The role of agriculture, including fodder production to ensure food security of the country, job growth and economic development have repeatedly stressed the head of state, including those in the Message President of the Republic of Kazakhstan Nursultan Nazarbayev to the people of Kazakhstan on January 27, the 2012 "Socio-economic modernization - the main vector of development of Kazakhstan" [1]. Within agricultural development program "Agribusiness 2020" is providing the measures to develop fodder production and recovery, irrigation of degraded pasture land [2]. To date in connection with the development of animal husbandry requires a strong forage base and cheap food, which can be obtained by growing annual forage grasses. Agricultural development in Indonesia is being faced by the unpredictable climate situation. With such a high risk, however, Indonesia should be able to provide sufficient food for all of the people and access to food at affordable prices. In this regard, the climate field school is important to improve farmer’s konowledge to anticipate such climate change. While adapting to the climate change, agricultural activities should be protected and reduced the risk to the lowest possible level. Agricultural insurance is introduced to protect the farms, share the risk, and favor the farmers. Rice farm insurance, in particular, is applicable to share the risk of harvest failure caused by flood, drought and pest and disease infestations. Government support to provide subsidy for premium payment is encouraged. Such subsidy would be reduced gradually and integrated in the farm cost of production. In the absence of agricultural bank in Indonesia, microfinance institution is required to provide sufficient fund to cover cost of production. For a short-term follow up action, the current Rural Agribusiness Development Program (PUAP) is expected to help farmers through its microfinance institution in funding the farm activities. The role of microfinance is part of the climate change anticipation strategy and is very significant to help farmers to envisage the effect of harvest failure risk.

This article analyzes the data provided by local law educational institutions and the Chamber of Advocates of the Republic of Uzbekistan, as well as national legislation of the Republic of Uzbekistan and foreign experience. Analysis showed critical lack of legal personnel in comparison with the people of the Republic of Uzbekistan at the lack of legal training a couple of times population. Concluding the research, proposals and recommendations to increase the number of lawyers in the country were given.

Agricultural  development  program  in  Indonesia  is  the  part  of  economic development.  Papua  Province  in  the  economic  sector,  the  agriculture  sector  is  the very important role in supporting economic growth in the region.This study aims to analyze  the  basic  sector  and  basic  sub-sector  of  agriculture,  analyze  the  position sector  and  the  agriculture  sector  in  the  future,  and  the  determinants  of  changes  in positions on regional economic growth based on the calculation of the GDP Keerom district  and  Papua  province  in  2008-2011.The  study  used  secondary  data  over  a period of four years. The analysis  method used is Location Quotient (LQ), Dynamic Location  Quotient  (DLQ),  and  Total  Shift  Share  (TSS).  The  analysis  LQ  show  that agriculture  sector  is  the  basic  sector  in  the  economy  Keerom.While  the  agriculture sector  as  the  sub-sector  basis  (leading  sector) is plantation,  animal  husbandry,  and forestry.The combined method of LQ and DLQ, show that agriculture sector is still the sector basis in the future.The results of the analysis TSS is known that the deciding factor  position  change  on  plantations  and  fishing  sub-sector  is  the  location  factor, while the determining factor position change on the livestock sector is the factor of of economic structure.

Public concern about the environmental impact of economic activities has significantly increased around the globe in recent years. Within the scope of unlawful acts, environmental delicts are among the most serious ones in terms of environmental impact, the consequences of which directly affect the quality and development of agriculture as the main branch of economic activity. The issue of environmental protection and liability can be approached from different perspectives, and the focus of the present research will be on the analysis of environmental delicts committed by legal entities, taking into consideration the importance and role of these entities in agriculture. In addition to general assumptions on legal regulation of the liability of legal entities, the authors also presented the results of research on legal entities reported, charged, and convicted for environmental delicts in the Republic of Serbia in the period from 2010 to 2017, with a special emphasis on the analysis of results obtained in the abovementioned research areas for the territory of AP Vojvodina.

Land given to and owned by people with rights provided by the UUPA is to be used and utilized. The granting and possession of land with these rights will not be meaningful if its use is limited to land as the surface of the earth. The land also has a significant role in the dynamics of development. According to the 1945 Constitution of the Republic of Indonesia NRI,  "earth and water are natural resources contained therein controlled by the state and used for the greatest prosperity of the people." This research uses a normative juridical approach that is research based on the rules / according to the law because this research focused on the use of document studies and literature or secondary data. The research specification used is descriptive-analytic, which describes the law of the land in the era of globalization based on local wisdom. The results of the study illustrate that the role of the land ruling state, which used for the prosperity of the people, is regulated under Law No. 5 of 1960 concerning Basic Regulations on Agrarian Principles (UUPA).On the other hand, the globalization of law is nothing more than a legal intervention from developed countries towards developing countries in order to adjust their laws globally. One way to address the problem of globalization of land law is to reaffirm local wisdom. In other words, they are upholding the customary provisions related to land. Example: provisions of customary land. Customary land is communal land that is jointly owned and thus does not need to be certified.Keywords: globalization, land law, local wisdomABSTRAKTanah diberikan kepada dan dipunyai oleh orang dengan hak-hak yang disediakan oleh UUPA, adalah untuk digunakan dan dimanfaatkan. Diberikannya dan dipunyainya tanah dengan hak-hak tersebut tidak akan bermakna, jika penggunaannya terbatas hanya pada tanah sebagai permukaan bumi saja. Tanah juga mempunyai peranan yang besar dalam dinamika pembangunan. Undang-undang Dasar 1945 menjelaskan bahwa “Bumi dan air dan kekayaan alam yang terkandung didalamnya dikuasai oleh negara dan dipergunakan untuk sebesar-besar kemakmuran rakyat.” Penelitian ini menggunakan pendekatan yuridis normatif yaitu penelitian yang didasarkan kepada kaidah-kaidah/menurut hukum, oleh karena penelitian ini dititik-beratkan pada penggunaan studi dokumen dan bahan pustaka atau data sekunder. Spesifikasi penelitian yang digunakan adalah deskriptif analitis yang menggambarkan tentang hukum tanah di era globalisasi berdasarkan kearifan lokal. Hasil penelitian menggambarkan bahwa peran negara penguasa tanah yang digunakan untuk kemakmuran masyarakat diatur berdasarkan Undang-undang No. 5 tahun 1960 tentang Peraturan Dasar Pokok-Pokok Agraria (UUPA). Disisi lain, globalisasi hukum tak lebih sebagai intervensi hukum dari negara maju terhadap negara berkembang agar menyesuaikan hukumnya secara global. Salah satu cara menyikapi persoalan globalisasi hukum tanah ini adalah dengan menegaskan kembali kearifan lokal. Dengan kata lain, menegakkan kembali ketentuan-ketentuan adat terkait dengan tanah. Misalnya ketentuan tanah ulayat. Tanah ulayat merupakan tanah komunal milik bersama, dengan demikian tidak perlu disertifikatkan.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

The people of Nepal have witnessed different political movements in the political history of Nepal. The political movements are influenced by different philosophies. Gita philosophy as well has marked distinct impact in the politics of Nepal. The people of Nepal had to bear a lot of injustice, oppression and exploitation during Rana rule. Although the governments prior to Rana rule were also not so much democratic, to some extent they were directed to public welfare. At the time of Rana rule there had taken place many reformations in global politics, but Nepali people were denied off very common citizen rights. So, there was a need for a democratic movement in Nepal. In the campaigns for democratic movements then, there was a very significant impact of Gita philosophy. It is found from this study that four martyrs of 1997BS and founder leaders of Nepali Congress and Nepal Communist Party were influenced by the ideas of Gita philosophy and the general public has a great faith on the Gita philosophy. Gita philosophy has formed the foundations for the democratic movement in Nepal. And even after the establishment of democracy in Nepal, there were series of political changes in Nepal. And in the revolutions or campaigns for restoration of democracy or for the republic, there has been a role of different political leaders and as many of the first-generation leaders are still in active politics, we can find direct or indirect influence of Gita philosophy in Nepalese politics. Though the later generations of leadership seem to have less knowledge about Gita, their activities and the political interests matched with the principles of Gita philosophy.

AbstractIn a period of less than a year, two decisions of the newly established Constitu­tional Court of the Republic of Kosovo resulted in the resignation of two Presidents of the new State. Ruling on the unconstitutionality of the act of simultaneously holding the position of the head of State and that of his political party, in one case; and ruling on the unconstitutionality of his election due to procedural irregularities in the other, the Court prompted fundamental changes to the political landscape of Kosovo that in the first case led to new and extraordinary elections, whereas in the second to a political arrangement that would ultimately lead to constitutional reforms. Following the Court’s decisions, both Presidents (Sejdiu and Pacolli) resigned from their posts.This article offers a textual analysis of the merits and controversies surrounding both decisions, which will be situated in the broader context of the seemingly powerful role of Constitutional Courts in certain societies in transition. The overall analysis demonstrates the weaknesses inherent to the initial stages of State formation, and to the foundational con­stitutional instrument, indicating the importance of the Constitution’s clarity for political stability. In an environment characterized by a dominant perception of a politicized judiciary, the Court’s decisions testify to the judicial activism of the Constitutional Court and, in terms of the substance and consequences of its key decisions, also to judicial supremacy. The Court’s decisions have also had some significance for testing the country’s political culture, a test that has been met in both cases eventually with compliance by those most affected.

O pensamento maquiaveliano é motivo de disputas e controvérsias entre diversos pesquisadores. Esses embates, geralmente, giram em torno das interpretações de posições políticas e implicações de conceitos utilizados pelo autor. O presente artigo buscou compreender a questão do conflito na república maquiaveliana e seus atores, visando apontar o papel do povo no conflito e a função que Maquiavel lhe atribui como um dos principais agentes na manutenção em promoção da liberdade dentro do regime republicano proposto pelo filósofo. Tal elemento aparece como um dos principais agentes na manutenção e promoção do regime democrático. Nesse sentido, tornam-se elementos fundamentais para se entender as disputas políticas na república. Por meio de uma pesquisa bibliográfica o artigo buscou compreender essa relação conflituosa que se dá dentro do ambiente republicano e concluiu que embora havendo divergências em torno das disposições dentro da república o papel de solucioná-las cabe sempre às instituições.Palavras-chave: Maquiavel; Conflito; Liberdade; República; Povo.THE CONFLICT AS A PROMOTER OF FREEDOM IN THE MACHIAVELLIAN REPUBLICABSTRACTThe Machiavellian thinking is cause of disputes and controversies between several researchers. These conflicts usually revolve around the interpretation of political positions and implications of concepts used by the author. This article seeks to understand the issue of conflict in the Machiavellian republic and its actors, aiming to identify the role of the people in the conflict and the role that Machiavelli attributes to it as one of the key players in maintaining in promoting freedom within the republican regime proposed by the philosopher. This element appears as one of the key players in the maintenance and promotion of democracy. In this sense, become key elements to understand the political disputes in the republic. Through a bibliographical research the article sought to understand this conflicting relationship that takes place within the republican environment and concluded that although there are divergences around the dispositions within the republic the role of resolving them always rests with the institutions.Keywords: Machiavelli; Conflict; Freedom; Republic; People.EL CONFLICTO COMO UN PROMOTOR DE LA LIBERTAD EN LA REPÚBLICA MAQUIAVÉLIANARESUMEN El pensamiento maquiavélico es causa de conflictos y controversias entre varios investigadores. Estos conflictos por lo general giran en torno a la interpretación de las posiciones políticas e implicaciones de los conceptos utilizados por el autor. En este artículo se busca entender el tema del conflicto en la república maquiavélica y sus actores, con el objetivo de identificar el papel del pueblo en los conflictos y el papel que Maquiavelo atribuye a él como uno de los jugadores clave en el mantenimiento en la promoción de la libertad dentro del régimen republicano propuesto por el filósofo. Este elemento aparece como uno de los jugadores clave en el mantenimiento y promoción de la democracia. En este sentido, se convierten en elementos clave para entender los conflictos políticos en la república. A través de un artículo de revisión de la literatura tuvo como objetivo comprender esta relación de confrontación que tiene lugar dentro del entorno republicano y concluyó que, aunque existe desacuerdo sobre las disposiciones en función de la república para resolverlos siempre recae en las instituciones.Palabras clave: Maquiavelo; El Conflicto; La Libertad; La República; Pueblo.

This note attempts to analyse the essence of presidential powers in South Africa. These powers are in essence found in sections 83−85 of the Constitution, which relate to “The President”, “Powers and functions of President” and “Executive authority of the Republic” respectively. After being in operation for close to two-and-a-half decades, questions still remain as to the precise meaning of the Constitution’s reference to the President as “head of state”, “head of the national executive” and being vested with “executive authority”. The existence of such questions, it is submitted, should be of some concern. Since the role of the President is critical in ensuring effective executive government, is it not imperative that, by this time, there should be a consensus as to the meaning of the terms “head of state”, “head of the national executive” and “executive authority”? The role of the President can be extremely politically demanding. Executive aggrandisement must be averted. Because our system of executive government is relatively unexplored given that the Constitution only dates from 1996, it needs to be developed in a truly democratic context with a keen sense of constitutionalism. This implies that the executive must be “unable to employ the strong arm tactics that an autocratic executive is by its very nature able to do”.The dilemma facing the South African President as head of state and head of the national executive and being vested with executive authority (sections 83, 84 and 85 of the Constitution) is similar to that faced by Abraham Lincoln on 4 July 1861 in his historic address to the United States Congress after the outbreak of the Civil War. Lincoln posed this question: “Must a government, of necessity, be too strong for the liberties of its own people, or too weak to maintain its own existence?”.In discussing the terms “head of state” and “head of the national executive”, the terms as they feature in the Constitution are referred to; the terms as interpreted and applied in practice are analysed and lastly the myriad questions raised by the terms are highlighted. It will emerge that when it comes to analysing these terms, there appear to be more questions than answers. It is submitted that these unanswered questions are not consonant with good governance and can only result in constant litigation.
