AbstractRecent research has shown that programs provided by youth development organisations are of considerable benefit to those young people who engage with the aims and activities of such programs. These programs (e.g. Scouts, Guides, Boys’ and Girls’ Brigades, Surf Lifesaving) are generally provided and run by adult volunteers. This article seeks to explore the main issues for volunteers with regard to implementing these programs, including the reasons why people volunteer in the first place, what community support and resourcing are available and the difficulties of running a program with too few volunteers. The main limiting factor in the success of these programs is the available volunteers, their individual skill levels, the time they have to give and whether they feel the return for their efforts is worthwhile. Community and parental recognition is also a significant factor in their satisfaction and longevity. Volunteers generally gain satisfaction and motivation through a mix of self-worth gained through community service and being able to pass on the program and ethos of their particular organisation. How long a volunteer serves as a leader is closely connected with their satisfaction level. The author's many years of experience at local and state level provides insight into the recruitment and retention of volunteer leaders and their important role in continuing to provide youth programs at the local level.

In this chapter, the author discusses the impact of current trends within policymaking at national and European level. The author then posits that policymaking around youth violence should occur at a macro (national) and micro (local) level, employing regular ‘round tables’ to discuss the contribution of youth work. Youth workers and young people should be actively involved in these as part of a culture of research and reflection. Contracting and commissioning regimes should be minimised in order to facilitate strongly collaborative (rather than competitive) partnership-working cultures and other professional training courses should include sensitisation to youth work methodologies. Policy needs to be underpinned by a recognition that youth work offers a socio-educational approach to violence prevention that can respond at all the levels outlined in our model, including the structural. Finally, the chapter explores the politics of public space, arguing that policy should formally recognise the positive value of young people’s social mixing, especially in public space, and re-evaluate policies that discourage this mixing.

Pulsed electromagnetic fields (PEMFs) are used as non-invasive tools to enhance microcirculation and tissue oxygenation, with a modulatory influence on the microvasculature. This study aimed to measure the acute effect of PEMF on muscle oxygenation and its influence on pulmonary oxygen kinetics during exercise. Eighteen male cyclists performed, on different days, a constant-load exercise in both active (ON) and inactive (OFF) PEMF stimulations while deoxyhemoglobin and pulmonary oxygen kinetics, total oxygenation index, and blood lactate were collected. PEMF enhanced muscle oxygenation, with higher values of deoxyhemoglobin both at the primary component and at the steady-state level. Moreover, PEMF accelerated deoxyhemoglobin on-transition kinetic, with a shorter time delay, time constant, and mean response time than the OFF condition. Lactate concentration was higher during stimulation. No differences were found for total oxygenation index and pulmonary oxygen kinetics. Local application of a precise PEMF stimulation can increase the rate of the muscle O2 extraction and utilization. These changes were not accompanied by faster oxygen kinetics, reduced oxygen slow component, or reduced blood lactate level. It seems that oxygen consumption is more influenced by exercise involving large muscle mass like cycling, whereas PEMF might only act at the local level.

The article analyzes the process of buildingitalianitàin the case of migration of population from Pola/Pula that started as early as May 1945 and culminated in an organized process that officially began on 23 January 1947 and lasted until 20 March that same year. The article sheds light on the premises of that identity by analyzing complex activities of the Italian authorities who wanted to “defend Italianism” in Pola/Pula, as well as in other border areas of former Venezia Giulia. At the state level, they were mainly carried out by the Office for the Julian March/Ufficio per la Venezia Giuliaand following reorganization beginning at the end of 1946 by the Office for Border Areas/Ufficio per le Zone di Confine, and at the local level by a network of pro-Italian organizations and groups. Analysis contributes to the understanding of the top-down and bottom-upitalianitàbuilding process. On the local level, common identity was built upon the myth of thepatria, reiteration of traumatic/“wounded” memories and victim presentation of the “Italian” population, fear to be separated from thepatria, and unjust peace treaty propaganda. Simultaneously, the “Italian” population understood the Italian state as their defender.

The coastal territory is a complex socio-ecological system (SES), which needs to be governed using an integrated approach. Integrated coastal management (ICM) is considered as the main approach in coastal governance, offering a holistic view of the coastal zone by integrating different governance sectors and governance levels, but ICM is not a fixed approach and should be adopted to meet each particular unique national and local situation. Full scale ICM in Latvia is not applied, but the following problems are recognized as most significant in the coastal territory: the lack of qualitative infrastructure and the lack of good governance; the local level coastal SES is studied, monitored and evaluated insufficiently as well as good practice examples are not communicated enough. In the current study, the exploration of the legisla-tive regulations and planning documents was conducted, therefore, the main research methods are docu-ment studies and expert interviews. Both the vertical and horizontal integration were assessed for the coastal governance, as well as overview of ICM developments in the modern history of Latvia. In order to understand the situation of the coastal governance in Latvia, the scheme of coastal dune protection zone was prepared, based on Latvian coastal legislation, however it is often difficult to depict different protec-tion zones in practice in such a dynamic and changing territory as a coastal zone.

Partnerships bring actors together to make horizontal connections between organisations. This has proven to be an effective model at the local level in Ireland. This paper explores possibilities for local partnerships to come together through a network to make vertical connections to national policy processes. It is written as a practice and innovation paper by the national coordinator of the Community Partnership Network in Ireland. A review of current practice and expectations of the Community Partnership Network indicates there has been greater success in providing support to members compared with impacts from strong vertical connections. This experience is common for a range of local actors in the community development sector in Ireland who find that there are insufficient meaningful connections between local and national institutions. This limits the opportunity for transfer of knowledge from the local level to inform national policy. Going forward, the notion of network advantage is explored as a means to make the necessary vertical connections. It is proposed that the outcomes from a network should cover the dimensions of: joint value creation, mutual capacity development and collective engagement with decision makers. There is real opportunity to apply this in Ireland as the three networks representing local development are about to merge into a single representative body for what are now local integrated development partnerships. Thinking about network advantage also provides possible application for creating stronger vertical linkages between local partnerships in Victoria, Australia and bodies at the state level, including the Victorian State Government.

The authorities of the Prague 6 district took down the monument to Marshal Konev, who liberated the Czech capital in May 1945. Russia could not prevent this, because the monument was not subject to an intergovernmental agreement. The laws of the Czech Republic allow municipal authorities to decide the fate of monuments standing on their territory. The actions of Czech politicians on a regional level appeared to demonstrate profound ingratitude in the eyes of many people - some condemned the politicians in the sharpest possible terms, but others supported and praised the decision. Representatives of the majority of political parties represented in the Czech Parliament, as well as the country's President Miloš Zeman, spoke on the topic. The “bronze Marshal” became a victim of Czech internal political disputes over relations with Russia. There is no state-level “war” against monuments to Red Army soldiers in the Czech Republic. However, decisions to remove them have been taken several times at local level.

Purpose This paper aims to understand the recovery process after the 2018 floods in Kerala, India, and it determines whether the recovery efforts were aligned with Build Back Better (BBB) concepts. Design/methodology/approach A qualitative approach was adopted to collect the data from the officials of Government and NGOs involved in Kerala recovery. The participants were interviewed on the challenges faced during the recovery process and the actions taken by them to overcome it. Findings The study identified that the Kerala Government was proactive at making the community resilient from future disasters by – encouraging owner-driven reconstruction among flood-affected households; supporting locals to rejuvenate their business; and by creating a local-level recovery authority. Further, this paper identifies the areas that Kerala was lacking in terms of BBB and where resilience-based plans and actions are needed for the future. Research limitations/implications The participants were employees of Government and NGOs at a state level as they were the primary decision-makers to implement any recovery actions. Researchers believe that the authorities at district and village level could have had a different perspective towards implementing the recovery actions. Practical implications The best practices presented in this paper for effective BBB will assist the government to build/improve resilience in the community. Originality/value The implementation of BBB concepts in the areas of disaster risk reduction, community recovery and effective implementation was never studied extensively. The research provides valuable information on what extent Kerala’s post-disaster recovery and reconstruction activities were in-line with BBB practices.

Abstract Objective: To understand the different Na menu labelling approaches that have been considered by state and local policymakers in the USA and to summarise the evidence on the relationship between Na menu labelling and Na content of menu items offered by restaurants or purchased by consumers. Design: Proposed and enacted Na menu labelling laws at the state and local levels were reviewed using legal databases and an online search, and a narrative review of peer-reviewed literature was conducted on the relationship between Na menu labelling and Na content of menu items offered by restaurants or purchased by consumers. Setting: Local and state jurisdictions in the USA Participants: Not applicable. Results: Between 2000 and 2020, thirty-eight laws – eleven at the local level and twenty-seven at the state level – were proposed to require Na labelling of restaurant menu items. By 2020, eight laws were enacted requiring chain restaurants to label the Na content of menu items. Five studies were identified that evaluated the impact of Na menu labelling on Na content of menu items offered by restaurants or purchased by consumers in the USA. The studies had mixed results: two studies showed a statistically significant association between Na menu labelling and reduced Na content of menu items; three showed no effects. Conclusion: Data suggest that Na menu labelling may reduce Na in restaurant menu items, but further rigorous research evaluating Na menu labelling effects on Na content of menu items, as well as on the Na content in menu items purchased by consumers, is needed.

The adoption of new redistricting plans for the 2014 elections to local legislatures in Poland resulted in significant violations of the “one person, one vote” principle. This article shows the results of the first comparative study measuring within-country variation of voter inequality, using data from the 2014 Polish local elections to 1,200 commune or municipal councils, that is, local legislatures. Voter inequality is usually examined at the country or state level, while studies that take into account within-country variation of malapportionment, using local election data, are neglected by scholars. To put our research in a broader context, we compared levels of malapportionment in Poland with internationally recognized standards (contained, e.g., in the Code of Good Practice in Electoral Matters issued by the Venice Commission) as to the acceptable levels of deviations from the “ideal” population, and also with empirical findings on the levels of voter inequality in other countries. We argue that the significant vote–value disparities in elections to commune councils in Poland result primarily from the disadvantages of the Polish 2011 Election Code. When it comes to local legislature elections in the vast majority of communes that are not the so-called county-status towns, the legally permitted deviation from the ideal district population ranges from +50 percent to −50 percent. Even considering the standards of redistricting for local elections, the interpretation of the “one person, one vote” principle is rather peculiar in Polish commune elections.
