In this study, we analyzed the main tendencies of the digitization of the tax and customs administration in Russia and worldwide. The main focus of this study is on the determination of the role of customs payments in the enhancement of the budget efficiency of the Russian Federation. For this purpose, we carried out an analysis of the collectability of the customs payments over 18 years according to their different types. Our research showed that further development of the use of digital technologies in customs payments administration will be carried out in the informational exchange systems between the tax and customs authorities. We conducted an expert evaluation of the predictive model parameters to define the basic technological points of the project for the modernization of the digital information exchange system between the customs and tax authorities. The use of the suggested management decisions makes it possible to form a balanced view of the key values to perfect the customs payments collection system in the context of the future development of the digital economy and the improvement of budget efficiency.

The article analyzes the role of electronic Declaration centers as an administrator of customs payments transferred to the Federal budget of the Russian Federation. An analysis of the economic efficiency of creating geographically distributed electronic Declaration centers is carried out on the example of the St. Petersburg customs post (CED) and the Baltic customs post (CED). We also assessed trends in the economic efficiency of creating e-Declaration centers based on statistical methods for making a forecast.

Traditionally, the annual report opens the World Professional Crimea Forum. Primarily, the speaker focuses on the concept of digital economy interpreted as the economic relations system based on the digital information and communication technologies. The Program “Digital economy of the Russian Federation” is reviewed. Several concepts, e. g. bitcoin and blockchain, Industry 4.0, New Internet, etc., are defined. The current problems of the Internet are examined, in particular, the lack of the single management and development center. The statistical data on the profile and involvement of the internet users is reported. Special attention is given to using Internet in Russia and the related problem of copyright in Russia and worldwide. The role of open access in building the knowledge environment and the role of the main contributors to the process, namely, publishers, libraries, educational institutions, are emphasized. Online education and accessible seamless education environment are specified as the main trends in education, The key vectors of developing knowledge content and its application in the digital environment are defined, these are: inclusiveness, artificial intelligence and green (sustainable) libraries, etc. The current situation in the global book market is evaluated on the basis of the results of the London Book Fair 2018. The project “The modern digital educational environment in the Russian Federation” is examined along with the projected results. The role of the National Electronic Library as the major innovative library project and the national information system is emphasized. The author concludes that the libraries of the future become an essential part of the national and global information infrastructure.

The role of insurance in a person’s life is undoubtedly great because it serves as the most effective tool in case of loss of property, health problems, business protection, etc. The purpose of the article is to assess the current state of the insurance market in Russia and identify problems that arise during its functioning. The research methodology consists in summarizing and comparing data characterizing various components of the insurance market. The article analyzes the current state of the insurance market in Russia with a falling number of insurers by more than 20 % over the past 3 years, the share of top insurers continues to grow every year, over the past 3 years the growth has amounted to 12 %. Calculations that indicate a change in the level of concentration in the insurance market of the Russian Federation have been made. Based on the results of the analysis, it was concluded that there is monopolistic competition in the market. The main factors influencing the level of competition in the market under consideration, namely, barriers to entry into the industry and their impact, were studied Due to the relevance of the research, the analysis of the impact the pandemic has on the Russian insurance market was carried out and the prospects for the development of the market were considered. Identifying the weaknesses of insurers made it possible to determine the priority areas for further development: intensive digital transformation of business, marketing, advertising.

The methods of increasing the level of competitiveness of the Russian Federation in the world through sustainable development of human capital have been studied. The analysis of the most considerable indicators in the social and economic development of Russia and other leading economies in order to understand the current place and role of the Russian economy in the world society has been presented. Based on the analysis a number of reasons influencing on the further development of the Russian economy, taking into account the more active use of human capital in the global structure of the economy, has been revealed. The result of the study was to identify the weakest issues of the Russian economic structure including the fundamental difficulties in the development of human capital. At the end of the article, the main recommendations for fixing the identified problems have been given.

The article considers the main factors limiting the use of automatic release technology in electronic customs declarations. The directions of further development of the potential of the investigated technology in the conditions of digitalisation, automation and intellectualisation of customs administration in the Russian Federation have been proposed. In order to expand the coverage of the declaration array by automatic release technology, the main directions for improving the automation mechanism at the release of goods have been designated, trends of automation of customs operations and its influence on the development of foreign economic activity have been defined. The methodological basis of the study was fact-finding, analysis and synthesis, induction and deduction, system and process approaches, logical and statistical methods.

The current situation of the Russian financial system is far from being stable, and is constantly exposed to risks, many of which pose a threat to its security. Overcoming these circumstances is impossible without reforming the mechanism of budget monitoring and treasury support in the country as the innovative instruments, the implementation which in the Russia Federation is at the nascent stage. The goal of this article consists in the analysis of the concept of “budget monitoring”, and determination of its elements in the current conditions. The subject of this research is the financial relations emerging in the course of establishment of budget monitoring in Russia. For achieving the set goal, the author employs the general scientific methods of dialectical, comparative-systemic, and structural-layered analysis. The information framework is comprised of the normative legal financial documents of the Russian Federation and periodical publications of the national economists. The author reveals the ambiguity of approaches towards discerning the content of budget monitoring in the Russian science and practice. The author carries out the original systematization of the elements of budget monitoring (target component, subject-object composition, stages, methods, etc.). The article determines the role of treasury support, as well as outlines the key vectors of its modernization with consideration of the recent legislative innovations along with the gaps and difficulties occurring in practice. The acquired results are valuable for the financial authorities, as well as for researchers, pedagogues, master’s students, and postgraduates majoring in the budgeting process.

Both Russian authorities and Russian society have a sense of harm associated with the position of Russia in the world. They do not agree with the dominant role of the West. To a large extent it is associated with a sense of Russian pride. The consequence of this situation is the growing confrontation between the Russian Federation and the West. Currently, the theatre of confrontation is i.a. the conflict in the east of Ukraine and the war in Syria. The intensification of military tension is also observed, the confirmation of which is the violation of the airspace of NATO members. The author of this article undertook research effort associated with the determination of the fields of confrontation between Russia and the West.

The paper discusses the problems of legal regulation of development of resorts and medical and recreational areas in the Russian Federation and suggests ways to further improve legislation in this sphere. The relevance of the topic is due to the prevailing unsystematic development of the territories of most resorts in Russia, which leads to an increase in anthropogenic pressure on resort ecosystems, degradation of natural medicinal resources, deterioration of the ecological and sanitary-epidemiological condition of the territories of resorts and health-improving areas. The author shows the importance and features of the organization of development of resorts and medical and recreational areas to ensure their sustainable development, analyzes the existing urban planning legislation in the part relating to the construction of resorts, reveals problems of regulation and implementation of urban planning activities in the resorts. The priority role of territorial planning in the regulation of reasonable development of resorts is justified taking into account the peculiarities of their functioning and further development.

The subject of this this research is the normative legal and legal acts of the government bodies of the constituent entities of the Russian Federation included into the Ural Federal District (Kurgan, Sverdlovsk, Tyumen, Chelyabinsk regions, Khanty-Mansi Autonomous Okrug, Ugra and Yamalo-Nenets Autonomous Okrug) that regulate the administrative legal mechanism for exercising the right of citizens to appeal to the government bodies in the indicated regions. Special  attention is given to the importance and need for legal regulation of the issues associated with arranging additional guarantees and exercising the right of citizens to appeal to government bodies, particularly on the level of the constituent entities of the Russian Federation included into the Ural Federal District. Based on the comprehensive analysis of the aforementioned normative legal act and legal acts, the author reveals the peculiarities of legal regulation of the administrative legal mechanism for exercising the right of citizens to appeal to government bodies in the constituent entities of the Russian Federation included into the Ural Federal District, the limits of norm-setting authorities of the listed regions of the Russian Federation, specificities of securing additional guarantees of the rights of citizens to appeal to government bodies in the corresponding regional laws, approaches towards consolidation of the categorical and conceptual apparatus, determination of parties to legal relations in the area of exercising the right of citizens to appeal to government bodies, the role of normative legal and legal acts of the constituent entities of the Russian Federation included into the Ural Federal District within the mechanism of exercising the right of citizens to appeal to government bodies. The conclusion is formulated on the prospect of the approaches of certain constituent entities of the Russian Federation towards legal regulation of the mechanism for exercising the right of citizens to appeal government. The author also makes recommendation for its improvement.

Introduction. The purpose of this study is to analyse the forms and methods of interstate exchange of scientific and technical information (STI), in particular, to study the current status of the Russian Federation State STI System (SSTIS RF) as well as bodies responsible for the implementation of the STI system (incl. the CIS Interstate Coordination Council for Scientific and Technical Information (ICCSTI)) and the course of development of interstate cooperation in the exchange of scientific and technical information to ensure the innovative development of Russia. The analysis of international experience in the development of scientific and technical information systems, including the trends in the context of which this development takes place, can help identify possible areas for improvement and determine inconsistencies and development issues for the SSTIS RF. Methods. To assess the interstate exchange of scientific and technical information, a description of the Russian and international practices of information exchange and a general description of the features characteristic of the two systems were prepared. In the framework of the study, the methods of synthesis and analysis were used to generalise and identify the most significant characteristics of cooperation between countries in the exchange of scientific and technical information. Results and Discussion. This study analyses the peculiarities of the forms and methods of interstate STI exchange in Russia and abroad. The operation specifics of the domestic STI system and its structure, supported by the system of standards on information, librarianship and publishing (SIBID), were considered in the context of Russian experience. The peculiarities of the operation of the International Centre for Scientific and Technical Information (ICSTI), which is engaged in the development of international digital information infrastructure in many countries, including Russia, were considered. In terms of international experience of interstate exchange of STI, approaches to standardisation of information exchange are described, in particular, the Information for All programme; the programmes of the EU regional partnership were also considered. This paper also identifies the main tools for national STI systems that enter the global information space. Conclusion. An analysis of the historical aspects and the current state of STI exchange in Russia and abroad revealed shortcomings inherent in the STI system of the Russian Federation: low degree of optimisation in the system, low level of digitalisation and integration of the Russian STI system with systems of other countries. The paper proposes a number of measures for the development of interstate information exchange and cooperation in the field of STI.
