The purpose of this study is to discuss the influence of excellence in the use of performance management and quality improvements tools on performance of Czech municipalities, and especially their cost efficiency. Municipalities' performance is analyzed using data envelopment analysis focused on inputs. A quasi-experimental design is utilized and excelling municipalities are compared with two control groups. The first is represented by municipalities that use excellence models and quality improvement tools but have not been awarded a national excellence prize; the second by municipalities which do not use them. The results do not indicate any significant difference between the three groups of municipalities. This means that the excellence in utilization of performance management and quality improvement tools does not produce performance approaching that of cost efficiency.

Abstract Introduction The aim of this study was to re-audit the rates of acute kidney injury (AKI) after elective colorectal surgery, following local presentations of results. Method Outcomes After Kidney injury in Surgery (OAKS) and Ileus Management International (IMAGINE), were prospective multicentre audits on consecutive elective colorectal resections, in the UK and Ireland. These were performed over 3-month periods in 2015 and 2018 respectively. During the interim period, results were presented at participating centres to stimulate local quality improvement initiatives. Risk-adjusted 7-day postoperative AKI rates were calculated through multilevel logistic regression based on the OAKS prognostic score. Result Of the 4,917 patients included, 3,133 (63.7%) originated from OAKS and 1,784 (36.3%) from IMAGINE. On univariate analysis, there was no significant difference (p=0.737) in the 7-day AKI rate between OAKS (n=346, 11.8%) and IMAGINE (n=205, 11.5%). However, the risk-adjusted AKI rate in IMAGINE was significantly lower compared to OAKS (-1.8%, 95% CI: -2.3% to -1.3%, p<0.001). Of 47 centres (40.1%) with a recorded local presentation, there was no significant difference in the subsequent AKI rate in IMAGINE (-0.7%, -2.0% to 0.6%, p=0.278). Conclusion Rates of AKI after elective colorectal surgery significantly reduced on re-audit. However, this may be related to increased awareness from participation or national quality improvement initiatives, rather than local presentation of results. Abbrev. AKI - Acute Kidney Injury, OAKS - Outcomes After Kidney injury in Surgery, IMAGINE - Ileus Management International Take-home message Risk-adjusted AKI rates significantly reduced on re-audit, however, this was most likely due to factors separate from the local presentation of initial results.

Purpose The purpose of this paper is to examine how the design and implementation of learning models for performance management can foster continuous learning and quality improvement within a publicly funded, multi-site community hospital organization. Design/methodology/approach Niagara Health’s patient flow performance management system, a learning model, was studied over a 20-month period. A descriptive case study design guided the analysis of qualitative observational data and its synthesis with organizational learning theory literature. Emerging from this analysis were four propositions to inform the implementation of learning models and future research. Findings This performance management system was observed to enable: ongoing performance-related knowledge exchange by creating opportunities for routine social interaction; collective recognition and understanding of practice and performance patterns; relationship building, learning for improvement, and “higher order” learning through dialogue facilitated using humble inquiry; and, alignment of quality improvement efforts to organizational strategic objectives through a multi-level feedback/feed-forward communication structure. Research limitations/implications The single organization and descriptive study design may limit the generalizability of the findings and introduce confirmation bias. Future research should more comprehensively evaluate the impact of learning models on organizational learning processes and performance outcomes. Practical implications This study offers novel insight which may inform the design and implementation of learning models for performance management within and beyond the study site. Originality/value Few studies have examined the mechanics of performance management systems in relation to organizational learning theory and research. Broader adoption of learning models may be key to the development of continuously learning and improving health systems.

Abstract Background: The safe, principled, and standard handling of anticancer drugs can reduce the effects of occupational exposure and promote safe behaviors in nurses. Thus, the present study aimed to determine the effects of standard guidelines education on the safe handling of anti-neoplasm drugs among oncology nurses in Ardabil, Iran. Methods: The quasi-experimental study with one-group pretest-posttest design was performed among 32 nurses employed in the oncology wards of two educational hospitals in Ardabil city, during 2020. All of the nurses in the wards who met the inclusion criteria participated in the study. The data were collected by using a demographic information form and nurses' knowledge assessment questionnaire regarding the standard guidelines for working with antineoplastic drugs, and a standard checklist for examining their performance in this regard. Then, they were analyzed through descriptive (mean and standard deviation) and inferential statistics (t-test and Pearson's correlation coefficient) in SPSS 22.Results: The mean and standard deviation of the knowledge and performance scores of the oncology nurses was respectively determined 59.56±6.41 and 18.96±2.54, which changed to 66±4.82 and 32.03±2.45 three months after training. The results of t-test represented a statistically significant difference between the level of knowledge and performance before and after the intervention (P=0.001).Conclusions: Based on the results, the standard guidelines education improved the nurses' knowledge and performance on the safe handling of anticancer drugs in the chemotherapy wards. Therefore, it is suggested to pay attention to the promotion of the oncology nurses' awareness in the planning and policy-making of healthcare centers.

ABSTRACT This study focuses on three broad Finance organization roles: reporting, compliance, and internal control/risk management (RCCR); performance management; and strategic partner. Using data from a global survey of 832 firms, we examine the determinants of the various roles' importance and their relation with Finance effectiveness. While the effects of organizational change, market growth, international operations, firm size, decentralization, and industry on Finance responsibilities vary depending upon the role, we find little evidence of tradeoffs between the various roles. Instead, we find evidence of complementarities between roles, whereby greater emphasis on one role is associated with greater Finance effectiveness in the other roles. Additionally, we find that information system integration (ISI) not only has a positive direct impact on effectiveness in all three roles, but also interacts with the importance placed on RCCR and performance management roles to improve the Finance organization's effectiveness at carrying out these responsibilities.
