This article examines the controversial problems of relations between parents and pedagogues, as well as specific nature of conflicts emerging between them in the educational organization. The author reveals the concept of “conflict” along with the key factors influencing the occurrence of conflicts between parents and pedagogues. Examination of causes and nature of such type of conflicts is carried out for finding optimal methods for settling the conflicts between parents and pedagogues. Humanization of pedagogical approach in education led to the establishment of ambiguous trend in the development of relations between parents and pedagogues. The relevance is defined by the fact that the education system in modern Russia has experienced and continues to experience serious transformations. The acquired results demonstrate correlation between the high propensity towards conflict  of the pedagogue and the nature of conflict with the parents of students. Personality of the pedagogue plays an important role within the system of pedagogue–parent relations. For determining the degree of influence of the revealed factors upon the nature of conflicts between parents and pedagogues, the author carried out a research that included several methodologies. Recommendations are made on improvement of communication competences of pedagogues, namely the ability to resolve conflict situations related to educational process, and particularly, with the parents of students.

The article is devoted to the issues of conflict interaction in the “pupil – teacher” system in an educational institution. The purpose of the article is to consider the voiced problem through the prism of a socio-pedagogical approach, taking into account not only the state of society, but also the educational potential of the family, as well as the structure of the class team and the personal age characteristics of schoolchildren. Special attention has been paid to the negative side of the conflict, which affects the weak psyche of the pupil, as well as the mental health of the teacher, which ultimately worsens the psychological comfort at school and interferes the educational process. It has been shown that in conflict situation teacher`s behavior in most cases relates to such types of response as “repressive measures” and “ignoring the conflict”. In conflict situations in the “pupil – teacher” system, teachers use external suppression, as well as apply sanctions. Conflicts in the “pupil – teacher” system from the point of view of age characteristics of schoolchildren have been considered. The article is intended for employees of educational organizations and those interested in conflict issues.

The article provides an overview of foreign and national research on the possibilities of using cognitive management in the educational environment of higher education institution. The authors emphasize the potential of cognitive management principles application in the educational organization, the direct correlation between cognitive management tasks and the general purposes of educational process. The possible approaches to knowledge management in educational organization are described. The authors dwell on the general methodological, economic and functional aspects of cognitive management at the university, argue that the value-communicative essence of university education enables to manage the knowledge base of the university. On the example of Ukhta State Technical University the article considers the possibilities of students’ project activity and project self-government. Firstly, it ensures the increment and intensification of the value-communicative flow of knowledge within the University and in its interaction with the external environment. Secondly, it fosters students to master the role of a cognitive manager. Thirdly, it encourages students to develop their meta-abilities which can be viewed as a form of cognitive management outcomes in higher educational institution.

This aticle deals with problems of distance learning in the national universities. The basic pedagogical problems of distance learning. Dedicated pedagogical problems that arise in the implementationof information and communication technologies in the educational process and the organization of pedagogical training system. A number of tasks are presented that require immediate solutions to optimize the use of information and communication technologies in the education system, both in a single educational organization and in the education system as a whole. Some options for solving the problems of distance education are proposed. The necessity of creating an institute of tutoring, as well as the main differences between the teacher of the traditional educational process and the tutor are considered.

This paper analyzes the world sources and considers the evolution of the e-learning system in the world, which are necessary for the formation of the e-learning system of the educational institution. The object of research is modern information pedagogical technologies that change the educational process. Subject of research – various educational technologies (distance, mixed, mobile, micro-) learning that influence the effectiveness of the educational process. The purpose is to identify the main elements that create the global e-learning system and to define the structure of the system for use in educational institutions. It is shown that in the first stage distance courses played the role of delivery of educational materials to the student. The development of web 2.0 technology and the advent of LMS have changed the way we learn. Pedagogical theories, the pedagogical instructional model ADDIE, and the use of Bloom's taxonomy allowed for student collaboration and active communication. The distance learning course is focused on achieving and measuring learning outcomes. In the third stage, all components of the world eLearning system are present: methodical, informational, technological, software and technical, personnel, regulatory, planning and development, monitoring and control. The components of the subsystems are variable in nature. Such a system is the basis for the strategy and tactics of the development of the e-learning system in the educational organization and its structural units. The most important is the planning and development subsystem, which defines the ways of development of the educational organization, the strategy and tactics of development of the e-learning system of the university, the required staff potential and the system of professional development of teachers. For its effective work it is necessary to have trained content curators who follow the most influential content curators of the world. Members of this team provide certification for distance courses in accordance with the organization standard. National Technical University "Kharkiv Polytechnic Institute" conducts systematic work in this area, conducts open distance courses for developers, tutors, content curators and experts for teachers of educational institutions of Ukraine. Developed distance courses that measure the competence of trained professionals ensure high efficiency of dual learning. More than 2,100 teachers of educational establishments of Ukraine have enrolled in the open distance courses, more than 320 teachers have successfully completed the courses.

One of the priority areas of modernization of the educational system in Ukraine is decentralization. That indicates the development of the industry on a democratic basis. As a result, educational institutions today have a high level of autonomy in various aspects of activities - from the preparation, adoption and implementation of internal documents that regulate the educational process and guide the vector of institution`s development (charter, development strategy, regulations of the educational process, etc.) to self-assessment activities.Today educational institutions have managerial and financial autonomy, that allows to create a democratic space in the field of education, where decisions are made by those who directly influenced by its consequences. In such circumstances, the head of the educational institution has the key role in the process of implementation of educational reforms in school, he is a translator of modernization changes in daily work. Not only the autonomy and expansion of the powers of the head of the educational institution increased, but also requirements for professional training of managerial staff, their knowledge, skills and competencies are strengthened. The introduction of new strategies and concepts, the needs for educational, financial management, planning and monitoring of activities in market conditions, the introduction of information and communication technologies, the use of distance-learning technologies require the head to acquire new professional competencies. The challenges faced by the education manager when organizing work in a pandemic, the need to respond quickly to changing and unpredictable external conditions require flexibility and speed of management decisions. Modernization of education during the independence of Ukraine has necessitated special training of managers and directed the focus of academic educators and managers to study the training of managers in the field of education.In the context of globalization and European integration, it is important to study the approaches and experiences of foreign countries. Because of similarity of historical conditions and culture, experience of Poland as our closest European neighbor is interesting for pedagogical analysis. As the process of decentralization in Ukraine is still in its becoming and the education system in Poland is already successfully implementing that, the object of study of the article is the training of managers in the field of education in Poland. The article considers the scientific and normative principles of educational management in Poland, defines the legal requirements for applicants for managers positions in educational institutions and analyzes the basic course plan for education management. Одним із пріоритетних напрямків модернізації освітньої системи в Україні за часів незалежності є децентралізація, що свідчить про розвиток галузі на демократичних засадах. Як наслідок, сьогодні заклади освіти мають високий рівень автономії стосовно різних аспектів діяльності – від підготовки, прийняття та виконання внутрішніх документів, які регулюють освітній процес та спрямовують вектор розвитку закладу (наприклад, статут, стратегію розвитку, положення по освітній процес тощо) до проведення самооцінювання діяльності. Наразі заклади освіти мають управлінську та фінансову автономію, що дозволяє створити демократичний простір в освітній галузі, де рішення приймають ті, кого безпосередньо стоються його наслідки. У таких умовах роль керівника закладу освіти є ключовою у впровадженні освітніх реформ на місцях, він є транслятором модернізаційних змін у щоденну роботу. Підвищується не тільки автономія та розширення повноважень керівника навчального закладу, а й посилюються вимоги до професійної підготовки управлінських кадрів, їхніх знань, умінь та компетентностей. Впровадження нових стратегій і концепцій, необхідність здійснення освітнього, фінансового менеджменту, планування і моніторингу діяльності у ринкових умовах, впровадження інформаційно-комунікативних технологій, застосування технологій віддаленого навчання вимагають від керівника набуття нових професійних компетенцій. Виклики, з якими стикається менеджер освіти під час організації роботи в умовах пандемії, необхідність швидкого реагування на мінливі та непередба-чувані зовнішні умови потребують гнучкості та швидкості управлінських рішень. Модернізація освіти за часів незалежності України зумовила потребу у спеціальній підготовці керівних кадрів та направила фокус вчених педагогів й управлінців на вивчення питання підготовки менеджерів освітньої галузі. У контексті глобалізації та євроінтеграції актуальне вивчення підходів і досвіду зарубіжних країн, зокрема найближчого європейського сусіда – Польщі, але не скільки через територіальну близькість, скільки через подібність історичних умов, які проходили системи освіти у двох країнах на зламі ХХ–ХХІ століть. Оскільки процес децентралізації в Україні фактично ще знаходиться на етапі становлення, а система освіти в Польщі вже успішно реалізовує таку політику, об’єктом дослідження статті є підго-товка управлінських кадрів у галузі освіти Польщі. У статті розглянуто наукові та нормативні засади освітнього менеджменту в Польщі, визначено законодавчі вимоги до претендентів на керівні посади закладів освіти та проаналізовано базовий план курсу з управління освітою. Введение. Статья посвящена разработке теоретических положений и практических рекомендаций. В статье рассматриваются аспекты деятельности и развития региональных университетов с позиции уникальности учебных заведений. Представлен обзор научной литературы, содержащей исследование национальных программ цифровизации экономики в целом и ее отдельных направлений. Изучены работы, посвященные рассмотрению тенденций развития, цифровизации и безопасности экономики и ее субъектов, в том числе региональных. Дано видение региональных университетов в системе образования в целом, в инновационной среде, в условиях цифровизации системы, в структуре технологического предпринимательства. Отмечена актуальность исследования уникальности деятельности региональных университетов в условиях активизации дистанционного формата обучения при необходимости предотвращения распространения коронавируса. Данные и методы. Проведен анализ эмпирических данных, опросов и исследований, касающихся развития регионального университета в цифровой экономике. В основу структурного анализа особенностей развития положен принцип уникальности деятельности университетов с учетом их традиций и опыта, специфики региона. Представлены результаты изучения тенденций мирового развития системы высшего образования в региональном разрезе. Предложена классификация особенностей развития региональных университетов, основывающаяся на ряде признаков, определяющих уникальность подхода к подготовке высококвалифицированных специалистов в условиях цифровизации экономики. Полученные результаты. В соответствии с особенностями развития выделены и структурированы аспекты, определяющие сохранение уникальности или переход к стандартизации деятельности регионального университета. В числе особенностей - ориентация деятельности университета на внутреннюю или внешнюю сторону региональной образовательной системы; статус учебного заведения в системе образования с точки зрения масштабности реализации проектов различных уровней; традиционные и креативные подходы к организации образовательного процесса; репутация университета в академическом и бизнес-сообществе; степень включенности в систему цифровизации; широта специализации вуза; ориентация показателей успешности деятельности университета на процесс или результат. Заключение. Результаты исследования могут быть использованы в качестве теоретической базы для изучения ряда вопросов цифровизации экономики, науки и образования. С практической точки зрения, полученные результаты будут способствовать совершенствованию организации образовательного процесса в региональных университетах. Introduction. The review of the scientific literature containing the research of national programs of digitalization of the economy as a whole and its separate directions is presented. The works devoted to the consideration of trends in the development, digitalization and security of the economy and its subjects, including regional ones, are studied. The vision of regional universities in the education system as a whole, in the innovative environment, in the conditions of digitalization of the system, in the structure of technological entrepreneurship is given. The relevance of the study of the uniqueness of the activities of regional universities in the context of the activation of distance learning in the need to prevent the spread of coronavirus is noted. Data and methods. The analysis of empirical data, surveys and studies related to the development of a regional university in the digital economy is carried out. The structural analysis of the development features is based on the principle of the uniqueness of the universities ' activities, taking into account their traditions and experience, and the specifics of the region. The results of the study of trends in the global development of the higher education system in the regional context are presented. A classification of the features of the development of regional universities is proposed, based on a number of features that determine the uniqueness of the approach to training highly qualified specialists in the conditions of digitalization of the economy. The results obtained. In accordance with the peculiarities of development, the aspects that determine the preservation of uniqueness or the transition to standardization of the activities of a regional university are identified and structured. Among the features are the orientation of the university's activities to the internal or external side of the regional educational system; the status of the educational institution in the educational system in terms of the scale of implementation of projects at various levels; traditional and creative approaches to the organization of the educational process; the reputation of the university in the academic and business community; the degree of involvement in the digitalization system; the breadth of the university's specialization; the orientation of the university's success indicators to the process or result. Conclusion. The results of the research can be used as a theoretical basis for studying a number of issues of digitalization of the economy, science and education. From a practical point of view, the results obtained will contribute to improving the organization of the educational process in regional universities.

The article examines the features of control in the development of education systems. It is concluded that in order to increase the efficiency of education management depending on the level of development of the education system, control in it should be implemented on the basis of differentiated participation in the control activities of public structures involved in the educational process. In a rigid education system, control is exercised by the management of the institution almost without the participation of public structures. In the system with delegated managerial powers, it is advisable to involve the self-governing bodies of the educational institution in the implementation of certain micro-functions of control in educational subsystems. In a «soft» education system, the self-governing bodies of an educational institution can be involved in the implementation of individual micro-functions of control in the education system or in the implementation of control functions in its subsystems as a whole. In the system with network interactions, it is expedient to transfer control functions to self-governing bodies of the institution both in the education system as a whole and in its subsystems; other public structures included in the educational process may be involved in the implementation of certain micro-functions of control in the subsystems of the educational system. In the synergetic education system, it is expedient to delegate control functions in the educational system and its subsystems to the self-governing bodies of the institution; public structures involved in the educational process may be involved in the implementation of individual micro-functions of control in the education system or in the implementation in its subsystems of control functions as a whole. That is, the article substantiates that depending on the level of development of the educational institution, it is advisable to control it on the basis of differentiated participation in control measures of concerned public structures, ensuring the implementation of differentiated participatory control in the system. At the same time, further research requires into the use of optimal methods of control, the choice of which may also largely depend on the level of development of the education system.

The number of foreign students in domestic higher education institutions has steadily increased over the past two decades. However, due to information and cultural barriers, this trend is slowing down. Foreign medical students travel abroad in search of a good education and adequate learning conditions. For the choice of the country of study and educational institution, the decisive factors are accessibility, social ties, as well as the education system in accordance with the principle of achieving the goal. Communication with other foreign students is not seen as a problem, and foreign medical students are most concerned about social isolation due to linguistic, intercultural and religious differences. Providing access to the University education system, material, technical and informational environment, social support, creating conditions for cultural integration, and fostering religious tolerance help foreign medical students in many ways. Thus, the creation of a special adaptive environment, as well as the development of adequate intercultural relations, along with a person-oriented educational process, contribute to the successful achievement of the goal of foreign students ' stay in the educational environment of the University.

The relevance of the problem under study is associated with an important task of the higher education system the preparation of students future teachers for project activities in an educational institution. A modern teacher should have a wide range of knowledge, skills and abilities in the field of project activities. The purpose of the paper is a theoretical substantiation of pedagogical conditions that contribute to the formation of project competence of future teachers in the university environment. As designated pedagogical conditions are named and described: organization of training in cooperation; introduction of an additional course Learning to work on a project into the educational process; the use of the project method as a form of independent work of students in the study of various disciplines of the curriculum. The scientific novelty of the research lies in the fact that pedagogical conditions have been developed and substantiated, contributing to the effective formation of the project competence of future teachers in the conditions of a university. The theoretical significance of the study lies in the fact that its results enrich the theory and methodology of vocational education in the field of forming the project competence of future teachers; complement scientific ideas about the pedagogical conditions for the effective formation of project competence, as well as about the features of its functioning; scientific approaches are systematized. The practical significance of the study lies in the fact that the revealed pedagogical conditions lead to the effective formation of the project competence of future teachers in the conditions of a university. The developed additional course can be applied in the practice of teaching universities in order to improve the quality of professional training of future teachers. The experimental base of the study was the budgetary institution of higher education Surgut State University. The methods used in the research: generalization, analysis and synthesis of information, comparison, analysis of educational and project activities of students. The effectiveness of preparing students - future teachers - for project activities with students is an urgent task in the education system, which can be ensured through the implementation of certain pedagogical conditions. It is the pedagogical conditions that increase the effectiveness of educational and cognitive activities and contribute to the most fruitful work of the teacher and students.

The article considers the issue of innovation in content and nature of the dynamics of global trends in educational processes, which requires Ukraine to choose further development, which significantly affects the education system and its general education component. The readiness of the teaching staff to implement educational innovative technologies in the development of the new Ukrainian school is determined, the peculiarities of effective management of innovative processes in general secondary education institutions are revealed. There are educational innovations that are a purposeful process of partial changes that lead to modifications of the purpose, content, methods, forms of upbringing and education, adaptation of the learning process to new requirements. The core of innovative educational processes is the implementation of the achievements of psychological and pedagogical science in practice, education, generalization, and spreading of pedagogical experience, as well as certain components of readiness of teaching staff in innovative activity, namely: individual characteristics of teachers-innovators, motivational orientation, creative, analytical, organizational opportunities. The article states that the teaching staff of educational institutions is actively testing domestic and foreign educational technologies, an alternative to traditional, author’s schools are created, author’s educational programs, methods, technologies, etc. are developed and introduced into the educational process. The main stages of the process of introducing innovations into the practice of the school education system are analyzed and it is determined that one of the conditions for implementing innovative pedagogical technologies is the readiness of teaching staff to innovate the essence of which is the interaction of motivational, content and evaluative components. These components provide a creative orientation of the teacher; his awareness of innovative technologies; determining the level of readiness for innovation; a reasoned system of tools that allows the teaching staff at the theoretical, philosophical levels of transformation of pedagogical reality to professionally carry out innovative activities, significantly increase the developmental and cultural-educational impact of teaching and upbringing on the individual.
