In recent years, in the Russian Federation there has been an increase in the levels of radiofrequency electromagnetic fields in residential areas, including due to an increase in the number of base stations (BS). The purpose of sanitary and epidemiological surveillance at the stages of placement and commissioning of base stations (BS) is to prevent their adverse effects on public health. The increase in the number of base stations, together with the advent of new electronic equipment and antennas, provide opportunities for improving the processes of their accounting at the stage of placement and monitoring of the levels of radiofrequency electromagnetic fields at the operation stage. This automation tool can be a geo-information portal for providing sanitary and epidemiological surveillance of cellular base stations. The prototype of the geo-information portal allows both calculating the size of sanitary protection zones (SPZ) and building restriction zones (RZ) from the BS in online mode, displaying the results of calculations in graphical form and issuing sanitary and epidemiological conclusions for the placement and operation of base stations. The geo-information portal has the ability to synchronize with the data of the radio frequency center. Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing will be able to receive up-to-date analytical data. There will be completely automated processes of collecting, processing and storing information on BS.

The paper considers the problematic issues of the geographical information systems (GIS) use in the sociohygienic monitoring (SHM). We analyzed scientific and practical publications on this subject that are freely available on the largest Russian information portal of scientific electronic library eLIBRARY.RU during 2014- 2018, which allowed us to formulate the principles of organization and requirements for effective operation of geographic and information systems in the socio-hygienic monitoring. An analysis of the implementation of these principles at the present stage of development for the socio-hygienic monitoring system is presented, the results of which were used in formulating priority tasks in the area of geographic and information technology implementation into socio-hygienic monitoring and risk-based planning of control and supervisory measures: to determine the necessary level of detail and an information list depicted on electronic maps for the implementation of risk-based control planning; to provide organizational and regulatory and methodological support for the hierarchical principle of GIS within Rospotrebnadzor operating on a single software product of domestic developers for organizations and institutions; to work out the need to combine GIS with similar systems of other departments involved in the data collection of social and hygienic monitoring (Rosstat, Roshydromet, Rosprirodnadzor, Ministry of Health, etc.) to enable automated data export and import; to solve staffing issues to ensure customization and subsequent GIS operation; to provide budget funding for the purchase of licensed software products for GIS in SHM, preferably of Russian developers.

Cheeses are traditional products widely consumed throughout the world that have been frequently implicated in foodborne outbreaks. Predictive microbiology models are relevant tools to estimate microbial behavior in these products. The objective of this study was to conduct a review on the available modeling approaches developed in cheeses, and to identify the main microbial targets of concern and the factors affecting microbial behavior in these products. Listeria monocytogenes has been identified as the main hazard evaluated in modelling studies. The pH, aw, lactic acid concentration and temperature have been the main factors contemplated as independent variables in models. Other aspects such as the use of raw or pasteurized milk, starter cultures, and factors inherent to the contaminating pathogen have also been evaluated. In general, depending on the production process, storage conditions, and physicochemical characteristics, microorganisms can grow or die-off in cheeses. The classical two-step modeling has been the most common approach performed to develop predictive models. Other modeling approaches, including microbial interaction, growth boundary, response surface methodology, and neural networks, have also been performed. Validated models have been integrated into user-friendly software tools to be used to obtain estimates of microbial behavior in a quick and easy manner. Future studies should investigate the fate of other target bacterial pathogens, such as spore-forming bacteria, and the dynamic character of the production process of cheeses, among other aspects. The information compiled in this study helps to deepen the knowledge on the predictive microbiology field in the context of cheese production and storage.

In this paper, a simple numerical procedure is presented to monitor the growth of Streptococcus sanguinis over time in the absence and presence of propolis, a natural antimicrobial. In particular, it is shown that the real-time decomposition of growth curves obtained through optical density measurements into growth rate and acceleration can be a powerful tool to precisely assess a large range of key parameters [ i.e. lag time ( t 0 ), starting growth rate ( γ 0 ), initial acceleration of the growth ( a 0 ), maximum growth rate ( γ max ), maximum acceleration ( a max ) and deceleration ( a min ) of the growth and the total number of cells at the beginning of the saturation phase ( N s )] that can be readily used to fully describe growth over time. Consequently, the procedure presented provides precise data of the time course of the different growth phases and features, which is expected to be relevant, for instance, to thoroughly evaluate the effect of new antimicrobial agents. It further provides insight into predictive microbiology, likely having important implications to assumptions adopted in mathematical models to predict the progress of bacterial growth. Importance: The new and simple numerical procedure presented in this paper to analyze bacterial growth will possibly allow identifying true differences in efficacy among antimicrobial drugs for their applications in human health, food security, and environment, among others. It further provides insight into predictive microbiology, likely helping in the development of proper mathematical models to predict the course of bacterial growth under diverse circumstances.

The articles object is a process of accounting and information support for the formation of depreciation policy. The purpose of this article is to develop a conceptual framework for a common accounting and information space of depreciation policy. First, the authors consider the benefits of total digitalization of the organization and methodological support of depreciation policy process and make some assumptions related to the concept of enterprise’s economic data protection.  Since the scientific challenge is how to effectively monitor and quickly adjust depreciation policy, the authors have chosen methods to analyze the relations between business, government regulation, and economic data security. In the course of the research, a survey of 376 enterprises of Zaporizhia, Donetsk and Luhansk regions of Ukraine was conducted. To identify impact of the enterprise size on the availability of information about individual indicators, they are grouped according to the selected system of taxation (simplified and general). In addition, the survey results and monitoring of the beta version of depreciation policy's information portal were presented. It was also concluded that the accounting indicators can be used to quickly adjust the depreciation policy at the state level.

This paper describes a new conceptual approach of e-government application development in which end users such as government managers, responsible officials and citizens at different levels can engage in effective service delivery, particularly in the agricultural sector. This approach provides end-user specific customizable provisions in which responsible government officials can design public services for the target end-user groups/local citizens such as primary producers. In the G2C (Government to Citizen) dimension, the author focuses on a hypothetical case of an e-government solution that provides various agricultural extension services such as training, awareness, consultation services, and knowledge sharing services provision, according to individual or farming requirements. This initiative reinforces a shift from the traditional information portal process to a new provision where citizens/primary producers can actively contribute in designing their useful services from the relevant government agencies. This paper presents a generic process model and identifies the critical interplaying roles between the end-user groups. The study argues that the process model may be operationalized in various other government service sectors.

ABSTRACT The use of bacteriocin-producing lactic acid bacteria for improved food fermentation processes seems promising. However, lack of fundamental knowledge about the functionality of bacteriocin-producing strains under food fermentation conditions hampers their industrial use. Predictive microbiology or a mathematical estimation of microbial behavior in food ecosystems may help to overcome this problem. In this study, a combined model was developed that was able to estimate, from a given initial situation of temperature, pH, and nutrient availability, the growth and self-inhibition dynamics of a bacteriocin-producing Lactobacillus sakei CTC 494 culture in (modified) MRS broth. Moreover, the drop in pH induced by lactic acid production and the bacteriocin activity toward Listeria as an indicator organism were modeled. Self-inhibition was due to the depletion of nutrients as well as to the production of lactic acid. Lactic acid production resulted in a pH drop, an accumulation of toxic undissociated lactic acid molecules, and a shift in the dissociation degree of the growth-inhibiting buffer components. The model was validated experimentally.
