Abstract

The purpose of this study is to reveal school safety problems in Turkey reflected to the newspaper topics. In this study which is designed according to qualitative research method, document analysis technique is used. A total of 362 news related to school security problems with the keyword of “school” in the 2017-2018 academic year constitute the data of this study which is accessed from the search engines of Hürriyet and Sabah newspapers. In the analysis of the data, content analysis was performed to determine the dimensions of the events that reflect the news about school security problems. In the content analysis, in accordance with the sub-objectives of the research; Analyzes were made based on the topics related to physical, psycho-social and external threats which are reflections of school safety problems. As a result of the analysis in regard to the physical security of schools; four different categories were reached: building, transportation, hygiene factors and security related to infrastructure. Building category is divided into two sub-categories namely outdoor and indoor categories. Outdoor category involves structural problems of the buildings while the indoor category deals with the emergency situation. In the case of psycho-social security, the events in newspapers were collected in five different categories as violence, abuse, suicide, substance abuse and security events related to negligence. In the sub-dimension of psycho-social security, it is observed that most of the security incidents are seen in the category of violence and abuse in schools; It is interesting to note that in these categories, harming of others and sexual harassment are the most intense security incidents in schools. Finally, events related to external threats in the schools were collected in seven different categories as follows: school environment events, school environment structure and system, abuse, psychological attacks, terrorism, burglary and violence. It is possible to say that the school-related incidents as a result of the sale of drugs and unhealthy foods and the theft of schools' equipment are the most common external threats.

Since the 1990s, K-12 schools across the U.S. have changed in important ways in an effort to maintain safe schools. They have added police officers, surveillance cameras, zero tolerance policies, and other equipment and personnel, while increasingly relying on suspension and other punishments. Unfortunately, we have implemented these practices based on assumptions that they will be effective at maintaining safety and helping youth, not based on evidence. The Real School Safety Problem addresses this problem in two ways. One, it provides a clear discussion of what we know and what we don’t yet know about the school security and punishment practices and their effects on students and schools. Two, it offers original research that extends what we know in important ways, showing how school security and punishment affects students, their families, their schools and their communities years into the future. Schools are indeed in crisis. But the real school safety problem is not that students are either out of control or in danger. Rather, the real school safety problem is that our efforts to maintain school safety have gone too far and in the wrong directions. As a result, we over-police and punish students in a way that hurts students, their families and their communities in broad and long-lasting ways.

Although school violence statistics indicate that schools are safe places, anxiety over school shootings continues to influence school safety reform to the extent that security measures in American public schools include the arming of schoolteachers. Furthermore, not only have youths’ perceptions of school security been relatively unexplored, existing research points to racial inequalities in the use of and the effects of school security practices. This study uses data from high school students across multiple school districts in a Midwestern county to examine how race and perceptions of fairness intersect to influence attitudes on arming teachers. The results suggest that, relative to White students, Black students are less supportive of arming teachers and anticipate greater decreases in safety if teachers are armed. In addition, perceptions of fairness mediate the effect of race on support and feelings of safety. Implications for policy and future research are discussed.

The demand for accountability and measurement regarding educational programs in community colleges makes the decision-making process of advisory committees more important than ever. The role of the advisory committee for educational workforce programs is changing, and becoming increasingly necessary, due to legislative actions and consistent changes in the workforce. Business, industry, and higher-education institutions are adapting programs to fit thriving regional economies, and calling upon advisory committees to make major decisions within their organizations. Perceptions of and experiences with the decision-making processes that educational practitioners and workforce advisory-committee members utilize to make informed decisions for workforce-education programs are vital to their success. This chapter reveals the best practices that business and industry use to make informed decisions, including how to utilize those practices to include educational entities.

This chapter addresses the critical issue of Quality of Service (QoS) provisioning in next generation wireless networks. While the QoS offered to users may be enhanced through innovative protocols and new technologies, future trends should take into account the efficiency of the resource allocation strategies and the network/terminal cooperation as well. 4G networks will be characterized by an heterogeneous environment where several access networks will be available. The purpose of this chapter is to summarize techniques that enable efficient distribution of resources exploiting the existing infrastructure. Such techniques may involve either smart selection mechanisms or cooperating schemes among network entities. Since decision-making processes are examined, the use of game theory is considered as a valuable asset in the authors’ work. To this end, the chapter also collects applications of both non-cooperative and cooperative game theory applications in wireless networks. The main aspects of both game types are presented and several games are modeled.

Digital transformation can effectively support innovative strategic planning. However, it is necessary to realise that the digital ecosystem produces enormous volumes of data and creates unique requirements for working with it. Due to this, data needs to be integrated into the mindset and decision-making processes properly. The proposed solution is based on an analysis of digital transformation readiness models, analyses of the status of data and data literacy in the models and their extensions, a definition of the levels of readiness that need to be achieved, and preparation of educational programs for the enhancement of human digital transformation readiness from the mindset and skillset perspective. The main outputs of the chapter correspond to the problem and the suggested solution. They include the human digital transformation readiness index based on the capability maturity model (CMM), required mindset, and skillset, taking into account the digital and data literacy of the participants of innovation activities.

Abstract The rise of Internet of Things (IoT), coupled with the advances in Artificial Intelligence technologies and cloud-based applications, have caused fundamental changes in the way societies behave. Enhanced connectivity and interactions between physical and cyber worlds create ‘smart’ solutions and applications to serve society's needs. Water is a vital resource and its management is a critical issue. ICT achievements gradually deployed within the water industry provide an alternative, smart and novel way to improve water management efficiently. Contributing to this direction, we propose a unified framework for urban water management, exploiting state-of-the-art IoT solutions for remote telemetry and control of water consumption in combination with machine learning-based processes. The SMART-WATER platform aims to foster water utility companies by enhancing water management and decision-making processes, providing innovative solutions to consumers for smart water utilisation.

Harsh and reactionary school security measures, including policing, surveillance technology, and emergency preparedness strategies increased substantially in the two decades following the mass shooting at Columbine High School in 1999. These strategies have limited empirical support for preventing violence in general and mass shootings, in particular. Instead, they have proven to be problematic, often doing more harm than good by criminalizing student misbehavior, contributing to negative school climate, and having psychological impacts on students’ perceptions of safety. In recent years, many schools have started to explore promising alternative approaches, including threat assessment, positive behavioral interventions, restorative practices, and improving relationships between students and adults. This article reviews the trends in school security from the 1990s through the present, drawing on national data from the U.S. Department of Education and scholarly research on school security. Our specific focus will be on the changes in school security that have been made to prevent or minimize the impact of potential school shooters. We also discuss the consequences of the school security boom and the future directions to ensure school safety.
