The article examines the development of the agro-industrial complex in Russia from the point of view of the foreign trade aspect, the production aspect and the consumer aspect. By means of comparative analysis and calculation of differentiation coefficients, the degree of difference in the development of the regional agro-industrial complex in conditions of sanctions pressure is characterized. Tracking the dynamics of changes in the studied indicators made it possible to identify the positive impact of sanctions, which for most regions is expressed in a real decrease in dependence on imports of agricultural products due to a consistently implemented import substitution strategy, as well as their negative consequences, which are manifested, in particular, at the consumption level.

The agro-industrial complex of Kazakhstan has the objectives on increasing the volume of production of competitive, export-oriented agricultural products and increasing labor productivity by 2.5 times by 2022. Thus, the country's agricultural policy is aimed at ensuring food security. The goal -is to analyze the current state of providing the population of the republic with food at the expense of own production and to identify further ways of its development. Methods – comparative analysis, statistical and economical for market research; systematic approach. Results - The Ministry of National Economy of the Republic of Kazakhstan dated December 9, 2016, No.503, approved scientifically grounded physiological norms of food consumption. In connection with the pandemic, the State has set the priority anti-crisis tasks to achieve the stability of the socio-economic development of Kazakhstan, including regulation of prices for agricultural products. The conducted comparative analysis showed that the population in the country is mainly provided with domestic food products within the established standards, with the exception of poultry meat, cheese, cottage cheese, fruits, berries, vegetables, sugar and fish. The undertaken measures show that in the near future they will allow increasing the scale of production of these food products, which is quite justified. It has been determined that the republic has potential opportunities, in particular, natural and labor resources for import substitution. Conclusions - meeting the needs of the republic's residents for all types of their own products requires deep research. State regulation of agricultural market is aimed at improving the living standards of the population in the regions by creating favorable conditions for the development of crop production, animal husbandry, food industry, social infrastructure, and technical equipment.

Given the turbulence of the external and internal environment caused by the coronavirus pandemic, the agro-industrial complex is one of the few sectors that continued to show growth during the crisis of the global and Russian economies. Factors of the stability of the agro-indus-trial complex development were not only active state support, introduction of innovations, use of import substitution programs, but the fact that the sector did not stop working during the Covid19 pandemic. This has had an impact on the change in the Russian foreign trade system in terms of the geography of supplies, their volumes, and the commodity structure. The agricultural sector has become export-oriented and, in the sales structure, the traditional group of leaders, which include various types of raw materials for energetics, has given way to the sale of agricultural products. The article analyzes statistical information on foreign trade in agricultural products, concludes about the impact on the agricultural trade balance of the corona-virus pandemic, the ruble devaluation, changes in consumer demand and gap in international supply logistics due to restrictions on movement be-tween countries.

The authors of the article argue the problem and complexity of the agroindustrial complex of Russia from the point of view of sustainable development and innovation. The features of the agricultural sector of the economy are systematized. Analyses the current situation of the agricultural sector of Russia, and it presents the dynamics of exports and imports with countries of the CIS, Eurasian economic community and Abroad; calculated the growth rate of exports and imports of agricultural products of the Russian Federation; the structure of Russia's exports reflected the export of essential goods; the dynamics of investments in the agroindustrial complex by economic activity is given; the growth rates of investments in the agricultural sector of the country are calculated. The priorities of the strategy of the agroindustrial complex of the European Union are considered. The conclusion is made about the extensive model of functioning of the agro industrial complex. The reasons for the low export orientation of the agroindustrial complex of the country are revealed. Macrofactors influencing the development of the Russian agroindustrial complex are identified. The internal factors of inefficient development of the agricultural sector are revealed. The negative consequences of the longterm implementation of the import substitution policy in our country are reflected. Scenarios of the development of the agroindustrial complex of the Russian Federation are considered and their comparative analysis is given. Formulated strategic impetus for development of the agroindustrial complex of the Russian Federation aimed at reducing the gap APK from developed countries.

Beyond dealing with the negative consequences of the economic crisis, the globalisation of the agricultural products market and the declining of direct payment by the new course that, most probably, will be undertake by the CAP, more attention should be addressed to competitiveness and entrepreneurship by the regional farmers, especially for those farms whose output are products with a low degree of differentiation. For this reason it is unavoidable to promote a structural adjustment of the farms, in order to generate acceptable returns to the factors of production. The analysis is based on a quantitative evaluation by applying an ordered probit statistical model, by which one has indentified the most significant variables influencing the credit-worthiness of the regional farms. The results show the positive impact of the variables connected with liquidity and the negative impact of the land improvements, with the consequence that could be hampered the structural adjustment and the growth of the regional agriculture.

The article describes the role of the Internet in the modern information society. The negative consequences of the openness of this information and telecommunications network are studied. The paper also substantiates the consequences of the activities of anonymous users who commit offenses. The authors consider the experience of combating fake news in developed countries (Great Britain, Germany, France) and emerging markets (Brazil, Venezuela, Egypt, Qatar, China, Singapore, Turkey). Special attention is paid to such a new phenomenon in the field of spreading false information as "deepfakes". As a result of a comparative legal analysis of regulation in the field of countering the publication of information that does not correspond to reality in online publications, it is concluded that many countries have realized the importance of the threat of spreading fake news. Foreign legislation is formed from the point of view of creating preventive measures in the field of dissemination of unreliable socially significant information. In addition, the authors of the study noted that the adoption of legal measures to combat the spread of fake news at the national level helps to minimize the negative socially significant consequences of the activities of offenders. From this point of view, these actions are absolutely justified and have a positive impact on the regulation of public relations on the Internet.

The increase in the production of agricultural products and food supplies in excess of regulatory needs and the provision of food safety in Russia led to the expansion of the export of agricultural products and the change in the course of the development of the agro-industrial complex from import substitution to export-oriented production. However, the entry to world food markets requires high quality of products from manufacturers and its certification in accordance with world standards. The article presents the organizational and economic transformations towards the greening of agro-industrial production, namely, the use of the resource potential, the involvement of Russian manufacturers in the production of environmentally friendly products and the development of organic agriculture; the mechanisms for solving the set problems are substantiated.

Austria continues to be one of the most attractive countries for asylum seekers among all EU countries. The main objective of this paper is to identify how the current political status of refugees and asylum seekers influences the Austrian economy. This study has shown that oil shocks had highly negative consequences for migrants in Austria. When accessing the Austrian labor market, some of the most striking features that affect the participation of migrants are discrimination based on restricted accessibility to high-wage sectors and pay gaps and discrimination in recruitment. However, the econometric analysis shows that immigration flows have a positive effect on the economic growth of the country. On the other hand, the results showed that there was prejudice and incorrect reporting, which increased the illegalization of asylum seekers. All of these factors create obstacles for immigrants to properly integrate into the labor market. However, the results of the panel data analysis among European countries has shown that the immigration flow has had a positive impact on GDP growth. Labor market conditions for immigrants become crucial from this point of view. It can be concluded that the national asylum policy in Austria was progressively limiting and outweighed Austrian humanitarian interests. A more inclusive policy could contribute to the economic growth of the country.

The article pays attention to the assessment and development directions of the economic development path of the agro-industrial complex of the Southern Federal District. It was found that the most realistic prospects for the recovery of the domestic economy, with existing opportunities, are largely associated with the active development of import substitution, primarily due to the attraction of FDI. The main task of the Russian Federation is to increase income from the export of agricultural products. This is due to the fact that in the Southern Federal District they produce a large share of agricultural products, in addition, the Kuban and the Rostov Region have exits to the Black and Azov Seas (the main example is the Novorossiysk commercial sea port), all the main flows of cargo go through their ports today. Export shipments are growing annually. The author proposes that in order to strengthen economic security and ensure the sustainable development of the Southern Federal District in the face of economic sanctions, the economic system management bodies require a combination of centralized and decentralized approaches to economic formation, ensuring economic security and improving international competitiveness.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

AbstractThe importance of local plans for developers and negative consequences of issuing a large number of decisions on building conditions are usually discussed in literature, with the role of the study of conditions and directions of the spatial development of the commune somewhat diminished in this respect. The question therefore arises whether the study itself is important for the growth of developers’ activity and, if so, whether its provisions are adhered to.Therefore, the purpose of this article is to assess the impact of the study of conditions and directions of spatial development of the commune on developers’ activity based on the example of Łódź. The author formulates a hypothesis that, from the point of view of developers’ activity, it is a document of little importance, because its decisions are not abided by entities issuing BC decisions. To achieve the assumed goal, the following research methods were used: desk research analyzing the studies of conditions and directions of the spatial development of Łódź from 2010 and 2018, as well as gathering information on development investments from various online sources, and a comparative analysis of the location of development investments in the context of both mentioned documents.
