2) Obstacles encountered. (3) How the solutions do about it. The purpose of this study was to understand, describe, analyze and assess the implementation of enforcement by the Police in combating liquor Demak. The method used is Juridical Sociological with specification of descriptive analysis, the data used are primary data and secondary data so that the data collection method used is qualitative analysis. (1). Implementation of Law Enforcement by Police in combating liquor Demak carried out by (a) Preventive measures, namely the dissemination and raids (b) repressive actions, namely investigation, investigation, prosecution and trial. (2). The study aims to discover: (1) the dynamics of demonstrations in expressing opinions publicly in Makassar City; (2) the Police strategies in handling demonstrations in expressing opinions publicly in Makassar City;  and (3) the determinant factors in handling demonstration in expressing opinions publicly in Makassar City. This study uses qualitative research with a descriptive approach. Based on the source, the types of data used are primary and secondary data. The primary data were obtained through interview with members of the Polrestabes Police from the Sat Sabhara Unit, the Sat Intelkam Unit, and the Brimob Unit as well as documentation. While the secondary data were obtained from various literatures such as books, laws, and other related sources. The data process and data presentation were conducted descriptively. The results of the study show that: (1) the dynamics of demonstration in expressing opinions publicly in Makassar City showed by the demonstration activities that occurred in Makassar City from January to December 2019 were fluctuating, (2) the Police's strategies in handling demonstration in expressing opinions publicly in Makassar city is based on the Regulation of the Chief of Police Number 1 of 2009 concerning the Use of Force in Police Actions, and (3) the determinant factors in handling demonstration in expressing opinions publicly in Makassar city are two, namely the supporting and inhibiting factors. The supporting factors are: a) there is physical and mental readiness from the police, b) there is good cooperation between the police, c) there is a quick response from the demonstration activity agency; whereas the inhibiting factors are: a) permitting does not comply with administrative requirements, b) presence of provocateurs, c) making sudden requests for permits, and d) lack of communication between protesters and police officers.

ABSTRACTReformation agenda is in various fields. One of the reformation agenda is in implementing the good governance. Regulation of the home affairs minister No. 19 Year 2016 is the regulation to rule local government wealth becoming adequated, informative, transparent and accountable. The purpose of this study are evaluating, knowing and describing the regional management assets. This study also formulating priority strategies to improve regional assets management of the Anambas government. The data consists of primary and secondary data. Primary data was obtained from direct observation, interview and questioners with purposive sampling method. While the secondary data was obtained from literature and related documents. This study use rating scale analysis, SWOT and QSPM analysis. This study has shown the weaknesses of the human resources competeny in assets management was caused by lackig in guidance, supervision and controlling which influenced the assets managements performance. Data penelitian ini terdiri dari data primer dan data sekunder, data primer diperoleh dengan cara observasi langsung, wawancara dan penyebaran kuesioner kepada responden yang dipilih secara sengaja (purposive sampling). Sedangkan untuk mendapatkan data sekunder berasal dari studi pustaka dan kajian terhadap dokumen terkait. Metode analisis yang digunakan untuk menjawab tujuan penelitian adalah : analisis rating scale, analisis SWOT dan metode QSPM.  Hasil penelitian menunjukkan bahwa lemahnya komptensi SDM pengelola BMD tidak terlepas dari kurang optimalnya pembinaan, pengawasan dan pengedalian pada pengurus BMD dan ini juga berdampak pada kinerja aparatur pengelola BMD. Strategi prioritas yang tepat untuk diimplementasikan yaitu peningkatan kualitas SDM pengurus BMD dalam mengelola dan menyusun laporan BMD.Kata kunci: Strategi, Peningkatan Pengelolaan BMD.

This study aims to analyze the supporting and inhibiting factors for the development of Oesapa Beach attractions in Kupang City. This type of research is qualitative research using qualitative descriptive research methods. Data sources consist of primary data obtained through observation and interviews; and secondary data sources come from records, interview results and documents from relevant agencies in the study. The results of the study show that the factors that support the development of Oesapa Beach attractions are: (1) Tourist attraction, is anything that has a unique, easy, and value in the form of natural diversity, culture, and man-made results that are targeted or tourist visits; (2) Visitors, are someone who visits a tourist area with the aim of having fun and spending less time, energy and money in less than 24 hours. While the inhibiting factors for the development of Oesapa Beach attractions are: (1) Accessibility, is the degree of ease achieved by a person towards an object, service or environment; (2) Promotion is an effort to offer products or services with the aim of attracting consumers to buy or consume them; (3) Human Resources (HR), namely the workforce involved in tourism is still inadequate and professional; and (4) Funds, is one of the benchmarks for the progress of the development of sustainable tourism objects. Oesapa Beach has a tourist attraction in the form of beautiful and natural scenery, lopo-lopo lined on the beach, and lined with cafes with colorful tents and unique and different cafe designs. In addition to the tourist attraction, visitors who are increasingly busy visiting this tourist attraction become a supporting factor for tourism objects can be developed. <p><em>Nazhir's problem is one of the problems in waqf practice that is often encountered in the management of waqf today. These obstacles are due to the low quality of human resources, lack of understanding of Nazhir, and lack of guidance given to Nazhir. This paper will discuss about the security of waqf in the city of Semarang, selling nazhir and implementing strategies by the Indonesian Waqf Board in order to create Nazhir professionalism. The purpose of this research is to find out the problems between waqf assets, Nazhir and the Indonesian Waqf Board and to formulate what solutions can solve them. This study uses a qualitative method with a descriptive approach, data observation, observation, and document review. The results showed that there were still many waqf assets found without complete administration so that representatives of BWI Central Java were focused on strategies to control existing waqf assets and the training received by Nazhirs in Semarang City was not sufficient to produce professional Nazirs. The mindset, understanding and work ethic of the Naz</em><em>h</em><em>irs are still traditional to create a productive climate of waqf which is beneficial for the economy of society.</em></p>

One of the duties of the Office of Religious Affairs (KUA) refers to the Regulation of the Minister of Religion No. 2 of 2019 is to register marriage. The registration process is free if the marriage is carried out at the KUA office. This article answers the inhibiting factors from the resource aspect of the free marriage program at KUA Pakal District. Because based on marriage data from 2019 to 2020 people prefer to carry out marriages outside the KUA office. This article uses a qualitative method with a descriptive approach in the case of KUA Pakal District. Data collection techniques were carried out through observation, in-depth interviews with KUA employees, and secondary data in the form of KUA Pakal profiles and KUA documentation. This article finds the obstacles to free marriage services at the KUA due to the lack of resources for implementing the program. The resources are viewed from four main components, namely: (1) human resource problems related to the lack of number of employees. (2) limited budget resources for renovation of buildings in poor condition. (3) inadequate equipment resources in providing convenient services. (4) information resources and authority.
