Introduction:Indonesia’s road traffic fatality rate stands at 15.3 per 100,000 people, compared to 17 in the Southeast Asia region. Traffic fatalities are predicted to increase by 50%, becoming the third leading contributor to the global burden of disease by 2020. Indonesian police reported that 575 people died and 2,742 road accidents occurred during Eid-al-Fitr 2015. The problem is increasing rapidly in Indonesia, particularly during Ramadan. Policy makers need to recognize this growing problem as a public health crisis to prevent mass casualty incidents.Aim:To assess the health system preparedness with regard to road traffic accidents during 2017 Eid-al-Fitr homecoming in West Java, Central Java, East Java, and Lampung.Methods:The project started with an interview and observation followed by stakeholder analysis to assess the level of preparedness. This qualitative and quantitative research was conducted one month prior to Eid-al-Fitr homecoming 2017. The instruments were evaluated for policy, organization, communication, procedure, contingency plan, logistics, facility and human resources, financing, monitoring, evaluation, coordination, and socialization.Results:The levels of preparedness were moderate (B) for West Java, East Java, and Lampung, but high (A) for Central Java. Levels of preparedness based on district health office indicators were high for coordination, but low for a contingency plan. Levels of preparedness based on hospitals and primary health care were high for logistics and human resources, but low for a contingency plan and financing.Discussion:The findings indicated a moderate level (B) of health sector preparedness. Benchmark information from this research will provide information for further training in contingency planning, particularly for the district health office.

Leptospirosis control in Pati Regency cannot rely on the general health sector alone, however, it is needed collaboration between the cross-program in leptospirosis control and the relevant sectors. This study aimed to describe the level of leptospirosis knowledge of the health and the cross-sectors officers in Pati Regency, Central Java Province through the assessment activity. A cross-sectional method was used in the present study. A total of 32 people consisting of the  the health and the cross-sectors officers was used as research subjects. They attended the dissemination of leptospirosis held in April 2018 . The instrument used was a questionnaire and the data collection was performed using the questionnaire technique. The data were analyzed descriptively using fisher exact analysis.  The results showed that most respondents had a good level of leptospirosis knowledge. There was no significant positive correlation between resondents' knowledge with age, education level, gender, and type of institution. Respondents understood that environmental factors and the presence of rats played a major role in leptospirosis transmission in Pati District. However, most respondents were lack of knowledge on the role of non-rats as leptospirosis reservoirs. The knowledge of leptospirosis prevention was focused on on self-protecting against bacterial contact from the environment  rather than efforts of rodents control and the use of gloves when treating animals. The District Health Office is recommended to provide the health education on leptospirosis issues for both the cross programs and across sectors officer, particularly how to control rats and the role of non-rats as   leptospirosis reservoirs.

The purpose of this study is to distinguish the organizational structure performance of the Natuna District Health Office as a regional government organization that carries out the health sector authority in border areas or outermost islands in Indonesia. The research used descriptive method in a qualitative approach and involved 12 informants which were analyzed in depth so as to explain the exact performance of the organizational structure. The results of the study explain that as an area that faces pressure from problems that are different from other regions in Indonesia, Natuna regency always allocates the good financial resources. However, the organizational structure performance which describes the organization and also the management still requires serious attention and continuous improvement efforts.

Increasing the scope of public health services is carried out by utilizing the potential and available resources, including those in the community. In accordance with one of the Puskesmas functions, namely the community empowerment center, the puskesmas is tasked with empowering the community in the health sector, namely through the Community-Based Health Efforts (UKBM) with one of the real forms being the Pesantrean Health Post (Poskestren). This study aims to obtain an overview of the implementation of the poskestren in boarding schools in the area of Semarang District Health Office. This research is a descriptive observational study with a secondary data study obtained from health promotion and community empowerment data reports collected from 2017 to 2019 by the Semarang District Health Office. The population in this study were all boarding schools reported in the working area of Semarang Regency in 2017-2019. The sample in this study is a boarding school that already has a poskestren in the working area of Semarang Regency in 2017-2019. The research data was then analyzed descriptively. The results obtained are an increase in the number and activities of implementing the poskestren from 2017-2019.

Pembiayaan kesehatan bidang kesehatan di Kabupaten Bogor yang diperoleh dari berbagai sumber dianggap besar, tetapi derajat kesehatan dari tahun ke tahun tidak beranjak banyak. Padahal pada era desentralisasi peningkatan tersebut seharusnya menyentuh pelayanan langsung kepada masyarakat. Tujuan penelitian ini adalah mengetahui sumber dana pemerintah, besar dana yang telah dianggarkan, realisasi alokasi anggaran kesehatan yang diberikan pe- merintah. Penelitian dibatasi pada biaya kesehatan yang dikelola oleh Dinkes, Badan Rumah Sakit Daerah Cibinong dan Ciawi dengan menggunakan sumber data sekunder berbagai dokumen anggaran tahun 2003-2005. Ditemukan bahwa bidang kesehatan merupakan APBD Kabupaten, tetapi proporsi anggaran kesehatan tertinggi tahun 2005 (9,8%) lebih rendah dari kesepakatan bupati/walikota (15%). Sumber pendanaan kesehatan berasal dari Anggaran Pendapatan dan Belanja Daerah (APBD) Kabupaten dan Propinsi, Anggaran Pendapatan dan Belanja Negara (APBN) Pinjaman Luar Negeri (PLN), Bantuan Luar Negeri (BLN) serta bantuan natura obat dengan proporsi terbesar APBD Kabupaten. Penggunaan dana bidang kesehatan lebih besar pada belanja publik, proporsi berdasar line item lebih banyak untuk biaya operasional, Berdasar unit pengelola dinas kesehatan cenderung pada bidang yankes, Biaya Unit unit kerja terbesar adalah rumah sakit umum daerah. Berdasar fungsi yankes lebih besar pada fungsi kuratif. Realisasi anggaran yang telah direncanakan belum terlaksana sesuai dengan jadwal yang telah ditetapkan.Kata kunci: Pembiayaan kesehatanAbstractFunding for health development in Bogor District from different sources is considered as relatively big, however, improvement in health status has been limited for years. In the decentralization era, improvement in health status should reach direct public services. This study objective is to understand funding sourced from government, budgeting and allocation, as well as the realization of budget and allocation plan of health funding from government. The study is limited to health funding managed by District Health Office, Cibinong and Ciawi Hospitals using 2003-2005 budget documents as secondary data.The study found that health sector is included in the District Budget Plan (APBD) with highest proportion of health budget was in 2005 (9.8%) which was still lower than Head of District’s stated commitment (15%). Health funding came from Province and District Budget Plans (APBD), National Budget Plan (APBN), grants and loans, and medicinal supplies with District Budget Plan as the highest contributor. Health funding is mainly allocated for public spending, while line item proportion is mainly found in operational cost. Based on implementing unit, health service units received most funds with local hospitals as highest receivers, and therefore, more emphasis on curative function. The realization schedule have not been promptly implemented as planned. from management system related to health sector.Key word: Health funding

AbstractThis study aims to map the performance of Madrasah Aliyah, either has already or not yet accredited from the aspects of its education component and also to identify what are the the needs of madrasah in order to fulfill the accreditation criteria. The research on the requirements of Madrasah Accreditation use a survey method in 9 provinces (North Sumatra, Lampung, Riau, Banten, West Java, Central Java, East Java, South Sulawesi, NTB). The research showed that the fulfillment of the eight National Education Standards (NES) influence the quality of madrasah education and contribute to the success of accreditation. Directorate of Madrasah, Ministry of Religious Affairs provide guidance to madrasahs in accordance with its level of accreditation through a sustainable program  for  strengthening  Madrasah  in  the  field of managerial, human resources, facilities and infrastructure. AbstrakPenelitian ini bertujuan untuk memetakan performan Madrasah Aliyah yang sudah dan belum terakreditasi dari aspek standar Nasional Pendidikan (SNP) dan mengetahui apa yang menjadi kebutuhan madrasah dalam memenuhi kriteria akreditasi. Penelitian Studi Kebutuhan Akreditasi Madrasah menggunakan metode survey Madrasah Aliyah di 9 propinsi (Sumatera Utara, Lampung, Riau, Banten, Jawa Barat, Jawa Tengah, Jawa  Timur,  Sulawesi  Selatan,  NTB).  Hasil  penelitian menunjukkan pemenuhan delapan Standar Nasional Pendidikan (SNP) mempengaruhi peningkatan mutu penyelenggaraan pendidikan madrasah dan berkontribusi pada keberhasilan akreditasi. Direktorat Madrasah Kementerian Agama sebaiknya memberikan pembinaan kepada madrasah sesuai dengan jenjang akreditasi madrasah melalui program penguatan madrasah berkelanjutan di bidang manajerial, SDM, dan sarana prasarana.

The purpose of this study was to describe the implementation of pulmonary TB disease management with the DOTS strategy at the Jagong Health Center, Central Aceh Regency.The implementation of Pulmonary TB Management with the DOTS (Directly Observed Treatment Shortcourse) strategy in the working area of the Jagong Health Center, Central Aceh Regency has been maximized. by facilitating and providing motivation so that patients want treatment in a complete and integrated manner, case detection can be carried out by health workers or cadres who have been given training to recognize the symptoms of pulmonary TB. The distribution of drugs is distributed to each puskesmas in Central Aceh Regency, from the Puskesmas the drugs are arranged directly by P2TB officers then given directly to the PMO or the patient himself. PMO performance has never been given special training about treatment, PMO only received direction from P2TB Pulmonary officers. Recording and reporting carried out at the Jagong Health Center includes case finding, treatment, and recovery. Suspected pulmonary TB will be recorded and then monitored until the results of the examination have been obtained. Recording and reporting will be reported every month in a meeting at the Central Aceh District Health Office. For the Central Aceh Regency government to further enhance the development and improvement of infrastructure in the health sector so that health services are more easily accessible to people in remote areas.

The research entitled "Analysis of the Implementation of Smart Governance through Twitter in Local Governments in Indonesia" is a study that focuses on the analysis of branding, criticality, participation, and transparency. This study aims to find out about the use of Twitter in Government. This research is qualitative research using artificial-intelligent software NVivo 12 Plus. The results showed that the function of branding in the health sector in Central Java dominated, followed by DKI Jakarta, Bandung City, and Surabaya City. The superior crisis function is the health crisis with the highest position, namely Central Java, Bandung City, DKI Jakarta, and Surabaya City. The participation function superior in terms of public engagement is DKI Jakarta; the participation function in the superior collaboration field is the City of Surabaya, Bandung City, and Central Java. The function of transparency in terms of superior service is DKI Jakarta, Surabaya City, Central Java, and Bandung City.

AbstractPromotion of “skilled birth attendants” (SBAs) in global maternal health policy has prompted a range of policy responses to “traditional birth attendants” (TBAs). In Indonesia the response has been to develop a national policy of partnership between SBAs (bidan) and TBAs (dukun bayi). This policy aims to ensure the presence of an SBA at every birth yet offers a role for TBAs. In this chapter I examine the development of a district regulation on partnership, promoted within the context of decentralization policies enacted in Indonesia from 1999. The district regulation aimed to strengthen the national policy in a location in West Java where TBAs remain popular. Drawing on 10 months of fieldwork from 2012 to 2013 at a district health office and on observations of its outreach programs, I elucidate how the regulation on partnership was promoted through the policy entrepreneurship of certain key figures in the district health office. They argued that the partnership regulation was the fastest means to improve maternal health. But casting a spotlight on the relationship between SBAs and TBAs diverted attention away from other health system challenges including under-resourced medical facilities and a weak referral system. Three contexts played into this process of bringing the partnership issue to the fore: global policies promoting SBAs and sidelining TBAs; pressure to achieve the Millennium Development Goal (MDG) on maternal mortality; and the limited financial power and decision space afforded to districts under decentralization in Indonesia. In this context, the regulation offered a viable path for demonstrating commitment to improving maternal health outcomes, yet one that failed to address broader constraints in the health system that contribute to persistent high maternal mortality rates.

Government regulations related to regional apparatus number 18 of 2016 changed the status of regional public hospitals from regional technical institutions to limited regional service units under the Karawang District Health Office. Decentralization of the health sector entered a new era, Government Regulation number 18 of 2016 made the Health Service the only government agency that deals with the health sector from starting to Promotive, preventive, curative and rehabilitative efforts. The purpose of this study was to determine the communication activities of the Karawang District Health Office in the application of Government Regulation number 18 of 2016. This study used a qualitative research method with a case study approach. Karawang Regency, and Chairperson of the Karawang Regency Hospital Supervisory Board. The results of this study are internal communication from the top down or the bottom up is easier to do both directly, and indirectly, direct communication is done by superiors by telephone and then followed up using official letters.

This province is one of the most densely populated areas of Indonesia. Yogyakarta is popular tourist destination in indonesia after Bali. These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. This will lead to establish an accountable enterprise both for the micro enterprise and customers which at the end will strengthen the development of the micro enterprise in Yogyakarta.Keyword: micro entreprise, human resources, government roles, capital, partnership and autonomous.
