In the field of training higher educational institution teachers, an era of significant change is beginning. For long, this area has remained the most conservative and was not noticeably subject to changes in society. However, the situation has changed dramatically. First of all, this is due to the rapid development of other areas of human activity, and in particular digital technologies. It is already difficult to imagine a modern society without such technologies, and the main task of a higher education teacher is precisely to train highly qualified specialists with new competencies to solve the challenges facing humanity. Strengthening the explicit link between the needs of society and the objectives of higher education is one of the prerequisites for significant changes in the field of education. The concept of training a teacher of higher education for the future today is largely determined by the development trends of digital technologies. The absence of objective reasons to assume the cessation of the use and development of digital technologies allows us to make an assumption that virtual educational worlds will appear in the foreseeable future, which will become the same familiar environment for acquiring the necessary competencies as higher schools existing in the physical world. This largely determines the relevance of the chosen research topic and determines the need for a thorough analysis of the educational technologies used in the training of teachers. The purpose of this work is, using a combination of analysis, synthesis, idealization and analogy, to generalize at the national and international levels the existing ideas about effective approaches to teaching a higher education teacher, including continuous improvement of competence in his professional field, and modern practice of using digital technologies, and also highlight the most interesting new learning experiences. The necessity of applying the so-called “integrated approach to teaching a higher education teacher” by the authors is proved. The main advantages and disadvantages of using digital technologies are highlighted. Reasonable conclusions are made on the existence of an ideal recipe for combining accumulated educational practices in the framework of traditional education and digital technology.

Modern society is characterized by dynamism of social and cultural interactions in the context of globalization of social and economic processes. According to the authors’ opinion this increases the importance of improving the quality of training, all education, including higher professional education. Improving the competitiveness of higher educational institution may make on the basis of conformity of quality of the educational product to the requirements of actual and potential consumer demand. The quick evolution and development of digital technologies contribute to changes and turning points in every aspect of the modern society. Managing these the digital changes and turning them into long-term sustainable solutions for higher education could be a real challenge. Technology offers immeasurable opportunities to the learning environment and higher education is rapidly integrating information and communication technology (ICT). This paper is discussing the concept of enhanced sustainability in education through learning technologies like applications, electronic resources, and teaching methods for educational development. Technology in higher education is particularly important, therefore it is important to assess the quality that it can provide and the impact on sustainable education. The educational system has been also harshly affected by the latest pandemic situation, which brought significant consequences on the social, economic, and cultural life worldwide. This paper aims to contribute with insights to the literature in the field, by emphasizing that the latest situation around the world could be a great opportunity for further implementation and development of digital technologies for sustainable learning. The methodology used for fulfilling the study goal is a qualitative one, particularly the technique used is data analysis from secondary sources. The results of this analysis lead to the conclusion that there is need and room for improvement of digital sustainable resources in higher education, which includes the challenges that the academic environment face and need to overcome if their goal is to stay relevant on the education market.

The problems, associated with the development of new digital technologies, which, in turn, have an impact on the activities of large financial institutions of the Russian Federation, have been examined in the article. The aim of the study is to analyze the current situation in the economy, related to the growth of the market for digital products, their integration into the existing model of providing financial services to clients, as well as finding solutions to the joint activities of financial corporations and financial and technological companies. The definitions and main activities of financial corporations and fintech startups have been given in the article. The advantages and disadvantages of a large financial corporation and developing companies, operating in the field of digital technologies, as well as the positive results of combining their resources, have been highlighted. Positive examples of world experience in cooperation between the two types of these organizations and the attitude of the main regulator of the Central Bank of Russia to the development and implementation of financial technologies in the country’s economy have been adduced.The problems and opportunities of high competition in the struggle for the modern consumer, which lead to the rapid development of the entire financial industry market, have been analyzed. The results of the study have showed, that every day, worldwide, fintech companies test a significant number of digital products, various open architecture tools, methods of transferring information through blockchain technologies, and optimize and integrate into the existing systems new client base programs, that completely change the main business processes of large enterprises and have a significant impact on the main consumer - a person. This indicates the need for further research aimed at studying and analyzing the integration of financial corporations with technology companies, changing the existing business model, finding new approaches to the modern consumer and creating a new organization development strategy in the digital economy of the country.

Abstract Corruption is one of the main problems in many developing countries. However, the complexity of measuring corruption and its consequences does not allow for its complete study and implementation of measures. The factors and indicators currently known worldwide cannot measure corruption on time scales and depend on a narrow circle of experts in this area. Thus, corruption is easily confused with institutional gaps. In modern society, where the technologies such as Data Science and Predictive Analytics play a huge role, corruption is still omnipresent. The article examines the priority areas of combating corruption using new digital technologies. The main direction of the article is defined as an analysis of the advantages and disadvantages of the digitalization in the areas of solving social conflicts. The article presents the comparative analysis of technologies of digital anti-corruption compliance in developing countries, on the example of Kazakhstan. At the same time, according to the results, the article discusses the disadvantages of using proposed models due to the peculiarities of the legislation.

Background. The rapid development of technologies and their rapid transformation influenced changes in the world and people’s lives and the educational process evolved. Traditional methods of education are enriched with modern technologies, and digital devices become significant elements in modern education. Social network platforms are an important part of life in modern society, they are visited daily by a huge number of people using computers, tablets and smartphones. Their popularity has made them convenient for use in various fields. These platforms have been accepted as student learning support tools, which is why they are increasingly important in the field of higher education. The paper explores the use of social network platforms in higher education, with a focus on social networking services provided by Instagram. In this research, we tried to determine whether the students of journalism and communication used Instagram for educational purposes. Students (N=100) were surveyed through a printed questionnaire at the Faculty of Philosophy. The results show that most students use social networking services for educational purposes. The platform they use for this purpose is Facebook. When it comes to Instagram, most respondents have an Instagram account but do not use it in education.

Today the state is focused on the innovative way of development, on the rapid development of the economy, and rapid creation and distribution of new digital technologies. The education system, as a vital area of socio-economic activity, must be reformed in accordance with the requirements of contemporary society. Numerous organizational innovations in the educational sphere of Rossiya have been made in recent years. Characteristic features of the up-to-date system of higher professional education are: liberalization; optimization of the state and non-state sector of education; the introduction of information and communication technologies as well as changes in demand and the degree of accessibility of higher education. For these purposes there should be no doubt that the basis of all are all the necessary conditions for the further reform of Russian education.The Object of Study. Evaluation of the consequences of the introduction of the Bologna System, identifying the causes of the slow progress of reforms.The Theoretical Aspect is based on the concept of Smart-education - education, aimed at obtaining a qualitatively new educational, scientific, social and commercial results in terms of the collective production of knowledge and their multiple sources.The Empirical Aspect of the subject is based on the results of research on the dynamics of spending on education, the number of state and non-state universities, the number of students and positions of Russian universities in international rankings.The Main Theoretical Provisions of the Article. The process of reforming the national system in accordance with the requirements of the Bologna process does not take into account the specifics and features that led to the loss of the accumulated progressive achievements that existed in Russian education. The transition to a new education model is stuck in an intermediate state. At the present stage of the reform of education, the main goal should be a radical update of the content of education and its resource provision. In the USSR, after graduating from higher educational institutions, graduates were sent to work at pre-determined jobs. At the stage of transition of the country to the market, this mechanism was canceled. The supplement to the Federal Law “On Education in the Russian Federation” Article 71 (August 2018), introducing quotas for the admission of citizens for targeted training, is designed to ensure competitive conditions for the selection of trained applicants who will enroll in competitive conditions, to train professionals who, after graduating from a higher educational institution, will go to work to the region where they are in demand as specialists. If the graduates did not get a job, they or the company that signs the contract with them will have to compensate for budget expenses.The implementation of these requirements of the Federal Law requires the elimination of contradictory management decisions in terms of graduate level training, adherence to the principle of social justice, provision of sufficient budget financing in accordance with institutional changes and higher flexibility of the entire educational system.The authors consider the organizational mechanism of the system of higher professional education as a system of external and internal relations arising in the course of its functioning and changing depending on the changing goals of the educational model (administrative, collegial and market) of the university and the needs of the labour market at the federal and regional levels.

The development of trends in modern society (with its rapid development of cloud, communication technologies, technological innovations in education, scientific and technological progress) requires education to increase the dynamism and efficiency in training highly qualified specialists. The issue of providing quality educational services in order to meet the requirements and needs of the constantly changing demand for specialists, the labor market becomes urgent. The article identifies the factors influencing the quality of educational services at the modern university, describes the importance and functions of institutions of different levels in ensuring the quality of higher education, the purpose of higher education by students and audience, the level of their satisfaction with educational quality and educational process in higher education institution was found out. The analysis of assessment of educational services received by students and university audience is presented. Particular attention is paid to European institutions of assessment and quality assurance in higher education.
