Abstract The biomedical research workforce plays a crucial role in fostering economic growth and improving public health through discoveries and innovations. This study fills a knowledge gap by providing a comprehensive portrait of this workforce and retention within it. A distinguishing feature is that we use an occupation-based definition which allows us to look ‘backward’ to field of training and assess the extent to which it has grown more interdisciplinary, and how this differs by gender. The analysis is conducted using restricted-use SESTAT data, the most comprehensive dataset on the scientific workforce in the USA, for the years 1993, 2003, and 2010. Among the findings, we identify differences in interdisciplinarity in training by gender, and these differences have widened. In the retention analysis, which focuses on the 7-year period, 2003–10, we find that retention is negatively and significantly associated with interdisciplinary training for women, but not for men.

The US biomedical research workforce does not currently mirror the nation’s population demographically, despite numerous attempts to increase diversity. This imbalance is limiting the promise of our biomedical enterprise for building knowledge and improving the nation’s health. Beyond ensuring fairness in scientific workforce representation, recruiting and retaining a diverse set of minds and approaches is vital to harnessing the complete intellectual capital of the nation. The complexity inherent in diversifying the research workforce underscores the need for a rigorous scientific approach, consistent with the ways we address the challenges of science discovery and translation to human health. Herein, we identify four cross-cutting diversity challenges ripe for scientific exploration and opportunity: research evidence for diversity’s impact on the quality and outputs of science; evidence-based approaches to recruitment and training; individual and institutional barriers to workforce diversity; and a national strategy for eliminating barriers to career transition, with scientifically based approaches for scaling and dissemination. Evidence-based data for each of these challenges should provide an integrated, stepwise approach to programs that enhance diversity rapidly within the biomedical research workforce.

The paper is dedicated to the evolutionary formation process of the American mass media perception towards the Soviet Russia during the severe Russian famine of 1921-1922, also known as the Povolzhye famine. The research novelty lies in the deep analysis of the US press assessments concerning the famine. The authors provide the results of their American newspapers examination regarding the image formation of the Soviet authorities, the Soviet people and the so-called Red Scare. The authors research included a review of the main anti-Soviet arguments made by the media; the review revealed that the Povolzhye famine image had a crucial role in the labeling Russia as a retrogressive country. Studying this informational phenomenon allows researchers to understand what impact it had on Soviet-American relations, since it directly affected the perception of Russia and the Russian/Soviet people through the media. This, in turn, might help with comprehension of some stereotypes about Russia that can still be encountered in the American public opinion to date.

Purpose This paper provides a general review of the current energy dependency of the European Union (EU) and the possible threat that it poses to economic growth and diplomatic freedom. Design/methodology/approach Systematic literature review with a narrative approach to analyze historical data, statistics and energy policies and determine if the EU oil dependency represents a threat to economic growth and diplomatic freedom. In addition, a review of the US policy “America first” is also included to analyze its impact on the EU. Findings The energy dependency rate of the EU increased 12 percentage points from 1990 to 2018. Russia has become the largest oil supplier for the EU tripling Norway, the largest supplier in the 1990s. The oil dependency of the EU on Russia is a difficult situation where guaranteed energy supply and diplomatic freedom becomes a national political controversy. Even though the USA is currently a top world exporter of oil, the EU does not rely on the USA. The findings suggest that the EU needs to secure a reliable energy supplier to guarantee economic growth, reduce energy scarcity and enhance diplomatic freedom. Originality/value This paper provides a historical examination of the EU oil dependency considering its impact on economic growth and diplomatic freedom.

AbstractThe structure of the USA and the countries that emerged from the remains of Gran Colombia ultimately took different shapes from those suggested in the era immediately after independence, particularly in regard to the extent of each state's fiscal and monetary capacities. This article applies Oszlak's model of ‘stateness’ to the early financial and monetary histories of the USA (roughly 1776–93) and Gran Colombia (roughly 1819–35) to assess and compare the role of financial and monetary capacities in long-run state consolidation and economic development. The US was ultimately more successful than Gran Colombia at adapting its financial and monetary capacities and institutions, creating better conditions for the attainment of ‘stateness’, stronger economic growth, and greater endurance as a national entity. The comparison ultimately suggests a reciprocal relationship between the legitimization of a state's authority (that is, state consolidation) and the development and solidification of fiscal and monetary capacities.

This paper first examines key differences between the traditional approaches of the USA and Italy in relation to innovation and entrepreneurship. The authors then turn to the specific example of southern Italy, which has experienced higher rates of unemployment, lower US investment and fewer educational and cultural exchanges than the rest of the country. After setting out various reasons behind the relative lack of development of the Italian South, the authors describe how cross-cultural programmes can help such regions to realize their potential for economic growth through innovation and entrepreneurship. Using the case of the US Mission in Italy's ‘Partnership for Growth’ programme and brief case studies of outstanding research commercialization in southern Italy, they show how the aims and activities of the programme fuse with the potential of research in the region which has traditionally been underexploited.

Abstract. We have investigated how future air quality and climate change are influenced by the US air quality regulations that existed or were proposed in 2013 and a hypothetical climate mitigation policy that aims to reduce 2050 CO2 emissions to be 50 % below 2005 emissions. Using the NASA GISS ModelE2 general circulation model, we look at the impacts for year 2030 and 2055. The US energy-sector emissions are from the GLIMPSE project (GEOS-Chem LIDORT Integrated with MARKAL (MARKet ALlocation) for the Purpose of Scenario Exploration), and other US emissions data sets and the rest of the world emissions data sets are based on the RCP4.5 scenario. The US air quality regulations are projected to have a strong beneficial impact on US air quality and public health in year 2030 and 2055 but result in positive radiative forcing. Under this scenario, no more emission constraints are added after 2020, and the impacts on air quality and climate change are similar between year 2030 and 2055. Surface particulate matter with a diameter smaller than 2.5 µm (PM2.5) is reduced by ∼ 2 µg m−3 on average over the USA, and surface ozone by ∼ 8 ppbv. The improved air quality prevents about 91 400 premature deaths in the USA, mainly due to the PM2.5 reduction (∼ 74 200 lives saved). The air quality regulations reduce the light-reflecting aerosols (i.e., sulfate and organic matter) more than the light-absorbing species (i.e., black carbon and ozone), leading to a strong positive radiative forcing (RF) over the USA by both aerosols' direct and indirect forcing: the total RF is  ∼ 0.04 W m−2 over the globe, and ∼ 0.8 W m−2 over the USA. Under the hypothetical climate policy, a future CO2 emissions cut is achieved in part by relying less on coal, and thus SO2 emissions are noticeably reduced. This provides air quality co-benefits, but it could lead to potential climate disbenefits over the USA. In 2055, the US mean total RF is +0.22 W m−2 due to positive aerosol direct and indirect forcing, while the global mean total RF is −0.06 W m−2 due to the dominant negative CO2 RF (instantaneous RF). To achieve a regional-scale climate benefit via a climate policy, it is critical (1) to have multinational efforts to reduce greenhouse gas (GHG) emissions and (2) to simultaneously target emission reduction of light-absorbing species (e.g., BC and O3) on top of long-lived species. The latter is very desirable as the resulting climate benefit occurs faster and provides co-benefits to air quality and public health.

ObjectiveTo examine whether state-level spending on social and public health services is associated with lower rates of homicide in the USA.DesignEcological study.SettingUSA.ParticipantsAll states in the USA and the District of Columbia for which data were available (n=42).Primary outcome measureHomicide rates for each state were abstracted from the US Department of Justice Federal Bureau of Investigation’s Uniform Crime Reporting.ResultsAfter adjusting for potential confounding variables, we found that every $10 000 increase in spending per person living in poverty was associated with 0.87 fewer homicides per 100 000 population or approximately a 16% decrease in the average homicide rate (estimate=−0.87, SE=0.15, p<0.001). Furthermore, there was no significant effect in the quartile of states with the highest percentages of individuals living in poverty but significant effects in the quartiles of states with lower percentages of individuals living in poverty.ConclusionsBased on our findings, spending on social and public health services is associated with significantly lower homicide rates at the state level. Although we cannot infer causality from this research, such spending may provide promising avenues for homicide reduction in the USA, particularly among states with lower levels of poverty.

Purpose The purpose of this paper is to outline the organization and governance of the US vaccine and immunization enterprise. It describes the major components of the US system including the various relationships between major federal government entities, stakeholders, and advisory committees that inform government policymaking at various points in the system. Design/methodology/approach The authors describe the complex interdependent network of partners that engage in a wide range of activities such as disease surveillance, research, vaccine development, regulatory licensure, practice recommendations, financing, service delivery, communications, and post-licensure monitoring. Findings The US system of governance is highly participatory and focuses on a transparent and open engagement, with input from a wide range of partners to inform decision-making. This collaborative framework allows many inputs to be heard and helps support the US vaccine and immunization system as it evolves to meet the continued public health needs in the USA through the optimal use of safe and effective vaccines. Originality/value This is an invited article on the US vaccine and immunization enterprise. The development and availability of vaccines in the USA has had profound impact on mortality and morbidity and public health (Centers for Disease Control and Prevention, 2011). The success of this enterprise is a result of a blended public and private sector system with partnerships at the federal, state, and local levels of government to optimize the use of safe and effective vaccines. Governance structures have been established to support the interaction and decision-making among the federal and non-federal actors toward the common goal of controlling and preventing infectious diseases.

A number of distressing trends, including a decline in the share of key research grants going to younger scientists, as well as a steady rise in the age at which investigators receive their first funding, are now a decades-long feature of the US biomedical research workforce. Working committees have proposed recommendations, policy makers have implemented reforms, and yet the trajectory of our funding regime away from young scientists has only worsened. An investigation of some of the major factors and their geneses at play in explaining the increasing average age to first RO1 is presented. Recommendations related to funding, peer review, career paths, and the university–government partnership are provided.

A vibrant American biomedical research enterprise requires a constant infusion of young scientists proposing and conducting important, innovative research. Demographic analyses indicate that the biomedical research workforce has been aging, with scientists launching independent academic laboratories much later in their lives than previously. In addition, those starting new laboratories encounter strong pressures discouraging novel, potentially groundbreaking research. These two factors represent a major threat to the vitality of biomedical research in the U.S. Based on recent analyses demonstrating the success of such programs, we propose that the NIH expand by ten-fold its use of the New Innovator award—an award available only to young scientists proposing innovative research. We argue that this action, accompanied by two related policy changes, would dramatically improve the U.S. biomedical research enterprise.
