That scientific research highlights specific items of modernization in the field of public society information security. Taking into account professional and public orientation, government support is aimed at promotion of human recourse, provision of information support. Currently human mind is one the most valuable item. In this regard, jurists are responsible for explanation of political, economic and legal points. Moreover, it is rather important to reveal an experienced specialist in it. Among the new challenges and threats, the problem of information security is the main one. Information technologies cause considerable impact on management of humans being. Scientific analysis of problems in the field of information security has shown that there is an insufficient level of public awareness. More precisely the problem is in ability to use password with high degree of protection, spread of unnecessary information in social networks. In that research are touched upon various concepts of information society. Also, main theories and elements are analyzed, which are included into meaning of information society. The difference between main information and other types of social values are covered. Specifics of the above problem, its reasons and impact on development of society are outlined. The conclusion encompasses problems of legal regulation of information security (fragmentation, absence of system). In cognitive activity, scientific complex, including legal, economic, scientific and practical approaches was used.

The article is devoted to the problem of developing an analytical data processing system for monitoring information security within the information security management system of modern companies conducting their main activities in cyberspace and using cloud infrastructure. Based on the analysis of modern information technologies related to ensuring information security of cloud infrastructure and the most popular products for ensuring information security of cloud infrastructures, as well as existing scientific approaches, a formalized approach to the synthesis of an analytical data processing system for monitoring the information security of an informatization object using cloud infrastructure is proposed. This approach takes into account the usefulness of the used information technologies from the viewpoint of information security. A general model of the structure of information support of an analytical data processing system for monitoring information security, as well as a model of the dependence of the usefulness of information technology on time and the ratio of the skill level of an information security specialist and an attacker are presented. The quality of the information security monitoring system is used as a criterion in the first optimization model. The following limitations are suggested: limitation on the time of making a decision on an incident; limitation on the degree of quality of analysis of information security events by the analytical data processing system and limitation on the compatibility of data analysis functions with data types about information security events. The cited results of the study of the second model show a logically consistent dependence of the usefulness of information technology on time and the ratio of the skill level of an information security specialist to the skill level of an attacker. The particular models of the structure of the information support of ASOD are presented. They make it possible to determine the rational structure information support of ASOD according to particular criteria. The following particular criteria are used: the maximin criterion of the usefulness of the information support of ASOD for monitoring the information security of an informatization object in the cloud infrastructure; the criterion for the maximum relevance of information support distributed over the nodes of the cloud infrastructure for systems with a low degree of centralization of management.

Today it’s not possible to deny the approach of the new epoch – the epoch of the information society. The high technologies have infiltrated the total scope of the everyday life of modern people. In 2020 our civilization confronted the new, but for a long time anticipated, challenge, - mass introduction of distant education in schools and universities. We still will have to comprehend the results of this social experiment in the nearest future. Still one fact arises no doubts: information nowadays is the product that is widely and easily (perhaps, too easily) accessible, but real knowledge remains the lot of the few, and even tend to marginalize. Forty years ago the stated problems became the issue of the studies of the Swiss philosopher Denis de Rougemont. His conclusions turn out to be more and more relevant with the acceleration of the process of culture, communications and education digitalization. His article “Information Isn’t Knowledge” has been published in Russian for the first time. The article deals with the issues of information technologies integration into the human cognitive activity, its influence on the thinking process and cultural, ethic and spiritual values formation. Denis de Rougemont step by step reveals the definition of information technologies, their application in various areas of human existence, their ability to compete with personality and the consequences of their integration in everyday life. These speculations become especially valuable in the era of the triumph for information society and global computerization.

The article systematizes legal acts at the international, Federal and departmental levels on the use of artificial intelligence in law enforcement. In particular, at the international level, the corresponding legal act, according to the author, should contain three components of legal regulation: 1) regulate the organization and construction of an artificial intelligence system between States; 2) determine the principles of functioning of artificial intelligence; 3) regulate the ethical issues of using artificial intelligence. The legal basis for the use of artificial intelligence systems in law enforcement at the Federal level, in addition to the Constitution of the Russian Federation, should be the Strategy for the development of the information society in the Russian Federation (Strategy) for 2017-2030, as well as some special Federal laws (for example, the Law of Moscow), which are designed to specify the mechanism for using the advantages of artificial intelligence in all spheres of public life, including law enforcement. The author notes that the mentioned strategy defines only the General provisions of the state policy on the development of information technologies and artificial intelligence technologies. At the same time, the implementation of national interests outlined in the Strategy is impossible without the effective work of law enforcement agencies, whose functioning, in turn, is impossible without a well-built system of interaction between information support and artificial intelligence. The final part of the paper presents some proposals for improving the legal regulation of the use of artificial intelligence in law enforcement, in particular, justifies the need to adopt a national Doctrine for the use of a Unified system of information support and artificial intelligence in the activities of law enforcement agencies.

Relevance of the article - security has always been one of the priority issues of state policy, and considering the fact that the defense forces are an inseparable part of state security, the study of their information security is essential. The feasibility of this study is confirmed by the fact that in the current conditions of development of the information society, the information technology of the Ukrainian defence forces must adapt to the current challenges and threats, to ensure proper protection of information of strategic importance to the state and collected, consolidated and stored by the defence forces. The purpose of this article is to identify problems of information security of defence forces in Ukraine, to find ways of their elimination. Formal logical, systemic structural, comparative and legal methods were used to conduct the research. It is stated that by dividing the information space and cyber space, the legislator has laid down legal regulation of protection of the information space of the state. It is understood that the Lithuanian and Latvian forces for combating threats to the information space were consolidated within the structure of the Ministry of Defence.

The article is devoted to the analysis of amendments to the Constitution of the Russian Federation relating to the protection of national security, including in the field of information. Purpose: to analyze the role and impact of the amendments to the Constitution of the Russian Federation in 2020. These amendments are related to the State regulation at the federal level of information security and the tasks of ensuring the support and preservation of scientific and technological potential and the development of Russia. Methods: the work is based on the methods of dialectics and system analysis of the information and legal sphere, which allow to comprehensively, logically and consistently study the processes of implementation of constitutional and legal norms and the prospects for their development in the legal regulation of information security in order to identify existing patterns and development trends, as well as priority tasks. Results: the study leads to the well-founded conclusion that referring in the Basic Law to the federal authorities the security of the person, society and the State in the use of information technologies and digital data circulation is a constitutional and legal innovation that is fundamental to the development of legal and scientific research in the field of information security as an important component of the national security of the State, as well as for the development of the system of legal regulation in this areas in information law.

The goal of research is to determine the main areas for the development, composition and structure of methodological support for the construction and functioning of information provision systems for the organization and maintenance of technical protection of information in authorities, organizations and enterprises. The method of research is synthesis and analysis of the composition, and content of the tasks of technical protection of information, addressed in its organization, as well as the mathematical technique of factor analysis and theoretical and methodological basis of the cluster approach. As a result of the research, the tasks of technical protection of information, considered on the objects of informatization are defined and the timeliness of the application is shown for automated information support systems of the activity for the technical protection of information to solve these problems. It is noted that at present, the methodology for creating such systems is practically absent. The authors of research indicate the main approaches to their development, such as the dynamic change in the subject area of information security, the emergence of new information technologies, rapid changes in system and application software, the expansion of the range of information security threats, changes in the regulatory framework, etc. The composition and structure of the system of models and methodologies are proposed necessary for the design of these information support systems, their development, production, delivery and operation. Particular indicators are proposed to assess the completeness, reliability, timeliness (relevance) and information security necessary to ensure the activities to solve the problems of technical protection of information and complex indicator to assess the efficiency of information support for this activity. The interdependence of complex and particular indicators is shown by convolution of particular indicators using the linear function and the Cobb-Douglas function. Examples of calculating the complex indicator are given. The proposed indicators and models for their calculation will define quantitative requirements for the composition and structure of promising information support systems, as well as for the completeness, reliability, timeliness and security of the information provided by them, which is necessary for organizing the technical protection of information in domestic information systems.

The information transformation of society, which has significantly accelerated as a result of the Covid-19 pandemic, has led to the emergence of new circumstances for doing business with a more active use of digital technologies. Simultaneously with the optimization of the organization of financial management in enterprises, the level of threats to their information security has significantly increased. Cybercrime, which is realized in the form of unauthorized interference in the work of information systems, illegal destruction, distortion or disclosure of confidential financial data, has gained rapid development and spread. Disclosure of trade secrets of companies and leakage of important information can cause significant moral and material damage to business units and significantly reduce the level of their financial security. The actualization of the need to protect the financial data of economic entities has necessitated the development and presentation in the article of proposals for the formation of a system for the protection of confidential financial information. To this end, the author identifies sources of confidential financial information of enterprises, targets and subjects of computer crimes. The article proposes the classification of insiders and identifies the features of their motivation in committing illegal acts. When building a system of protection of confidential financial information at the enterprise, the author proposes to take into account a number of principles. These include the principle of financial feasibility, the principle of legal regulation, the principle of internal regulation, the principle of balancing the interests of the enterprise and its economic environment, the principle of integration with international standards for the protection of confidential financial information. The formation of an effective information security policy at both the state and enterprise levels, as well as the development and implementation of appropriate measures can eliminate or significantly reduce financial losses from information threats, which will increase the level of financial security of economic entities.

Большое внимание уделяется обеспечению информационной безопасности и противодействие новым вызовам и угрозам в этой сфере. Государственный комитет национальной безопасности разработал концепцию информационной безопасности Кыргызстана на 2019-2023 годы. Цель концепции-разработки стратегий действий по защите интересов личности, общества и государства в информационной сфере и создание эффективной системы обеспечения информационной безопасности Кыргызстана. Annotation: In each country, the issue of information security gets the huge priority at the global level. During the processes of globalisation is important to tight information security in order to maintain the country's sovereignty, in preservation of national values and culture of our people. Information security of the country directly depends on the protection of the interests of all citizens, society and the country as a whole. Preservation of national interests of the country, the integrity and preservation of patriotic feelings and the consent of the citizens is one of the fundamental duties of the State in providing information security. The international process of globalization, the introduction of new information technologies and the information society all underline the significance of information security as an element of national security.
