The new generation of physical planning documents requires adaptation to new economic and other development plans as well as to new parameters of the modern society development. Therefore, it is necessary to insure high-quality planning foundations which will serve as the basis to determine the basic guidelines of physical plans. This refers especially to the need for integral consideration of the development of traffic and the traffic infrastructure in compliance with the space requirements and possibilities. In order to evaluate the objective parameters of physical and traffic planning, the traffic studies carried out as required for the production of the physical planning documentation of the new generation have been analyzed. The goal of research was to determine the credibility of infrastructure development plans predefined by the documents of physical planning from the region of the Primorje-Gorski Kotar County. The paper presents the results of initial research carried out for the requirements of producing the Physical and Traffic Integral Study of the Primorje-Gorski Kotar County and the city of Rijeka. According to overall distribution of responses it may be concluded that there is great gap in knowing the procedures of traffic and spatial planning among specialized traffic agencies and the rest of the respondents. With the current GNSS infrastructure development plans, over 120 GNSS satellites (including European Galileo satellites)will provide, already this decade, continuous data, in several frequencies, without interruption and on a permanent basis.This global and permanent GNSS infrastructure constitutes a major opportunity for GNSS science applications. In themeantime, recent advances in technology have contributed "de-facto" to the deployment of a large GNSS receiver arraybased on Internet of Things (IoT), affordable smart devices easy to find in everybody’s pockets. These devices – evolvingfast at each new generation – feature an increasing number of capabilities and sensors able to collect a variety ofmeasurements, improving GNSS performance. Among these capabilities, Galileo dual band smartphones receivers andAndroid’s support for raw GNSS data recording represent major steps forward for Positioning, Navigation and Timing (PNT)data processing improvements. Information gathering from these devices, commonly referred as crowdsourcing, opensthe door to new data-intensive analysis techniques in many science domains. At this point, collaboration between variousresearch groups is essential to harness the potential hidden behind the large volumes of data generated by thiscyberinfrastructure. Cloud Computing technologies extend traditional computational boundaries, enabling execution ofprocessing components close to the data. This paradigm shift offers seamless execution of interactive algorithms andanalytics, skipping lengthy downloads and setups. The resulting scenario, defined by a GNSS Big Data repository with colocatedprocessing capabilities, sets an excellent basis for the application of Artificial Intelligence / Machine Learning (ML)technologies in the context of GNSS. This unique opportunity for science has been recognized by the European SpaceAgency (ESA) with the creation of the Navigation Scientific Office, which leverages on GNSS infrastructure to deliverinnovative solutions across multiple scientific domains.

The city as a dynamic and multi-layered image of our immersive cultural and social environment, with all the flaws and problems of modern society, has the advantage to form and educate today. It is a truism that the referent environment of friendly circles largely dictates the behavior and tastes of the new generation, and this impact is difficult to be resisted by the family and institutions. And the circle of peers, thanks to its new, readily available technology and communication channels, has expanded monstrously, surpassing all limitations, including geographical and moral ones. The virtual Internet space and the new technologies have completely replaced the real space, schoolyard, street and park bench. Doesn’t the City as a continually growing, living organism reconcile in its dichotomous flesh the contradictions of past and future, of ugly and beautiful, of what we define as a historical and cultural heritage and art and what we condemn as subculture and kitsch?

The article examines the institutional process in a regional economy connected with the infrastructure development. We use the neoinstitutional approach to study factors that influence the behavior of government and business in their interaction in the economy. We also use statistical methods to analyze the dynamics of socio-economic development indicators of the subjects of the Russian Federation as well as the results of measures to attract private investment into infrastructure, including the PPP. We chose the city of Moscow and the Yamalo-Nenets Autonomous District as two empirical case studies which differ in economic and geographic conditions, but both demonstrate success in attracting private investment and implementing infrastructure projects. Our conclusions are consistent with a theory that asserts the primacy of institutional environment in relation to project implementation. We make also some practical recommendations for the development of the institutional environment which are acceptable for all regions solving similar problems of infrastructure development.


The main principle of the strategy for the complex improvement of the functioning of northern cities in winter, including their infrastructure development, is a comprehensive solution of the problem of industrial-scale snow-mass collection, removal and utilization at different areas of urban roadway networks. For its implementation in the capital of Russia, “MosvodokanalNIIproject” JSC developed in 2002 the Snow Removal Master Plan for the city of Moscow. The meteorological conditions in the city, which have changed considerably in the recent years, including the changes in the snow-cover depth and in the road-surface areas to be cleaned, as well as emerging of new technologies for the cleaning of urban streets, yards and sidewalks and some new types of deicing agents, resulted in the necessity to update the above-mentioned Snow Removal Master Plan developed for the city of Moscow. Efficient application of deicing agents is of special importance for its updating in the context of the environmental safety of the city in a winter period. The article considers the results of the implementation of the updated Snow Removal Master Plan and contains some proposals concerning snow removal under the conditions of extreme snowfalls.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

Infrastructure development is an integral part of national development and the driving wheel of economic growth. Infrastructure also has an important role in strengthening national unity and unity (Bappenas: 2009). The banjarwaru, banjarwangi, and telukpinang highways are the access roads traversed by 8 villages including alternative routes for the cicurug-sukabumi area. This road is always passed by the people who headed to the city. Therefore, the benefits of this road is very important because it is often passed from the cicurug-sukabumi area due to the diversion of traffic flow so that the intensity of high road users.In this study the author uses the theory of Ridwan and Sudrajat. Quality of service is the level of incompatibility between expectations with customer desires and also the perceptions of these customers. Quality of service here can be assessed by looking at the dimensions. These dimensions include the quality of service, the ability of officials, and service convenience. During the observation to the community through the survey to direct approach with the community, most people complained that the development service to build the kecamatan should be further improved and the results of this study showed that the Quality Assessment of Service in Road Infrastructure Development in Ciawi Sub-district Bogor Regency is categorized Fair Good this is because the assessment of the quality of development services by the Subdistrict Apparatus itself and from the community assess the ability of District Officers still have to be improved in conducting the service and its implementation.Keywords: Service Quality, Infrastructure Development.

The operational experience of early lagoons is outlined. The construction of a new generation of lagoons of 2000 PE to 1.000.000 PE capacity and associated practical difficulties are described. Those with innovative and space saving features treated in some detail. One includes an anaerobic baffled reactor with sludge draw-off facilities which entered service in September 1986 and which is being monitored for compliance with “Engelberg Requirements”. Cost information and space requirements for the different systems under construction are included.It is concluded that lagoon systems properly designed and sited are the most appropriate and indeed the only financially viable sewage treatment option to suit Venezuelan circumstances.

Abstract Freshwater crustaceans are distributed throughout the montane and lowland areas of Colombia, and are therefore a useful indicator group for how aquatic species will respond to climate change. As such, metabolic determination of physiological performance was evaluated for the Colombian pseudothelphusid crab, Neostrengeria macropa (H. Milne Edwards, 1853), over a temperature range inclusive of current temperatures and those predicted by future scenarios in the plateau around the city of Bogotá, namely from 8 °C to 30 °C. The performance results mostly aligned with previous exploratory behavioral determination of the ideal temperature range in the same species, although the metabolism increased at the highest temperature treatments, a point when exploratory behavior declined. These results indicate that this species of montane crab behaviorally compensates for increased thermal stress by decreasing its physical activity, which could have negative predator-prey consequences with changes to community structure as different species undergo climate-mediated geographic range shifts in the region. As this species is endemic to the plateau surrounding Bogotá, it also experiences a number of other stressors to its survival, including infrastructure development and invasive species.

Like in many other provinces, during the Habsburg period, the main point of orientation for Galicia was Vienna. This also applies to architecture and urban development. Galicia’s technical elite applied the theoretical and practical experience it gathered in Vienna to the towns and cities of this northeastern Crown land. Ignacy Drexler, born in 1878 in the Austro-Hungarian Lemberg, was a representative of a new generation of engineers and architects who did not necessarily have to spend time in the imperial capital to earn their spurs. Increasingly, besides the more or less obligatory stay in Vienna, other European countries became points of reference. Drexler did not live to see the realization of important aspects of his comprehensive plan for the city, but his ideas and the data he compiled were indispensable for the future development of his hometown. They shape urban planning in Lviv to this day.

With the continuous advancement of urban-rural integration, the scale of urban construction continues to expand, and a "transitional community" between the city and the countryside appears in response. The simple transformation of countryside from a traditional village form to a modern community is also accompanied by some contradictions and difficulties in structural transformation. In the discussion of "transitional community" governance, this paper analyzes the structure of transitional community under the premise of "meta-governance" theory, and proposes corresponding countermeasures to the problems of "transitional community" under the background of modern society.
