The purpose of this research is to analyze the influence of the policy of the Governor of Nusa Tenggara Timur regarding the quota of beef cattle exports to areas of a national beef consumer toward the development of the Bali cattle population on Timor Island, East Nusa Tenggara. Determination of the location by purposive sampling based on physical criteria (land area), biology (availability and population of Bali cattle), and socio-culture (policy) so that the sampling locations representing the agroecosystem of plantations in Kupang district. The material used was 57 Bali cattle and involved 107 respondents of Bali cattle farmers. Respondents were interviewed using a questionnaire of reproduction status of Bali cattle. In addition to interviews, field observations were also conducted to measure the response of Bali cattle production. This research uses primary and secondary data. Data analysis is done by building a dynamic system using Powersim and interpreting simulation results for the next 30 years.The results showed a significant decrease in the population of Bali cattle over the next 30 years due to the high mortality of calves and female parent, low reproductive status of the female, and the export of cattle from uncontrolled agroecosystems. The results of this study indicate that the beef cattle export quota currently determined by local governments needs to be reviewed. The strategy to improve the quality of Bali cattle production in plantation agroecosystems to support cattle export quotas from Timor Island namely (1) farmers and local governments in striving to increase the population of Bali cattle in the agroecosystem of plantation can be done with a technical approach including prevention of death of cattle to the lowest level (<5% per year) and limitations on cattle exports according to the ability of the region; (2) improving the reproductive quality of Bali cattle through artificial insemination or controlled mating management so that it is more efficient; and (3) the government and stakeholders need to review the policy to determined cattle export quotas and improve the reproductive status of cattle in good breeding practice.

Improving the quality of human resources through education is one of the ways to benefit from the window of opportunity. The Government of Indonesia and many local governments have been conducting programs to provide easier access to education to prevent dropouts. The Local Government of Bojonegoro has been implementing a program called "Ayo Sekolah" to curb dropouts. This paper aims to describe the conditions of education in Bojonegoro District and the implementation of the “Ayo Sekolah” Program in Bojonegoro District. The analysis is based on  the result of research on the program. The research used a quantitative and qualitative approach. Qualitative data is collected through in-depth interviews, while secondary data are used for quantitative analysis. The result of the study shows that the “Ayo Sekolah” Program in Bojonegoro District that has been running since 2015 has significantly reduced dropout rates. The percentage of the drop-off rates for Bojonegoro Regency high school/vocational/MA in 2013-2017 decreased even though only 0.20 percent.

Abstract: Complete Systematic Land Registration is a program which taken by the government in providing legal certainty in the field of land in Indonesia. PTSL activities at Sidoarjo Regency and Pasuruan Regency Land Office are carried out with third parties. Before starting the measurement, it is necessary to carry out the contradictoire delimitatie principle to ensure legal certainty of ownership of land rights. The research used a qualitative method with a descriptive approach. The data analysis carried out by compiling logically proportional statements to answer research questions. Problem analysis is carried out by making a description based on premier data and secondary data obtained through interviews and observations of implementation. The results of the research showed that the implementation of the contradictoire delimitatie principle is broadly following PP. No. 24 of 1997 and PMNA KaBPN No. 3 of 1997. The results of the study also showed that there were obstacles in the implementation of the contradictoire delimitatie principle, such as the third parties were not following technical guidelines No. 01 / JUKNIS-300/1/2018 annex 10 in the making of measurement drawings. Quality control is needed to improve the quality of work and results of third party products and minimize land problems in the future.Keywords: principle of contradictoire delimitation, third party. Intisari : Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan langkah pemerintah dalam memberikan jaminan kepastian hukum dalam bidang pertanahan di Indonesia. Kegiatan PTSL di Kantor Pertanahan Kabupaten Sidoarjo dan Kabupaten Pasuruan dilaksanakan bekerjasama dengan Pihak Ketiga yang sebelumnya melalui tahapan asas contradictoire delimitatie untuk menjamin kepastian hukum kepemilikan hak atas tanah. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Teknik analisa yang dilakukan yaitu dengan menyusun pernyataan-pernyataan proposional secara logis untuk menjawab pertanyaan penelitian. Analisa permasalahan dilakukan dengan membuat uraian berdasarkan data premier dan data sekunder yang diperoleh melalui wawancara serta observasi langsung terhadap pelaksanaan kegiatan. Hasil penelitian menunjukkan bahwa pelaksanaan asas contradictoire delimitatie secara garis besar telah sesuai dengan PP. No. 24 Tahun 1997 dan PMNA KaBPN No. 3 Tahun 1997. Dalam pelaksanaanya terdapat hambatan yakni  pembuatan Gambar Ukur oleh Pihak Ketiga tidak sesuai dengan pedoman JUKNIS No. 01/JUKNIS-300/1/2018 lampiran 10. Sehingga diperlukan pengawasan kendali mutu terkait pekerjaan dan hasil produk dari Pihak Ketiga agar kedepannya hasil pekerjaan yang dihasilkan lebih baik dan tidak menjadi permasalahan pertanahan dikemudian hari.Kata Kunci : asas contradictoire delimitatie, pihak ketiga.

The study was conducted to know Conception Rate and Service per Conception of  Bali cattle acceptors in west Sumbaw district. Data were collected fot the periode of January to September 2017 from inseminator in west Sumbawa district. The data were taken by primary and secondary data. Primary data retrieval is done by direct observation, which includes several variables, where the variable include the identitiy of the breeder, the cages, feeding, drinking and knowladge of breeders. The secondary data were obtained by recording of the officer insemination. All data was analyzed to find a percentage of Conception Rate and find number of Service per Conception (S/C) by analyzed descriptive of SPSS. Risults of this research showed that Conception Rate and Service per Conception’s average of Bali Cattle is 60 % and 1,7. The conculusion of this research showed that Conception Rate is lower than normal value and Service per Conception of Bali cattle in West Sumbawa district is better. This research was expected to be a reference for the next artificial insemination programmed by the government.

There are two aims of this paper: first to analyze the responsibility of the government in the commitment to protect the rights of indigenous and tribal peoples in natural resource management activities; secondly, to analyze the implementation of government responsibilities in mining management in relation to the rights of indigenous and tribal peoples in enjoying their rights in the ecosystem, such as the environment. The method used in the research is empirical normative method, namely research that emphasizes the secondary data that is by studying and reviewing the principles of law and positive law principles derived from the existing literature materials in legislation and the provisions especially in relation to the exclusion of indigenous people's rights in the obligation of the state to create a healthy environment for the management of natural resources as a manifestation of human rights protection, and supplemented by empirical data in the form of interviews with related parties in Balaesang Tanjung Donggala District. The results show that natural resource management activities, linked to indigenous and tribal peoples' rights in environmental protection are regulated in various laws, both nationally and internationally. Implementation of government responsibility in mining management is related to the right of customary law community in enjoying the environment has not been optimally done. From the case of Balaesang Tanjung Donggala, it is envisaged that local governments ignore the rights of indigenous and tribal peoples in enjoying a healthy environment.

Special Autonomy assigns its rights and obligations to local governments to regulate and manage their own affairs and interests of the society so that people increasingly can be served well. But in fact, public services provided is not maximized. This study used qualitative methods, data sources are divided into two types of data sources, namely primary and secondary data sources. The results of this study indicate that there is still lack of public services the Government of Papua Province visible from the weak aspects of responsiveness, which local governments less responsive to some of the problems in the field of education, economy and industry growth and physical development as well as non-physical. From the aspect of responsibility is also still found their weaknesses, which the Government of Papua Province is still not fully overcome the problems of corruption and poverty. Meanwhile, from the aspect of accountability, it is known that the performance of governance in Papua in providing public services are not running optimally, one reason is the lack of competence and capability of local government officials.

This study aims to analyze the effect of economic growth, provincial minimum wage, and education level on open unemployment rate in Indonesia in 2011-2015, either simultaneously or partially. Using panel data with Fixed Efect Model (FEM) approach and using secondary data of 33 provinces in Indonesia. The model estimation results show that the variable of economic growth, provincial minimum wage, and education level simultaneously have significant effect on open unemployment rate in Indonesia. While the partial variable of economic growth has a negative effect but no significant effect on the unemployment rate. The provincial minimum wage variable is partially positive and significant to the unemployment rate. The variable of educational level also have positive and significant effect to unemployment rate. The government is expected to pay serious attention to economic growth, minimum wage system, improving the quality of education, the issue of availability of employment opportunities. Keyword: Economic Growth, Wage, Education, and Unemployment

The purpose of this study was to determine the increase in welfare of beef cattle production sharing systems. Data collection time is from January to February 2020. The research was conducted in Kulo Subdistrict, Sidenreng Rappang District, Survey Research Methodology. A sample of 64 farmers was taken (total sampling). Data analysis method is testing statistical models using SEM SmartPLS (Partial Least Square) 2.0. The results of the study explained that the Improvement of Beef Cattle Farmers' Welfare Sharing in the District of Kulo could be done with strategies to improve the aspects of individual farmers, improve stakeholder relations, and improve the quality of farmers.

One of the problems that exist in the community is the lack of identification of the reproductive performance of prospective brooders of Bali cattle that are artificially inseminated. The researcher conducted a research to determine the reproductive performance of Bali Cattle inseminated with Brahman Cattle Semen in SECP (Special Effort for Cows to be Pregnant Program) Program in Kolaka Regency. The parameters observed in this study were; artificial insemination's first age (Years), How many times the artificial insemination (AI) was pregnant (S/C), Length of pregnancy (months), Calving Interval (CI) (months), Birth weight (Kilograms), Correlation of AI's first age with birth weight. Sources of date used in this study are primary and secondary data. Data collection techniques carried out in this study were observation and interviews. The date obtained was analyzed descriptively, analysis of variance, average, and to calculate the relationship between variables was analyzed by correlation. Reproductive performance of Bali Cattle inseminated with Brahman Cattle Semen in SECP Program in Kolaka district include; first age AI 23.63±1.99 months, Service per Conception (S/C) 1.56±0.55, gestational age 9.03±0.38 months, Calving Interval (CI) 12.24±0 .52 months, birth weight 27.85 ± 2.96 and the correlation between AI prime age and birth spacing was 0.77.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

The chapter has two main objectives: i) To analyze the quality of elementary education in West Bengal in terms of the learning achievement in mathematics, reading and writing and the inequality among students across different groups. ii) To analyze the factors influencing the performance of the students in mathematics and language. Using secondary data from the Government of West Bengal's Utkarsha Abhiyan for 123980 students of class 4 across 12,912 schools it was observed that on average girls significantly outperform boys in all three subjects. Moreover, the inequality in learning outcomes is lesser for the girls than that of boys. Schools with basic infrastructural facilities have performed better. The Tobit Regression analysis indicates that various school-level and environmental factors have a significant impact on performances. Interestingly, funds per student and the gender of the teacher in primary education turned out to be insignificant. The chapter focuses on the fact that merely increasing funds does not ensure improvement in learning outcomes.
