This article is dedicated to the analysis of protest activity of the Russian youth in the context of the institutionalization of the global digital politics. The contradictions existing in the Russian political system are viewed in the form of conflict, which determines the specificity of the reproduction of protest activity of the representatives of youth cohort. The ambiguities in implementation of state policy manifest as the trigger for the formation of protest activity, including mobilization of social activity of youth in constructive / destructive behavioral practices. Research methodology is comprised of the concept of social action in interpretation of M. Weber, T. Parsons, J. Habermas, as well as the theory of social changes developed by P. Sztompka, which allows relying on the thesis of the mutual interaction of structures in relation to the actors in terms of analysis of youth protest. Interpretation is given to the results of discourse analysis of political media texts on the Internet that was conducted by the authors. The scientific novelty consists in determination of the existing expert opinions on the conditions necessary for minimizing protest activity of the youth, as well as most widespread technologies used for their implementation. Of particular importance are the results of the original empirical study that allow interpreting the two positions, which reflect the opinion within the professional environment on the role of youth in protest movement of the Russian Federation, forming the so-called “ideological foundation” for further reasoning on the state and social activity related to protesting youth.

This study analyzed the phenomenon of youth protest activity in modern Russia. The purpose of the work is to identify the specifics of the formation and development of the phenomenon of youth protest in the Russian Federation. Currently, there is an increase in social tension among young people, which is due to a large number of phenomena and factors. By analyzing the cases of protest activity in the Russian Federation over the past 10 years, their causes, mechanisms of organization, actors, stages, resources, and results have been identified in the dynamics. Based on the analysis of the results of sociological studies of protest activity of modern Russian youth and cases of protest activity, the article analyzes value orientations, dynamics and trends in the development of this phenomenon, presents concepts containing an analysis of the specifics of social protest, considers factors associated with the strengthening of various effects of the influence of digital communications on the political interaction of citizens and processes associated with the complexity of the nature and structure of political communication. Two structural levels of the system of social factors of protest behavior are identified: individual protest behavior and protest social movement, the most significant factors of protest social activity of young people are characterized. Based on the analysis of the results of a number of sociological studies devoted to the study of the role of digital communications on the protest social activity of Russian youth, it is concluded that the influence of digital networks on the political activity of citizens is increasing, while at present there is not a decrease in the civic activity of young people, but a change in the models of their participation in political events.

Non-government welfare agencies have a history of both service provision and advocating for social justice and welfare reform. Current economic and social changes have had an impact on our understanding of the role of welfare and the state. There has been a significant reconfiguration of community services, with important implications for the present and future role of welfare agencies.This article seeks to identify questions confronting agencies that seek to maintain a commitment to social action by examining an 18-month child abuse prevention campaign conducted by a coalition of agencies in NSW. Significant insights and challenges that emerged from the campaign are identified. Questions about the role of non-government agencies are revisited and the value of welfare agencies’ contribution to social equity reasserted.

Civic identity is an important feature of a socialised person. It regulates numerous personal behavioural manifestations, e.g. commitment to the country, patriotism, willingness to participate in important processes related to democratic procedures, desire to realise values that are of paramount importance for adaptation and integration with other representatives of civil society. The aim of this research is to determine the role of civic identity in the preferences of civil and political forms of social activity among young people in provincial Russia. The study involved 305 people (35.4% men) aged 17 to 35 (M = 21.1; SD = 3.1). The study used a questionnaire aimed at determining the socio-demographic characteristics of the sample group, containing scales for assessing the degree of personal involvement in certain forms of social activity (R.M. Shamionov et al.), Civic Identity Scale (A.N. Tatarko), Self-Assessment of the Propensity for Extreme Risky Behavior Technique (the Russian version of M. Zuckermans Sensation Seeking Scale). The study revealed that the indicators of commitment to protest, radical-protest and subcultural activity are more homogeneous and less pronounced in comparison with the indicators of civic, political and socio-economic activity. As a result of the factor analysis, it was found that civic-political (civic, socio-economic and political) and subcultural-protest (subcultural, protest and radical-protest) forms of activity constitute two stable factors. As a result of structural modelling, it was shown that civic identity has a positive impact on social activity in the civil-political field and a negative impact on subcultural-protest activity. Seeking new experiences plays a positive role in subcultural-protest activity of young people, while the feeling of uncertainty undermines the manifestations of civic-political activity. The study also revealed an important role of socialisation conditions: the participation of parents in the public life of the country contributes to civic-political activity and the formation of civic identity of their children. Civic identity reduces the manifestation of the feeling of uncertainty and the search for new experiences among young people.

The current situation of the Russian financial system is far from being stable, and is constantly exposed to risks, many of which pose a threat to its security. Overcoming these circumstances is impossible without reforming the mechanism of budget monitoring and treasury support in the country as the innovative instruments, the implementation which in the Russia Federation is at the nascent stage. The goal of this article consists in the analysis of the concept of “budget monitoring”, and determination of its elements in the current conditions. The subject of this research is the financial relations emerging in the course of establishment of budget monitoring in Russia. For achieving the set goal, the author employs the general scientific methods of dialectical, comparative-systemic, and structural-layered analysis. The information framework is comprised of the normative legal financial documents of the Russian Federation and periodical publications of the national economists. The author reveals the ambiguity of approaches towards discerning the content of budget monitoring in the Russian science and practice. The author carries out the original systematization of the elements of budget monitoring (target component, subject-object composition, stages, methods, etc.). The article determines the role of treasury support, as well as outlines the key vectors of its modernization with consideration of the recent legislative innovations along with the gaps and difficulties occurring in practice. The acquired results are valuable for the financial authorities, as well as for researchers, pedagogues, master’s students, and postgraduates majoring in the budgeting process.

Both Russian authorities and Russian society have a sense of harm associated with the position of Russia in the world. They do not agree with the dominant role of the West. To a large extent it is associated with a sense of Russian pride. The consequence of this situation is the growing confrontation between the Russian Federation and the West. Currently, the theatre of confrontation is i.a. the conflict in the east of Ukraine and the war in Syria. The intensification of military tension is also observed, the confirmation of which is the violation of the airspace of NATO members. The author of this article undertook research effort associated with the determination of the fields of confrontation between Russia and the West.

The subject of this this research is the normative legal and legal acts of the government bodies of the constituent entities of the Russian Federation included into the Ural Federal District (Kurgan, Sverdlovsk, Tyumen, Chelyabinsk regions, Khanty-Mansi Autonomous Okrug, Ugra and Yamalo-Nenets Autonomous Okrug) that regulate the administrative legal mechanism for exercising the right of citizens to appeal to the government bodies in the indicated regions. Special  attention is given to the importance and need for legal regulation of the issues associated with arranging additional guarantees and exercising the right of citizens to appeal to government bodies, particularly on the level of the constituent entities of the Russian Federation included into the Ural Federal District. Based on the comprehensive analysis of the aforementioned normative legal act and legal acts, the author reveals the peculiarities of legal regulation of the administrative legal mechanism for exercising the right of citizens to appeal to government bodies in the constituent entities of the Russian Federation included into the Ural Federal District, the limits of norm-setting authorities of the listed regions of the Russian Federation, specificities of securing additional guarantees of the rights of citizens to appeal to government bodies in the corresponding regional laws, approaches towards consolidation of the categorical and conceptual apparatus, determination of parties to legal relations in the area of exercising the right of citizens to appeal to government bodies, the role of normative legal and legal acts of the constituent entities of the Russian Federation included into the Ural Federal District within the mechanism of exercising the right of citizens to appeal to government bodies. The conclusion is formulated on the prospect of the approaches of certain constituent entities of the Russian Federation towards legal regulation of the mechanism for exercising the right of citizens to appeal government. The author also makes recommendation for its improvement.

The article analyzes the transformation of the constitutional right to information into the right to reliable information, which is a key factor in the creation of a unified electronic knowledge space and the transition from the information society to the knowledge society in the Russian Federation, as well as the role of the library Institute in this process. The purpose of the research is to study the features and prospects of implementing the right to reliable information through the library Institute in the framework of a single electronic knowledge space. The purpose of the research necessitated setting and solving the following scientific tasks: understanding the impact of information on the institution of legal regulation; studying the provisions of the most important strategic documents of the information sphere that secured the transition to a knowledge society based on reliable information; analyzing the legal nature of reliable information; explore structural elements of a single electronic knowledge spaces, acting as a means of transition from information society to knowledge society; understanding the role of the Institute library in the electronic structure of a single space of knowledge; study of the essential features library of information that allow it to meet the criteria specified in the strategic documents of the Russian Federation; analysis of the contribution of the end-to-end digital technology in providing access to library information; develop proposals for improving the legal regulation of access to library information in the modern digital environment. Within the framework of this study, both general scientific (analysis, synthesis, method of system analysis, etc.) and special legal (formal-legal, comparative-legal) methods of cognition were applied, which allowed to solve the set goal and tasks. According to the results of the study, the need to rethink the role of the library Institute in the knowledge society in the modern digital environment is stated. The conclusion about the necessity of appropriate changes in the strategic documents and the relevant law libraries with fixing forms and ways through digital technology in the process of ensuring access to library and information library and information resources as necessary conditions for constructing a unified electronic knowledge spaces.

In this study, we analyzed the main tendencies of the digitization of the tax and customs administration in Russia and worldwide. The main focus of this study is on the determination of the role of customs payments in the enhancement of the budget efficiency of the Russian Federation. For this purpose, we carried out an analysis of the collectability of the customs payments over 18 years according to their different types. Our research showed that further development of the use of digital technologies in customs payments administration will be carried out in the informational exchange systems between the tax and customs authorities. We conducted an expert evaluation of the predictive model parameters to define the basic technological points of the project for the modernization of the digital information exchange system between the customs and tax authorities. The use of the suggested management decisions makes it possible to form a balanced view of the key values to perfect the customs payments collection system in the context of the future development of the digital economy and the improvement of budget efficiency.

The paper discusses the concept of ethnic identity of the author. Various approaches to the study of the socio-biographical background of the author based on of his written speech aimed at solving and investigating crimes are analyzed. Peculiar features of the diagnostic study of the ethnic identity of the author are defined. The results of the study allow us to conclude that the author of an anonymous text can be referered to a specific ethnic group. Social groups were monitored on the Internet, and on the basis of an empirical analysis of the results obtained, a set of diagnostic features was identified, allowing the author of an anonymous text to be refferred to as an ethnic group of Kabardians. It is also noted that in modern conditions speech traces containing criminalistically significant information about the identity of the offender, are most often found in a digital form in blogs and social networks. It is noted that the need of operational investigative and investigative practice in obtaining and studying speech traces in the digital environment is increasing. It indicates the need for information and computer support for the study of products of speech activity. In this regard, it justifies the urgent need for research in the field of written speech of ethnic groups living in the territory of the Russian Federation, with the aim of obtaining forensically significant information about the ethnic group of the author of an anonymous text. In conclusion, the author mentions that the determination of the ethnicity of the author is one of the tasks for establishing the demographic characteristics of the author


The changes taking place in Russia today require active involvement of a person in socio-economic, political and cultural processes within the country. The legislation of the Russian Federation, taking into account the leading role of education in the formation of a modern person and a law-abiding citizen, successfully integrating into a society, ready to improve it, emphasizes the role of socially valuable personal activity. The initial stages of solving this issue are already at school age. The relevance of the topic under consideration is that development and improvement of children's social activity is the most significant and important task of modern educational process. Its decision will allow teaching a citizen, a person who is able to live in a democratic society and be as useful as possible to this society. At the same time, teachers face problems due to search for forms and methods of work that could appear as one of effective ways of establishing and developing children’s social activity. Children’s additional education offers more opportunities to solve these problems. The purpose of the work is to develop a social project for organization of interaction between school and establishment of additional education, which will help children with speech and writing disorders.Obtained in the course of our research conclusions and formulated recommendations can be applied in psychological and educational activities; in the educational process, as well as in teaching materials and manuals preparation; when lecturing on social and organizational psychology
