The study aims to discover: (1) the dynamics of demonstrations in expressing opinions publicly in Makassar City; (2) the Police strategies in handling demonstrations in expressing opinions publicly in Makassar City;  and (3) the determinant factors in handling demonstration in expressing opinions publicly in Makassar City. This study uses qualitative research with a descriptive approach. Based on the source, the types of data used are primary and secondary data. The primary data were obtained through interview with members of the Polrestabes Police from the Sat Sabhara Unit, the Sat Intelkam Unit, and the Brimob Unit as well as documentation. While the secondary data were obtained from various literatures such as books, laws, and other related sources. The data process and data presentation were conducted descriptively. The results of the study show that: (1) the dynamics of demonstration in expressing opinions publicly in Makassar City showed by the demonstration activities that occurred in Makassar City from January to December 2019 were fluctuating, (2) the Police's strategies in handling demonstration in expressing opinions publicly in Makassar city is based on the Regulation of the Chief of Police Number 1 of 2009 concerning the Use of Force in Police Actions, and (3) the determinant factors in handling demonstration in expressing opinions publicly in Makassar city are two, namely the supporting and inhibiting factors. The supporting factors are: a) there is physical and mental readiness from the police, b) there is good cooperation between the police, c) there is a quick response from the demonstration activity agency; whereas the inhibiting factors are: a) permitting does not comply with administrative requirements, b) presence of provocateurs, c) making sudden requests for permits, and d) lack of communication between protesters and police officers.

The study aims to discover: (1) the guidance model of narcotics convicts at Penitentiary of Class II A in Sungguminasa; (2) the implementation of guidance model for fostering narcotics convicts in Penitentiary of Class II A in Sungguminasa; and (3) the determinant factors in guiding the narcotics convicts in Penitentiary of Class II A in Sungguminasa. The study uses qualitative research with a descriptive approach. Based on the source, the types of data used are primary and secondary data. The primary data were obtained through interview with narcotics abuse convicts and the officers of Penitentiary of Class II A in Sungguminasa as well as documentation and observation. While the secondary data were obtained from various literatures such as books, laws, and other related sources. Data process and data presentation were conducted descriptively. The results of the study reveal that: (1) there are two guidance models in Narcotics Penitentiary of Class II A in Sungguminasa, namely the personality development model and independence development model or work hard, (2) the implementation of guidance model at Narcotics Penitentiary of Class II A in Sungguminasa has been conducted such as personality development and independence development, (3) the determinant factors in fostering narcotics convicts at Narcotics Penitentiary of Class II A in Sungguminasa are (a) the supporting factors, namely convicts participation in the process of guidance implementation at Narcotics Penitentiary of Class II A and the officers’ enthusiasm in providing such guidance so all programs can be conducted and (b) the inhibiting factors, namely inadequate and unbalanced facilities and infrastructure between the number of convicts and the number of officers at Narcotics Penitentiary of Class II A in Sungguminasa.

Based on Law No. 6 of 2014 Village development is an effort to improve the quality of life and life for the maximum welfare of the village community. Community needs that are a priority of the village include the development and maintenance of infrastructure, the environment in order to create comfort and prosperity for the community. Village Development is carried out by the village government by involving the entire village community. This research is motivated by high APBDes realization data, but there are damaged village roads. The purpose of this study was to determine the effectiveness of the APBDes in Sindanglaya Village development and its inhibiting factors. The theory used by Emitai Etzioni to measure the effectiveness of the APBDes in the development of the Sindanglaya Village based on the dimensions of adaptation, integration, motivation, and production. Researchers used a qualitative research method descriptive approach. Primary data sources used are the results of observations and interviews; Secondary data used are the Sindanglaya Village LPPD document and APBDe 2016-2018. Realization Report, the text of the Law. Data collection techniques with observation, interviews, and documentation. The data analysis technique used is the Miles and Hubberman model with the stages of reduction, data display, and drawing conclusions. The results of this study indicate the effectiveness of the APBDes in the development of Sindanglaya Village, Cimenyan District, Bandung Regency, is said to be effective. Based on the dimensions of adaptation, integration, and motivation can be said to be effective, but the dimensions of production have not been effective; Inhibiting factors include environmental characteristics, human resources, and community participation.

This study aims to analyze the development of Islamic Religious Education (IRE) at BKM At-Taqwa Mosque, Medan Area University (UMA). The focus of the discussion includes (1) the role of the At-Taqwa Mosque BKM as a center for PAI development at the UMA campus mosque; (2) the process of developing IRE at the UMA campus mosque; and (3) the supporting and inhibiting factors for the development of IRE in BKM At-Taqwa UMA. This study uses a qualitative approach with an analytical descriptive method. The primary data of the research is the mosque management or BKM Masjid At-Taqwa UMA, while the secondary data is the community of the UMA campus. Data collection was obtained by means of observation, interviews, and document studies. Furthermore, the data were analyzed by means of data reduction, data presentation, and drawing conclusions. The results of this study indicate that (1) At-Taqwa Mosque BKM plays an important role in making the campus mosque a center for IRE development on the UMA campus; (2) the process of developing IRE at the UMA campus mosque is carried out in the form of the ta'lim assembly and TPA in the mosque; (3) as for the supporting factors in the development of IRE at BKM At-Taqwa UMA, namely an organized agenda, adequate number of worshipers, cooperation from BKM management, inviting qualified resource persons/lecturers, and funding support sourced from community infaq.

The purpose of this study is to analyze the effectiveness of public complaints services through Doorstops, to find out the supporting and inhibiting factors for the point of public protests services through Doorstops, and efforts to overcome barriers to the effectiveness of Public Complaints Services through Doorstops in Kebayoran Baru District, South Jakarta Administration, DKI Jakarta Province. The method used in this study is a qualitative method with a descriptive approach. The data needed in this study include primary data and secondary data. This research used data collection techniques through interviews, documentation and observation. Informants were determined using purposive sampling and incidental sampling techniques. According to Gibson, Ivancevich, Donnelly (1995), the theory used is the basis for developing a framework of thinking and research instruments. It appears that there are several problems, including the number of complaints received is still very small and even decreased from 2017-2019, the amount of budget used is not proportional to the number of services provided, the service process is still prolonged, there are still some repeated complaints, human resources still lacking, the facilities and infrastructure used are still minimal, and socialization has not been maximized so that it has an impact on decreasing public complaint services. Suggestions to increase productivity and quality of general complaint services, re-evaluate the budget used, increase Human Resources, fulfil infrastructure, and socialize, as well as optimize online-based public complaint services.

Entering November 2020, the Covid-19 case in Tulungagung Regency has spiked, accompanied by a soaring death rate. The concept of Agile Governance is a way to organize better governance by paying attention to the principles in it consisting of a value proposition and agility shift, the character of a leader who is ready for change, a citizen centric approach, and human resource investment. This research is interesting to study because researchers want to know the quick response made by the Tulungagung District Health Office to unexpected changes in meeting the demands and needs of the community due to the Covid-19 pandemic. This research uses qualitative research methods with a descriptive approach. In this study using primary and secondary data. As for the primary data source in this study were Mr. Didik Eka S.P., S.Km., M.Si. as Head of the P2P Division of the Tulungagung Regency Health Office and other related parties and obtained through interviews. Then the secondary data sources, namely documentation and questionnaires, literature, articles, journals, and sites on the internet relating to the research conducted. The results of this study are that the Tulungagung District Health Office responds quickly to the handling of COVID-19 and can run by applying the concept of Agile Governance.

ABSTRAKPenelitian ini ditujukan untuk mengetahui penerapan denda terhadap pelanggar berlalu lintas di kota Bengkulu ditinjau dari Undang-undang Nomor 22 Tahun 2009, serta untuk mengetahui faktor penghambat dalam penerapan pidana denda terhadap pelanggar barlalu lintas di Kota Bengkulu. Penelitian dilaksanakan disatuan lalu lintas Polres dan Polda Kota Bengkulu. Adapun data yang didapatkan adalah data primer dan data sekunder melalui penelitian lapangan dan penelitian kepustakaan, kemudian data dianalisis dengan cara deskriptif. Peraturan yang tertera pada undang-undang yang tertera sepenuhnya untuk meningkatkan kesadaran untuk setiap pelanggar yang melakukan pelanggaran, tetapi pada kota Bengkulu undang-undang tersebut tidak sepenuhnya berjalan efektif. Menurut pandangan Undang-undang 22 Tahun 2009, penerapan pidana denda masuk dalam kategori pidana pokok (sesuai Pasal 10 KUHP) sebagai urutan terakhir atau keempat, sesudah pidana mati, pidana penjara dan pidana kurungan. Selain dari itu, faktor penghambat keefektifan Undang-undang seperti faktor ekonomi, faktor kedekatan emosional dan faktor kekebalan institusional.Kata kunci: tindak pidana; hukum pidana; dendaABSTRACTThis study aims to determine the application of violators from cities in Bengkulu in terms of Law Number 22 of 2009, and to find out the inhibiting factors in the application of fines to traffic violators in the city of Bengkulu. The research was carried out in the traffic city of the City Police of the City of Bengkulu. The data obtained are primary data and secondary data used for library research and research, then the data are analyzed descriptively. The regulations stated in the law that are fully stated to increase awareness for every offender who commits an offense, but in the city of Bengkulu the law is not fully effective. According to the view of Law 22 of 2009, the application of criminal fines falls into the main criminal category (according to Article 10 of the Criminal Code) as the last or fourth order, after the death penalty, imprisonment and imprisonment. Apart from that, factors inhibiting the effectiveness of the law such as economic factors, emotional proximity factors and institutional immune factors.Keywords: crime; criminal law; fines

The purpose of the research is to contribute to the development of technology in the financial sector, to give influence to the community in terms of cashless, then also to provide insight into financial technology on financial literacy by using QRIS (Quick Response Code Indonesian). MSME  use facilitate their business activities by implementing fintech in terms of transaction management and the role of financial technology, is the QRIS (Quick Response Code Indonesian) application as a means of payment. The research method used in the research on the application of QRIS (Quick Response Code Indonesian) as a Payment Tool in digitizing MSMEs is a qualitative descriptive study using field research methods. This study uses interviews with 10 traders and 10 UMKM consumers who use QRIS. The research location is in BSD Modern Market, using non-probability techniques. Primary data taken directly from the object of research. With the direct observation method at the BSD modern market, South Tangerang with interview techniques for both consumers and traders who use QRIS as well as secondary data also obtained through various literatures. The result of the research is that QRIS as a digital payment tool for MSMEs is non-cash digital payment using Gopay, Ovo and others. QRIS has the potential to expand MSME sales, with QRIS an increase in digital sales traffic and a decrease in cash, minimizing the risk of paying counterfeit money, automatically recording transactions, building credit profiles for banks, making it easier to get working capital, payment of retribution, bills, purchasing goods in cash easily.

This study is an assessment of the effectiveness of the Inspector Cadet Police Basic Training Programme on the practice of integrity as a result of the implementation of the Royal Malaysian Police (RMP) Integrity Plan. The training programme is aimed at creating senior police officers who practice good governance iorder to improve the quality of service delivery and management as well as to create an excellent image of RMP. The RMP’s commitment to upholding integrity has been proven by management improvements through the implementation of some initiatives such as the establishment of the Department of Integrity andStandard Compliance and the implementation of the RMP Integrity Plan, and the implementation of the Enforcement Agency Integrity Module in the RMP training module. This descriptive study uses a qualitative approach based on a structured design of a case study. Primary data were obtained through a semistructured interview method with eight informants selected through purposive sampling techniques and supported by secondary data through document analysis and library research. The findings show that the training module has been a dominant influence and the main catalyst for the practice of integrity, apart from workplace environment and family as new findings. The study concludes that the implementation of the integrity learning module in the Police Basic Training Programme has provided the knowledge and skills towards the inculcation of integrity but somehow officers can still be influenced by work environment and family factors.

Badung Regency is more dominated by beach tourism. More than ten famous beaches in Bali are in Badung Regency. These beaches are only located in a few districts in Badung Regency. Inequality between sub-districts also occurs between areas that have tourism potential such as beaches and areas that have other tourism potential such as waterfalls or other tourism. This will create new problems for Badung Regency in the future. In fact, sub-districts that do not have coastal tourism potential have challenges as well as opportunities to develop. One of them is Petang District, Pelaga Village. This village does not have beach tourism but has other natural potentials that can be used as an attraction for tourists to come and visit Pelaga Village. These potential differences must be implemented which can then be used as opportunities for Pelaga Village. The purpose of this research is to produce a strategy to develop Pelaga Village as a tourism destination. This research is a qualitative research with a descriptive approach. Data obtained from primary data and secondary data. The data is then processed using data triangulation techniques to reduce the researcher's subjectivity and is also analyzed using SWOT analysis to produce a development strategy. In this study, it was found that Pelaga Village has a lot of potential for agro-tourism and can be developed such as asparagus and some hydroponic plants. . Not only that, the community's high interest in developing agro-tourism also supports the development of Pelaga Village. After assessing the potential that is owned by the opportunity, the threat from Pelaga Village came up with several development strategies for Pelaga Village, namely to further activate the community, especially farmer groups in developing their agro products. increasing the existence of the Agricultural Culture Festival in Pelaga Village, refining the missing destination components such as the availability of restaurants and inns, creating an organization that can bring together various farmer groups in Pelaga Village, in relation to the community in developing and managing the potentials of Pelaga Village.

This study aims to see the phenomena of the tradition of pilgrimage to the grave of K.H.R Bagus Khasantuka in Dusun Senuko Sidoagung Godean Sleman. The method used in this research is qualitative research methods. This study has two types of data and data sources, namely primary data and secondary data. Data interview techniques in this study were carried out by direct field observation, interviews, and documentation. The data analysis techniques used were data, data reduction, data presentation, and data collection. The data validity checking technique used was the source triangulation technique and the technique triangulation. The results of this study indicate the phenomenon of the pilgrimage tradition at K.H.Rr's grave intending to pray for and interpret the values of life, pilgrims who visit the grave of waliyullah K.H.R Bagus Khasantuka can trace the struggle of previous scholars in Islam. The existence of Sendang Bagusan as an example of K.H.R Bagus Khasantuka is still used by the Javanese mystical adherents for the kungkum ritual to achieve certain goals. The development of the Tomb of K.H.R Bagus Khasantuka also had a positive impact on the construction of hamlet roads, gates, and youth organization activities in Senuko Village.
