Specialists’ level of professional training gains special significance in modern economic conditions. This problem is also relevant to organizations of the real sector of the economy. The present article examines the problems of training personnel for various economy sectors related to the competency approach adopted in the education system. Increasing the level of training of managerial personnel while accounting for industry characteristics and their specialization profile is noted to be one of the priority directions of work. The study is based on Russian practice in developing the country’s production potential and on the practice of scientific, technical, and economic development of foreign countries, particularly Japan, China, and others. The requirement of quantitative and qualitative staffing is an indispensable condition for the effective functioning and development of enterprises and organizations of all sectors and spheres of the national economy. In this regard, the goal of the present study is to identify, analyze, and summarize the positive and negative aspects of the competency approach to educational practice. Attainment of the set goal is based on the methodological approaches to the assessment of the existing educational system and the methods of comparative analysis of general economic consequences of such changes from the employer’s perspective. The scientific result of the study is the ways of resolving the identified problems suggested by the authors from the point of both the employers and the directions of the professional activity of higher and secondary special educational institutions. In particular, it is suggested to create corporate training centers at large organizations, the ideology of which would be based on improving the professional level of employees in accordance with the established qualification requirements.

The article is dedicated to the theoretical analysis of pedagogical conditions of the formation of future psychologists’ readiness to work with the adolescents prone to deviant behaviour. The content of the problem in the scientific literature is analyzed, the main pedagogical conditions of the formation of the future psychologists’ readiness to work with deviant adolescents are determined. It is revealed that in the scientific literature the generalization concerning pedagogical conditions of formation of future psychologists’ readiness to professional activity is presented, among which single out forms and methods of the organization of the educational environment in an educational institution, interaction between psychology students and lecturers, students’ inclusion in solving problems of professional direction and implementation of a creative approach in teaching. Looking at the readiness of the future psychologists to work with the adolescents prone to deviant behaviour as the systemic formation that includes cognitive, motivational-value, creative-practical and regulative components, we consider that the development of these components of readiness depends on the pedagogical conditions implemented in the professional training process.In the process of scientific search, we used the following methods of research: analysis, synthesis, comparison, generalization, systematization, specification.The pedagogical conditions of formation of future psychologists’ readiness to work with adolescents prone to deviant behaviour are generalized as a set of pedagogical measures, requirements, external influences which provide construction of educational space, effective course of educational processes and allow to form readiness of the specified quality in future graduates.Pedagogical conditions that will contribute to the formation of the future psychologists’ readiness of this quality are highlighted, in particular: the focus of the educational environment on quality theoretical training of future psychologists to work with adolescents prone to deviant behaviour; implementation of practice-oriented, acmeological and competency-based approach in the training of future psychologists; reflective attitude of psychology students to education in the chosen field of study; use of innovative and problem-searching teaching methods that will contribute to the formation of future psychologists’ cognitive activity.Key words: adolescents, deviant behaviour, future psychologists, adolescents prone to deviant behaviour, future psychologists’ readiness, formation of future psychologists’ readiness to work with adolescents prone to deviant behaviour, pedagogical conditions of the formation of future psychologists’ readiness to work with adolescents prone to deviant behaviour. Стаття присвячена теоретичному аналізу педагогічних умов формування готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки. Проаналізовано зміст проблеми у науковій літературі, визначено основні педагогічні умови формування готовності майбутніх психологів до роботи з підлітками-девіантами. Виявлено, що в науковій літературі представлено узагальнення стосовно педагогічних умов формування готовності майбутніх психологів до професійної діяльності, серед яких виділяють форми і методи організації освітнього середовища в закладі освіти, взаємодію між студентами-психологами та викладачами, включення студентів до розв’язання проблемних завдань професійного спрямування та реалізації творчого підходу у навчанні.У процесі наукового пошуку нами використовувалися такі методи, як: аналіз та синтез, порівняння, класифікація, узагальнення, конкретизація.Констатовано, що розвиток складників готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки, залежить від педагогічних умов, які реалізовуються в процесі про-фесійної підготовки.Узагальнено, що педагогічні умови формування готовності майбутніх психологів до роботи з під-літками, схильними до девіантної поведінки, є тими педагогічними заходами, вимогами, зовнішніми впливами, які забезпечують конструювання освітнього простору, ефективний перебіг освітніх процесів та дозволяють формувати у майбутніх випускників готовність зазначеної якості.Виділено педагогічні умови, які сприятимуть формуванню готовності майбутніх психологів до роботи з підлітками-девіантами, зокрема: спрямованість освітнього середовища на якісну теоретичну підготовку майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки; реалізація практико-орієнтованого, акмеологічного та компетентнісного підходу у професійній підготовці майбутніх психологів; рефлексивне ставлення студентів-психологів до здобуття освіти за вибраним фахом; використання інноваційних та проблемно-пошукових методів навчання, які сприятимуть фор-муванню пізнавальної активності майбутніх психологів.Ключові слова: підлітки, девіантна поведінка, майбутні психологи, схильні до девіантної поведінки підлітки, готовність майбутніх психологів, формування готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки, педагогічні умови формування готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

The main task at the present stage is the formation of mediation as a type of professional activity.  That is why, the study of the views of domestic and foreign scientists regarding the features of the professional activity of a mediator is an integral part of the qualitative implementation of the institution of mediation in Ukraine as a whole, and provides an opportunity to improve the level of professional training of future mediation specialists in accordance with the requirements of the present. Due to the tendency to use private legal mechanisms for resolving private disputes in private disputes, we consider it necessary to develop a doctrinal non-jurisdictional way of resolving private disputes, namely mediation.  The mediation procedure is an organized procedure with the participation of a mediator, assists the parties in resolving a dispute and making a decision for both parties. The main difference between family mediation and other types of dispute resolution, in the context of the development of the education system, is its non-directiveness.  Mediation only uses the law, in contrast to the traditional methods based on legal regulation.  A flexible and democratic way of resolving disputes based on the voluntary participation of the parties creates conditions for the parties to control not only the development and decision-making process, but also the quality of this decision, guaranteeing them complete confidentiality, ensuring the preservation of their reputation and the possibility of constructive interaction in the future. Now in Ukraine, a stage of formation of a professional community of mediators and a consumer niche is underway, which indicates that Ukrainian mediation is currently at the initial stage of its institutionalization.

Abstract The article is devoted to the problem on training of maritime specialists in universities of Great Britain; in particular, it is a question of training navigators. It was noted that there are dozens of maritime educational institutions and a long tradition of training maritime specialists in the country. The system of maritime education in the United Kingdom is effective, and the level of training of specialists, including navigators, allows them to qualitatively perform their official duties on ships, which, in its turn, guarantees the safety of navigation. The peculiarity of professional training of navigators is that the educational program is focused on practical activities in accordance with the requirements of the rules of the International Convention on the Training and Certification of Seafarers, recommendations of the International Maritime Organization and other regulatory documents. It was found out that the UK Nautical Institute is working on the continuous improvement of the educational level of specialists operating maritime vessels. The article also discusses the training of navigators at the Maritime Centre of the University of London and at the University of Plymouth. The training of navigators on simulators is considered as a type of practical training and is conducted in accordance with national and international requirements for a computer simulator complex and software training complexes. The author of the article draws attention to the sufficient number of modern simulators, training equipment and laboratories, which are used to work out practical skills of future navigators. It has also been clarified that in all UK maritime higher education institutions the mandatory condition for successful completion of training is the completion of maritime professional practice. The number of hours for such practices is determined by the relevant regulations. The high ranking of British maritime education institutions attracts students from around the world. For international students there are comfortable conditions for admission, study and residence. They can improve their English language skills and take preparatory courses for admission.

This paper aims to analyse the impact of Covid-19 on economic and fiscal consequences in North Macedonia. In addition, the paper assesses the effects of economic and fiscal packages implemented by the Government of the country. The study uses secondary data in order to find out the real consequences caused by Covid-19 pandemic in the economy of North Macedonia. The findings reveal thatCovid-19 pandemic produced negative economic and fiscal consequences during 2020 in all sectors. Moreover at the end of 2020 the real sector of the economy recorded a 4.5% decline in GDP, the fiscal deficit achived a level of -8.1% of the GDP. The findings of the paper show that government assistance through various packages, partly affected the reduction of negative economic consequences of Covid-19.

The existing model of professional training of police officers in Ukraine by many criteria does not meet the growing needs of society and generally accepted international democratic standards in this area. In these conditions, there is a growing need to reform the education system of future police officers in the Free Economic Zone of Ukraine. The purpose of the study was to clarify the components of the professional competence of instructors in physical training and sports of law enforcement agencies. Materials and methods. Theoretical analysis and generalization of data of special scientific and methodical literature were used in the work, monitoring of information resources of the Internet was carried out. It is established that the current problems that need to be addressed are the lack of a system of centralized training of instructors in physical training and sports, imperfection of the system of implementation of scientific developments in the field of physical culture and sports in practical service and combat activities and failure to take into account the initial level of training of cadets. Results and discussion. The analysis of experience of armies of the leading countries of the world shows that one of characteristic aspects in the organization of preparation of experts in physical training and sports is a combination in performance of tasks of physical training and mass sports. As part of the centralized training of personnel, the practice of using simulation centers and the Joint Conflict and Tactical Simulation software is widespread at the training courses for personnel of brigade headquarters (battalions). Promising areas for improving the professional training of instructors of physical training and sports are the use of distance, simulated learning, interactive, situational, game and project methods. Conclusion. Education of physical training and sports instructors requires a comprehensive approach and is carried out by a rational combination of basic types of training. It is established that the components of professional training of instructors of physical training and sports in military institutions are communicative, methodical, organizational-managerial and leadership competencies. The key issues of professional competence of instructors of physical training and sports are organizational and managerial skills. Organizational and managerial competence involves the formation of information-analytical, organizational, control and diagnostic skills. Important functions of heads of departments, instructors of physical training and sports are planning, definition of the purposes, coordination and the logical organization of professional activity of subordinates

The article is devoted to the General characteristics of the competency approach introduced in the training of investigators as part of training in specialized educational institutions of the MIA of the Russian Federation. Recognizes the crucial role of the investigative unit of the MIA of Russia in the implementation of law enforcement, the investigation of crimes. The necessity of modernization of the system of professional training of investigators in the framework of specialized universities in connection with the constant complication of the tasks solved by these employees in the framework of their professional activities is substantiated. Such modernization is largely associated with the introduction of a competency-based approach that ensures the formation of the necessary set of knowledge, skills and personal qualities of students. This approach also makes it possible to objectively assess the level of training of a specialist in the framework of higher education. Attention is drawn to the existing difficulties of implementing the competence approach. The article points to the need for a uniform understanding of the terms "competence" and "competence", discusses modern approaches to the interpretation of these concepts. The analysis of the approaches to the definition of the types of competencies and investigative personnel of the interior Ministry, educated in government schools. The article also presents the authors ' opinion on the understanding of the forensic aspect of the formation of professional competencies of investigators of the Ministry of internal Affairs of the Russian Federation.

Introduction / Innovation Concept: Junior residents are often the first physicians who attend to the acutely unwell floor patient, especially at night and on weekends. The ‘Nightmares Course’ at Queen’s University was designed to address an Entrustable Professional Activity (EPA) relevant to several residency programs at the ‘Foundations of Discipline’ level of training: “to manage the acutely unwell floor patient for the first 5-10 minutes until help arrives”. In keeping with competency based medical education principles, this course offers longitudinal and repetitive practice and assessment. We have also designed a summative objective structured clinical exam (OSCE) in order to identify trainees who require additional remedial practice of this EPA. Methods: We developed simulated cases that reflect common but “scary” calls to the floor. We then, using a modified Delphi process with experts in resuscitation, defined relevant milestones applicable to the Foundations of Discipline level of training in order to inform our formative assessment. We also modified the Queen’s Simulated Assessment Tool (QSAT) to adopt CBME terminology and this will be used to provide a summative assessment during a four-scenario OSCE in the spring. Residents with QSAT scores below the competency threshold will be enrolled in a remediation course. Curriculum, Tool, or Material: Weekly sessions were led by staff physicians and were offered to first-year residents from internal medicine, core surgery, obstetrics and gynecology, and anesthesiology over the academic year. Each resident participated in one session every 4-week block. Sessions were organized into themes such as “shortness of breath” or “decreased level of consciousness” and involved three high-fidelity simulated cases with a structured debrief following each case. Formative feedback was given following each case. Conclusion: The Nightmares Course is a novel simulation-based, multidisciplinary curriculum in resuscitation medicine. It includes longitudinal practice and repetitive assessment, as well as summative testing and remediation of an EPA common to several residency programs.

The article defines the role of pedagogical ecology in the system of educational practice in the conditions of inclusion. The term "inclusion", the concept of "greening", the definition of universal design in education and reasonable adaptation of school space are revealed. Problems and prospects of greening of the educational environment in the context of inclusive education are considered. Comparing the inclusive culture of our country and the Scandinavian countries, it is noted that the approach of Scandinavian cultures is more to ensure inclusiveness, inclusion in society. The conditions for the implementation of the principles of pedagogical ecology in inclusive education are determined. It is proved that the success of inclusive education largely depends on the professional competence of teachers, the reorganization of the system of professional training of future professionals. The features and level of readiness (according to the results of self-assessment in the interview) of future teachers for professional activity with children with special educational needs in the conditions of inclusion are studied. The positive attitude of students to the need for purposefully organized process of their professional preparation for work in inclusive educational institutions is recorded.

The study concerns the phenomenon of a “professional teacher”, its social status, personal qualities and competences within the historical context. The authors apply the integration of philosophical, psychological, historical-pedagogical and pedagogical knowledge as such to understand the modern model of a teacher. The historical context as a complex of social conditions of pedagogical insights, concepts and assumptions of an ideal teacher and its professional training formed methodological fundamentals of the study dealing with the image of a teacher of the past, present and future. To define the mission of a teacher within the society and its professional characteristics the study analyzes beliefs, activities and works of educators, scientists, classic teachers and modern representatives of pedagogical science and educational practice. Defining the phenomenon of a “teacher”, the authors consider it through the unique nature of professional activity, personal qualities, compliance to public expectations and demands.
