To gradually professionalize social work in hospitals, the establishment of social work units in hospitals is necessary in Vietnam's current context. The study's objective was to evaluate the establishment results of social work units among some hospitals in Vietnam for the period 2011-2020. The study was conducted from December 2019 to March 2020, with 503 hospitals, including hospitals at the central, provincial, and district levels nationwide. Our findings showed that the establishment prevalence of social work units among some hospitals was relatively high (exceeding the initial target). Human resources on social work were why some hospitals have not yet established social work units (accounting for the highest prevalence with 65.0%). The study results also showed that the larger the number of planned beds, the higher the establishment prevalence of social work units. There were four parts under social work units, including the patients’ support (59.6%), the communication (44.9%), the mobilization and resources allocation (40.8%), and the customer care (44.1%). The study also gave some suggestions to the Ministry of Health to establish social work units to be more effective in the coming time at some hospitals nationwide.

The round scad produced will have the best quality if the catching and handling method onboard and at the port is carried out quickly, precisely and carefully. The entire handling activity has been regulated in the Decree of the Minister of Marine Affairs and Fisheries (KEPMEN KP) number 52A/KEPMEN-KP/2013. This research aimed to determine the level of conformity between the handling carried out onboard with the standard handling regulated in the KEPMEN KP number 52A/KEPMEN-KP/2013. The analysis results will be used as the basis for developing alternative strategies for the standard implementation of Round scad on the mini purse seine boats in the Regency of Rembang. The data collecting was carried out by observation and interviews with respondents. Data were analyzed using gap analysis, which is looking for the difference between standard handling and the handling carried out during the research. The elements analyzed were boat facilities, onboard hygiene, human resources, tools and equipment for handling fish, as well as fishing technique and catching unit. The research results showed that the average score of the conformity of handling on the five elements are 69.52%, which means that the round scad handling on mini purse seine boat in the Regency of Rembang is not reaching the standards regulated in the KEPMEN KP number 52A/KEPMEN-KP/2013. This is caused by the low level of conformity in the element of human resources of 38.56%.

ABSTRACTThe application of Government Accounting Standards in the preparation of financial statements is one indicator of opinion giving by the Supreme Audit Board of the Republic of Indonesia (BPK-RI). Based on the results of BPK RI 2015 examination of 109 local governments in Indonesia, the efforts made by local governments had not been fully effective, where the results of the examination indicated the problems related to policies, information technology and human resources to support accrual-based financial reporting. The Government of Kepulauan Selayar has only implemented accrual-based accounting in the last two years. This study aimed to analyze the performance of the government of Kepulauan Selayar in overcoming the problems related to the human resources of financial report makers as a consideration to setting strategy priorities to increase human resources readiness that supported the implementation of accrual-based accounting using the method of Importance Performance Analysis (IPA) and Gap Analysis. To solve human resource problems required strategies i.e. creating a mutation and promotion policy that supported the accrual-based accounting implementation, creating competency on planning documents and human resource training, making planning documents on education needs and accrual basis accounting training, and financial administration officials must be from the alumni of accounting training.Key words: Accrual-Based Financial Reporting, Kepulauan Selayar, IPA, AHPABSTRAKPenerapan Standar Akuntansi Pemerintahan dalam penyusunan laporan keuangan merupakan salah satu indikator pemberian opini oleh Badan Pemeriksa Keuangan Republik Indonesia (BPK-RI). Berdasarkan hasil pemeriksaan BPK tahun 2015 terhadap 109 Pemda di Indonesia, menyimpulkan bahwa upaya yang telah dilakukan pemerintah daerah belum sepenuhnya efektif, di mana hasil pemeriksaan menunjukkan adanya permasalahan terkait kebijakan, teknologi informasi dan SDM untuk mendukung pelaporan keuangan berbasis akrual. Pemerintah Kabupaten Kepulauan Selayar baru mengimplementasikan akuntansi berbasis akrual dalam dua tahun terakhir ini. Penelitian ini bertujuan menganalisis kinerja Pemda Kepulauan Selayar dalam mengatasi masalah terkait SDM pembuat laporan keuangan sebagai bahan pertimbangan dalam menetapkan prioritas kebijakan yang dapat menunjang implementasi akuntansi berbasis akrual menggunakan metode Importance Performance Analysis (IPA) dan Gap Analysis, dan merumuskan strategi prioritas peningkatan kesiapan SDM dalam implementasi SAP berbasis akrual menggunakan Analytical Hierarchy Process (AHP). Untuk meningkatkan kesiapan SDM memerlukan strategi membuat kebijakan mutasi dan promosi yang mendukung implementasi akuntansi berbasis akrual, Membuat dokumen perencanaan kebutuhan kompetensi dan pelatihan SDM, Membuat dokumen perencanaan kebutuhan diklat penerapan akuntansi berbasis akrual, dan Pejabat Penatausahaan Keuangan Organisasi Perangkat Daerah harus dari alumni diklat akuntansi.Kata Kunci: Laporan Keuangan Berbasis Akrual, Kepulauan Selayar, IPA, AHP.

Abstract This study aimed to analyze the gap between visitors’ perception and expectation for better development of ecotourism potential in Bantimurung Bulusaraung National Park (BBNP). The gap analysis approach used a descriptive survey to 200 respondents selected by non-probability sampling in November 2018. Several ecotourism potentials assessed were accessibility, accommodation, cultural attractions, public facilities, human resources, information and natural attractions. The result showed that there is a higher expectation rather than perception of visitor in BBNP. The highest gap value was found in public facility [-1.71], while the lowest gap value was found in accessibility [-0.97]. Thus, public facility should be prioritized to develop in order to meet the visitor s’ expectation. In term of public facility, the highest gap value was found in communication facilities (telephone, fax, internet), while the lowest gap value was found in garbage dump and clean water availability. Therefore, the top priority to improve was the quality and quantity of communication facilities (telephone, fax, internet).

<p><strong>Objectives. </strong>Part I of this research article presents a needs-based analysis for the management of schizophrenia, bipolar mood disorder and major depression for the Eastern Cape (EC) Province, South Africa. This part of the research paper focuses on quantifying human resources and bed needs for these three severe mental illnesses. Human resource expenditure is calculated for nursing staff at acute, ambulatory and medium-to-long-stay services. A further objective was to conduct a gap analysis for human resources and beds for the EC in order to assist mental health planners in the commissioning of services. </p><p><strong>Methods. </strong>Data from previous research conducted in the province, and international and national epidemiological studies were utilised to quantify the requirements for human resources (psychiatrists, medical officers/registrars, psychologists, nurses, occupational therapists and social workers) and beds for acute, medium-to-long-stay and ambulatory services at provincial and regional levels, to provide mental healthcare. The authors focused on three of the eight priority conditions set by the World Health Organization. A target coverage rate of 80% was used in all calculations. A gap analysis was conducted to demonstrate deficits and excesses, utilising available data on human resources and beds available in the province.</p><p><strong>Results. </strong>The results showed that the districts of Alfred Nzo and Ukhahlamba have no human resources or beds for the provision of mental health services. The province has a deficit of 23 psychiatrists and 243 nurses trained in psychiatry, and an oversupply of 486 other nurses. The results also clearly demonstrated an inequitable distribution of resources in the province. </p><p><strong>Conclusions. </strong>This is the first study that has provided detailed estimates of human resource and bed deficits in the EC. The study demonstrates that the areas of greatest need in terms of bed and human resource requirements are in the eastern regions of the province, which includes the former homelands of the Transkei and Ciskei. This study will assist provincial mental health planners/commissioners in developing an equitable mental health delivery programme.</p>

6596 Background: The oncological day hospital (ODH) at IOHM carries out 80 chemotherapies per day with 6 certified oncological nurses as staff. Human resources allocation in oncology has not been formally studied in relation to treatment risks. The objective of this paper is to present a risk assessment model for the rational allocation for human resources in the ODH using the KGD scale. Methods: The KGD scale was designed through a retrospective evaluation of more than 15,000 treatments (Tx). Between November 1st and December 1st, 2012, this instrument was validated with all new patients (Pt) beginning Tx at IOHM. The KGD scale evaluates risk according to: Five Pt characteristics (Elderly, Polymedicated, Without symptom control, Neuropsychiatric problems, Presence or absence of family members); Four Tx characteristics (New drugs, Complex protocol, High risk of acute toxicity, Infrequently used) and workplace context(New personnel, Holiday absences, With or without close medical support). The KGD scale was determined for each Tx and applied as follows: Low Risk (0-3 points): two nurses in the ODH, supervision is at the patient’s request and the chemotherapy can be administered at the beginning or end of the workday; Intermediate Risk (4-5 points): three nurses in the ODH, supervision is mandatory and the treatment can take place at any time in the workday; High Risk(6 or more points): four nurses in the ODH, supervision must be constant and the Tx must take place in the middle of the workday. The chemotherapy outcome was observed. Results: One hundred and thirty patients were admitted. Sex fem 74 (59%), male 56 (41%): age: 49y (range 22-87). Diagnosis: breast 40, colon: 21, lung: 16, ovaries:11, lymphoma: 11, testis:7, sarcoma: 5 ; others: 19 KGD risk assessment: Low Risk 25 pts (19 %); Intermediate Risk 77 pts (59%); High Risk 28 pts (21%). There were no complications in any of the 312 chemotherapy treatments administered to this cohort. Conclusions: 1) The KGD scale has shown to be a useful aid in the treatment risk assessment. 2) Use of the KGD scale allows for an efficient personnel allocation at the ODH according the Tx risk 3) The academic qualification of the nurses staff are mandatory to control the risk.

Metode penjadwalan linier cocok untuk proyek dengan aktivitas sederhana, dan repetitif dengan jumlah unit yang tipikal, seperti proyek jalan, irigasi, tunnel, apartment, dan perumahan sederhana. Pada penelitian ini dilakukan pemodelan penjadwalan linier proyek pembangunan perumahan sebanyak 50 unit tipikal. Simulasi alokasi sumber daya manusia dan penggunaan buffer agar penggunaan sumber daya manusia dapat seefisien mungkin. Hasil penelitian diperoleh bahwa simulasi ke-8 dengan menggunakan buffer memiliki durasi 314 hari dengan 18 kelompok kerja, apabila dibandingkan dengan simulasi ke-9 tanpa menggunakan buffer memiliki durasi 180 hari dan idle time 134 hari inefisiensi 1522 orang hari.   Linear scheduling method is suitable for projects with repetitive activities, as well as tipical mass product units such as a road, apartment, and residential housings. In this research linear schedule modeling was carried out on residential typical housings project of 50 units. The simulation of linear scheduling is to minimize the idle times by using time buffers and human resources allocation so that the usage of human resources can be as efficient as possible. The research findings show that the 8th simulation by using buffers has a project duration of 314 days were chosen with 18 working groups, compares to 9th simulation without buffers that has a duration of 180 days and 134 days of idle time which with 1522 man day of inefficient.

The contemporary perception of the global cities phenomenon is reviewed within the paper. of The bill about urban agglomerations’ research, supplemented by the analysis of the statistic data about the economic and human resources’ allocation among Russian cities and regions, enabled us to conclude that the State’s efforts are insufficient for formation new global cities beside the existing Moscow agglomeration. A contemporary agglomeration policy of Russia can’t be considered as effective and is to be corrected, taking into account the network approach ideas, which sight at formation of polycentric agglomerations.
