Demographic dividend has been wasted in Brazil

Significance In much of the world, COVID-19 has exacted a heavy toll on young people, who saw their education disrupted and were frequently the first victims of the impact on labour markets. However, young Brazilians were hit especially hard as long-underperforming schools remained closed for longer than in most other countries. Moreover, pre-pandemic youth employment had not recovered from the deep 2015-16 recession. Impacts Demographic and labour-market trends will increase pension and healthcare costs while reducing productivity. A growing brain drain will further affect the country’s prospects in the coming years. Society and the economy will feel the impact of COVID-19 on education for decades.

Purpose The purpose of this paper is to provide quantitative estimates on the impact of active labour market policy (ALMP) on youth unemployment in Europe based on a macroeconomic panel data set of youth unemployment, ALMP and education policy variables and further country-specific characteristics on labour market institutions and the broader demographic and macroeconomic environment for all EU-Member States. Design/methodology/approach The authors follow the design of an aggregate impact analysis, which aims to explain the impact of policy on macroeconomic variables like youth employment and unemployment (see Bellmann and Jackman, 1996). This follows the assumption that programmes, which are effective in terms of improving individual employment opportunities, are going to make a difference on the equilibrium of youth unemployment. Findings The findings show that both wage subsidies and job creation are reducing aggregate youth unemployment, which is in contrast to some of the surveys of microeconomic studies indicating that job creation schemes are not effective. This finding points towards the importance to assist young people making valuable work experience, which is a benefit from job creation, even if this experience is made outside regular employment and/or the commercial sector. Research limitations/implications In terms of the variables to model public policy intervention in the youth labour market, only few indicators exist, which are consistently available for all EU-Member States, despite much more interest and research aiming to provide an exhaustive picture of the youth labour market in Europe. The only consistently available measures are spending on ALMP as a percentage of gross domestic product (in the different programmes) and participation stocks and entries by type of intervention. Practical implications The different effects found for the 15–19 year olds, who seem to benefit from wage subsidies, compared to the effect of job creations benefitting the 20–24 year olds, might relate to the different barriers for both groups to find employment. Job creation programmes seem to offer this group an alternative mechanism to gain valuable work experience outside the commercial sector, which could help form a narrative of positive labour market experience. In this way, job creation should be looked more positively at when further developing ALMP provision, especially for young people relatively more distant to engagement in regular employment. Social implications Improving the situation of many millions of young Europeans failing to find gainful employment, and more generally suffering from deprivation and social exclusion, has been identified as a clear priority for policy both at the national level of EU-Member States and for EU-wide initiatives. With this study, the authors attempt to contribute to the debate about the effectiveness of policies which combat youth unemployment by estimating the quantitative relationship of ALMP and other institutional features and youth unemployment. Originality/value To research the relationship between youth unemployment and ALMP, the authors created a macroeconomic database with repeated observations for all EU-Member States for a time series (1998–2012). The authors include variables on country demographics and the state of the economy as well as variables describing the labour market regimes from Eurostat, i.e. the flexibility of the labour market (part-time work and fixed-term employment as a percentage of total employment) and the wage setting system (level and coordination of bargaining and government intervention in wage bargaining).

Purpose County lines involving the exploitation of vulnerable children and young people by gangs have been described as a bigger threat than the exploitation exposed by the Rotherham scandal (The Times, 27 November 2017). The purpose of this paper is to explain the contingencies and drivers informing gang identities in the irregular economy of drugs and make some suggestions to address these. Design/methodology/approach The paper discusses the social reality (ontology) of UK gangs in the UK and the different theories of knowledge about gangs (epistemologies) that can both help and hamper gangs’ policy and practices. The paper is based on recent research and sets out strategic ideas for good community safety practice in order to develop multi-modal partnership interventions in gang-affected neighbourhoods. Recent policies are located within the broader political economy of crime, which raises questions of current policy direction to achieve safer neighbourhoods. Findings A critical realist approach to gangs (Pitts, 2016) assumes that unobservable structures (patterns of relations and roles) cause observable events (gang behaviour). This suggests a reality of gangs independent of theories about them. In this paradigm, the author’s theories about the world are historically, socially and culturally situated and always partial. Not only do gangs change in space and time, but also so do the author’s representations of them. Research limitations/implications Arguably, at this moment, the authors’ best ideas about the underlying causal forces which precipitate gangs involve social structures which have push and pull factors acting in conjunction with culturally enmeshed individuals with limited choices. The pushes of social exclusionary factors such as institutional racism and unemployment act in consort with pull factors of excessive consumerism. However, the author’s ideas about gangs are partial and fallible, and this demands a methodological pluralism that involves a range of stakeholders when researching and formulating appropriate interventions. Practical implications To address the impact of gang violence at the micro or neighbourhood level, Andell and Pitts (2009, 2013, 2017) developed an interactive model of action research which is inclusive of the experiences and knowledge of stakeholders. This knowledge can be valuable not only to build multi-modal strategies in gang-affected neighbourhoods, but can also be useful as a reflexive spur to provide feedback and direction on what works to reduce community harms. Earlier research experience (Andell and Pitts 2009, 2013, 2017) informs ideas that that single agency or “siloed” approaches to problems associated with gangs and drug markets can cause confusion and mistrust for other stakeholders and that more integrated approaches are needed. Social implications In order to assist young people to attain their potential with the assistance of institutions, both micro and macro changes need to take place. The social capital of community networks needs to be enhanced and the redistributive potential of economic policy needs to be enacted. Therefore, policy is needed which is founded on the belief that research is capable of understanding the mechanisms that produce material and cultural domination, and this analysis, in conjunction with stakeholder knowledge, could lead to a realistic program for collective actions in both the micro and macro spheres that reduce relative deprivation and curb the cultural mores for excess. Purpose – This paper aims to explore the social impact that two events, the Adelaide Fringe Festival and the Clipsal 500, have on young residents (16-19 years old) of Adelaide. The purpose of this paper is to examine how young people participate in these events and how this affects their sense of involvement in the event and contributes to their identity development. Design/methodology/approach – A mixed methods approach was adopted in which focus groups and questionnaires were conducted with secondary school students. As an exploratory study, focus groups (n=24) were conducted in the first stage of the research. The results of the focus groups were used to develop a questionnaire that resulted in 226 useable responses. The final stage of the research explored one event in further depth in order to determine the influence of different participation levels. Findings – This study found that young people demonstrated more involvement in the Adelaide Fringe Festival and their identities were more influenced by this event. Further investigation of the Adelaide Fringe Festival also indicated that level of participation affects the social outcomes gained, with those participating to a greater degree achieving higher involvement and increased identity awareness. This is demonstrated through a model which aims to illustrate how an event impact an individual based on their role during the event. Originality/value – This paper applies two leisure concepts in order to analyse the impact of events. Activity involvement is a concept which examines the importance of the activity in the participant's life. Also of importance to young people is how activities contribute to their identities, especially because they are in a transitional period of their lives.

Purpose Library impact and how to evaluate it has been debated for a number of years. While the activity – the busy-ness – of the library is now routinely measured and described, the difference the library makes is less tangible and harder to measure. Libraries in all sectors and worldwide are grappling with this issue, and the purpose of this paper is to summarise international standards available to support them. Design/methodology/approach The first international standard concerning library impact, ISO 16439 Information and documentation – methods and procedures for assessing the impact of libraries, was published in 2014 after several years in development. Findings The standard describes a range of methods for assessing library impact which have been used across the world in a variety of libraries in all sectors. Originality/value This paper summarises the key methods described in the standard, and gives references for further reading.

Purpose This paper aims to demonstrate how teaching the discourse of critique, an integral part of the video production process, can be used to eliminate barriers for young people in gaining new media literacy skills helping more young people become producers rather than consumers of digital media. Design/methodology/approach This paper describes an instrumental qualitative case study (Stake, 2000) in two elective high school video production classrooms in the Midwestern region of the USA. The author conducted observations, video and audio recorded critique sessions, conducted semi-structured interviews and collected artifacts throughout production including storyboards, brainstorms and rough and final cuts of videos. Findings Throughout critique, young video producers used argumentation strategies to cocreate meaning, multiple methods of inquiry and questioning, critically evaluated feedback and synthesized their ideas and those of their peers to achieve their intended artistic vision. Young video producers used feedback in the following ways: incorporated feedback directly into their work, rejected and ignored feedback, or incorporated some element of the feedback in a way not originally intended. Originality/value This paper demonstrates how teaching the discourse of critique can be used to eliminate barriers for young people in gaining new media literacy skills. Educators can teach argumentation and inquiry strategies through using thinking guides that encourage active processing and through engaging near peer mentors. Classroom educators can integrate the arts-based practice of the pitch critique session to maximize the impact of peer-to-peer learning.

Ιn the last decade, there has been a widespread expansion of both precarious work and precarious forms of employment (such as temporary and low-qualified jobs, seasonal and part-time jobs etc.), in which a growing share of young people work. The impact of precarious work on young people is likely to be permanent, while it seems to affect (even over-determine) their life courses. Non-smooth and early transitions into labour market are very likely to worsen progressively their long-term life chances (Lodovici & Semenza, 2012: 7). Undoubtedly, the long-lasting global economic Crisis and the subsequent Recession, has heavily affected the state of play in the labour market worldwide, provoking severe modifications both in the field of employment and countries’ social cohesion. Based on the above mentioned, the paper deals with precarious work in general, while it emphasizes precarious work among youth. It initially captures, briefly, the state of play in terms of the impact of the Crisis on the widening of the phenomenon of precarious work and then it focuses on theoretical insights and critical conceptual definitions concerning precariousness in the labour market. Further, based on secondary quantitative -data analysis, it analyses the key- parameters and facets of precarious work (focusing on youth) in the European Union and, mainly, in Greece. Additionally, it briefly presents parameters of the impact of the COVID-19 pandemic on precariousness in Greece. Finally, the paper explores the correlation between precarious work and social vulnerability, especially among young people. The present paper is based on an ongoing Research Project. PurposeThe authors present the impact of the coronavirus disease 2019 (COVID-19) pandemic on community lifelines. The state machinery has several departments to secure essential lifelines during disasters and epidemics. Many countries have formed national disaster management authorities to deal with manmade and natural disasters. Typical lifelines include food, water, safety and security, continuity of services, medicines and healthcare equipment, gas, oil and electricity supplies, telecommunication services, transportation means and education system. Supply chain systems are often affected by disasters, which should have alternative sources and routes. Doctors, nurses and medics are front-line soldiers against diseases during pandemics.Design/methodology/approachThe COVID-19 pandemic has revealed how much we all are connected yet unprepared for natural disasters. Political leaders prioritize infrastructures, education but overlook the health sector. During the recent pandemic, developed countries faced more mortalities, fatalities and casualties than developing countries. This work surveys the impact of the COVID-19 pandemic on health, energy, environment, industry, education and food supply lines.FindingsThe COVID-19 pandemic caused 7% reductions in greenhouse gas (GHG) emissions during global lockdowns. In addition, COVID-19 has affected social fabric, behaviors, cultures and official routines. Around 2.84 bn doses have been administrated, with approximately 806 m people (10.3% of the world population) are fully vaccinated around the world to date. Most developed vaccines are being evaluated for new variants like alpha, beta, gamma, epsilons and delta first detected in the UK, South Africa, Brazil, USA and India. Purpose The purpose of this paper is to contribute to the empirical literature of the macroeconomic effect of trade facilitation reforms by examining the impact of the latter on tax revenue in both developed and developing countries. The relevance of the topic lies on the fact that at the Bali Ministerial Conference of the World Trade Organization (WTO) in 2013, Trade Ministers agreed for the first time since the creation of the WTO (in 1995) on an Agreement to facilitate trade around the world, dubbed Trade Facilitation Agreement (TFA). The study considers both at-the-border and behind-the border measures of Trade Facilitation. Design/methodology/approach To conduct this study, the authors rely on the literature related to the structural factors that explain tax revenue mobilization. The authors mainly use within fixed effects estimator. The analysis relies on 102 countries (of which 23 industrial countries) over the period 2004-2007 (based on data availability). A focus has also been made on African countries, within the sample of developing countries. Findings The empirical analysis suggests evidence of a positive and significant effect of trade facilitation reforms on non-resources tax revenue, irrespective of the sample of countries considered in the analysis. Research limitations/implications This finding should contribute to dampening the fear of policymakers in developing countries, including Africa that the implementation of the TFA would entail higher costs, without necessarily being associated with higher benefits. An avenue for future research would be to extend the period of the study when data would be available. Originality/value To the best of the authors knowledge, this study had not been performed in the literature of the determinants of tax revenue mobilization, although fact-based analysis was performed.

Efficient use of human capital and taking care of its quality in the global labour market is becoming a priority. This is primarily due to the need to function in a multicultural environment, growing competition and population aging. This article is an attempt to systematise knowledge about human capital and its use in the labour market. Attention is being drawn to the effective use of capital, including implementation of European strategies, as well as trends and challenges facing key employment issues. In addition, an effort has been made to identify key employee competencies reflecting global labour market trends. The article shows the importance of quality and investment in human resources, which is associated with the use of EU projects and programmes targeted at young people on the labour market.

This paper intends to show, based on the contributions of Latin American Cultural Studies, that the difficulty children and young people have with the organization of written texts, such as that found in books, is determined by the impact that the technology of images exercises over the ways in which they learn to read the world. An analysis of the first interviews with young people, conducted as part of an institutional project in progress, point to the role played by the language of television cartoons in their development as readers. El presente trabajo trae el análisis de las primeras entrevistas realizadas en el ámbito de una investigación institucional en curso interesada en investigar los sentidos/lecturas que niños y jóvenes realizan acerca de los productos de la cultura pop japonesa –mangás (historias en cuadritos), animes (dibujos animados) e videojuegos– basada en la orientación de los Estudios Culturales latinoamericanos (Jesús Martín-Barbero, Néstor García Canclini, Guillermo Orozco Gomes, entre otros autores). Ellos proponen que la recepción de los productos mediáticos sea analizada a partir de un desplazamiento teórico-metodológico que, reorientando el foco de los medios/mensaje para las mediaciones, permite identificar los receptores no como «dóciles audiencias», sino como productores activos de sentidos. Se pretende, con eso, intentar contribuir para la superación de la tensión entre la escuela y las culturas infantil y juvenil, tensión que tiene como uno de sus pilares el conflicto entre la cultura letrada y la cultura de la imagen. El estudio, que supone la opción por un abordaje cualitativo de carácter etnográfico, viene siendo realizado a través de entrevistas semi-estructuradas individuales con consumidores del trípode de la poderosa industria de entretenimiento nipónica, que se viene constituyendo como fenómeno mundial de comunicación de masa. Los discursos de los primeros entrevistados –cuatro jóvenes fanáticos de animes y mangas, cuya edad oscila entre 17 y 22 años– destacaron la influencia que el lenguaje de la TV ejerce sobre el extrañamiento que mantiene con el texto impreso tal como él se organiza en el libro. No obstante, la presencia en lo cotidiano de esos sujetos de un cúmulo de estímulos sonoros y visuales, no es raro depararnos con la existencia de una crisis de lectura que afecta niños y jóvenes, influenciando su desempeño en la escuela. Delante de los relatos, el grupo de investigación se formula algunas cuestiones: ¿la alusión a la crisis no sería, en el fondo, una incapacidad de las generaciones que fueron educadas y escolarizadas en los moldes de la cultura letrada?; entender que «el pretencioso gesto universal del libro» (W. Benjamin) ya no resuena entre las nuevas generaciones que ya nacieron bajo el impacto que la tecnología del sonido y de la imagen ejercen sobre la escritura? No sería, entonces, posible suponer que, si hay una crisis de la lectura, ¿es por las generaciones pasadas que está sendo vivenciada? Frente a esto, ¿no sería más adecuado, en vez de quedarnos repitiendo que existe una crisis de lectura que afecta la escolarización de niños y jóvenes y de permanecer buscando soluciones milagrosas para ese conflicto, asumir que estamos delante no de una crisis, sino de un contexto histórico del cual precisamos aproximarnos para no perder el tren de la historia? Esas fueron algunas de las preguntas que el examen de las cuatro primeras entrevistas con los jóvenes permitió sacar a luz de los fundamentos de los Estudios Culturales latinoamericanos, y es sobre ellas que ese texto se vuelca, no con la intención de responderlas, sino con el objetivo de constituirlas como un mapa que puede revelarnos caminos «para pasar de las respuestas que fracasaron a las preguntas que renuevan las ciencias sociales y las políticas libertadoras» (Néstor Canclini).
