Being the foundation of the financial system of the state, the banking sector is key in a number of development areas. Since money is an extremely sensitive instrument, banks are generally fairly conservative institutions. However, the acceleration of the pace of scientific and technological progress, the expansion of its scope more and more affect the financial sector of the economy as a whole and banks as its central component. The article shows that in the first two decades of the XXI century Israel’s banking system has undergone a significant transformation. The main objective of the reforms was to reduce the level of concentration in this sector. It was also essential to improve the transparency of the functioning of the country’s banking system. In general, it should be noted that, despite the rather strong resistance from the leadership of the largest banks in Israel, by the beginning of the third decade of this century, the country’s banking system came up in much better “shape” than it was before the reforms began. Meanwhile, nevertheless, the level of concentration in it is still quite high. It seems that the processes of digital transformation, which, albeit slowly, but occur in the country’s banking system, will make it even more efficient and adequate to the requirements of the modern economy. Digital platforms are democratic and transparent by their very nature. Their introduction by Israeli banks will significantly increase the transparency and decentralization of the national banking system. At the time of this writing, digitalization processes in this area are only at the very beginning, so at this stage it is difficult to say how successful their results will be, despite, of course, the high transformational potential of digital technologies, which was mentioned earlier.

Globalization, which presupposes the strengthening of multifactorial economic, social and other phenomena, needs strategic management, forecasting and foreseeing its impact on every spheres of public life without any exception. Unfortunately, the modern Russian strategic planning system appears to be unbalanced and ineffective; key indicators of the adopted and developed strategies are abstract in nature and are weakly correlated with the practical needs. This is clearly illustrated by the example of such an important branch of the economy as transport. Strategic air transport management in Russia in the context of the digital transformation of the economy, especially the practice of strategic planning and forecasting, has a number of bottlenecks and needs to be improved. A very vulnerable spot in modern strategic management is the occasional use of methods of strategic audit (control). This conclusion is confirmed by the analysis of the draft Transport Strategy for the period up to 2035, submitted for discussion and revision. It is not possible to solve this problem without scientific support and methods of strategizing approved by domestic and foreign practice.

The growing economic, social and digital inequality in the world, turbulence of economic and social processes lead to disorientation of educational organizations in development priorities. There are threats of stagnation and lag in the development of educational organizations, ineffective use of resources. The active development of ideas for sustainable development and the digital transformation of socio-economic relations induce educational organizations to revise long-term development programs. The study is aimed at solving the urgent problem of uncertainty in the strategic planning of the development of educational organizations in the context of digital transformation, socio-economic instability, challenges of the 21st century and new requirements for a specialist. The analysis of the studies showed that the professional community is actively discussing educational ecosystems of different types, based on the relationship between the participants and digital educational technologies. The methodology of strategic planning for the development of educational ecosystems presented in the work is considered as a complex of scientific methods: system analysis, classification, personality-oriented and ecosystem approaches. In the context of the concept of continuous, sustainable development, the educational ecosystem should be considered as a complex self-organizing, self-regulating and self-developing community — a group of people united by common interests, using common resources and a system of connections for learning and development. Using the example of the RANEPA North-West Institute of Management, it is shown that the use of the ecosystem approach for strategic development planning allows you to get the most complete and holistic view of the educational organization, its environment and role in the development of society. The methodology of strategic planning for the development of educational ecosystems allows: to create better models for the development than the generally accepted models of managing the educational process; develop an “ecosystem” strategy for the development of an educational organization; avoid costs and waste of resources in the context of digital transformation and dynamic changes in social relations.

Purpose:the purpose of the study is to determine the main directions and conceptual approaches to modernizing analytical and computer support for the planning of strategic development of socio-economic systems on a national scale in the framework of improving the methodology of strategic planning in a digital transformation of the economy and management.Methods:the issues of improving the tools of strategic planning of socio-economic development are studied in the framework of a system approach to analyzing the construction and functioning of the state management mechanism in the context of active formation of the information society infrastructure and to evaluating of the impact of digital technologies on the content of management tasks in the process of co-evolution of objects and subjects of management in large-scale organizational systems.Results:the article deals with current problems and key tasks of modernization of scientific and methodological, informational and analytical support of state strategic management of socio-economic development. The trends of the evolution of objects and subjects of management in the conditions of the digital transformation of the information society are investigated. The institutional bases for the construction and operation of the strategic planning system of the Russian Federation are characterized. A block diagram of a complex of heterogeneous models of strategic planning of socio-economic development is given. Design solutions are proposed for building the architecture and developing a prototype of the computer support system for the scenario modeling technology when developing multi-level strategic decisions for planning socio-economic development in the emerging infrastructure of the digital economy is presented.Conclusions and Relevance:the study showed the importance and relevance of modernization of the methodological and analytical support of the strategic planning system of the Russian Federation, which takes into account the main consequences and requirements of the creation and distribution of digital technologies in various areas of society. The most important characteristics of innovative changes in the structure and content of strategic planning tasks, the solution of which is associated with the unification of the format of quantitative and qualitative assessments in the digital development management environment, are identified. Standardization of technologies for collecting, transmitting, storing and processing large amounts of data allows you to build computer software for the multi-level system of state strategic planning based on an open service-oriented architecture. The main direction of further research and development in the creation of an analytical platform to support strategic planning of socio-economic development can be the creation of a mathematical apparatus and software products for processing and analyzing large amounts of personalized information about the functioning of economic and social agents to identify and assess their potentials and priorities. This will allow to increase the degree of justification and consistency of planned decisions and regulatory measures developed by the state in the field of planning socio-economic development and ensuring the national security of the Russian Federation.

Subject. The article investigates identification of risks that prevent the achievement of national development objectives and implementation of national projects, as the methodological approach to their assessment is still in the process of formation. Objectives. The purpose is to develop conceptual and methodological approaches to monitoring of risks of missing the national development targets in the strategic planning system of the Russian Federation. Methods. The research methodology rests on the theoretical basis of indicative analysis. In its logic, the risks of failure to achieve the targets of national development of the Russian Federation can be tracked through monitoring the achieved and predicted values of target indicators within their valid values. Results. The paper specifies factors that have a significant impact on the achievement of the national target ‘Digital Transformation’, defines quantifiable values of the target indicator ‘The Share of Households with Broadband Internet Access’ and limits of its permissible values. We presented a forecast, showing the most likely behavior of the analyzed indicator in the strategic perspective until 2030, revealed that the target value of the indicator, defined at the level of 97%, significantly exceeds the results of trend forecasting, which is indicative of a high risk of non-achievement of target by the key date. Conclusions. Determination of risks of failure to achieve the digital transformation of national development objectives should become an essential stage in the procedure for monitoring the implementation of strategic planning documents in Russia.

The article substantiates the theoretical provisions for the formation of digital competencies necessary for the socio-economic development of the Russian Federation in the context of the digital transformation of the economy and social sphere. Based on technological paradigms, the classification of digital competencies as part of professional and universal ones is proposed, the levels of their development and content are determined for use in strategic planning documents of constituent entities of the Russian Federation.
