THE POTENTIAL OF RURAL AREAS IN LITHUANIA FOR THE DEVELOPMENT OF RENEWABLE ENERGY

The objective of the paper was to identify the potential of rural areas in Lithuania for the development of renewable energy. The research material and source of information were legal acts of Lithuania regarding the Programme of Rural Development for 2014-2020 of the Ministry of Agriculture of the Republic of Lithuania and National Energy Independence Strategy of 2018 Ministry of Energy, statistical data of the Department of Statistics of Lithuania and reports of institution related to renewable energy. The research covers the years 2007-2018 with a perspective up to 2050. The analysis shows that the share of renewable energy in the energy sector will continue to grow mainly due to the policy chosen by the state regarding energy security and environmental protection. Rural areas have a chance to take advantage of the state policy in order to improve their economic situation, including implementing innovations, reducing agricultural production costs, improving the local labor market and broadening and diversifying economic activity in general. The analysis shows that the largest share in RES will be played by wind and solar energy, and the share of biomass production will decrease.

The relevance of the study is conditioned by the need to revise the methods of farming with a focus on the use of innovative technologies to improve the quality and quantity of output. The purpose of the study is to analyse the problems and prospects of agricultural production in the Republic of Kazakhstan to create a comprehensive innovative model for the further development of the agro-industrial sector. The study of the prospects for the modernised improvement of the agro-industrial complex of the Republic of Kazakhstan was carried out in three stages based on the functional and logical, systemic, and structural approaches using methods of analysis, synthesis, comparison, systematisation, SWOT analysis, and statistical data processing. The analysis of research papers of Kazakhstani and foreign researchers was carried out to separate the problems and opportunities of agriculture of the Republic of Kazakhstan. It is determined that the agricultural complex of the state is represented by three forms of management, including farming, cooperatives, and the main business. The features of innovative activity and types of innovations in agriculture are considered. The possibilities and strengths of agriculture of the Republic of Kazakhstan are substantiated in accordance with the statistical data of gross output for 2012-2019. The organisational model of further development of the agro-industrial complex of the state in the context of the application of innovative technologies and the establishment of relationships with state information systems is proposed. The practical value of the study consists in providing a general analysis of both the problems and prospects of agriculture in the Republic of Kazakhstan, as a result of which a comprehensive model of innovative development was compiled

The preparation and conduct of the population census in the Republic of Kazakhstan in November 2019, showed the importance of the statistical data, obtained during the population census to determine the main directions of demographic and socio-economic policy of the state, both at the national and regional level. Historical overview of the ways of accounting for the population at the different stages of human development was given. Also was made the analysis of the population censuses in the Republic of Kazakhstan during the years of independence (1999, 2009), as well as the process of census in 2019. Basically, it shows the dynamics of changes in the population of the republic, reflected in the statistical data of the censuses. Speaking about the population census as an important historical source of information, the authors paid attention to the population census in November 2019. Therefore, there is quote necessary to pay attention to the importance of the statistical data, obtained the main directions of demographic and socioeconomic policy of the state, both at the national and regional levels.

Spatial analysis of the population ethnic structure is a poorly developed area of socio-geographical research in Uzbekistan. The authors of the article are the first to develop a multi-level scheme of ethno-geographical zoning of Uzbekistan based on the current statistical data on the ethnic composition of the population in the republic. These statistical materials are the only source of information on the ethnic structure of the population of the country and its regions, taking into account the fact that the census in Uzbekistan has not been conducted after 1989. In the course of research, the methodological foundations of ethno-geographical zoning of Uzbekistan were developed, in particular, its principles, criteria, and taxonomic units. Ethno-geographical zoning was carried out in accordance with the grid of administrative-territorial division based on spatial grouping of rural areas and cities of regional and republican subordination; 33 types of ethnic environments were distinguished. Zoning is three-level and includes three taxonomic stages: 4 ethnogeographic provinces, 6 ethnogeographic districts and 32 ethnogeographic areas. In addition, there were identified ‘through’ spatial units − ethnogeographic tiers: upper (mountain), middle (foothill-plain) and lower (desert-oasis). The main ethnogeographic boundaries within the territory of Uzbekistan, tied to the orographic and landscape boundaries, were determined. The features of the population ethnic structure in all the ethnogeographic provinces, districts and areas are characterized. An ethno-geographical zoning map of the republic has been compiled.

As one of the signs of demographic change, population aging influences various spatial categories: economic activities, social features, land-use, perspectives for future development and more. Even though the process is indicative on a national level, there are significant differences among geographically and functionally distinctive regions. Based on considerable regional differences in the development of Serbia, this paper analyses the key problems of rural areas related to the interdependences of population aging and agricultural activities. Research on aging processes, changes in agricultural activities and their features is based here on the examples of two case studies. The Indjija and Knjazevac Municipalities have been chosen to represent geographically different regions - lowland and mountainous. This study uses both quantitative and qualitative approaches in order to achieve a better understanding of the situation. Statistical data were used to illustrate processes of aging and agriculture where data from two census years indicate a trend of changes. Interviews conducted with representatives of local government, entrepreneurs and local citizens from the villages are the source of information for quantitative analysis. Population aging and agriculture are examined separately, followed by an illustration of their interdependences.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

This paper addresses the topical issues that arise in the process of preliminary investigation and initial operations and investigations related to collecting and obtaining evidence. In particular, the study raises the problematic questions about the nature and goals of technical and criminalistic support of the forensic experts’ research activities during crime scene investigation while specifying relevant statistical data. The author provides an analysis of the state of usage of the forensic equipment employed in obtaining and collecting evidence during crime scene investigation during preliminary investigation in the Republic of Tajikistan and other countries. The paper also covers the issues of knowledge, skills, and abilities of the subjects collecting and obtaining evidence for criminal cases and determines the requirements to to the knowledge, skills, and abilities of the forensic experts who participate in crime scene investigation.

Sustainable development, as a generally accepted concept of modern society, implies the protection of the environment as one of the basic goals. This goal is achieved, among other things, through the use of renewable energy sources and energy efficiency. The improvement of energy efficiency and application of renewable energy sources should be incorporated while preserving the economic interests of the state. In order to harmonize these interests, the state must introduce the policy in the field of energy, which will simultaneously take care of both the environment and the economy. Among the most important instruments of such a policy are legal regulations. The Republic of Serbia has an extensive and thoroughly structured system of regulations in the field of energy efficiency. The mere existence of regulations in this area is not enough. It is only a necessary precondition for their consistent application, as well as control of the application by inspection bodies.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.
