This chapter explores agents who are influential in terms of inquiry lesson-learning but have not been examined before in inquiry literature. The key argument is that two types of agent—policy refiners and street-level bureaucrats—are important when it comes to the effectiveness of post-crisis lesson-learning. As they travel down from the central government level, street-level actors champion, reinterpret, and reject inquiry lessons, often because those lessons do not consider local capacities. Policy refiners, however, operate at the central level in the form of taskforces, implementation reviews, and policy evaluation processes. These refiners examine potentially problematic inquiry lessons in greater detail in order to determine whether and how they should be implemented. In doing so, these ‘mini-inquiries’ can reformulate or even abandon inquiry recommendations.

For the past three decades Ghana’s democratic decentralisation policy has sought in vein to establish a local government system capable of pursuing Local Economic Development (LED). One of the major impediments has been the insincere implementation of fiscal decentralisation for the local government to provide the enabling environment for LED. This paper employed primary and secondary data from the Wassa East District Assembly (WEDA) to assess the progress so far in Ghana’s fiscal decentralisation and its effect on LED. The paper highlights the potential benefits of LED and the incapacitation of the District Assembly by the Central government for LED financing. The paper again reveals the effects of the constraints of fiscal decentralisation on LED at the local government level and makes policy recommendations towards effective fiscal decentralisation for improvement in LED.

This article aims to explain the 2018-2019 state defense action plan in Presidential Instruction No. 7 of 2018 which mandates all ministries, non-ministerial government agencies, and local governments to take action to defend the country through three stages, namely the stages of socialization, internalization, and movement action. The dilution of the state defense action plan at the central government level has been very active, however, at the level of the reverent regional government it has not yet been felt, especially with the existence of regional autonomy where the central government is not necessarily able to "control" the regional government, so that all this needs attention parties, to see the perspective of the regional government in implementing the state defense action plan.

The main goal of the paper is to determine opportunities for the application of analytical tools to improve the management of state and local finances and increase the accountability and trust of citizens in state and local self-government units. PEFA is a useful tool for meeting such goals. PEFA is used on a global scale, primarily in countries that are beneficiaries of international aid, but also increasingly in countries that seek to increase their international credibility as well as their credibility regarding financial management in the eyes of their citizens. In the case of Croatia, PEFA was used in four cities in 2014. The implementation experience shows that PEFA allowed local government units to detect key weaknesses and technical shortcomings in their financial management, as well as to recognize the shortcomings of the provisions of certain regulations implemented at central government level. PEFA is an analytical tool that can be applied both at the national (central government) level and at the level of local self-government units. PEFA is certainly a demanding analytical tool which makes previous knowledge on financial management, budget accounting, and auditing more than desirable. For all European countries likely to join the European Union and finance part of their capital investments through EU funds, PEFA can be a very useful tool not only for the early recognition of weaknesses, but also strengths in financial management. Despite the fact that PEFA does not offer direct instructions on how to solve potential problems in financial management, the findings of the analysis with the accompanying rankings are more than sufficient to serve as recommendations for addressing weaknesses in financial management. The implementation of PEFA requires strong support of the heads of local units and the state. These are also the people expected to initiate reforms and improve financial management. As an analytical tool, PEFA can help these improvements happen much faster and more effectively.

The paper researches effects of local government revenue structure on income growth and employment in Croatia. The results confirm highly positive and significant effects of personal income taxation. This differs dramatically from the previous research based on central government level, which show that property and consumptions taxes are growth-friendly. The most probable explanation of such results could be in narrow revenue structure defined by the vertical fiscal equalisation and the fact that particular local revenue structure does not affect competitiveness in the same way as overall revenue structure of the country.

The dynamics of good governance at the central government level to the level of local government is inseparable from the conflict. Conflict usually occurs horizontally or vertically, causing disharmony in the administration. In the period 2014-2015 in the Province of Gorontalo had experienced dynamics in governance that led to poor inter-regional relations. This paper will discuss the disharmony of Governor and Mayor relationship with the focus of discussion on the function of coordination and supervision in the implementation of local government. The results show that the disinclination of government relations between provinces and municipalities due to unclear division of authority between governments so that structural and functional coordination is not effective and achievement of goals does not always work as expected. This research suggests changing the mindset of government apparatus in the management and administration of government and strengthening cooperation among local government, so that the dynamics of governance can run effectively and efficiently.

The National Guidelines of State Policy known to the Indonesian people as Garis Besar Haluan Negara (GBHN) used to be a set of political, economic and social principles enacted every five years by the People’s Consultative Assembly or Majels Permusyawaratan Rakyat (referred to as MPR hereafter) that had to be followed by both central and regional governments for the prosperity of Indonesia and the Indonesian people. However, since the amendments to the 1945 Constitution (1999-2002), which stripped MPR of much of its power, this national development planning scheme was abolished and decentralization was established throughout Indonesia. Nevertheless, in recent years more voices are being heard demanding the reinstatement of the National Guidelines. This paper discusses the issue of national development planning at the central government level. Drawing on the example of the Indonesian National Guidelines of State Policy, the paper argues that a possible return to the old guideline policy could be counter-productive as it would harm the decentralization process, political freedom, democracy, human rights, and the rule of law in Indonesia.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. During the second term of his administration, President Joko Widodo is planning to launch the Omnibus Law as solution to revise hundreds of conflicting articles in numerous existing laws and regulations simultaneously, not only at the central government level but also at the regional levels. This is a good opportunity for the Indonesian nuclear community to rearrange its nuclear energy regime, which can be seen, especially in the field of the energy sector, does not make significant progress. In the upcoming policy, more parties must be involved in the utilization of nuclear energy, especially in terms of financing and investment, for benefits to the greatest prosperity of the Indonesian people.

Local authorities or municipalities have different organizational structure and goals and as such implementing a customized information systems project requires a separate evaluation that would fit their needs. In the case of an electronic procurement (e-procurement) system, the implementation of this project at the central government level is not without challenges. Similarly, at the local government level, issues prevailed. Thus, this chapter highlights the issues encountered by twelve local authorities in the state of Selangor, Malaysia. The issues are broken down into four themes, namely, political, economic, social, and technological. It is important to note that local authorities fall within the jurisdiction of the state government; thus, more issues are abound particularly with regards to political interference. Nonetheless, the ultimate goal of having an online public procurement system is a win-win situation for both the local authority concerned and the vendors or suppliers. Hence, identifying the issues and learning from them will limit project failures or extended scheduling. Inherently, the implications of lessons learned from others who have implemented an online public procurement system will provide valuable guidelines for other lagging municipalities, yet at the same time, the late implementers will benefit more as they are able to avoid the pitfalls made by their counterparts that embarked earlier. In fact, the late-comers tend to achieve better success rate and report a significant return of investment.
