The changes taking place in Russia today require active involvement of a person in socio-economic, political and cultural processes within the country. The legislation of the Russian Federation, taking into account the leading role of education in the formation of a modern person and a law-abiding citizen, successfully integrating into a society, ready to improve it, emphasizes the role of socially valuable personal activity. The initial stages of solving this issue are already at school age. The relevance of the topic under consideration is that development and improvement of children's social activity is the most significant and important task of modern educational process. Its decision will allow teaching a citizen, a person who is able to live in a democratic society and be as useful as possible to this society. At the same time, teachers face problems due to search for forms and methods of work that could appear as one of effective ways of establishing and developing children’s social activity. Children’s additional education offers more opportunities to solve these problems. The purpose of the work is to develop a social project for organization of interaction between school and establishment of additional education, which will help children with speech and writing disorders.Obtained in the course of our research conclusions and formulated recommendations can be applied in psychological and educational activities; in the educational process, as well as in teaching materials and manuals preparation; when lecturing on social and organizational psychology

The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

Изучалась биография и творчество выдающегося отечественного психолога, философа и представителя российского психологического зарубежья В.В. Зеньковского (1881-1962 гг.). Рассмотрены его ранний период эмиграции и работа в г. Белграде (Королевство сербов, хорватов и словенцев) и г. Праге (Чехословакия) (1920-1926 гг.). Проанализированы фундаментальные психологические идеи В.В. Зеньковского в общей, детской и педагогической психологии, сформулированные им в его монографии «Психология детства» (1924 г.) и курсах лекций «Педагогическая психология» (1924 г.) и «Курс общей психологии» (1925 г.) (на основе архивных материалов). Рассмотрены также его научные концепции в области теории и методологии психологии (структура психологической науки, строение душевной жизни, о ведущей роли эмоциональной сферы в психике человека), детской психологии (педологические основы психологии ребенка, задачи и методы детской психологии, проблемы понимания и самостоятельности феномена детства, роль игры в биологическом, психическом и социальном развитии ребенка) и педагогической психологии (социально-психологические основы педагогической психологии, социально-психологические феномены педагогического процесса, классификация социальных ролей ученика и учителя, психология поведения класса). В.В. Зеньковский представляется как оригинальный теоретик и методолог психологии, разработчик основ изучения психики ребенка, создатель социально-психологического подхода в педагогической психологии. Его концепции этого периода могут быть востребованы в настоящее время при решении методологических вопросов психологии, социально-психологических проблем педагогики, проблем социального воспитания личности, при изучении развития психических процессов и личности ребенка. The author refers to the biography and work of the outstanding Russian psychologist, philosopher and representative of the Russian psychological abroad community V.V. Zenkovsky (1881-1962 y.). The early emigration period of his life and work in Belgrade (the Kingdom of Serbs, Croats and Slovenes) and Prague (Czechoslovakia) (1920-1926 y.) is considered. The author discusses the fundamental psychological ideas of V.V. Zenkovsky regarding general psychology, child psychology and pedagogical psychology, which he formulated at that time in his monograph “Psychology of Childhood” (1924) and lecture courses “Pedagogical Psychology” (1924) and “The Course of General Psychology” (1925) (based on archival materials). There are significant scientific concepts of V.V. Zenkovsky in the field of theory and methodology of psychology (the structure of psychological science, the structure of mental life, the leading role of the emotional sphere in the human psyche), child psychology (pedological foundations of child psychology, tasks and methods of child psychology, the problem of understanding and independence of the childhood phenomenon, the role of the game in biological, mental and social development of the child) and pedagogical psychology (social-psychological foundations of pedagogical psychology, social-psychological phenomena of educational process, the classification of social roles of student and teacher, the psychology of class behavior). V.V. Zenkovsky is presented as an original theoretician and methodologist of psychology, pedologist, developer of the basics of studying the child’s psyche and creator of the social-psychological approach in pedagogical psychology. Nowadays the analyzed concepts of the Russian psychologist can be demanded when solving methodological issues of psychology, social-psychological problems of pedagogics, problems of social education of a person, when studying and designing the development of child’s mental processes and personality.

Problem and Aim. The system of Russian higher education provides opportunities for master’s degree studies in one direction for bachelors with different formed professional competencies, therefore, the task of overcoming the competence imbalance, development and alignment of competencies among all undergraduates is urgent for a university teacher. The purpose of the article is to identify the role of project activities in the formation of professional competencies among undergraduate students studying in the direction of “Pedagogical Education (Media Education)”. Methodology. The conducted content analysis of final qualification works revealed the main types of media projects developed and implemented by undergraduates: media projects related to the work of press centers of educational institutions and institutions of additional education; media projects aimed at organizing and conducting creative competitions, media festivals, specialized shifts; Internet projects, the use of multimedia in the educational process; creation of films, videos, media texts. With the help of a questionnaire survey of graduates, a high level of formation among masters of professional competencies in the use of multimedia tools in educational and extracurricular activities was revealed. In conclusion, it is concluded that in the development and implementation of media projects, undergraduates develop the necessary professional competencies both in the field of journalism and in the field of media pedagogy.

This paper describes the staffing aspects of an experimental community mental health centre (Melville Clinic). The different components of staff roles of members of a team consisting of different health professionals, crystallised during the three-year period with a shift from a ‘nondisciplinary’ to a ‘multidisciplinary’ approach, with preservation of ‘generalised’ and ‘specialised’, ‘clinical’ and ‘community’ roles of all staff members. The decision-making in the centre oscillated between group decisions by all staff members, and the acceptance of the leading role of the psychiatrist with the active Involvement of the test of the staff. This paper provides a model for multidisciplinary teamwork in community mental health centres.

Yet another change of the electoral system at the federal elections in the Russian Federation, the revision of the rules of conducting elections triggers a number of the questions about purposes and criteria of such reforms, doubts their objective nature, and undermines voters’ trust in the elections. The variety of electoral systems and the search for the best one is the topic of fierce scientific debates in various social sciences, including jurisprudence. Since the electoral system is a complex scientific category, there are many different approaches and methods to investigate it. And the author undertakes the search of those to emphasize the importance of taking into account of scientific developments, political will manifestations when the legislator resolves the conceptual task of selecting the electoral system that in suitable for the society and the objective conditions. The author recognizes the leading role of party-political ideology, viability when reforming the electoral legislation. However, in order to strengthen the legal order in the country, scientifically substantiated conclusions, obtained through the combination of general scientific, special (sociological, psychological and historical-cultural), particular methods of legal science, should become the basis for any legislation, including the electoral one. The author reveals such new methodological approaches, as anthropological, culturological, historical, social-psychological and comparative-legal for the conceptual solution of the problem of selection the best electoral system and its further use in the law-making and law-enforcement practice. The author touches upon the issue of searching for a scientific set of instruments, with the aid of which it is possible to apply the science in the political sphere in order to control political processes, including through the law.

The article is devoted to the problem of establishing the frames to use distant learning in higher education. The topic relevance is related to emerging a force majeure situation associated with a pandemic, which made it possible to carry out a unique experiment on such large-scale training applying. The paper analyzes some aspects of this problem concerning the mathematical discipline learning at the technical university junior courses. The study is based on the analysis of scientific publications by domestic and foreign authors devoted to the problems of mixed learning, distant learning, and peculiarities of teaching mathematical disciplines in universities. The author conclude that the main problems of introducing e-learning and distant learning technologies into the educational process is insufficient motivation of students pronounced especially in junior courses. They note that the effectiveness of using distant educational technologies in additional education is largely due to the good motivation of people who want to improve their professional level. The paper discusses results obtained during the forced transition to distant learning (March-July 2020), in particular, gives the rationale for a certain model of mixed learning. It emphasizes that, as the threat of the pandemic situation repetition, as well as the need for a new transition to e-learning are not excluded, the problem of motivating students should be given special attention at all educational process levels.

This article is dedicated to examination of public participation in the formation and development of extracurricular education of children in Eastern Siberia. The relevance of this research is substantiated by the importance of public sociocultural initiatives in modern Russia. The author highlights the key vectors of public innovation sociocultural activity, which included environmental education, organization of reading events and libraries for children, staging of performances, literary and musical mornings, physical education and play activities. Within the framework of these directions, the author determines their popularity, dynamics and interpretation of goals by the actors of sociocultural activity. Extracurricular education was intended for all population groups, and opened new dimensions for social interaction not only for children, but for parents as well. The research is based on the comparative methodology, and methodological ideas of V. A. Glazychev on the interpretation of city as a sociocultural phenomenon and the ability of urban community to create and maintain the conditions for its development through the efforts of all residents with the leading role of mobile innovation minority. In Eastern Siberia, the development of extracurricular educational work generally corresponded with the nationwide, but at a slower pace and smaller scale. The conclusion is made that in the provincial cities, the intelligentsia led moderate, although considerable activity on the development of applied problems of pedagogy, orienting towards the needs of a child. Overall, innovation social activity expanded the “geography of childhood” of the children involved. The public initiative filled the gap in the state system of extracurricular education and evolved to the creation of multifunctional recreation and educational centers for children.

The purpose of this article is to define the functions of the teacher as the organizer of chat communication, which has become one of the foundations of Internet communication. The leading method for the study of this problem is the method of situational modeling, which allows considering chat-communication as a process of new social interaction, requiring the leading role of the teacher-organizer, ensuring the maximum involvement of all participants-communicators in this process in order to assimilate new knowledge by the perceiver (learners). This article presents new methodological methods of teacher's work within the framework of chat-communication, defines the important functions of a teacher, who communicates knowledge in the changed socio-cultural environment. The presented methodological material is designed to help teachers of higher education to use chat-communication as a new channel of knowledge transfer from a teacher to a student to adapt to the new communicative realities, to give awareness of the continuity of the educational process, even in a situation of significant changes in conditions of its implementation.   Keywords: distance learning, higher education, internet communication, chatting, teacher functions

Presents the current environmental situation in the area of the former Aktash mercury mine in the south-east of the Altai Republic. The main sources of mercury releases to the environment and their location in the enterprise area have been identified. The leading role of waste redistribution of ores and imported mercury-containing waste in environmental pollution is shown. The main parameters of environmental damage within the identified large focus of mercury pollution of soil and vegetation cover are established. Its classification as an environmental emergency zone is justified. It is recommended that the Aktash mine district be included in the list of priority objects for eliminating accumulated environmental damage in the Russian Federation. The technological and environmental-economic aspects of the disposal of mercury-containing waste storage and disposal facilities are considered. The optimal approaches to carrying out rehabilitation measures in the mine area are outlined.

The article offers readers a brief description of the content of the Model Education Program in Russian educational institutions, developed on the basis of state documents: “Strategy for the development of education in the Russian Federation for the period up to 2025”; “Concept for the development of additional education for children”; “Concept of state family policy in the Russian Federation for the period up to 2025”. The program is designed to provide support in the creation of in-school education programs aimed at the successful socialization of the student, the establishment of harmonious relations with the people around him, self-identification as a citizen of his country. The publication describes the sections of the Program, which include the organization of the educational process at school, the definition of the goals and objectives of education, its types and forms, as well as the direction of the reflexive activity of the entire school teaching staff and each teacher individually for the analysis and assessment of the educational work carried out by him.
