Conceptual approaches to improvement of the sustainability management mechanism of the agrarian sphere development of the region in the Russian Federation

In the framework of the study, the authors consider conceptual approaches to improve the management system of agrarian sphere development of regions in the realities of this industry functioning in the Russian Federation. Agrarian sphere is shown in aspects of socio-economic territorial system with its subsystems. The transition mechanisms of the agrarian sphere to the rails of sustainable development due to the choice of priority development directions within the life cycle are presented. The necessity of applying an integrated approach to the solution of industrial and social problems of the agricultural sector of the country is proved and reasoned.

The article analyzes the current state of children and youth tourism in the Russian Federation, as well as the development ways of management and control of children and youth tourism at the regional level for the sustainable tourism development. The author justifies the importance of the education of children and young people by means of tourism in the spirit of the global concept of sustainable development and proves the need for an integrated approach to solving the problems of the organization of youth tourism in Russia. The author also conducts comparative analysis of intensity of youth tourism in the federal districts of the Russian Federation. The article examines the structure of the organization system of children and youth tourism in the regions of Russia and its quantitative characteristics. The author notes that both the number of recreational facilities for children, and the structure of consumption of children and youth recreation have changed. In particular, the number of children having a rest in the city school camps with day stay, specialized camps and sanatoriums is gradually increasing, and with that the number of children having a rest in camps of work and rest, as well as country health camps is reducing. The article shows that the complexity of the establishment of the children and youth tourism management system lies in a large number of entities with different submission. The author provides an analytical structural model of the sustainable children and youth tourism management system in the region of Russia (by the example of Moscow region). The functions of main regional authorities in the regulatory system are defined; recommendations to improve the management of the system of children and youth tourism for sustainable development are given. The additions to the legislative acts of Moscow region are proposed, and the necessity of inclusion in the target program "Education of Moscow region" indicators characterizing the state of youth tourism is proved.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The article considers the reclamation park, which is an instrument of state stimulation of the development of economic entities of the agro-industrial complex on irrigated lands. On the example of the Rostov region, the authors analyzed the organizational, economic and regulatory mechanisms for the functioning of reclamation parks, as well as the socio-economic effects that arise in connection with the implementation of the specified tools. The results obtained can be used by state authorities of the Russian Federation, a constituent entity of the Russian Federation when drawing up plans for socio-economic development, developing strategies and programs, as well as by economic entities in managing agricultural activities.
