Abstract The purpose of the article is to decide the possibilities of Ukrainian financial security management in the conditions of military and political instability through adaptation of the indicators for the current methodology of the state financial security calculating in order to achieve the goals of sustainable development. The authors use general scientific and special methods, in particular dialectical, abstract logical, system analysis, economic and statistical. The authors in terms of the system approach and the allocation of material and information basis consider financial security. The authors formalize the process of informational support for the management of state financial security. Analysis of statistical data suggests that the determination of the Ukrainian financial security takes place because of political and military instability. Every component of financial safety includes factor of war influence, which as a result correlates the integral index of financial safety. The authors investigate factors that include expenditures for army forces support, aggressor state exchange rate expenditures, volume of monetary mass of the aggressor state in national economics, participation of the aggressor state capital in the banking capital structure, volume of financial resources loss of the aggressor-state.

Construction, as a sphere of the national economy, has impressive statistical indicators, determining the importance and relevance of its proper legal regulation, especially in terms of land use for relevant purposes. This article discusses the current situation in the sphere of provision of land plots for construction purposes, further alteration and termination of the relevant lease relations; provides a detailed analysis of the current legislation, law enforcement and judicial practice in such sphere. The purpose of the article is to analyze and summarize legislation judicial and law enforcement practice in this area, as well as the development of specific directions for a comprehensive dissertation research, proposals for improving the legislation regulating these relations. This goal is achieved by solving tasks such as studying of the existing legal regulation of disputed legal relations, law enforcement and judicial practice, identification of problematic and conflict-of-laws issues in the field under consideration, review of the degree of scientific development of the research topic, determination of trends in the development of this sphere of legal relations, development of specific proposals for changing legislation and law enforcement practice. General scientific (synthesis, system analysis, analogy) and special (formal-legal, comparative-legal) methods are used to solve the above problems. Based on the results of consideration of these issues, the author formulates the main problems of the legal relations under consideration, an assessment of the current degree of scientific development of this field is given, the main directions of the planned scientific research are also outlined, proposals are formulated to improve legislation and law enforcement practice.

The problem of sustainable development of industrial territories is considered with using a nonzero risk concept of accidents and catastrophes. Th e mathematical models for risk assessment were chosen for the information system of territorial risk management and safety. The purpose of the work is to identify and analyze basic technological risks for the information system of territorial risk management and safety (IST RMS) of the Krasnoyarsk territory. This information system provides making decision on the implementation of measures aimed at reducing the risks of sustainable development. The following tasks are set in the work: determination of the basic technospheric risks; calculation and analyzing risk of anthropogenic emergencies on the example of the Krasnoyarsk territory; safety analysis of the region. To achieve the purpose of this work were used probabilistic-statistical research methods. The relevance of the work is determined by the need to implement a national safety strategy at the regional level through risk assessment and analysis. The result of the work is an assessment of technological risks and a generalized security analysis of the municipalities and regions in the Krasnoyarsk territory. We obtained the basic development risks and algorithms for assessing territorial safety are determined using statistical analysis, ranges of individual, collective, material and social risks in an anthropogenic emergency. The classifying of territories according to the degree of anthropogenic hazard was carried out. Based on the obtained results, we conclude that in order to achieve acceptable risk values, it is necessary to use an integrated system approach to multifunctional monitoring of territories.

The purpose of the study is to distinguish among the directions of modern use of water resources tourist and recreational water use; describe its specifics and problems of public accounting. Methods. The research used general scientific methods, including analysis, synthesis, comparison, generalization, system analysis. Results. The role and increasing importance of water resources in tourism and recreation development are described; the place of tourist and recreational water use in the water economy is revealed; legislative and regulatory bases of accounting of tourist and recreational water use in Ukraine are analyzed; the most significant problems of the process of objective estimation of volumes of use of water resources in the field of tourism and recreation are outlined. Scientific novelty. The category "tourist and recreational water use" is proposed for scientific use; the specifics of its accounting in Ukraine on the basis of sustainable development and economy of water resources are analyzed. Practical significance. Optimization of the accounting of tourist and recreational water use will make it possible to rationalize the consumption of water resources in the field of tourism and recreational activities.

The article is aimed at defining the conceptual principles for the development of a system for ensuring the financial security of joint stock companies (JSC) in Ukraine, which will contribute to increasing the level of capitalization and security of both listing companies and the stock market as a whole. The theoretical and methodological basis are fundamental provisions of both economic and institutional theory, security theory, system analysis using such general scientific methods of cognition of economic phenomena and processes as theoretical generalization, synthesis, induction, and deduction. The article substantiates the theoretical and methodological bases for the development of conceptual principles of the system of ensuring the financial security of joint stock companies in Ukraine. In order to research the implementation of the State’s approaches to ensuring the national financial security and the capital markets development, strategic documents in Ukraine were analyzed and an inconsistency between target indicators and formulations of strategic goals were determined. A complex of hypotheses is formed and proved, approaches and principles of the conception of forming a system for ensuring the financial security of joint stock companies are substantiated, taking into account the peculiarities of the State regulation of the financial security sphere. The developed conception is based on a new scientific approach to searching ways to improve the financial security system of joint stock companies in Ukraine. It can be concluded that implementation of the proposed conceptual bases will allow the achievement of the expected results, strengthen the financial security of JSC, make them more resistant against system crises, and create a stable basis for their long-term development.

The paper describes concept of "enterprise’ financial security" in modern conditions and compares the main approaches to its definition taking into account the complex nature of this economic category (from the point of view of the object of paramount attention, the task of the security system and the criterions of security). The authors identified two approaches to understanding the financial security of the enterprise: the first approach, which considers financial security in terms of the enterprise’ ability to withstand the threats of the internal and external environment; the second approach determines the enterprise’ financial security as the ability of the enterprise to perform its activities effectively in an uncertain and competitive environment. In addition, the study identified the essence of enterprise’ financial security management, its purpose, objectives, functions, principles, mechanism and basic elements of management. In the course of the research it was found that the most important in the enterprise’ financial security management is to built adequate mechanism of financial security management. The authors define such mechanism, as a set of basic influence’ elements on the process of development and implementation of management decisions to ensure the protection of his financial interests against various threats. Moreover, the authors investigated the systems of enterprise’ financial security analysis, which allow to investigate the financial condition and main results of financial activity of the enterprise in order to determine the level of protection of his financial interests from threats and identify the reserves for its improvement. The system of integral analysis was defined as the system that gives the most solid conclusions about the state of financial security. The main reason for this is that above mentioned system allows to conduct a deeper financial analysis, to evaluate the main areas of financial activity of the enterprise and to aggregate the obtained data into one indicator. Moscow is one of the most dynamically developing regions of Russia, in which a very significant role is played by the issues of management and disposal of city property, especially of land plots. Further development of the economy and urban economy entails the need to change the purposes for which a particular land plot is provided and used, which is formalized by the conclusion of the relevant additional agreements. The purpose of the article is to analyze and summarize legislation, judicial and law enforcement practice on the issue of concluding and state registration of additional agreements to existing land lease agreements, by which the purpose of their provision is changed from the operation of existing buildings to new construction or reconstruction. This goal is achieved by solving tasks such as studying the existing legal regulation of disputed legal relations, law enforcement and judicial practice, identification of problematic and conflicting issues in the area under consideration, determination of trends in the development of this sphere of legal relations, development of specific proposals for changing legislation and law enforcement practices. In solving the above problems, general scientific (synthesis, system analysis, analogy) and special (formal-legal, comparative-legal) methods are used. Based on the results of the consideration of these issues, the author formulates the main problems of the legal relations under consideration, assesses the emerging judicial and law enforcement practice, and formulates proposals for improving legislation and law enforcement practice.

In the conditions of economical crisis many enterprises have to survive even though they were successful and functional before. That is why a problem of economical security of enterprises becomes more and more urgent. Considering this, the problem of revising existed principles and ways of economic security management of the enterprise has appeared. Preventing negative influence of internal and external factors is possible by providing the immediate reaction on them and creating conditions for safe development using the effective economic security management of the enterprise. The new ways of economic security management of the enterprise must correspond to the new demands which unstable environment of enterprises requires. One of those demands is efficiency of administrative decisions that we can provide by using modern instruments of management such as diagnostics. Subject of the research is the diagnosis of the mechanism of economic security management of the enterprise in unstable modern conditions. Methods of the research. The following methods have been used: general scientific methods of system approach and system analysis to generalize and develop theoretical and organizational economic bases of economic security in the system of strategic management of the enterprise and to analyze the current state of economic security of enterprises; general scientific methods of system analysis and specification for the formation of strategic goals of economic security management of the enterprise. Purpose of the research is to develop theoretical instructions and recommendations for diagnostics in the system of economic security management of the enterprise Results of the research. The following mechanisms have been developed: a mechanism for diagnosing the level of economic security of the enterprise, based on a system of key indicators; the mechanism of selection the points of growth of the enterprise based on ideas of the theory of constraints; the mechanism of enterprise recovery from the crisis, based on the concept of value management; management system of economic security of the enterprise on the basis of the reproductive approach taking into account influence of economic contradictions. Conclusion of the research. To increase the efficiency of management and ensure the required level of economic security, a mechanism for diagnosing the level of economic security of the enterprise, based on a system of key indicators, has been developed.

The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

In this article, using general scientific methods, the existing approaches to making management decisions in the process of implementing one or another variant of the economic behavior of an industrial park are analyzed. The results of the system analysis revealed that most approaches do not fully take into account the peculiarities of the economic behavior of the industrial park, depending on the interests of residents and resource suppliers. The main interest groups and conceptual basis for choosing an option for such behavior are presented.

The number of consumers with green awareness have grown these days and as a result they have turned to purchase eco-friendly products. For this reason, this study aims to propose a method for eco-design based on the anticipatory failure determination method to develop eco-design products. By using eco-design concepts adopted from the World Business Council for Sustainable Development, the process will limit the failures and issues related to environmental impact in product design. The proposed method for eco-design product in this study follows the following procedure. First, we analyze product failure. Second, we propose the determination of the non-green phenomenon of the failure. Thirdly, we integrate the intensified non-green phenomenon to generate non-green hypotheses and fourthly, we eliminate each non-green phenomenon hypothesis by introducing the contradiction matrix of TRIZ for obtaining solutions. Finally, we assess alternative eco-design solutions by evaluation. To verify the practicality of the new procedure, a washing machine is used as an example for illustration.
