Education today needs to be responsive to the diverse needs of our learners in order to make them globally competent. Innovative initiatives need to be brought into the present education system in order to meet the growing demands of our society. Our education system does not function in isolation with our society and so, along with academic aspects, the social aspects of learning too, have to be focussed on. This is possible with quality teaching strategies being introduced in our teaching learning process and one such strategy promoting the same is Cooperative Learning. Cooperative learning involves students working together in small groups to accomplish shared goals. It is widely recognized as a teaching strategy that promotes socialization and learning among students from kindergarten through college and across different subjects and science is no exception. Science enables pupils to be involved in group work where they have the opportunity to share ideas and cooperate with each other in collaborative practical activity. What is needed today is a new wave of educated students ready for modern scientific research, teaching and technological development. With students of diverse abilities and differing rates of learning in our classrooms, it is, therefore, essential for the teacher to have the knowledge of how students learn science and how best to teach. The present study was taken up in this context to find out the effectiveness of cooperative learning strategy in science teaching.

Methodology. Through the analysis and parallel comparison of the main domestic and foreign regulatory legal acts in the field of security, the key transformations of the perception and vision of education as a factor of national security in foreign countries and Russia were identified, and the causal relationships between the development of the education system and national security were formulated. The negative downward trend has also been observed in the number of postgraduate students in the analyzed period. It is reported that the highest concentration of personnel engaged in higher education is observed in the city of Kyiv, Kharkiv, Lviv, Dnipropetrovsk and Odessa regions. The Analysis of employee movement in the education sector showed that in 2018, the intensity of education staff inflow exceeded the intensity of its outflow, which is a positive trend that contributes to reducing the load per vacancy. To retain and enhance the staffing capacity, it is recommended to reduce the academic workload for University teaching staff as an incentive to facilitate their further realization as researches; create sectoral clusters with the involvement of education entities that will contribute to increasing funding for research and technological development; to motivate more active participation of higher education institutions in a range of international research programs, grant and scholarship schemes and competitions which will help to boost academic staff mobility and exchange of best practice among international partners.

Due to the diversification of the problems faced by teachers, especially in the relationship with students and in the relationship with the education system, maintaining the professional motivation of teachers has become increasingly difficult. The quality of education is the result of the interdependent relationship between motivation and the success of the teaching-learning-assessment process. The issue of performance is at the center of debate today as a result of new changes in education caused by the COVID-19 pandemic. Educational performance is dependent on a multitude of factors, among which we mention: the teacher (professional training, motivation), leadership and school management that can contribute to increasing performance by supporting motivation and recognizing the teacher's effort. In this context, the education system must demonstrate its ability to provide quality pedagogical facts and processes capable of meeting the requirements of productivity, innovation and technological development imposed by current changes. That said, a new approach is needed in terms of managing school institutions and organizations, namely a new type of manager, a true leader who will focus on achieving the highest organizational performance that will automatically reflect on the quality of education. Motivation can be the essence of high performance because decreased motivation leads to less and less involvement and reduced performance in the workplace.
