This chapter begins with an overview of the emergence of Covid-19 cases in Malaysia, in particular, the clusters that spike up the infection rate. It then considers the regulations, laws, and socio-economic measures implemented by the Malaysian government. The chapter evaluates the effectiveness of these measures and the challenges faced by the government and the people in coping with this crisis, not just in seeking to reduce the number of positive cases but also in the larger context of democratic norms, human rights, and socio-economic justice. Chief among Malaysia’s measures to stem the spread of the pandemic is the Movement Control Order (MCO), which forces people to stay inside except to perform essential services, go out to buy food, or seek medical treatment. The MCO has been successful in some respects, particularly in flattening the curve, but in some areas, such as the rights of marginalized communities, clarity of instructions, and uniformity of enforcement, it has left much to be desired.

Development process in Odisha (before 2011 Orissa) may have led to progress but has also resulted in large-scale dispossession of land, homesteads, forests and also denial of livelihood and human rights. In Odisha as the requirements of development increase, the arena of contestation between the state/corporate entities and the people has correspondingly multiplied because the paradigm of contemporary model of growth is not sustainable and leads to irreparable ecological/environmental costs. It has engendered many people’s movements. Struggles in rural Odisha have increasingly focused on proactively stopping of projects, mining, forcible land, forest and water acquisition fallouts from government/corporate sector. Contemporaneously, such people’s movements are happening in Kashipur, Kalinga Nagar, Jagatsinghpur, Lanjigarh, etc. They have not gained much success in achieving their objectives. However, the people’s movement of Baliapal in Odisha is acknowledged as a success. It stopped the central and state governments from bulldozing resistance to set up a National Missile Testing Range in an agriculturally rich area in the mid-1980s by displacing some lakhs of people of their land, homesteads, agricultural production, forests and entitlements. A sustained struggle for 12 years against the state by using Gandhian methods of peaceful civil disobedience movement ultimately won and the government was forced to abandon its project. As uneven growth strategies sharpen, the threats to people’s human rights, natural resources, ecology and subsistence are deepening. Peaceful and non-violent protest movements like Baliapal may be emulated in the years ahead.

Law enforcement without direction and not based on the three pillars of the justice of law, legal certainty and the benefits to society can break the law anyway even violate human rights. As one of the policies of the government that are not considered mencerminakan the values of justice and disturbing for the people, the government policy that acts of omission or delay in the application of the death penalty. This research is a normative legal normative juridical approach. The data collected is secondary data were analyzed using qualitative methods juridical analysis. Based on these results it can be concluded that in the application of the death penalty there are serious legal issues, this is due to government policies that commit omission or delay in the execution of the death penalty is a violation of human rights as stipulated in Article 28 of the 1945 Constitution. COVID-19 is a major health threat across the globe, which causes severe acute respiratory syndrome, and it is highly contagious with significant morbidity and mortality. In this paper, we examine the feasibility and implications of several phases of Movement Control Order (MCO) and some non-pharmaceutical intervention (NPI) strategies implemented by Malaysian government in the year 2020 using a mathematical model with SIR-neural network approaches. It is observed that this model is able to mimic the trend of infection trajectories of COVID-19 pandemic and, Malaysia had succeeded to flatten the infection curve at the end of the Conditional MCO (CMCO) period. However, the signs of ‘flattening’ with R0 of less than one had been taken as a signal to ease up on some restrictions enforced before. Though the government has made compulsory the use of face masks in public places to control the spread of COVID-19, we observe a contrasting finding from our model with regards to the impacts of wearing mask policies in Malaysia on R0 and the infection curve. Additionally, other events such as the Sabah State Election at the end of third quarter of 2020 has also imposed a dramatic COVID-19 burden on the society and the healthcare systems.

The existence of vagrants and beggars as a sub-culture of poverty is a separate problem for the government and the people of Yogyakarta in general. This research was conducted to examine and analyze the effectiveness of the Yogyakarta City Government Regional Regulation No. 1 of 2014 concerning the handling of homeless and human rights beggars in the review of maqasid shariah and seeks to find the crucial factors that influence the effectiveness of the DIY city government regulation based on a human rights perspective. humans in the view of maqasid syariah. The facts in the field were collected using qualitative methods with a sociological normative juridical approach and technical analysis using analytical descriptions. The results of this study are the Role and Functions of the Social Service in tackling Homeless and Beggars in the Special Region of Yogyakarta which has been procedurally fulfilled based on the Yogyakarta Regional Regulation No. 1 of 2014, but conceptually has not been fully implemented in the DIY City Regional Regulation No. 1 of 2014. In the perspective of human rights, in terms of quantity, the regional regulation has guaranteed the fulfillment of the rights of the homeless and beggars, the implementation is in accordance with standard operational procedures in the field. According to the Maqasid syariah perspective, the government's program to overcome sprawl has realized the maqasid syariah, namely the maintenance of religion (hifz din), reason (hifz al-aql) maintenance of the soul (hifz al-nafs) maintenance of offspring (hifz al-nasl) maintenance of property ( hifz al-mal)

Efforts in promoting international legal protection of Indonesian migrant workers can be explained that it has complete regulations. This situation cannot be separated from the facts that show the importance of granting Specific labour rights for migrant workers in the international community’s perspective. The purposes of this article are to encourage all people to consider seriously the applying of international human rights law in order to promote of human rights, especially, for Indonesia migrant workers (TKI) and create better migration management. In legal-formal matter, the applying of legal mechanisms has been recognized as human rights by Indonesia law. One of the best ways is trying to join the outside world in order to attain Economic development for the nation. Exploiting Opportunities of globalized world economy does not mean our sovereignty weakened but rather as an effort to achieve more substantive effort. This can be interpreted as a political commitment from the government - by learning and cooperating with Other States - to be more pragmatic by prioritizing the interests of the people as a form of democracy.

The Malaysian government had announced the Movement Control Order (MCO) to handle the Covid-19 crisis. During MCO, the government has used media channels to spread the information to the public. This research aims to identify the mediating part of both knowledge and awareness between students' attitude and media role during MCO. The findings from 338 respondents analysed using structural equation modelling found that knowledge and awareness mediate between media and students' attitude. This study could guide policymakers to promote a greater understanding of the coronavirus pandemic by using the mass media. Abstract:President Joko Widodo in 2018 revealed the government's target of making a law by means of the omnibus law to overcome the existence of regulatory obesity and overlapping regulations in Indonesia. One of the sectors the government has targeted for the enactment of the omnibus law is the employment sector. The drafting of the omnibus law bill on labor began in 2019 with the target completed within 100 days. At that time the draft law was called the Draft Cipta Lapangan Kerja Bill. However, in the draft last in February 2020 the draft law was named the Draft Cipta Kerja Bill. According to the Chairperson of the People's Legislative Assembly, Puan Maharani, in the DraftCipta Kerja Bill, which was made in an omnibus law, consisted of 79 laws. In the Draft Cipta Kerja Billnotonly includes the employment sector but also other sectors such as the environment. However, the Cipta Kerja Bill has so far drawn rejection from the public, laborers, activists, academics, and practitioners because it is considered in the drafting of the Cipta Kerja Bill that it has problems both formally and materially, even according to some experts the Cipta Kerja Bill has the potential to violate human rights if authorized. In this paper, we will discuss the existence of the omnibus law as one of the mechanisms for the formation of laws and regulations and how the problems in the Draft Cipta Kerja Bill. The method used in this research is a normative juridical method with the statutory and comparative approach. The results of this study are an analysis of the existence of the omnibus law as one of the mechanisms for the formation of legislation and the existence of a picture and a critical attitude towards the issue of the Cipta Kerja Bill. So that through this paper, it can be seen whether the drafting of the Cipta Kerja Bill is intended for the interests of the people or only for the sake of investment which will certainly sacrifice human rights and harm national interests.   Keywords: omnibus law, Draft CiptaKerja Bill, employment, human rights.   Abstrak:Presiden Joko Widodo pada tahun 2018 mengungkapkan target pemerintah yakni membuat suatu undang-undang dengan cara omnibus law untuk mengatasi adanya obesitas regulasi dan tumpang tindihnya regulasi di Indonesia. Salah satu sektor yang menjadi target pemerintah untuk dibuatkan undang-undang omnibus law adalah sektor ketenagakerjaan. Penyusunan rancangan undang-undang omnibus law tentang ketenagakerjaan dimulai sejak tahun 2019 dengan target selesai dalam waktu 100 hari. Saat itu rancangan undang-undang tersebut dinamakan Rancangan Undang-Undang Cipta Lapangan Kerja. Namun, dalam draft terakhir pada Februari 2020 rancangan undang-undang tersebut bernama Rancangan Undang-Undang Cipta Kerja (RUU Cipta Kerja). Menurut Ketua Dewan Perwakilan Rakyat Puan Maharani dalam RUU Cipta Kerja yang dibuat secara omnibus law tersebut terdiri dari 79 undang-undang. Dalam RUU Cipta Kerja tersebut tidak hanya memuat tentang sektor ketenagakerjaan saja tetapi juga sektor-sektor lainnya seperti lingkungan hidup. Tetapi, RUU Cipta Kerja tersebut hingga saat ini menuai penolakan baik dari masyarakat, buruh, aktivis, akademisi, dan praktisi karena dinilai dalam penyusunan RUU Cipta Kerja tersebut memiliki masalah baik secara formil maupun materiil bahkan menurut sebagian ahli RUU Cipta Kerja berpotensi melanggar hak asasi manusia apabila disahkan. Dalam tulisan ini akan dibahas mengenai bagaimana keberadaan omnibus law sebagai salah satu mekanisme pembentukan peraturan perundang-undangan dan bagaimana permasalahan dalam RUU Cipta Kerja. Metode yang digunakan dalam penelitian ini adalah metode yuridis normatif dengan pendekatan peraturan perundang-undangan dan pendekatan perbandingan. Adapun hasil dari penelitian ini adalah adanya analisis terhadap keberadaan omnibus law sebagai salah satu mekanisme pembentukan peraturan perundang-undangan dan adanya suatu gambaran dan sikap kritis terhadap permasalahan RUU Cipta Kerja. Sehingga melalui tulisan ini dapat terlihat apakah penyusunan RUU Cipta Kerja memang diperuntukkan kepentingan rakyat atau hanya demi kepentingan investasi semata yang tentunya akan mengorbankan hak asasi manusia dan merugikan kepentingan nasional.   Kata Kunci:omnibus law, RUU Cipta Kerja, ketenagakerjaan, hak asasi manusia.

The country has been facing the Covid-19 crisis that has affected the rest of the world in this decade. Numerous approaches and alternatives are implemented by the government in order to overcome this pandemic either controlled or stopped utterly. In order for the government to succeed, the emphasis on breaking the chain of infection of Covid-19 and the direction of the Movement Control Order (MCO) must be strengthened. Thus, the main goal of this study is to identify the level of patient’s knowledge regarding Covid-19 and Movement Control Order (MCO) as well as to analyse the relationship between the level of knowledge about Covid-19 and Movement Control Order (MCO) among patients who come for treatment at the Kinarut Health clinic. This study applies the quantitative research methodology, specifically surveys through questionnaires, whereas the sampling method used is convenient sampling with a total of 200 patients involved within the Kinarut area. Analysis of instrument evaluation and sampling technique is also discussed in this study. The results showed that the level of knowledge of the patients about Covid-19 was at a moderate level with a mean value = 3.610, SP = 0.345. The level of knowledge relating to Movement Control Order (MCO) is also at a moderate level with a mean value = 3.610, SP = 0.345. Meanwhile, correlation analysis showed that there is a strong relationship between the level of knowledge about Covid-19 and also the level of knowledge of the Movement Control Order (MCO), with a correlation value of r = 0.71, p> 0.05. Thus, the results of this analysis show that there is a strong relationship between the variables of the knowledge level of Covid-19 and Movement Control Order (MCO) in breaking the chain of infection Covid-19 particularly among patients living around Kinarut.

Background: Gamification is an innovative approach to engaging in activities that people believe as less interesting. Recycling has been an issue not taken aware by the people in environmental sustainability. There are substantial studies on recycling intention due to the continual growth of unethical and unsustainable waste disposal. Creative approaches to recycling awareness activities should be made to fulfil youths’ increasing interest in and demand for recycling. The main objective of this study is to explore the factors related to youths’ recycling intentions after experiencing a gamified online recycling learning activity, Edcraft Gamified Learning (EGL). Gamified recycling education is believed to be a practical and engaging approach for youths. Methods: 100 students participated in EGL, consisting of two levels of plastic crafting and recycling activities. They experienced online EGL at home between May and September in 2020, during the COVID-19 pandemic total lockdown in Malaysia, namely, Movement Control Order (MCO). 29 participants were selected to participate in five focus group discussions (FGDs) with five to eight participants per session to explore their opinions towards gamified learning, motivation and recycling intention. Results: This paper reports the findings of the FGDs. A codebook was developed based on the codes from the FGD feedback. The codes were rated by two raters, followed by an assessment of inter-rater reliability and thematic analysis. The findings emerged and were confirmed with four themes as factors that influence recycling intention. They are gameful experience, social influence, intrinsic motivation, and extrinsic motivation. Conclusion: The dependent variable, recycling intention, was connected to the four themes to verify the conceptual framework. One limitation of the study was the design of the EGL activity, which was only carried out over two days with two levels of gamified recycling education, as students had concurrent academic online classes during that period.
