Orissa was battered by a Super Cyclonic Storm on 29 October, 1999 that made landfall near Paradip (43976).  The estimated maximum wind speed reached 260-270 kmph in the core area which produced a huge storm surge that led to sea-level elevation of more than 20 feet and took away valuable lives of nearly 10,000 people.  It was accompanied with exceptionally heavy rains which led to devastating floods and cut off the State from the rest of the country.  An attempt is made to describe the various features of development and movement of this cyclone through radar and satellite imageries, conventional data and numerical models.  Emphasis is laid on the real-time handling of this event, impacts made by the cyclone and the services rendered in relation to disaster management by the State and Central Agencies.

Indian Space Research Organization had launched Oceansat-2 on 23 September 2009, and the scatterometer onboard was a space-borne sensor capable of providing ocean surface winds (both speed and direction) over the globe for a mission life of 5 years. The observations of ocean surface winds from such a space-borne sensor are the potential source of data covering the global oceans and useful for driving the state-of-the-art numerical models for simulating ocean state if assimilated/blended with weather prediction model products. In this study, an efficient interpolation technique of inverse distance and time is demonstrated using the Oceansat-2 wind measurements alone for a selected month of June 2010 to generate gridded outputs. As the data are available only along the satellite tracks and there are obvious data gaps due to various other reasons, Oceansat-2 winds were subjected to spatio-temporal interpolation, and 6-hour global wind fields for the global oceans were generated over 1 × 1 degree grid resolution. Such interpolated wind fields can be used to drive the state-of-the-art numerical models to predict/hindcast ocean-state so as to experiment and test the utility/performance of satellite measurements alone in the absence of blended fields. The technique can be tested for other satellites, which provide wind speed as well as direction data. However, the accuracy of input winds is obviously expected to have a perceptible influence on the predicted ocean-state parameters. Here, some attempts are also made to compare the interpolated Oceansat-2 winds with available buoy measurements and it was found that they are reasonably in good agreement with a correlation coefficient of R > 0.8 and mean deviation 1.04 m/s and 25° for wind speed and direction, respectively.

Compound extremes pose immense challenges and hazards to communities, and this is particularly true for compound hydrometeorological extremes associated with deadly floods, surges, droughts, and heat waves. To mitigate and better adapt to compound hydrometeorological extremes, we need to better understand the state of knowledge of such extremes. Here we review the current advances in understanding compound hydrometeorological extremes: compound heat wave and drought (hot-dry), compound heat stress and extreme precipitation (hot-wet), cold-wet, cold-dry and compound flooding. We focus on the drivers of these extremes and methods used to investigate and quantify their associated risk. Overall, hot-dry compound extremes are tied to subtropical highs, blocking highs, atmospheric stagnation events, and planetary wave patterns, which are modulated by atmosphere-land feedbacks. Compared with hot-dry compound extremes, hot-wet events are less examined in the literature with most works focusing on case studies. The cold-wet compound events are commonly associated with snowfall and cold frontal systems. Although cold-dry events have been found to decrease, their underlying mechanisms require further investigation. Compound flooding encompasses storm surge and high rainfall, storm surge and sea level rise, storm surge and riverine flooding, and coastal and riverine flooding. Overall, there is a growing risk of compound flooding in the future due to changes in sea level rise, storm intensity, storm precipitation, and land-use-land-cover change. To understand processes and interactions underlying compound extremes, numerical models have been used to complement statistical modeling of the dependence between the components of compound extremes. While global climate models can simulate certain types of compound extremes, high-resolution regional models coupled with land and hydrological models are required to simulate the variability of compound extremes and to project changes in the risk of such extremes. In terms of statistical modeling of compound extremes, previous studies have used empirical approach, event coincidence analysis, multivariate distribution, the indicator approach, quantile regression and the Markov Chain method to understand the dependence, greatly advancing the state of science of compound extremes. Overall, the selection of methods depends on the type of compound extremes of interests and relevant variables.

This article considers the politics and aesthetics of the colonial Bildungsroman by reading George Moore's often-overlooked novel A Drama in Muslin (1886). It argues that the colonial Bildungsroman does not simply register difference from the metropolitan novel of development or express tension between the core and periphery, as Jed Esty suggests, but rather can imagine a heterogeneous historical time that does not find its end in the nation-state. A Drama in Muslin combines naturalist and realist modes, and moves between Ireland and England to construct a form of untimely development that emphasises political processes (dissent, negotiation) rather than political forms (the state, the nation). Ultimately, the messy, discordant history represented in the novel shows the political potential of anachronism as it celebrates the untimeliness of everyday life.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

In his article, A. Zholkovsky discusses the contemporary detective mini-series Otlichnitsa [A Straight-A Student], which mentions O. Mandelstam’s poem for children A Galosh [Kalosha]: more than a fleeting mention, this poem prompts the characters and viewers alike to solve the mystery of its authorship. According to the show’s plot, the fact that Mandelstam penned the poem surfaces when one of the female characters confesses her involvement in his arrest. Examining this episode, Zholkovsky seeks structural parallels with the show in V. Aksyonov’s Overstocked Packaging Barrels [Zatovarennaya bochkotara] and even in B. Pasternak’s Doctor Zhivago [Doktor Zhivago]: in each of those, a member of the Soviet intelligentsia who has developed a real fascination with some unique but unattainable object is shocked to realize that the establishment have long enjoyed this exotic object without restrictions. We observe, therefore, a typical solution to the core problem of the Soviet, and more broadly, Russian cultural-political situation: the relationship between the intelligentsia and the state, and the resolution is not a confrontation, but reconciliation.

This chapter replies to key criticisms about policy networks, the core executive, and governance. On networks, the chapter discusses the context of networks, and the ability of the theory to explain change. On the core executive, it discusses a shift away from a focus on the prime minister to court politics. On governance, the chapter returns to redefining the state, steering networks, metagovernance, and storytelling. It restates the case for the idea of the differentiated polity. This is edifying because it provides a vocabulary for a more accurate description of British government. Finally, the chapter provides a link to Volume II by summarizing the decentred approach to the differentiated polity.

Real-time monitoring of the economy is based on activity indicators that show regular patterns such as trends, seasonality and business cycles. However, parametric and non-parametric methods for signal extraction produce revisions at the end of the sample, and the arrival of new data makes it difficult to assess the state of the economy. In this paper, we compare two signal extraction procedures: Circulant Singular Spectral Analysis, CiSSA, a non-parametric technique in which we can extract components associated with desired frequencies, and a parametric method based on ARIMA modelling. Through a set of simulations, we show that the magnitude of the revisions produced by CiSSA converges to zero quicker, and it is smaller than that of the alternative procedure.

Abstract Malaria surveillance is weak in high malaria burden countries. Surveillance is considered as one of the core interventions for malaria elimination. Impressive reductions in malaria-associated morbidity and mortality have been achieved across the globe, but sustained efforts need to be bolstered up to achieve malaria elimination in endemic countries like India. Poor surveillance data become a hindrance in assessing the progress achieved towards malaria elimination and in channelizing focused interventions to the hotspots. A major obstacle in strengthening India’s reporting systems is that the surveillance data are captured in a fragmented manner by multiple players, in silos, and is distributed across geographic regions. In addition, the data are not reported in near real-time. Furthermore, multiplicity of malaria data resources limits interoperability between them. Here, we deliberate on the acute need of updating India’s surveillance systems from the use of aggregated data to near real-time case-based surveillance. This will help in identifying the drivers of malaria transmission in any locale and therefore will facilitate formulation of appropriate interventional responses rapidly.

AbstractHigh resolution simulations at 4.4 km and 1.5 km resolution have been performed for 12 historical tropical cyclones impacting Bangladesh. We use the European Centre for Medium-Range Weather Forecasting 5th generation Re-Analysis (ERA5) to provide a 9-member ensemble of initial and boundary conditions for the regional configuration of the Met Office Unified Model. The simulations are compared to the original ERA5 data and the International Best Track Archive for Climate Stewardship (IBTrACS) tropical cyclone database for wind speed, gust speed and mean sea-level pressure. The 4.4 km simulations show a typical increase in peak gust speed of 41 to 118 knots relative to ERA5, and a deepening of minimum mean sea-level pressure of up to −27 hPa, relative to ERA5 and IBTrACS data. The downscaled simulations compare more favourably with IBTrACS data than the ERA5 data suggesting tropical cyclone hazards in the ERA5 deterministic output may be underestimated.
