The growing economic, social and digital inequality in the world, turbulence of economic and social processes lead to disorientation of educational organizations in development priorities. There are threats of stagnation and lag in the development of educational organizations, ineffective use of resources. The active development of ideas for sustainable development and the digital transformation of socio-economic relations induce educational organizations to revise long-term development programs. The study is aimed at solving the urgent problem of uncertainty in the strategic planning of the development of educational organizations in the context of digital transformation, socio-economic instability, challenges of the 21st century and new requirements for a specialist. The analysis of the studies showed that the professional community is actively discussing educational ecosystems of different types, based on the relationship between the participants and digital educational technologies. The methodology of strategic planning for the development of educational ecosystems presented in the work is considered as a complex of scientific methods: system analysis, classification, personality-oriented and ecosystem approaches. In the context of the concept of continuous, sustainable development, the educational ecosystem should be considered as a complex self-organizing, self-regulating and self-developing community — a group of people united by common interests, using common resources and a system of connections for learning and development. Using the example of the RANEPA North-West Institute of Management, it is shown that the use of the ecosystem approach for strategic development planning allows you to get the most complete and holistic view of the educational organization, its environment and role in the development of society. The methodology of strategic planning for the development of educational ecosystems allows: to create better models for the development than the generally accepted models of managing the educational process; develop an “ecosystem” strategy for the development of an educational organization; avoid costs and waste of resources in the context of digital transformation and dynamic changes in social relations.

The article deals with the phenomena of lifestyle and educational environment of confessional educational organizations. The methodological basis of the research is based on general scientific methodological approaches (system, comparative, historical, ontological) and special scientific methodological approaches: a system-activity approach, which assumes a motivated solution of problems in the educational process determined by problem situations; a cultural approach that allows us to correlate general, individual and special cultural phenomena, in particular religion and education; an anthropological approach that allowed the interpretation of knowledge from various spheres of life from the point of view of pedagogy. The article contains definitions of the following concepts: «Lifestyle of a confessional educational organization» and «Educational environment of a confessional educational organization». The role of religious worship in the development and functioning of the confessional educational environment is noted. The main factors of the external environment that have a determining influence on the confessional educational environment are highlighted. The author emphasizes the open nature of the modern confessional educational process, which unfolds in the context of a dialogue between all its parties: the religious denomination, the state and the individual.

This article substantiates the need to form a comprehensive system of professional development and assessment of teachers’ competencies in order to ensure quality education in the interests of sustainable development of society. The main goals and objectives are formulated and the methodological tools developed by the authors for the formation of this system are described. The features of the implementation of the system in the practice of conducting the educational process at Peter the Great St. Petersburg Polytechnic University (St. Petersburg, Russia) are revealed. The risks are identified and recommendations for their minimization are given for other educational organizations of higher education that implement a comprehensive system of professional development and assessment of the competencies of teachers using digital services.


The aim of the study is to identify the legal and organizational barriers to digitalization and digital transformation of education in the Russian Federation and to develop proposals for improving the startup planning and legal regulation in this area. The study presents the authors’ method of identifying the barriers. The main feature of this methodology (based on the comparative-law method and structural and functional analysis) is its focus on identifying the legal and organizational barriers to digitalization not only of the educational process itself, but also of the life cycle of the educational organization as a whole. The key legal and organizational barriers to digitalization for education were identifi ed and systematized. It was concluded that there remains a signifi cant number of barriers not only to digitalization, but also to primary informatization in the fi eld. The authors substantiate proposals for improvement of strategic planning and legal regulation, aimed at eliminating the identifi ed barriers and forming of legal conditions for digitalization and, in the long term, the digital transformation of Russian education.

Educational organizations are complex, but the most developed social systems, embracing various subsystems. The main shaping features of any social system are goals that help perform specific functions. Nowadays educational institutions that have chosen in favor of the quality strategy should develop a pyramid of goals understandable to all their employees. Each employee should know the goals of the whole team, its general ideas, his\her personal role in the educational process and in the structural unit. Universal properties of the social organization are the following: apartness, direct management, activity self-regulation capacities, sound organizational culture.

The article explores the problem of teachers’ reflexivity, its influence on the educational process and the specifics of teachers’ professional activity. The research purpose is a theoretical and empirical study of teachers’ reflexivity and its developmental specifics. The main forms of reflexivity development are lecturing, training, analysis, self-analysis and testing. To improve the personality traits which are important for reflexivity development (self-awareness, communication skills, empathy, identification of professional and personal value guidelines, etc.), a teacher may also use different games and tasks, along with various methods of analyzing the lessons and his/her own contribution to them. All these resources should be included in the annual plan of an educational organization. The results of the study allow concluding about the effectiveness of the declared measures for teachers’ reflexivity development. Within the changing domestic education system, one of the key challenges is training teachers who meet the requirements of the modern professional standard. A possible solution to this problem can be systematic work in an educational organization to improve the teacher’s underdeveloped qualities. One of these characteristics, which can influence the improvement of the teacher’s professionalism and ensure the compliance with the professional standard, is reflexivity. Along with the fact that reflexivity is among the most important components of the pedagogical activity, it is necessary to recognize the poor criterial basis for the professional reflexivity of teachers working in educational organizations, namely the applied aspects of its development within teachers’ methodological activity.

AbstractLike other areas, the education sector is facing challenges posed by digitization. The project #ko.vernetzt supports the educational organization Kolping-Bildungswerk Paderborn in the process of digital transformation. In this article it is presented and reflected from a practice-oriented media educational perspective. The outlined qualification measures are intended to ensure sustainable development in the context of digitization for both employees and the organization itself. The processes that are presented here are viewed from the perspectives of the organization and from the viewpoint of its employees. Media education and the transfer of work-related digital competences are equally of great importance in this respect. Insights from this project can be viewed in the greater discourse and eventually applied to other contexts. The work with Kolping-Bildungswerk Paderborn and all partners involved clearly shows that a successful digitization strategy must include the participation of all stakeholders and should always be viewed from the human perspective first.

The article considers the issues of the processes of merging, consolidation, and unification of various educational organizations (preschool educational organizations and municipal general education schools) into educational complexes (on the example of Moscow and the Moscow region). The accumulated experience of the existence of educational complexes is summarized, the positive and negative aspects of the association of educational organizations in general education are described. Among some positive results, the availability and opening of additional high schools were noted; accessibility, openness and diversity of specialized classes; some "strong" schools managed to pull up more "weak" schools. Among the negative aspects of the association, the following are highlighted: the gap in continuity between various links: primary, secondary and senior; low psychological safety of participants in the educational process in educational complexes; the achievements of schoolchildren in different divisions of the educational complex and in different classes are uneven and can vary greatly; additional paid education for children is additionally costly for their parents; the possibility of undermining the psychosocial and age-related aspects of normal socialization and personal development of a student due to the heavy workload of academic subjects; disproportionate funding between the structural divisions of the complex; reduction of teacher rates; destruction of a unique director's corps (directors and his deputies within one school as an established team of professionals); loss of the individuality of the educational organization, established values and traditions; a preschool educational organization can become, as it were ,an "appendage" of the school; with a large number of children in the educational complex, the phenomenon of depersonalization can occur, students become a "gray mass" , etc. It is emphasized that not only economic and managerial efficiency is important, but also pedagogical. Education specialists need to take into account the existing shortcomings of already operating educational complexes in order, as a result, to achieve the goals and content of education, primarily for students.

O turismo rural consiste no conjunto de atividades turísticas desenvolvidas no meio rural, comprometido com a produção agropecuária, agregando valor aos produtos e serviços, resgatando e promovendo o patrimônio cultural e natural da comunidade. O estudo objetivou desenvolver e apresentar uma proposta de planejamento estratégico do turismo rural, a ser utilizado como vetor de desenvolvimento sustentável do Núcleo Jk, Mata de São João, Bahia. O estudo pautou-se na análise das propriedades rurais no âmbito da percepção da comunidade, da sua infraestrutura e atrações turísticas para a prática do turismo rural, sugerindo ações de planejamento para a implantação da atividade turística local. A Colônia Juscelino Kubitscheck (NJK) foi fundada em 1959 com a finalidade de desenvolver a técnica agrícola e ao mesmo tempo fornecer produtos agropecuários de qualidade, como hortaliças, frutas e verduras. A metodologia utilizada possuiu abordagem qualitativa, a partir de pesquisas bibliográficas, documentais e de campo com entrevistas semiestruturadas com agricultores e representantes locais ligados ao turismo e entidades/associações de moradores, visando elucidar a importância do turismo rural para a localidade. Com a análise dos dados foi possível estabelecer um modelo para o referido planejamento estratégico, constatando a vocação e interesse da população para a implantação dessa modalidade turística. Tem-se o intuito de desenvolver o turismo sustentável, valorizando a população local como fonte inesgotável de bens culturais e integrar as empresas locais nesse processo, promovendo uma rede de solidariedade. Espera-se contribuir com a valorização do patrimônio cultural e natural enquanto fator de cidadania e recurso efetivo para desenvolvimento sustentável do Núcleo JK, inserindo-o no roteiro turístico do município de Mata de São João. Strategic planning of rural tourism: paths for sustainable development at JK Center in Bahia (Brazil) ABSTRACT Rural tourism is the set of tourist activities in rural areas engaged in agricultural production by adding value to products and services, rescuing and promoting the cultural and natural heritage of the community. The study aimed to develop and present a strategic planning proposal for rural tourism to be used as sustainable development vector in the Jk Center, Mata de São João, Bahia. The study was based on the conducting an analysis of rural properties, the community perception of its attractions for the practice of tourism and suggesting planning actions for the implementation of local tourism. Cologne Juscelino Kubitschek (NJK) was founded in 1959, with the purpose of developing the agricultural practices and at the same time provide quality agricultural products such as fruits and vegetables vegetables. The methodology it has qualitative approach, with searches literature, documentary and field through a semi-structured interview with local representatives of farmers related to tourism in the Jk center. With the analysis of the data it was possible to establish a model for strategic planning noting the vocation and public interest in the implementation of this type of tourism. The development of developing sustainable tourism, provides valuing the local population as an endless source of cultural and integrate local businesses in this process by promoting a network of solidarity. We hope to have contributed to the valorization of the cultural and natural heritage as a factor of citizenship and effective resource for sustainable development of the Center JK, inserting it in the tourist route of the municipality of Mata de São João. The inclusion of children with special educational needs in the environment of normally developing peers leads to the need for changes in the educational process and the provision of psychological and pedagogical support for this category of children throughout the entire period of education. Particular attention should be paid to the psychological and pedagogical support of primary school children with special educational needs since it is in this age period when the process of adaptation to new conditions and new social status takes place. The article deals with the concept of “psychological and pedagogical support”, the principles of inclusive education, provides forms of organization of psychological support for junior students with special educational needs in the inclusive space of the educational organization, considers the specifics of the activities of the subjects of the educational process in the framework of the support.
