The increase in the production of agricultural products and food supplies in excess of regulatory needs and the provision of food safety in Russia led to the expansion of the export of agricultural products and the change in the course of the development of the agro-industrial complex from import substitution to export-oriented production. However, the entry to world food markets requires high quality of products from manufacturers and its certification in accordance with world standards. The article presents the organizational and economic transformations towards the greening of agro-industrial production, namely, the use of the resource potential, the involvement of Russian manufacturers in the production of environmentally friendly products and the development of organic agriculture; the mechanisms for solving the set problems are substantiated.

The Rural development as a strategic direction economic regional policy, assumes the effective functioning of the branches of the agro-industrial complex, designed to provide the processing industry with raw materials, and, ultimately, with high-quality food for the population. Stimulating investments in the development of promising areas of the agro-industrial complex will satisfy the demand for agricultural products at affordable prices, increase the level of investment attractiveness of agricultural sectors; the level of employment of the rural population and the development of small forms of farming. The economic system of the region is a complex of interrelated and interdependent elements that are exposed to external and internal factors and are largely determined by the resource potential of the region. At the same time, the issues of self-sufficient development of regions do not lose their relevance

In 2014, Russian Federation was restricted in importing of foreign equipment and component parts by countries that were NATO members. In that situation, the importance of national security issues increased. To deal with those issues, a range of different measures such as economical, organizational and legal were to be applied. After a long time, once again Russian Federation faced the problems concerning import substitution. National security issues are strategically important, solving these issues effects national economics defense potential. Russian Federation followed the import substitution strategy and started to support domestic producers. According to the Russian Federation President Decree of 13.05.2017 № 208, Russian Federation Economic Security Strategy was approved up to 2030. That Strategy is to oppose to economic security threats, to prevent any slump in resource and raw materials sphere, production sphere, scientific and technological spheres as well as in financial sphere. Also, the Strategy is to avoid decrease in quality of life. Import substitution is one of the main factors of economic security of any state.

In conditions of climate change, when temperature and precipitation fluctuations occur more and more frequently during the growing season, it is necessary to obtain high quality seedlings with "immunity" to various stress factors, including high weediness, the damage from which is associated with a decrease in yield (by 25 -35%) and with a deterioration in the quality of agricultural products. Due to the imbalance in production technology, seedlings are often weakened, overgrown, with a low yield per unit area and survival rate in the field. One of the solutions to this problem is the use of PP for pre-sowing seed treatment to increase the competitiveness of seedlings in the field.

The quality of products represents one of the key aims of any modern organized production. In the production practice, it is essential to establish the optimal relationship between quality, production economy and delivery deadlines. Furniture quality is evaluated by three levels and they are: basic quality, high quality and especially high quality. The results presented in this paper are based on the sample measurements of chairs and tables during 2007 and 2008 at the Institute for Furniture Quality Control.

In the world, product quality has long been one of the major instruments for ensuring the economic development of companies. Achieving high quality parameters, in turn, is an important part of the economic strategy of any success-oriented business organization. The article is aimed at developing directions for improving products of PJSC «Beer and Non-Alcoholic Plant «Radomyshl». The object of the research is the quality of beer produced by PJSC «Beer and Non-Alcoholic Plant «Radomyshl». The assessment of the quality level of the selected product in accordance with the requirements of DSTU 3888:2015 was carried out using the following groups of indicators: microbiological, organoleptic and physic-chemical. The process of assessing the product quality parameters is presented, which consists of seven consecutive stages and is carried out throughout the product life cycle. The factors under the influence of which the quality of products are formed and which may cause deviation from the specified quality parameters are analyzed and structured. The defects that appear due to these factors have been identified. The basis for improving the quality of products is primarily a thorough study of changes in demand for the business organization products. Three groups of measures are singled out, with the help of which one can achieve the desired level of product quality, namely: technological, organizational and socio-economic. A complex of priority measures to improve the quality of products of PJSC «Beer and Non-Alcoholic Plant «Radomyshl» is proposed. The element of scientific novelty is the development of an algorithm for the implementation of measures to improve the quality of products. During the implementation of measures to improve the quality, it is necessary to carry out systematic monitoring and generate reports on the implementation of the project in order to make possible an adjustment of the final result.

Abstract„Quality is not everything but everything is nothing without quality”. The famous quotation from K. Ishikawa brings to our attention the fact that nowadays quality is one of strategic concepts from the point of view of functioning of companies, especially production-oriented ones. The lack of quality often eliminates a product from the basket of potential further choices. That means that quality is a prerequisite in the contemporary, highly competitive and saturated market. In order to ensure quality, enterprises introduce various concepts and methods to support quality management. They include, among others, the kaizen philosophy, which allows to minimize unnecessary actions (losses). It is especially recommended to small firms as an inexpensive method assuring high quality of products because they are constantly improved, which, in turn, guarantees maintaining a high position among competitors. This article aims to introduce the concept of kaizen by describing how it works and considering whether it can be successful in Polish companies.

The article discusses the issue of government support for reclamation activities in the context of new challenges of the economic environment. The relevance of the issue is due to the need for intensive development of the agricultural sector caused by globalization processes, which have created fierce competition, both in the international and domestic food markets. Sustainable production of agricultural products on irrigated lands is one of the main indicators of the efficiency of the agro-industrial complex in areas of risky agriculture, including the Republic of Tatarstan. The purpose of the article is to develop recommendations for improving the efficiency of irrigated agriculture whose development depends on the stability of agricultural production and food security. The study aims to identify trends in the development of land reclamation at the regional level and substantiate measures aimed to improve the economic efficiency. The paper presents results of the analysis of development of land reclamation in the Republic of Tatarstan, identifies directions of its development, provides recommendations for ensuring sustainable growth in the volume of reclaimed land and agricultural products, income from the sale of products obtained through irrigation. The research results can be used to develop programs aimed at the development of federal and regional food markets, organizational, economic, technological measures to improve the efficiency of agricultural production, rural areas and the provision of high-quality food supply to the population.

The integrated production-distribution (P-D) planning has turned into one of the most essential areas in supply chain (SC) management in recent years, especially in the case of perishable products in which the quality of products can change over time. Nonetheless, so far, the suggested models have focused on the P-D stages of the chain while the delivery of high-quality products to customers is of paramount significance in the perishable SC. In the present paper, a multiobjective, mixed-integer, and nonlinear programming (MOMINLP) mathematical model was developed for integrated P-D deteriorating items in a two-echelon SC that emphasizes quality degradation. Quality is monitored and calculated as a function of temperature and time throughout the SC, and the main purpose of the model is to first increase the quality of products delivered to customers and, second, minimize the SC costs. To optimize the problem, the particle swarm optimization (PSO) approach was also incorporated into the model. The obtained model was applied to a case study in Protein Gostar Sina Company in Iran, which resulted in decreased P-D costs as well as increased customer satisfaction.

The article is devoted to analyzing the current state of agriculture in Volgograd region and identifying the problems that impede successful functioning of a number of branches included in its structure. Currently, the strategy for developing the Russian agro-industrial complex is set out in the “State Program for Developing Agriculture and Regulating Agricultural Products, Raw Materials and Food Markets for 2013–2020” adopted by the Government in 2012. This document set the following main tasks for the domestic agriculture: ensuring food security and accelerated import substitution of meat, dairy products, vegetables, potatoes, etc. The analysis carried out in the article showed that the greatest success in the region was achieved in the production of crop products. Volgograd region is one of the leaders in cropping vegetables, grain crops, and sunflower seeds not only in the Southern Federal District, but also in Russia as a whole. At the same time, the region lags far behind other agricultural regions in producing the most important food products such as milk and meat. The accumulated problems have a negative impact on the development of agriculture. Among them, one should highlight low productivity of a hectare of land due to the decrease in soil fertility. Another serious problem remains the extremely low material and technical equipment status of agricultural production. The author sees the way out of this situation, first of all, in the active state support of local agricultural producers. Such support has been carried out in Volgograd region in recent years and is already yielding results.
