The subject of this article is the tobacco cultivation in Tauride Province in the late XIX – early XX centuries. The author provides information on the amount of land allocated for tobacco cultivation, types of tobacco, tobacco plants and their owners, manufactured tobacco products, as well as retail of tobacco products. An overview is given to the factors that affected the demand for tobacco products in this historical period and uneven level of tobacco production. The article leans on the vast array of sources, including archival materials from the State Archive of the Republic of Crimea and the Russian State Historical Archive, statistical data, as well as reference material. The scientific novelty consists in the attempt to give a broader picture of tobacco production in the territory of Tauride Province, as this topic did not receive due attention within the Russian historiography. The conclusion is made that the second half of the XIX century marks a breakthrough in the development of tobacco cultivation in Tauride Province, associated with the legislative acts on taxation, as well as construction of new transport routes. This turned tobacco cultivation into one of the leading segments of agriculture in Yalta, Simferopol and Feodosia Uyezds, which have the most favorable natural and climatic conditions for the development of this industry. However, significant decline in the number of tobacco farmers was observed by the beginning of the XX century, as well as the acres of land allocated for tobacco cultivation. This was caused by unfavorable conditions for retail of tobacco products, decrease in yield capacity, quality of tobacco, as well as excess of supply over demand for tobacco products.

Consideration in the scientific article The question of the relationship of the regulatory terminology used as the official name of the Russian state is due to the problem of the absence of a single scientific approach in determining its semantic content and is dedicated to the 300th anniversary of the proclamation of the name of the state “Russian Empire”. The features of the rulemaking practice on the official consolidation of the name of the state with the simultaneous use of regulatory terms “Russia”, “Russian Empire”, “Empire” and “Russian State”, having an equivalent semantic value in the name of the same state that operated in the specific historical period of its development. Allocated the generals patterns of the applied context of said terminology in regulatory legal acts of various sectoral affiliation. It was concluded that there is no synonymous properties and the difference in the context of the contents of the second half of the XIX century the terms “Russia” and “Russian Empire”, which are used by the domestic legislator, which is used depending on the type and subject of regulated public relations.

The article discusses the influence of mineral fertilizers on formation of productivity and grain quality of different spring barley types in the soil and climatic conditions of the Republic of Mari El. Research has established, that the application of mineral fertilizers for spring barley in doses of N60P60K60 and N90P60K60 increases the crude protein content in the grain and increase harvesting of feed units per unit of cultivated area.

Abstract Low labour costs as one of the key sources of export stimulation, the competitive advantage of domestic agricultural production and bilateral agreements with partner countries - all promote export as a potentially significant factor of encouragement of economic development of the Republic of Serbia.Taking into account this fact, on the one hand, and balance of payments problems that Serbia has been facing over the years, on the other hand, the subject of this paper is an analysis of trends in the Republic of Serbia export and explanation of variations in the export trends during the period from 2004 to 2014. The aim of the paper is to explore export trends forecast from January to December 2015.The analysis uses Holt-Winters and ARIMA methods for analyszing time series.The paper provides insight into the export trend forecasts for the period of 12 months, and thus confirms the possibility of practical usage of the time series analysis methods in forecasting macroeconomic variables such as export. The used methods identify increase of export during the summer and its decrease after October 2015. The paper establishes the existence of a high degree of congruence between forecasts obtained by using two methods, which confirm a high quality of the elaborated methods in the analysis of exports.

Phacelia tanacetifolia Benth., which is a species with high potential as forage and honey plant, served as the subject of a new study. The species is characterized by short growing season, staggered and long flowering period (about 55 days depending on the climatic conditions and the date when it was sown). Under laboratory conditions, the germination capacity of the seeds is 84-92 %. The climatic conditions of the Republic of Moldova allow P. tanacetifolia plants to complete the whole ontogenetic development cycle – they bloom, bear fruit and produce viable seeds.

The article emphases the importance of training a teacher-musician, improving the quality of his education by achieving the necessary competencies, one of which is instrumental performance. The basic conditions that affect the development of performing skills of the future teacher are analyzed in the work, which are mastering strong knowledge from the cycle of cultural, musicological and psychological and pedagogical disciplines, closely related to the certain historical period, society, way of life, socio-historical conditions, creative environment, etc., which form the basis of the performing culture of the teacher and instrumentalist. The main factors of development and improvement of performing skills are highlighted, which include technologies of sheet music reading and study of accordion instrumental works. The concept of "intonation", which has been the subject of research by many scientists, musicologists, composers, performers, is described as one of the most effective ways for a composer to create a musical image through which the whole mechanism of reproducing the content and emotional depth of musical works. The article contains examples of "deciphering" intonation by expressive properties in the process of interpreting the work, when the performer becomes a co-author of the composer, penetrating the musical image through knowledge of styles, genres, expressive properties of the system and its tendencies, intervals, chords, harmonic sequences, expressive properties of intonation in the whole complex of performing.

The subject of this article is the policy and ruling techniques of the Ottoman Empire in Western Caucasus as a whole, and Abkhazia in particular, implemented due to expansion of military and economic presence of the Russian Empire in Caucasus in the early XIX century. Such methods include bringing local population (mostly representative of aristocracy – princes and noblemen) to the side of the Ottoman Empire for returning their dominance in the countries and cities (fortresses), considered by the Sublime Porte as the territories of their authority, and unlawfully annexed by the Russian Empire (namely the Principality of Abkhazia). This resulted in clash of interest of both superpowers that unfolded in Abkhazia and neighboring Circassia in the early XIX century. The scientific novelty consists in introduction into the scientific discourse of previously unpublished sources from the Ottoman State Archive of the President of the Republic of Turkey, as well as the Russian State Military-Historical Archive, which shed light on the methods of Ottoman control over the territories of Western Caucasus (Principality of Abkhazia, Circassia), as well as on the complicated questions regarding the clash of interests of the Russian and Ottoman empires in the region. The relevance of this work is substantiated by usage of both, Russian and Ottoman unpublished archival materials for describing the Ottoman ruling techniques in the region.

The fight against trafficking of migrants is a common international concern that ensures the protection of the rights not to be subjected to slavery and conditions similar to slavery. This article deals with the subject of the crime of organizing illegal migration. Particular attention is paid to the status of the migrant, who under certain conditions can be considered the subject of the crime under consideration. In the Republic of Moldova, the trafficking of migrants is protected by the crime of “organizing illegal migration”. Paragraph 4 of Article 3621 of the Criminal Code, exonerates the migrant from criminal liability for the act prejudicial to the organization of illegal migration. However, the issue arises when the migrant is the object of the crime within the meaning of the Protocol against Trafficking of Migrants. The article analyzes the special quality of the subject of the crime and of the beneficiaries of international humanitarian protection. In the author’s opinion, there are many questions that need to be elucidated, such as: who is the subject of the crime? How old is he/she? What is the special subject of the crime, and what are the conditions when the migrant can be prosecuted? In the author’s view, in order to avoid violations of migrants’ rights, the Moldovan legislature must strengthen its position on the protection of migrants’ rights so that the national criminal law (which responsibly ensures the protection of migrants’ rights) complies with the Additional Protocol on Trafficking of Migrants, having as material object the migrant’s body (material object).

Among the production of harmful industry all over the world, including in our repub-lic, tobacco production occupies a significant place. In Uzbekistan, tobacco cultivation is car-ried out by workers of the Urgut district of the Samarkand region, which accounts for a large share in agriculture and brings significant economic profit. The available literature does not cover the issue of the effect of tobacco dust and pes-ticides in combination with uncomfortable microclimatic conditions on the organs and tissues of the oral cavity of tobacco growers. Some aspects of the mechanism of development of pathological changes in the oral cavity of tobacco growers are not specified in the conditions of Uzbekistan, and accordingly there is no data on adequate methods of their prevention and treatment [1,3]. In this regard, there is a need to study the features of the clinic and the course of the main dental diseases in tobacco growers in order to develop a set of organizational, sanitary, hygienic and therapeutic and preventive measures aimed at improving the quality of the production environment, pre-venting the development and reducing the frequency of dental morbidity among tobacco growers.

Introduction. In Russia, the issue of disparity in the quality of life between the regions remains urgent. To a large extent, it is manifested in the regions themselves, and is due to an objective factor of geographical location. The purpose of this study is to give a rating assessment of the quality of life in the largest constituent entity of the Russian Federation, the Republic of Sakha (Yakutia). Materials and Methods. The information base of the study includes open data from the Territorial Body of the Federal State Statistics Service for the Republic of Sakha (Yakutia), and the ratings by Profile magazine and RIA Rating agency. To assess the quality of life in the municipal districts of the Republic of Sakha (Yakutia), the sum-of-the-places rating method was adopted. Results. According to the ranking of the municipal districts of the Republic of Sakha (Yakutia), the leaders (the capital and industrially developed regions) and outsiders (areas in the Arctic zone of Yakutia) were identified. It has been revealed that despite the efforts undertaken by the regional authorities, there is a significant gap in the quality of life in the Republic of Sakha (Yakutia). The study has shown that there is no official or generally accepted system for assessing the quality of life. Moreover, there is no common understanding of indicators that comprehensively characterize the quality of life. Discussion and Conclusion. The study has confirmed the thesis that industrial development in association with development of the territory and formation of the infrastructure help improve the quality of life. On the other hand, industrial development and increased urbanization exacerbate the problem of safety of residents and make relevant the issues related to the provision of quality housing in extreme climatic conditions. The results of the rating can be used by the government of the Republic of Sakha (Yakutia) and the municipal authorities in order to provide solutions for managing the quality of life.

The most important task at all stages of modern agriculture development is to increase the yield and quality of grain. Plant growth regulators can play a big role in this. The paper considers an impact of Polaris fungicide on winter wheat seeds and the use of growth regulator Melafen in winter wheat crops in Ufa region of the Republic of Bashkortostan are considered. The soil and climatic conditions of the growing season 2017-2018 years have influenced on formation of the yield and quality of winter wheat grain. Seed treatment with Polaris fungicide in combination with the crop care products provided productivity of 41.8-61.5 centner per hectare. The use of growth regulator Melafen in Ufa region of the Republic of Bashkortostan ensured an increase in crop yield up to 59.2-63.7 centner per hectare or 30.3-40.4%, depending on the processing scheme used. Determining the number of falls in the experience showed that this indicator fluctuated within 215-314 sec., which corresponds to the indicators for higher, first and second class of grain - a state of emergency more than 200 sec. In the experiment, the indicators of the nature of the grain had a value of from 671 to 758 g/l. The use of Polaris in the experiment contributed to the enhancement of the grain nature and reaching the level of the highest, 1.2 grade of grain. Due to the fact that in terms of quality group - all the options corresponded to group 2 of quality or grain of grade 3-5, the assessment of the quality of winter wheat grain shows that in the experience the quality of grain of all options corresponds to class 3.
