Increasing demand for settlements steamed by population growth declines the quality of the environment specifically at urban area. The existing spatial planning could not able to prevent the change of land use for settlement and other infrastructures. The Act no. 26 of 2007 on spatial planning stipulates that green open space must reach 30% of the total area, consisting of 20% public open space and 10% private open space. The existing condition of urban area at Kendal Regency reach 245,6 million m2 with 88.145,5 m2 green open space or 0,036% out of total area. An effort to increase green open space in urban areas taken by the Government of Kendal Regency is by promulgating a local regulation stipulating that each housing developer request a building permit is obliged to provide a green open space at least 10 percent of the total housing area. This paper reviews the effectiveness of building permit regulation, the problems encountered and the concept proposed to make the local regulation work. The area of sample taken is three urban districts out of five urban districts, the resource persons chosen are those from relevant offices (Dinas) involved at the implementation of the local regulation. The data collection techniques employed are the Analytical Hierarchy Process (AHP), Geographic Information System (GIS) technology, social observation and informal interview. The data gathered will be analyzed quantitatively and qualitatively.

The writing of this article starts from the problems that exist in the development situation in each region, especially in spatial planning, almost certainly has the same problem, such as the absence of consistent and strict licensing in development. Such as floods that occurred in urban areas of Jakarta, Bogor, Depok, Tangerang, Bekasi due to the development of the city. It is increasing the number of population, activities, and land requirements both for settlements and economic activities so that there is a change of function that should be used as a conservation area and green open space has turned into a residential area. This research uses the normative legal research method or discusses this problem more to the study of literature or secondary data. The normative legal analysis includes research on constitutional principles, research on legal systematics, research on the degree of vertical and horizontal synchronization, comparison of law, and history of law. Law enforcement on sustainable spatial planning is a very complex phenomenon with various approaches, both legal, social, political, economic and cultural issues so that for the benefit of the community, the interests of the government as well as the harmony of spatial planning, environmental sustainability needs supporting capacity of the environment and resources nature is included in the case of sustainable development.

Agropolitan has been considered a solution for minimizing urbanization and creating equitable development between rural and urban areas. It has been one of the programs mentioned in the spatial planning agendas of the Government of Central Java. In Central Java, agropolitan has been started in 2002 and has left many problems related to the implementation. The objective of this study is to evaluate the implementation of agropolitan in Central Java. The research was conducted from April to October 2019. This study uses purposive sampling in determining the sample of the performance of the agribusiness sub-terminal at that location. The research started by completing pre-surveys to gain a brief description of the study areas and agropolitan program. The research collected in-depth information about the agropolitan program through focus group discussions and in-depth interviews with farmer respondents, traders, and officers involved in agropolitan activities. Data were analyzed using scoring factors and descriptive qualitative. The results showed that in terms of projects, the implementation of agropolitan activities was in a GOOD category, but it was in the MEDIUM category in terms of sustainability. Furthermore, lack of community involvement, support from local government, the unavailability of an exit strategy, and the inflexibility of STAs to sell different commodities were some problems encountered in the implementation and sustainability of the program. As agropolitan is still one of the priorities of the Central Java Government, it is recommended to involve all stakeholders in the whole stages of the program from planning to evaluation, optimize or reactivate the Agropolitan working group, develop an institution that could sustainably implement the programs and the facilities, as well as increase human resource capacity.

This scientific research was conducted to find out the description of the implementation of the Regional Regulation on Regional Spatial Planning in realizing environmentally sustainable development in Bengkulu Tengah Regency. The focus of this research is on the implementation of the policy of providing Green Open Space in the development of urban areas, namely the City Parks that have been built. The method used in this study uses descriptive qualitative methods with a case study approach. Data analysis is based on techniques commonly used in communication messages, namely data collection, data classification, data interpretation and meaning of research results. The results of the study were viewed from four aspects, namely the determination of zoning, licensing issues, choice of incentives and disincentives, and community participation. From this aspect, it is known that in the construction of City Parks as a form of implementation of the policy of providing Green Open Space in the development of urban areas in Bengkulu Regency, the principle of environmentally sustainable development has not been maximally realized. First, the determination of City Park zoning is carried out unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where the construction of the City Park permit location is unknown to the public. Third, the choice of incentives and disincentives provided by the government is still too small and does not prioritize the interests of the community. Finally, the participation of the community in the construction of the City Park is still very lacking because the government is not transparent regarding the development planning that will be carried out.

Agribusiness may potentially develop on Palu Riversides. This research aims to formulate a sustainable agricultural spatial innovation for the Development of Agribusiness Places on Palu Riversides. The methods used for this study were field observation, satellite image map observation, and literature review. The results showed that the implementation of sustainable agriculture through the development of agribusiness places in urban areas could take advantage of the open spaces designated as green open space zone on the Palu Riversides, namely the River Green Area which is outside the riparian zone, the river overflow runoff area. To achieve this objective, it requires ability to innovate in spatial planning so that an urban agricultural area that is neatly arranged into an agribusiness places can also be developed into one of the city landmark.

The declining quality and quantity of green open space in urban areas has caused a decrease in the quality of the environment. Therefore, it is necessary to conduct a research on the Green Open Spatial Planning, especially in Denpasar City the legal provisions of which has been regulated in Regional Regulation No. 27 of 2011. This research analyzes the planning for the use of Green Open Spatial and the mechanism for changing the Green Open Spatial to change its function to become Spatial Settlement. The method used in this research was a normative research method, in which legal data collection was carried out by recording library studies, document studies, information and explanations obtained both from the Laws, Government Regulations and other Regulations that can be further examined which related to this problem. Data analysis in this research was carried out systematically by classification of legal materials to facilitate the analysis work, then Legal materials obtained are then subjected to discussion and grouping into certain sections. The results found that the Green Open Space is an area dominated by plants that are built for protection functions. The pattern of spatial use as a basis for the Denpasar City Government sets Green Open Spaces namely Settlements and Public Facilities. Changes in the pattern of utilization of green open spaces have changed the function resulting in the realization of optimal urban spatial planning. This happened because of the weak awareness of the people of Denpasar City.

The purpose of this study was to describe the process of Implementation Local Regulation number 6 of 2009 on the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency, describe the role of actors and its inhibiting and supporting factors. This research used qualitative descriptive methods. The result study showed that Policy Implementation of Local Regulation number 6 of 2009 the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency wasn’t run yet. Thus, it resulted a chance for certain stakeholders to more concerned of profitable personal and group interests than society interests. Some of the actors that are involved in this policy implementation among other investors, communities, and governments have each role and synergize with each other. However, in reality this policy implementation was not independent of the supporting factors such ideal and good human resources and legal sanctions for violators of the rules. In addition inhibiting factors included the lack of communication that exists between the government and the landowners as well as supervision only as formality.

AbstractEnvironmental problems in urban areas are a problem that never stops. That every community needs a healthy life, but this seems difficult to become a reality for urban communities because the population continues to increase every year so that land conversion occurs which results in increased air and water pollution. Therefore, the central government hopes that each region or region can provide RTH 30% of the city area. The purpose of this study is to analyze the enforcement of the City Forest Regulations in Surabaya and to find out the efforts of local governments in fulfilling urban forest land in urban areas. This study uses a normative juridical method. As part of RTH, the development of urban forests in Surabaya is very much needed by the community, therefore cooperation between the government and the community is needed in the management and development of urban forests. Fulfillment of urban forest areas in Surabaya can be done by maximizing the form of urban forest that has been regulated based on the City Forest Regulation, either in the form of channels, groups or scattered.Keywords: city forest; green open space; urbanAbstrakMasalah lingkungan hidup diwilayah perkotaan merupakan masalah yang tak kunjung berakhir. Tujuan dilakukannya penelitian ini adalah untuk menganalisa pemberlakuan Perda Hutan Kota di Surabaya serta mengetahui upaya pemerintah daerah dalam memenuhi lahan hutan kota pada wilayah perkotaan. Penelitian ini menggunakan metode yuridis normatif. Sebagai bagian dari RTH, pengembangan hutan kota di Surabaya sangat dibutuhkan oleh masyarakat oleh karenanya diperlukan kerjasama antara pemerintah dengan masyarakat dalam pengelolaan dan pengembangan hutan kota. Pemenuhan luasan hutan kota di Surabaya dapat dilakukan dengan mamaksimalkan bentuk dari hutan kota yang telah diatur berdasarkan pada Perda Hutan Kota, yakni dapat dengan bentuk jelaur, mengelompok maupun menyebar.

Abstract: Limitations of natural resources, especially land, is increasingly perceived both by the government as the land managerand the community as the users. Not only due to the increasing number of residents, but the speed of the development require landand make competition between land users are increasing. This research was done in Temanggung District, Central Java. The objectof this research is land use in the study area. Instruments used in controlling land use are Land Use Map (PT), Spatial Plan Map(RTRW), and Sustainable Agricultural Map (LP2B). Then, PT map was being correlated with RTRW map and LP2B map. The resultsshow that the conformity rate between PT and RTRW is 78.13%, and the discrepancy rate is 21.87%. The conformity rate betweenLP2B and PT is 77.55%, with the discrepancy rate of 24.45%, while between RTRW and LP2B, the conformity rate is 89.45%, withthe discrepancy rate of 10.55%.Keywords: land use, spatial planning, sustainable agriculture landIntisari: Keterbatasan keberadaan sumberdaya alam khususnya tanah, semakin hari semakin dirasakan baik oleh pemerintahsebagai pengelola tanah maupun masyarakat sebagai pengguna tanah. Peta PT ini selanjutnya dikorelasikan dengan Peta Rencana Tata RuangWilayah (RTRW) dan Peta Lahan Pertanian Pangan Berkelanjutan (LP2B). Hasil penelitian menunjukan bahwa Instrumen yangdigunakan dalam pengendalian penggunaan tanah terdiri dari Peta Penggunaan Tanah (PT), Peta (RTRW), dan (LP2B). Kesesuaianantar instrumen pengendalian penggunaan tanah tersebut dapat dijelaskan bahwa 78,13 % sesuai. antara RTRW dengan PT, dan21,87 % tidak sesuai. Antara LP2B dengan PT 75,55 % sesuai dan 24,45 % tidak sesuai. Antara RTRW dengan LP2B 89,45 %sesuai dan 10,55 % tidak sesuai.Keywords: Land Use, Spatial Planning, Sustainable Agricultural Land

Bandung Regency is experiencing increased of air temperature, particularly in the urban area. High air temperature in urban areas is caused by increasing built-up areas and declining green open space. Green open space should be built to lower air temperature and to create a comfortable micro climate. Green open space should be developed at locations with high air temperature to reach its efficacy. This research used spatial analysis to generate air temperature distribution map. The map was used as the basis in developing green open space. The map showed that green open spaces should be developed at several sub-districts, namely Margahayu, Margaasih, Dayeuhkolot, Baleendah, Bojongsoang, Rancaekek, Cileunyi, Pameungpeuk, and Majalaya sub-districts.

The increasingly development in Pekanbaru city caused the environmental change. This condition also affected to the increased of surface temperature on the urban area of Pekanbaru City. The increasing of surface temperature will lead the increasing of air temperature which could impact to the uncomfortable activity in Pekanbaru City. The high air temperature in urban areas is caused by increasing built-up areas and declining green open space. Green open space should be built to lower air temperature and to create a comfortable micro climate. Green open space should be developed at locations with high air temperature to reach its efficiency. The research was aimed to identify the phenomena of Heat Island in Kota Pekanbaru. The processing satellite image data of band 6 of Landat 7 ETM+ was conducted to produce the distribution of surface temperature in Pekanbaru City. The results shows that, the surface temperature of the urban area is higher than the green open space area, especially for residence area, road, office building area and bare land. This condition indicates that the phenomena of Heat Island accurs in Pekanbaru City.
