Evaluation is a necessary component of plant health programs designed for and implemented in research, extension, and international development settings. Outcome Mapping is a method of program planning, observation, and assessment in which changes in behavior, relationships, or actions of the target groups (boundary partners) are evaluated during program implementation. Outcome Mapping was used to evaluate stakeholder participation in participatory variety selection trials for tomato and soil health training for tomato farmers in Tanzania. Boundary partner participation varied between the three villages evaluated and predicted adoption of new varieties assessed one year later. Outcome Mapping was valuable in tracking progress during program implementation and can indicate long-term impacts of the program. Accepted for publication 21 November 2016.

The community empowerment program is a program that is carried out with assistance and has a plan of up to five years. The empowerment program will be evaluated after one year of program implementation to see the impact of the program for the community. One of the programs is Berdikari Peat Village, which is an empowerment program for the Volunteer Fire Brigade called Masyarakat Peduli Api (MPA). One way to evaluate an empowerment program is to compile a Community Satisfaction Index (IKM). The concept of IKM will evaluate the program from the beginning of program planning, program implementation, to program exit so that the overall implementation of the program to the public is seen. This research was conducted with quantitative methods in the Berdikari Peat Village Kampung program which was carried out in Bukit Batu District, Bengkalis Regency, Riau Province. The conversion of SMI values varies from 25 to 100 with the symbol value A (Very Good) to D (Very Bad). The results showed a high Community Satisfaction Index in the empowerment program carried out by PT Pertamina RU II Sungai Pakning, with a score of 84.6 with a symbol of A.

Impacts of participatory variety selection in wheat on agro-economic changes like adoption of new wheat varieties and production technologies, income and attitude change of the wheat farmers, etc. are presented in the paper. Participatory variety selection was conducted at 12 villages of four districts in Bangladesh. Base line information from the villages was collected through participatory rural appraisal and household survey in 2002. Data on agro-economic changes were collected through household survey in 2005. Impacts were assessed from the difference of the data of two surveys. The area of the check variety Kanchan came down from 97.8% (covered in 2002) to 57% in the working villages in 2005. Varietal diversity was increased remarkably and seven varieties were found to cultivate in 2004-05. The new varieties occupied 43% of the wheat areas. Seed preservation by farmers was increased remarkably and 208 tons seeds of new varieties were preserved by them in 2004-05. When 60% seeds of their total requirements were collected from Bangladesh Agricultural Development Corporation in 2002, then, 100% seeds were used from farmers’ own source in 2004-05. There were remarkable changes in production technology adoption, sources of agricultural knowledge, attitude and income changes. Farmers’ income was increased to Tk. 11148/ha due to cultivation of new varieties and use of recommended production technologies. Participatory variety selection approach in wheat was found very useful to increase wheat production in the working villages. ABSTRAK  Penelitian ini termasuk penelitian evaluatif, yang bertujuan untuk mengevaluasi dan menganalisis Kualitas Pelaksanaan Program Pendidikan Bintara Di Sekolah Polisi Negara Polda Bali dengan model CSA-UCLA System Assesment (A), Program Planning (P), Program Implementation (P), Program Improvement (P),  dan Program Certification (P). Responden pada penelitian ini adalah Personil/pegawai Sekolah Polisi Negara Bali (Pendidik danTenaga Kependidikan) 140 orang dan Peserta Didik 92 orang di Sekolah Polisi Negara Polda Bali. Data dikumpulkan dengan menggunakan kuesioner, dokumentasi dan wawancara.  Data dianalisis dengan analisis deskriptif  kuantitatif dan diverifikasi dengan kuadran Glickman. Hasil penelitian dievaluasi dari dimensi A-P-P-P-P terhadap, 1) Personil/Pegawai SPN Polda Bali (Pendidik dan Tenaga kependidikan)  adalah T-R-T-T-T, 2) Peserta Didik yakni T-T-T-R-T  dimana T berarti Tinggi dan R berarti Rendah, sehingga menunjukkan bahwa  secara umum berjalan dengan baik dan berada pada kuadran II yaitu terkategori Baik. Respondents in this study were Member of the Bali Police Regional Police School (Educators and Education staff) are 140 people and 92 students at the Bali Police Regional Police School. Data was collected using questionnaires, documentation and interviews. Data were analyzed by quantitative descriptive analysis and verified by Glickman's quadrant. The results of the study were evaluated from the dimensions of A-P-P-P-P to 1) Member of the Bali Police Regional Police School (Educators and Education staff)  are T-R-T-T-T, 2) Students are T-T-T-R-T where T means High and R means Low, thus indicating that generally it works well and is in quadrant II which is categorized Good. <p><strong>Abstrak</strong>; Makalah ini ditulis dengan tujuan untuk menjelaskan tentang manajemen mahasiswa <em>part</em><em>-</em><em>time</em> yang telah dilakukan oleh Perpustakaan UIN Sunan Kalijaga. Hal ini perlu disampaikan karena masih banyak perpustakaan Perguruan Tinggi di Indonesia yang belum memberdayakan mahasiswanya untuk ikut bersama-sama mengelola perpustakaan melalui kegiatan mahasiswa <em>part</em><em>-</em><em>time</em>. Dalam makalah yang ditulis berdasarkan <em>best practice</em> ini akan dijelaskan berbagai hal dalam pengelolaan mahasiswa <em>part</em><em>-</em><em>time</em>, yaitu mulai dari (1) perencanaan program; (2) pelaksanaan program; (3) hasil pelaksanaan program; (4) sistem monitoring dan evaluasi; (4) dampak pelaksanaan program; sampai pada (5) perubahan sebagia akibat pelaksanaan program.</p><p>Berdasarkan hasil penelitian ini, maka diketahui bahwa program rutin kegiatan mahasiswa <em>part-time</em> di Perpustakaan UIN Sunan Kalijaga ini tidak hanya bermanfaat bagi perpustakaan UIN Sunan Kalijaga dalam memperlancar kegiatan layanan, tetapi program ini juga bermanfaat bagi mahasiswa itu sendiri, yaitu selain membuat mereka menjadi merasa bangga, juga membuat mereka menghargai waktu, membagi waktu belajar dan bekerja. Selain itu, bagi yang sudah bekerja setelah lulus, pengalaman selama menjadi mahasiswa <em>part</em><em>-</em><em>time</em> juga menjadi modal yang berharga dalam bekerja.</p><strong><em>Abstract</em></strong><em>; The aim of this paper is to explain the part-time student management that has been done by UIN Sunan Kalijaga Library. It needs to be submitted because many college libraries in Indonesia haven’t empower their students to participate together to manage the library through part-time student activities. In this paper that based on best practice will be explained various things in part-time student management, from (1) program planning; (2) program implementation; (3) program implementation result; (4) monitoring and evaluation system; (5) program implementation impact; until (6) change as a result of the implementation of the program. </em><p><strong><em></em></strong><em>Based on this research, noted that part-time students routine program activities in UIN Sunan Kalijaga Library is not only useful for UIN Sunan Kalijaga Library to facilitate the service activity, but this program is useful for the students themselves, which in addition will make them proud, also make them appreciate the time, manage their time for study and work. Moreover, for them who have been working after graduation, the experience during being a part-time student also becomes a valuable asset in working.</em></p><p><strong><em></em></strong><em><br /></em></p>

Using Technique for Order Performance by Similarity to Ideal Solutions (TOPSIS) approach for the data from 2011 to 2015, the authors investigate the financial performance of 16 different financial institutions in Oman that include nine commercial banks, three specialized banks, two investment companies, and two finance companies. They find that the one investment company, Dhofar International Development and Investment Holding Co., was more efficient in 2015 and 2011. Moreover, Oman Housing Bank was more efficient in 2013 and 2014, while Ahli Bank was more efficient in the year 2012. In contrast, Bank Muscat that has the largest total assets was ranked number 16 for the years 2013, 2014 and 2015. As a result of Spearman’s Rho (Rank-Order) Correlation, all ranked results are related to other years. If a bank is at placement in level, it can be affected by year before or year after. But Oman banks’ correlations shows that there are 2 different periods as effecting one year to the other. Climate change imposes biotic and abiotic stresses on soil and plant health all across the planet. Beneficial rhizobacterial genera, such as Bacillus, Pseudomonas, Paraburkholderia, Rhizobium, Serratia, and others, are gaining popularity due to their ability to provide simultaneous nutrition and protection of plants in adverse climatic conditions. Plant growth-promoting rhizobacteria are known to boost soil and plant health through a variety of direct and indirect mechanisms. However, various issues limit the wider commercialization of bacterial biostimulants, such as variable performance in different environmental conditions, poor shelf-life, application challenges, and our poor understanding on complex mechanisms of their interactions with plants and environment. This study focused on detecting the most recent findings on the improvement of plant and soil health under a stressful environment by the application of beneficial rhizobacteria. For a critical and systematic review story, we conducted a non-exhaustive but rigorous literature survey to assemble the most relevant literature (sorting of a total of 236 out of 300 articles produced from the search). In addition, a critical discussion deciphering the major challenges for the commercialization of these bioagents as biofertilizer, biostimulants, and biopesticides was undertaken to unlock the prospective research avenues and wider application of these natural resources. The advancement of biotechnological tools may help to enhance the sustainable use of bacterial biostimulants in agriculture. The perspective of biostimulants is also systematically evaluated for a better understanding of the molecular crosstalk between plants and beneficial bacteria in the changing climate towards sustainable soil and plant health.

Abstrak Penelitian tentang “Peningkatan Kompetensi dan Kinerja Tenaga Pendidik PAUD melalui Komunikasi Efektif di Kota Bandung dilatarbelakangi oleh kenyataan menjamurnya lembaga PAUD yang didirikan oleh masyarakat dalam upaya menyukseskan program pemerintah yang disebut PAUDISASI. Oleh karena itu penelitian ini disusun untuk mengetahui gambaran tentang peningkatan kompetensi dan kinerja pendidik melalui komunikasi efektif di lembaga PAUD meliputi perencanaan, pelaksanaan, evaluasi serta faktor pendukung dan penghambatnya. Adapun metode yang digunakan adalah analisis deskriptif kualitatif. Hasil observasi, wawancara dan studi dokumentasi terhadap program pengembangan kompetensi dan kinerja tenaga pendidik di PAUD Al-Jannah dan Psy Center Kota Bandung menunjukkan: 1) Perencanaan program disusun dengan baik; 2) Pelaksanaan program dilakukan oleh semua stakeholder disertai sosialisasi, pengarahan, pencatatan dan pengawasan dari kepala lembaga; 3) Evaluasi program dilakukan oleh yayasan, kepala lembaga secara komunikatif 4) Faktor pendukung berupa tersedianya sarana berbasis IT serta buku-buku panduan kurikulum, adanya alokasi anggaran (walau relatif terbatas), serta mayoritas guru berkualifikasi pendidikan S1. Adapun faktor penghambatnya adalah masih adanya guru yang belum memahami pentingnya pengembangan kompetensi dan kinerja, serta belum terbiasanya guru menghadapi rambu-rambu regulasi yang dilakukan. Kata kunci: kompetensi, kinerja, tenaga pendidik PAUD, komunikasi efektif Abstract The research on "Improving Competency and Performance of PAUD Educators through Effective Communication in Bandung is motivated by the reality of the proliferation of PAUD institutions established by the community in an effort to succeed a government program called PAUDISASI. Therefore this research is structured to find a picture of increasing the competence and performance of educators through effective communication in PAUD institutions including planning, implementation, evaluation and supporting and inhibiting factors. The method used is descriptive qualitative analysis. The results of observations, interviews and documentation studies on the competency development program and the performance of educators in Al-Jannah PAUD and the Bandung City Psy Center show: 1) Program planning is well structured; 2) Program implementation is carried out by all stakeholders accompanied by socialization, direction, recording and supervision from the head of the institution; 3) Program evaluation is carried out by the foundation, the head of the institution communicatively 4) Supporting factors such as the availability of IT-based facilities and curriculum guide books, the existence of budget allocations (although relatively limited), and the majority of teachers qualified with S1 education. This paper applies the international environmental negotiations framework (IENF) and the multiple streams framework (MSF) to analyze the influence of Nongovernmental Organizations (NGOs) and International Development Agencies (IDAs) in the development and implementation of the Forest Law Enforcement, Governance and Trade agreement (FLEGT) and the Reducing Emissions from Deforestation and Forest Degradation (REDD+) regimes in Cameroon. Deforestation, forest degradation, and illegal logging are critical issues in forest management in many forest-rich countries around the world. In attempt to curtail illegal logging, global forest governance in the past few years has witnessed the development of a number of timber legality regimes including FLEGT. In the same light, the international community has recently seen the emergence of the REDD+ regime to fight against global warming and climate change. Based on sixty-eight interviews in Cameroon with representatives of NGOs and IDAs, government officials, the timber industry, and members of forest communities, as well as eleven informal conversations, and more than sixty documents, the paper finds that NGO and IDA influence on the FLEGT and REDD+ regimes in Cameroon has been growing in three areas: stakeholder participation, project development, and institutional development. Thus, the increasing influence of NGOs and IDAs will pave the way for future interventions on social, cultural, economic, and environmental issues, including land tenure, carbon rights, benefit distribution, equity, Free, Prior and Informed consent, legality, and stakeholder process, related to the FLEGT and REDD+ regimes in Cameroon.

Development in the city of Malang is directed to bring the people of Malang City to the welfare that is distributed evenly. This condition is characterized by increasing economic growth, declining unemployment and decreasing the poor in Malang. In addition, it will also lead people to increasingly cultured conditions, with religious-tolerant values marked by an increasing understanding of traditional values, religious values, mutual respect for differences, and the absence of conflict and violence on behalf of SARA in the city of Malang. The objectives of IbW Program are: (1) To identify potential, actual condition / situation, human resources and realistic resources in Klojen Sub-district, Malang City; (2) To formulate the potential of human resources and natural resources so that it can be used as a pre-eminent commodity of the region; (3) Conducting training activities in the framework of technology transfer generated by Higher Education to the community, so that the community has the knowledge and skills in managing the potential around them. Activities were carried out using survey methods, and observations. Meanwhile, to arrange the action program is done through worshop activity with the hope of action program as needed by society. To that end, in this IbW activity the community is involved from program planning, program implementation, utilization of results and evaluation of program implementation. In this way, the action program is a program that fits the needs of the community. In addition, the implementation of community empowerment activities is carried out using field assistance method. The results of IbW program activities that have been implemented are: (1) Health Sector; Drug hazard counseling; (2) Education Sector; Improved quality of educators with Class Action Research (PTK) training; Mentoring learning for underprivileged students; (3) Economic Program; Entrepreneurship Training "Aneka Handicraft of Maize Maize", (4) Environmental Empowerment Program; Making TOGA, Greening
