The novel coronavirus (2019-nCoV) now known as Covid-19 was first detected in the city of Wuhan, China in December 2019. The disease rapidly spread to other cities in China and to other parts of the world. The aim of this study is to investigate the contribution which the economic zones and movement of people into the country and from city to city and State to State within the country have on the spread of the disease in Nigeria. Data of the daily update of Covid-19 occurrence in Nigeria as given by the NCDC Covid-19 Situation report were assembled. The data of the first index in each State between February 27 and March 28, 2020 with the status of whether they were from foreign travel or from within the community was compiled. The results show that economic zones and human movement contribute to the early spread of the disease. The initial spatial spread in Nigeria was observed to follow closely behind the test laboratory distribution pattern. This may suggest that samples from the locations far from the laboratories were not obtained, hence the suggestion for early aggressive country-wide-large scale testing to cover almost everyone should be started very early before the spread is everywhere. The test labs should cover the whole country with the tests made free and mandatory to encourage and force people to come out for it and the restriction protocols should strictly be adhered to. The boarders of the country should be closed early to stop further import of the disease from the high risk countries. When the airports are later re-opened, they should not be to the high-risk countries of the disease. There is also a need for a national policy on responding to and managing any future public health crisis such as Covid-19 pandemic before its occurrence. This policy will help the government to know what to start doing quickly when there is any occurrence. Government should also look inward to mobilize the scientists inside the country by providing research grants purposely to combat the pandemic. Such grants will enable our scientists to make their contribution in addition to the ones made by the scientists outside the country.

Coronavirus disease 2019 (COVID-19) is a communicable infection caused by the novel coronavirus resulting in severe acute respiratory syndrome coronavirus 2 (SARS-CoV). It was recognized to be a health crisis for the general population of international concern on 30th January 2020 and conceded as a pandemic on 11th March 2020. India is taking various measures to fight this invisible enemy by adopting different strategies and policies. To stop the COVID-19 from spreading, the Home Affairs Ministry and the health ministry, of India, has issued the nCoV 19 guidelines on travel. Screening for COVID-19 by asking questions about any symptoms, recent travel history, and exposure. India has been trying to get testing kits available. The government of India has enforced various laws like the social distancing, Janata curfew, strict lockdowns, screening door to door to control the spread of novel coronavirus. In this pandemic, innovative medical treatments are being explored, and a proper vaccine is being hunted to deal with the situation. Infection control measures are necessary to prevent the virus from further spreading and to help control the current situation. Thus, this review illustrates and explains the criteria provided by the government of India to the awareness of the public to prevent the spread of COVID-19.

The Senate Reference is ultimately a decision about how democratic decision making ought to be conducted when the role and function of fundamental democratic institutions are themselves at stake. This case stands for the idea that unilateral decision making by Parliament is not permitted even if from a substantive standpoint the government’s proposals are “more democratic” than the status quo. Consultative elections and senatorial term limits, for example, would arguably make the Senate a more representative and accountable body. Yet the Court held that such changes are subject to the Constitution’s general amending formula, which means that Parliament cannot implement these changes on its own. This article suggests that the Court’s interpretation of the amending procedures is based upon a deeper democratic commitment to ensuring dialogue and deliberation between and among the relevant stakeholders. The Court’s approach has benefits and drawbacks. By setting itself up as the exclusive arbiter of the Constitution’s “internal architecture” and the primary decision-maker as to what constitutes an institution’s “fundamental role and nature”, the Court has enhanced its own authority over the evolution of the constitutional order while significantly narrowing the possibilities for constitutional change. While the Court’s approach has the undeniable effect of making large-scale institutional reform difficult (if not impossible), the alternative is arguably worse. If it were possible for the government to unilaterally reform democratic institutions, then it could unilaterally reform them in an anti-democratic direction as well.

Hence, early surveillance and public health emergency disposal are considered crucial to curb this emerging infectious disease. However, studies that investigated the early surveillance and public health emergency disposal for the prevention and control of the COVID-19 outbreak in China are relatively few. We aimed to compare the strengths and weaknesses of early surveillance and public health emergency disposal for prevention and control between COVID-19 and H7N9 avian influenza, which was commended by the international community, in China.MethodsA case-comparison study was conducted using a set of six key time nodes to form a reference framework for evaluating early surveillance and public health emergency disposal between H7N9 avian influenza (2013) in Shanghai, China and COVID-19 in Wuhan, China.FindingsA report to the local Center for Disease Control and Prevention, China, for the first hospitalized patient was sent after 6 and 20 days for H7N9 avian influenza and COVID-19, respectively. In contrast, the pathogen was identified faster in the case of COVID-19 than in the case of H7N9 avian influenza (12 days vs. 31 days). The government response regarding COVID-19 was 10 days later than that regarding avian influenza. The entire process of early surveillance and public health emergency disposal lasted 5 days longer in COVID-19 than in H7N9 avian influenza (46 days vs. 41 days).ConclusionsThe identification of the unknown pathogen improved in China between the outbreaks of avian influenza and COVID-19. The longer emergency disposal period in the case of COVID-19 could be attributed to the government’s slower response to the epidemic. The purpose of this article is to discuss the issue of limitations of human rights and fundamental freedoms in the 1991 Constitution of the Republic of Slovenia. The discussion is set in the context of a large-scale health crisis, i. e. the SARS-CoV-2 (the virus) and COVID-19 (the disease) epidemic. The article first describes the position of human rights and fundamental freedoms in the Slovenian constitutional order, and discusses the possibilities to limit human rights and fundamental freedoms. In this section, the article introduces the concept of ‘limitations on limitations’ (similar to the German Schranken-Schranken) and presents the requirements of such limitations in Slovenian constitutional law. It then turns to the mechanism of temporary suspension and restriction of human rights and fundamental freedoms during a war or state of emergency as foreseen in Article 16 of the Constitution. In the third part, the article discusses the limitations of human rights and fundamental freedoms enacted brought forward by the government measures intended to tackle the epidemic, i.e. the concrete substatutory norms passed between March and October 2020. This article presents selected issues and affected human rights such as freedom of movement, personal liberty, right to health, and freedom of assembly. The final part of the article discusses the concept of ‘limitations on limitations’ that has demonstrated its relevance for the protection of a meaningful level of human rights in the period of the epidemiological crisis.

Abstract The article considers the current state of small and medium-sized businesses in rural areas of the Trans-Baikal Territory. In the region, the largest share of agricultural products produced falls on the personal subsidiary farms, while there is a destruction of large-scale commodity production, evidenced by a decrease in the number of agricultural enterprises and organizations. Presently, the Government of the Trans-Baikal Territory is interested in transforming personal subsidiary farms into the status of peasant farms, since they are able to ensure more efficient functioning of small forms of farms. Special attention is paid to the state support of small farms in the region. In the course of the study, the problems of the effectiveness of the use of state support for small forms of management were identified. The priority direction of state support is grant subsidization of peasant farms, while the distribution of grants in the context of municipal districts of the region is uneven. In general, the mechanism of grant support for peasant farms is effective only for areas of the region where animal husbandry traditionally constitutes the basis of agriculture. There are also problems associated with excessive requirements for obtaining grants and insufficient consulting assistance from potential grantees.

‘Gorillas destroy our crops and they are vicious animals’, the authors were told last December in Gabon, where, along with Professor Roger Short and Dr Richard Wrangham, they were investigating the status of gorillas and chimpanzees. Gorillas can be shot on sight, and both animals are killed for meat. Gabon people are predominantly rural, and because they are so dependent on the forests for food, it may be that the Government will preserve these, and with them the wildlife, despite impending large-scale development.

The global epidemic of the novel coronavirus (COVID-19) called SARS-CoV-2 (Severe Acute Respiratory Syndrome Coronavirus 2) has infected millions and killed millions. The prevalence of the virus is of paramount importance in identifying future infections and preparing healthcare facilities to avoid death. Accurately predicting the spread of COVID-19 is a challenging analytical and practical task for the research community. We can learn to use predictive analytics to predict the positive outcomes of these risks. These predictive analytics can look at the risks of past successes and failures. In this paper, the Facebook prophet model discusses the number of large-scale cases and deaths in India based on daily time-series data from 30 January 2020 to 30 April 2021, for forecasting and visualization. The covid-19 pandemic could end prematurely if social distancing and safety measures are required to stabilize and control is required to achieve treatment in India. This paper suggests that the Prophet Model is more effective in predicting COVID-19 cases. The forecast results will help the government plan strategies to prevent the spread of the coronavirus.

Background: National Education Policy 2020 aims to eliminate existing disparities in access to education for children from any gender or any under-represented group. After independence, India makes considerable strides in reducing gender gaps in education, but even today the goal of gender parity in school enrolments remains elusive. India provides Universal Elementary Education to all and this commitment has been articulated through Constitution, National Education Policies and other Innovative Programmes. All these initiatives put a strong emphasis on the education of girls and some of the programmes have been started particularly to eliminate gender gaps in school education. Purpose: This paper is an attempt to review the Innovative Programmes started by the Government of India to redress the gender gaps in school education and also to analyze the impact of these programmes on female literacy rates and enrolment rates of girls in elementary education. Before analyzing the innovative programmes and their impact on educational statistics, the paper briefly assesses the status of education in the Constitution of India and also studies the national policy perspective regarding universal elementary education of girls in the country in order to provide a sound background to this study. Methods: The method of document analysis for the review of policy documents and innovative programmes has been utilized and trend analysis method has been applied to study the educational statistics from the year 1950 to 2015. Results: The female literacy rates and enrolment of girls in total enrolments for the classes VI-VIII have registered an increase after the implementation of these programmes. Conclusions: It has been observed that these community-based programmes of the country have received a lot of international recognition for their contribution towards reducing gender gaps in elementary education. So, the experiences of these Innovative Programmes can prove quite beneficial for other countries struggling with gender gaps in school education.

Human identity is a notion that takes into consideration the philosophical and physiological aspects. Philosophical aspects of identity narrates specifically the sentiments of humans that arises from the social status of an individual and identify individuals as belonging to a particular group. However, the physiological aspects takes into account the identification of the humans on the basis of some physical parameters such as height of an individual or the biometric traits. The Issues of national importance have steered the need for the setting-up of the formal identification system for the establishment of the physiological identity of the residents of a country, especially the digital identity. The issues of national importance include national security, border security and delivery of the government services to the residents of a country in an electronic mode etc. Before the advent of the Information and Communication Technology (ICT), documents such as passport, driving license and ration card etc. were used to establish the human identity in order to avail various services of the government and non- government organizations. ICT has enabled the government across the world to devise digital identification systems for providing the digital identity to the individuals as well as mechanisms for the authentication of the digital identity. Depending upon the national policy, some of the countries have made it compulsory and some others have made it voluntary to enroll the residents of the country into the digital identification system. The digital identification systems can take different technological shapes depending upon the variables such as the state of the art of the digital infrastructure in a country, population of a country, literacy rate in the country and the geographic dimensions of a country. The paper discusses the large scale civilian identification systems of the countries that are the pioneer in the setting up of the large scale civilian digital identification system and the technological issues involved therein.
