The dacha community, as a characteristic phenomenon of Russian reality, increases its importance in the redistribution of the population in large cities of Russia. The dacha as a place of the seasonal living is transforming into the first home. The study of the genesis of the dacha community has established that nowadays, having transformed into a partnership of real estate owners, it has gained the potential to intensify the process of deurbanization of a large city through the transformation of its social, economic, communal-infrastructural and ecological subsystems. The article offers to introduce zoning of the location of dacha cottages from the point of view of geography. This zoning is based on transport services: a city, a neighbouring suburb, a distant suburb. The sample survey of 25 dacha communities in Volgograd with its suburbs and their grouping allowed to find out the following fact: those ones which are located in the border areas of the city and in the neighbouring suburbs have the greatest potential in transforming the dacha into the place of permanent home and promoting deurbanization.

The formation of the ecological framework of the city determines its viability in general as a modern settlement structure that meets the requirements of sustainable development. In this case, the ecological framework of the city becomes the basis that will be able to form a single ecosystem of the city and establish a format of connections between its various elements. The purpose of the article was to determine the role of the settlement area in the formation of the ecological framework of a large city. This article identifies the role of residential areas in the formation of the ecological framework of the city. The author analyzes the concept of "ecological framework" and its compliance with the peculiarities of the urban structure. It was found that the ecological framework is mainly interpreted as a natural framework. In an urban environment, this leads to certain inconsistencies. The city also has its own spatial framework, which includes a number of properties and characteristics. Therefore, the author proposes to consider the ecological framework of large cities as a system of interaction of natural and urban frameworks. Establishing the right relationship between them will ensure compliance with the level of environmental safety in the city and its sustainable development. It was established that there is no understanding of the concept of ecological framework in the context of urbanization. Most authors consider the ecological framework exclusively as a natural framework of the territory, which is relevant for large areas outside large cities. It is proposed to take into account the peculiarities of the existence and development of the urban organism, which has its own structure, its own spatial framework. It is determined that the urban framework consists of elements of different functions, which are interconnected by a network of communications. All elements create a certain load on the natural structure of the territory (natural framework). It is proposed to consider the ecological framework of a large city as a combination of natural and urban framework. It is their rational combination that will help to improve the environmental situation as a whole and will meet the conditions of sustainable development of the city. In the contemporary economy the more and more greater role is played by state and local government institutions. Offices of public administration not only create law, but more and more often become initiators of the different type of investments undertaken on the ground of their jurisdiction. Often neighbouring administrative units begin to compete between themselves in gaining of investments and resources for the purpose of its own development. In the functionality of mentioned offices the greater role is performed by IT systems building the architecture of a given unit, clearly expressed among other things in the idea of intelligent city. Applied by offices of public administration IT systems are more often opened for suppliants creating e-government tools [1]. In this paper was presented the role of e-government tools in the business activation of the region on the basis of IT systems made available by Czestochowa Municipal Office. The review of potential directions of the e-government tools usage in different areas of social-economic life of the city will be presented

The transition of a city to the «Smart city» level is a socio-technical process: first, the transi-tion includes technical and technological changes, and second, since the city is a social system, this process considered from the point of view of users who influence the development of certain types of services and devices for their provision. This article examines the process of digitalization of the city and transport infrastructure in particular. To fulfill the goal set for the transport infrastructure - complete, timely and high-quality transport services for the population, it is necessary to solve a whole range of tasks that are associated with the further development of market relations and improving the efficiency of the transport complex.

Rural areas cover the largest part of the territory of Lithuania as well as that of the whole Europe. Rural settlements are also the most abundant category in the settlement system of the country. Therefore, their social, economic, and cultural viability- as well as ecologic sustainability playan important role striving towards the goals of sustainable development. During the last years projects promoting various aspects of sustainability are implemented not only in large cities and towns, but also in smaller municipalities, nevertheless many rural settlements still are not influenced by these trends. The tendency of decrease of the population of the country, emigration, migration of young and qualified persons to larger cities and towns, poverty and unemployment cause the threat to the most fragile elements of the rural settlement system, such as steadings, manor residencies and ethnographic village settlements. In order to stop these processes it is necessary to search for means to sustain the social and economic viability of rural settlements. During the last decade significant role of cultural heritage in implementing strategies of sustainable development was universally recognized. It is acknowledged that sustainable preservation, maintenance, and use of cultural heritage, especially immovable, positively influence the social, economic, cultural and even environmental dimensions of sustainable development. Sustainable development opportunities provided by immovable cultural heritage are essential for small rural settlements which are not distinguished by important natural resources or favorable location. In this instance social and cultural viability is as much essential for preservation of immovable cultural heritage of these settlements, as immovable cultural heritage is essential for sustention of their social and economic viability. Nekilnojamojo kultūros paveldo įtaka darniam kaimo gyvenamųjų vietovių vystymuisi Santrauka Didžiąją Lietuvos, kaip ir visos Europos, teritorijos dalį sudaro kaimo vietovės, o didžiąją dalį gyvenamųjų vietovių – kaimo gyvenamosios vietovės, taigi jų socialinis, eko nominis ir kultūrinis gyvybingumas bei eko loginis tvarumas atlieka lemiamą vaidmenį siekiant šalies darnaus vystymosi tikslų. Pastaraisiais metais darnų vystymąsi skatinantys projektai jau įgyvendinami ne tik didžiuosiuose Lietuvos miestuose, bet ir mažesnėse savivaldybėse, tačiau daugelio kaimo gyvenamųjų vietovių šis procesas kol kas nepaliečia. Bendro šalies gyventojų skaičiaus mažėjimo tendencija, emigracija, jaunų ir kvalifikuo tų žmonių migracija į didžiuosius šalies miestus, skurdas ir nedarbo grėsmė kelia sunykimo grėsmę patiems jautriausiems ir kultūriniu požiūriu vertingiausiems šalies kaimo gyvenamųjų vietovių sistemos elementams, tokiems kaip vienkieminės sodybos, buvusių dvarų ir palivarkų sodybos ar etnografinės kaimų gyvenvietės. Siekiant sustabdyti šiuos neigiamus socialinius, eko nominius bei kultūriniu procesus, būtina ieškoti būdų, kaip užtikrinti kaimo gyvenamųjų vietovių socialinį bei eko nominį gyvybingumą. Pastaraisiais metais pasaulyje vis aiškiau suvokiamas kultūros paveldo vaidmuo darnaus vystymosi kontekste. Visuotinai pripažįstama, jog kultūros paveldo, ypač nekilnojamojo, apsauga, priežiūra bei naudojimas turi teigiamos įtakos darniam vystymuisi socialinėje, eko nominėje, kultūrinėje ir kt. dimensijose. Nekilnojamojo kultūros paveldo teikiamos darnaus vystymosi galimybės itin reikšmingos nedidelėms, išskirtinių gamtinių išteklių neturinčioms bei patogia geografine padėtimi nepasižyminčioms kaimo gyvenamosioms vietovėms. Jų socialinis ir eko nominis gyvybingumas kultūros paveldui išsaugoti yra toks pats svarbus, kaip ir kultūros paveldas socialinio ir eko nominio šių gyvenamųjų vietovių gyvybingumo palaikymu.

The scientific heritage of M. R. G. Conzen, who is considered one of the most outstanding historical geographers and urban morphologists in the world, has made a huge impact on the contemporary urban historic morphology. Nowadays it would be very hard to imagine this scientific discipline without his achievements. He created a new point of view on the city, first within the Anglo-Saxon, and afterwards within European and world geography. Morphogenetic methods, the conceptualisation of historic development, terminological precision as well as cartographic analysis that were typical of his approach, more and more often were considered essential for the development and the role of research on historic urban landscape. This resulted in the increasing interest in morphological studies on an international scale. In Poland, M. R. G. Conzen’s opinions have become recognizable since 1960, finding permanent place in urban historic morphology and providing stimuli for its significant development in the following decades.

The transport systems of the largest cities in Russia usually include extensive tram and trolleybus networks. There are subways in seven million-plus cities. Thus, electric transport has a very significant role in the passenger traffic of these cities. Moreover, the mentioned elements of the electric transport system can influence each other in different ways, and the level of their spatial interaction can also differ. For example, in global practice, there are cases when most types of public transport in the city (bus, trolley, tram, minibus, etc.) are feeders to subway lines, which are usually the key mode of transport within the integrated transport system of a large city (in In some cases, the role of the subway can be performed by a light rail). In addition, tram and trolleybus can be integrated in different ways. Diverse factors and processes taking place inside the city can influence the level of this integration: replacing one mode of transport with another, shortening the lines of one of the modes of transport, etc. Various options for such interaction are described by the example of three Russia’s cities: Kazan, Samara and St. Petersburg.

AbstractThis study assesses the feasibility of electric three-wheelers as moto-taxis in Dar es Salaam, Tanzania from a socioeconomic and technical point of view. The analysis is based on three pillars: (i) the acceptance of users (the moto-taxi drivers) for adoption, (ii) the vehicle specifications incl. battery type and size, and (iii) the role of the charging infrastructure. Findings are based on data from empirical field-work; methods used are qualitative and quantitative data analysis and modelling. Main findings include that moto-taxi drivers, who we see as most important adopters, are open towards electric mobility. They request however that vehicles should have similar driving characteristics than their current fuel-vehicles. As the market is very price sensitive, keeping the vehicle cost is of high importance. A high potential to lower these costs is seen by offering opportunity charging spots around the city. If such an infrastructure is being implemented the combination with suitable, cost competitive vehicles makes the transformation of the vehicle market towards electrification possible.

This research aims to identify the role of management method by goals in the effectiveness of organizations, including universities in the city of Sulaymaniyah from the point of view of administrative leaders, and the research community was in the Faculties of Administration and Economics at the Sulaymaniyah University and Human Development and the College of Administrative Technology at Sulaymaniyah Technical University for the academic year 2019-2020, and used The two researchers were an intentional sample, and they used the questionnaire as a tool to collect data. The hypotheses were tested using simple and multiple linear regression, and the correlation coefficient of the Pearson method, and the research concluded with a number of results, the most important of which are: The administration with objectives helps in the optimal utilization of available material and human resources. Objective: The present research aimed to identify which competences are desirable to the accountant from the perspective of the accounting professionals who work in the offices of the city of Vitória de Santo Antão, in Pernambuco. Methodology: A descriptive field survey research was carried out, with a quantitative approach and the use of a specific questionnaire, applied to a sample of 26 accounting firms. The study considered the classification of competencies of the standard established by the IFAC International Federation of Accountants (2012), categorized as: intellectual; technical and functional; personal; interpersonal and communication; and organizational and business management, as well as the use of the set of competencies defined by the studies of Cardoso (2006), Callado and Amorim (2017). The research data were collected in person and by email, being treated with the aid of Microsoft Excel software, enabling the construction of tables for analysis. Results: The competences of the accountant indicated by the professionals of the area working in the offices located in the city of Vitória de Santo Antão, in Pernambuco, were consistent with those provided by IFAC (HEI 3), highlighting them with the highest level of importance, among the five categories classified in that standard: ability to identify problems, acting in accordance with the legislation, acting with ethics and integrity, working in a team, knowing how to manage and organize time well. One notices a trend towards the new role of the accountant, who is no longer seen as a mere "bean counter" but as a "business partner". Study Contributions: Identifying and understanding which are the competencies required of the accounting professional can assist in the growth and development of the same in organizations, since even though there are several investigations on this subject, it is consensual the understanding that the competence of the accountant is a construct in formation, thus not consolidated. Another contribution is to present to the accounting science courses in the region what the market expects from students, so that they can organise a political pedagogic project. By recognising which competences are considered relevant from the perspectives of the professionals themselves, discussions are enabled that seek to find suggestions for improvements to their education, and also about their social role, considering changes in the political, economic and technological spheres.
