The article is devoted to the new trends of sustainable development of the Republic of Tatarstan in conditions of implementation of the large regional projects. Classification of the most significant regional projects implemented in the Republic of Tatarstan in recent years is presented in the article. On the basis of these projects, new "growth points" of the development of the regional economy are formed. Macro-economic effects of projects’ implementation caused by changes of the key indicators are observed. Activities of the regional authorities to ensure environmental safety aimed at reduction of the negative impact on the environment within the implementation of the large regional projects are described in the article.

The article examines the approaches to determining the financial stability of the region, which reveals the main essence of financial stability. Guided by the experience of leading researchers, the key determinations of financial sustainability and their factors based on which it is possible to prevent its crisis situations are explored. The article describes the methods of the system approach to the definition of financial stability, which reveal the signs of financial stability. The main groups of factors that affect the financial stability of the region are identified. Based on the conducted research, qualitative and quantitative parameters of financial stability factors that determine the sustainable development of the financial system are revealed. The results of the research have a practical value of research, which in the long term can be used by regional authorities to develop a strategy for sustainable development of the regional economy.

The article presents the results of a research aimed at studying the spatial polarized development of regionally oriented production systems. An overview description of the prevailing preferential regimes aimed at the formation of poles of growth and sustainable development of the regional economy is given. The main elements of the organizational and economic mechanism for the formation of innovative scientific and technological centers (ISTC), which represent a new form of such preferential regimes, are revealed. The following issues are studied: procedural aspects of ISTC creation; conditions of tax and customs preferences for ISTC members; topical issues of choosing areas of scientific and technological activities of ISTC in relation to the conditions of an industrially developed region and taking into account the conditions of the state scientific and technical policy of the Russian Federation. Also, a brief overview of the established practice of creating ISTC in the Russian Federation is presented. The results of the study make it possible to systematize the composition of management tasks associated with the development of regional initiatives on the creation of this preferential regime. So that the introduction of ISTC and the corresponding state allocations lead to effective socio-economic effects and serve the goals of sustainable development of the region's economy. The materials of the article can be useful in solving practical issues of innovation policy in regional management, as well as in scientific and practical research on the problems of effective organization and sustainable development of regionally oriented production systems.

The purpose of the article is to analyze the experience of introducing CSR in the Union State of Russia and Belarus and to develop directions for the development of CSR methods and tools in the context of the digitalization of the economies of Russia and Belarus.The article systematizes methods for assessing CSR at the macro and micro levels: compliance with international CSR standards; involvement in the UN Global Compact; indices for assessing the effectiveness of companies in the field of CSR; ratings and indices for assessing the effectiveness of CSR, developed by public and state organizations.The analysis of the experience of CSR implementation in the Union State of Russia and the Republic of Belarus is carried out. Identified barriers to the development of CSR in Russia and the Republic of Belarus. The directions of development of CSR methods and tools in the context of digitalization of the economies of Russia and Belarus are studied. Scientific significance lies in the development of CSR methods and tools in the context of digitalization of economies. The study used modern scientific literature on the digital ecosystem and CSR, statistical and analytical materials found on thematic Internet sites and in print media. The practical significance of the results lies in the possibility of their use by state and regional authorities, business in CSR strategies, as an integral part of the strategy for sustainable development of the economy, for making decisions aimed at increasing the stability and competitiveness of the economies of the Union State.

The presented study analyzes current trends in the spreading of the sustainable development concept in regional management practices.Aim. The study aims to evaluate the reflection of sustainable development problems in regional management practices.Tasks. The author examines the concept of sustainable development in the context of the modern approach to territorial development management; analyzes the way problems of sustainable development are represented in modern studies of regional economy; determines the degree of involvement of regional authorities in the promotion of sustainable development goals.Methods. This study uses general scientific methods of cognition to examine the specific features of representation of sustainable development goals in scientific discourse on the regional economy and the extent of regions’ involvement in the achievement of sustainable development goals (through the example of the environmental factor). The study uses information publicly available on the official websites of the UN and the Russian Federal State Statistics Service. The author’s opinion is based on the materials presented in analytical reviews of events at business forum, economic publications on the sustainable development of the regional economy. and the author’s own calculations.Results. The formation of the sustainable development concept and a mechanism for controlling the achievement of goals into which the process of sustainable development can be decomposed is described. Scientific discourse on the directions of regional economic studies that address the problems of sustainable development is analyzed. The performance indicators of regional authorities in achieving sustainable development goals are analyzed.Conclusions. National development management requires active interaction between the federal center, regional authorities, administrative bodies, and businesses in the development of the national agenda and integration of sustainable development goals into it. At present, none of the actors in this process show significant signs of activity.

The article provides an analysis of construction influence on the environment, the environment-forming function of the construction activity has also been studied. The assessment of environmental factors has been made on the basis of interdisciplinary approach. The conducted assessment of state and dynamics of eco-economic interaction between the construction activity and the environment, the basis of sustenance of the urban and agricultural economy in Russia, has demonstrated the investment potential of production of the construction materials. However, the raw materials are mined by the open pit; the lands of agricultural purpose get requisitioned for the pits. All this shows an ecological inefficiency of the construction industry growing from year to year. A direct demolition of natural eco-systems in the local areas contradicts the attractiveness of ecological construction in the framework of movement to the sustainable development of the country. The system “construction – vital activities environment” has been reviewed as an eco-economic equilibrium, as a criterion of the authentic system-level development. It is necessary to increase the quality of ecological monitoring. The performed analytical helps to come to a conclusion that notwithstanding the developed basic provisions of institutional policy a negative impact of construction on the environment impedes the development of ecologically-oriented investment and construction activity and sustainable development of the country.

The strengthening of ecological conflicts due to the increase of the destructive impact from industrial companies on the environment provokes the development and implementation of the eco-innovation technologies. Besides, such technologies should allow obtaining not only the ecological benefits (the decrease of the negative impact on the environment) but also the economic and social advantages which correspond to sustainable development principles. This paper aims to justify the social, ecological and economic effects from implementing a new electricity production technology from post-process gas heat at companies. The data for empirical justification were obtained from the experiment of applying the electricity production technology from post-process gas heat at Polish industrial companies. In the first stage, bibliometric analysis was used for highlighting the scientific background of economic evaluation of the innovative activity on energy technologies of industrial companies and its impact on the environment and public health. Secondly, the economic and ecological efficiency of electricity production technology for the selected company was estimated. The results of the analysis confirm that new technologies allowed increasing the energy efficiency of the company by decreasing energy consumption, increasing productivity, etc. The findings prove that one of the ecological effects was the decrease of CO2 and SO2 emissions in the air. In this case, the link between the volume of CO2 emissions and the rate of morbidity if such innovative technologies were scaled was checked. The findings show that decreasing CO2 emissions by 1% leads to a decline in the death rate by 0.5%. If the new technology were scaled and implemented among similar industrial companies, it could decrease the rate of morbidity by 0.01% The results obtained could be used by the companies’ management and policymakers in the framework to achieve sustainable development goals.

The article deals with the development of small and medium-sized businesses, taking into account the concept of smart specialization. The article presents a combination of data from the “quad spiral”, aimed at the formation and intensification of network interactions of business-state-science-civil society components for the creation of evolutionary, “smart”, sustainable entrepreneurship, growth of the economy of regions and the country as a whole. The analysis and classification of regions by the level of production of the gross regional product is carried out, the set of specialization is defined. The monitoring of targets for achieving key indicators of innovative development of the country was carried out. The sequence of work with smart specialization is presented. Conclusions are drawn on the further development of small and medium-sized businesses in the Republic of Kazakhstan.

Current situation in the environmental sector for the EAEU countries it is one of the most burning topics. One of the priority areas of the country’s sustainable development policy The Eurasian economic Union recognizes ensuring the welfare of the population living in the Eurasian space and introducing environmental technologies, creating environmentally friendly industries, and much more. Important changes have taken place in the environmental safety sector, and positive dynamics are beginning to be determined not only by intentions, but also by real actions aimed at improving the quality of the environment and health. In the context of globalization, the nature of the market–plan relationship in environmental management is changing dramatically. On the one hand, the influence of market forces and competition that stimulate the development and implementation of environmental policies by each individual state is increasing. On the other hand, the impact of international economic institutions on national relations is increasing, resulting in the creation of a system of supranational environmental management. Joint solution of issues related to prevention of negative impact on the environment is possible only through: contractual actions, investment policies, and planned activities aimed at maintaining environmental balance. Kazakhstan, being a full member of the EAEU actively participates in the formation of a regulatory framework aimed at reducing industrial risks, identifying the scale of anthropogenic pollution and implementing environmental monitoring.

The article presents the results of a study of the social and environmental problems of a small town with a developed mining industry. The authors have tested the methodology for assessing social and ecological tension for the city of Sibay in the Republic of Bashkortostan based on the approaches by I.A. Sosunov for the regions of Russia. The key indicators of the analysis were the data of official information on the socio-economic and ecological state, a sociological survey and a comprehensive assessment of the state of the environment. As a result, the index of social and ecological tension of the city was calculated in the context of settlements: Gorny (3.7) - Yuzhny (3.2) - city center (2.7) -Zoloto (2.6) - Vostochny (2.4) - Dom Rybaka (2.3) - Arkaim (1.6). The use of the category of social and environmental tension in the proposed interpretation allows for a comprehensive analysis of the urbanized territories of the mining region, which determine its environmental safety and sustainable development, their ranking, and also development of a set of economically justified measures to be included in the programs of the strategic development of the region.

Modern approaches to economic management are based on sustainable development principles, which ensure the balance between economic, environmental, and social targets of public policy, balancing society's current and future interests. The mechanism for achieving the target values of sustainable development indicators is the formation of a healthy economy. A healthy economy provides opportunities for stable growth and minimizes social risks caused by economic problems. The importance of forming a healthy economy is confirmed by a significant amount of research on this topic in developed countries, particularly the European Union. The Ukrainian scientific community ignores this issue. That indicates different economic management approaches, identifying priorities for its development, coordinating economic and social, strategic, and tactical goals. The paper presents a comparative analysis of key indicators that determine a healthy economy. Such indicators include GDP, employment, and inflation. According to numerous studies, these indicators are the most indicative in assessing the economic system to determine whether it can be considered healthy. As a result of the study, significant differences in Ukraine and the European Union's studied indicators were revealed. Based on statistical information, a steady upward trend in key indicators of socioeconomic development in the European Union has been established. Instead, similar indicators in Ukraine indicate economic instability, which has a significant negative impact on the country's further development and the prospects for a healthy economy. Thus, the analysis allows us to conclude that the European Union's economy generally meets the definition of a healthy economy and creates the conditions for sustainable development of the European Union. Instead, Ukraine's economy is focused on solving tactical problems and cannot solve socio-economic development's strategic tasks.
