AbstractThis chapter addresses privacy challenges that stem particularly from working with big data. Several classification schemes of such challenges are discussed. The chapter continues by classifying the technological solutions as proposed by current state-of-the-art research projects. Three trends are distinguished: (1) putting the end user of data services back as the central focal point of Privacy-Preserving Technologies, (2) the digitisation and automation of privacy policies in and for big data services and (3) developing secure methods of multi-party computation and analytics, allowing both trusted and non-trusted partners to work together with big data while simultaneously preserving privacy. The chapter ends with three main recommendations: (1) the development of regulatory sandboxes; (2) continued support for research, innovation and deployment of Privacy-Preserving Technologies; and (3) support and contribution to the formation of technical standards for preserving privacy. The findings and recommendations of this chapter in particular demonstrate the role of Privacy-Preserving Technologies as an especially important case of data technologies towards data-driven AI. Privacy-Preserving Technologies constitute an essential element of the AI Innovation Ecosystem Enablers (Data for AI).

This article models the decision problem of maintaining railway wheelsets as a Markov decision process, with the aim to provide a way to support condition-based maintenance for railway wheelsets. A discussion on the role of the railway wheelsets is provided, as well as some background on the technical standards that guide maintenance decisions. A practical example is explored with the estimation of Markov transition matrices for different condition states that depend on the wheelset diameter, its mileage since last turning action (or renewal) and the damage occurrence. Bearing in mind all the possible maintenance actions, an optimal strategy is achieved, providing a map of best actions depending on the current state of the wheelset.

To date, there is no doubt about the need and possibilities of using large amounts of information. So called “Big Data" technology is used in a variety of areas, and urban planning is no exception. The article discusses how to use large amounts of information for a competent design of social and engineering urban networks in the interests of cities residents while preserving historical appearance of cities. The proposed hypothesis states that urban planning can transition to a new higher level with the introduction of "Big Data" technology based on the concept of "Smart City", which not only makes the life of residents comfortable, but also allows making timely adjustments to one or other urban process with the purpose of its improvement. Additionally, possible approaches of the concept implementation and their applicability under various conditions are discussed. The article analyzes the experience of Smart City concept implementation as a part of "Big Data" technologies in practice of a number of European cities. Important positive results of such implementation are noted. The role and place of each of the parties interested in sustainable development of the city, in the development of intellectual systems for managing this development is discussed. In particular, a lot of attention is paid to the role of the state as the initiator and coordinator of interaction between the parties, the main holder and user of data, services and infrastructure. It is concluded that the potential built into the "Big Data" technology will allow us to move to a new level of urban planning, based on real urban data collected by various technical means.

This paper will first briefly map out the shift from disciplinary to control societies (what I call designer capitalism, the idea of control comes from Gilles Deleuze) in relation to surveillance and mediation of life through screen cultures. The paper then shifts to the issues of digitalization in relation to big data that have the danger of continuing to close off life as zoë, that is life that is creative rather than captured via attention technologies through marketing techniques and surveillance. The last part of this paper then develops the way artists are able to resist the big data archive by turning the data in on itself to offer viewers and participants a glimpse of the current state of manipulating desire and maintaining copy right in order to keep the future closed rather than being potentially open.

The article is devoted to the insufficiently studied aspects of Russian prominent cleric Archpriest Eugene Popov, rector of Russian Embassy Church in London from 1842 to 1875. His Ministry on the English soil coincided with the deepening of the dialogue between the Russian Orthodox and Anglican Churches, which was the result of religious transformations in England in the 1830s and 1840s. Father Eugene in the period under consideration actually became a connecting link between the Russian Church authorities and the anglicans-initiators of the union of the two Churches. He had done a great job by popularizing Orthodoxy in England and by familiarizing the Russian Church community with the doctrine and structural features of Anglicanism. The study, first of all, is based the letters of Archpriest Yevgeny Popov to the chief prosecutors of the Holy Synod N. A. Protasov and A. P. Tolstoy, which were original reports on the current state of the Anglican Church, it’s religious trends, and the efforts made by certain Church circles in England to get closer to Orthodoxy. The fruits of his activities were important in the following decades, when the Anglican-Orthodox dialogue reached the Church-state level.
