Comparison of the Strength Design and Prevention Method of Elephant Foot Buckling Among Countries’ Standards of Oil Tanks

In China a large number of tanks whose volumes are greater than 100000 m3 are necessary to be built for establishing the oil reserves system with four levels, which include national strategic oil reserve, commercial oil reserves in the three major oil companies, oil reserves in local governments and general enterprises. Oil tanks built in China were mostly welded tanks and on the ground. The difference among the methods of the strength design of the tank side plate designed by countries’ standards such as API 650, JIS B 8501, BS EN 14015 and GB 50341 is discussed. And the reason why API 650 is used by China engineering company is given. Then kinds of prevention methods about the tank wall elephant foot buckling by earthquake which were designed according to different national standards are compared. It is pointed out that the calculation methods of the tank wall’s allowable compressive stresses and longititude compressive stresses designed by national standards are different. At last the existing problems and the appropriate solutions are analyzed briefly.

The issues related to the management of financial resources of territorial communities, financial independence of local governments and forming of efficient financial-investment policy to secure the balanced development of local communities and territories become of utmost importance in conditions of financial decentralization and administrative-territorial reform in Ukraine. The problem issues concerning the forming of financial-investment maintenance of local governance directly impact the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population at the level stipulated by national standards. The forming of financial-investment maintenance of local governance is revealed to be directly influencing the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population. The expansion of local governments’ competences and granting them greater independence are substantiated to be requiring more responsibility in the financial-investment policy implementation on the local level, forming of conditions to perform the economic activity, and develop businesses by all economic entities, and promoting favorable investment climate in the region. Based on the analysis of approaches to the definition of the nature of “financial maintenance” and “investment maintenance” in the context of the peculiarities of local governments’ activity, the paper suggests understanding the “financial-investment maintenance of local governance” as a set of opportunities and activities on distribution and use of financial resources and territories’ resources for the creation of conditions necessary for the efficient functioning of local governments and realization of their competences.

The relationship between Iran, Turkey and the South Caucasus states have been influenced by an array of geopolitical, strategic, cultural, and economic factors. The competition between Iran and Turkey and their roles in the South Caucasus are best defined by traditional balance-of-power relations and the broader context of the post-Soviet era. This chapter unpacks the complex dynamics of pipeline politics in the South Caucasus region by underlying the need to understand the “Great Power Game” involving geostrategic and geo-economic interests of local governments, regional actors, global powers, and international oil companies. The larger focus turns on underscoring the importance of the region’s large oil and gas reserves; its land connection between the Caspian Sea, South Caucasus, and Europe; and its long-standing territorial conflicts in the post-Soviet era. Iran and Turkey have fought for influence in the South Caucasus while maintaining relatively good bilateral relationships in the region.

The article is devoted to the study of the influence of the brake control elements of passenger vehicles on the stability of their braking properties. The analysis of the influence of uneven braking forces on the wheels of one axle of vehicles on the deviation of the distribution of braking forces between the axles from its calculated value is carried out. When assessing the error in regulating the distribution of braking forces between the axles of vehicles, three components were taken into account: the theoretical error due to the imperfection of the selected control method (the difference between the actual calculated control characteristic from the ideal), the error created due to the instability of the ratio of the braking forces on the front and rear wheels, an additional error caused by the unevenness of the braking forces on the wheels of individual axles, since the fulfillment of the most stringent requirements of international and national standards for the efficiency of braking of vehicles and is inextricably linked with the need to increase the energy consumption of brake mechanisms. The energy consumption of braking mechanisms is understood as the ability of the latter to dissipate the greatest amount of energy of the braking machine without reducing the braking efficiency indicators to the minimum permissible level. Excessive heating of the braking mechanisms leads to a decrease in the friction coefficient μ of the friction surfaces and increased wear of the friction linings, and the brakes are the most unstable element of the braking control, which ensures the absorption and dissipation of the vehicle's energy during braking. The instability of the braking torques on the front and rear wheels, caused by a change in the coefficients of friction of friction pairs, leads not only to a change in the distribution of braking forces between the axles and individual wheels, but also to a decrease in the braking efficiency of vehicles under operating conditions. A method is proposed that makes it possible to assess the quality of regulation of the distribution of braking forces between the axles of a car, taking into account the instability of the braking forces on the wheels.

One of the main purposes of the 2015 Environmental Protection Law (EPL) of the People's Republic of China is to boost the green innovation of the enterprises. Using heavy-polluting enterprises as examples, this paper uses the Difference-in-difference analysis (DDD) technique to analyze the influence of EPL on the green innovation of enterprises under fiscal decentralization and enterprise heterogeneity. Results show that EPL exerts a negative impact on the green innovation of heavy-polluting enterprises at the national level, as well as those in the central and western areas specifically. The only presence of positive motivation for green innovation is being found in the eastern area, although, the motivation seems to be insignificant. The negative impacts have been lasting in the long run, especially for the low-performance enterprises in the central areas. As for the targeted implementation of EPL in China, local governments should make the best use of financial power under fiscal decentralization. This balanced approach is designed to motivate enterprises in different regions with various performance levels to develop green innovation based on their different weaknesses and strengths.

The article deals with scientific and theoretical understanding and the provision of the definition of the category "actors of administrative and legal support of information security in the customs area". The author has disclosed and analyzed the provisions of the administrative and legal doctrine of the above questio, besides, the problematic issues of the definition of "subjects of administrative and legal support of information security in the customs sphere" are identified, andthe necessity of distinguishing this concept from other related concepts and categories is defined. Disclosing issues of actors of administrative and legal support of information security in the cus-toms sphere, it is necessary to avoid substitution of concepts and clearly understand the difference between the concepts of "institutional mechanism of administrative and legal support of information security in customs" and "state mechanism of administrative and legal support of information security in the customs sphere "from the concept of" subjects of administrative and legal support of information security in the customs sphere ". After all, the concept that is the subject of our study, of all the above, has the most comprehensive and broad scope and meaning. That is why, disclosing a set of subjects of administrative and legal support of information security in the customs sphere, it is advisable to apply a broad approach to understanding this category, given that among such subjects must be considered non-state subjects. objects - local governments, public organizations, etc. Because without their activities such a list will not be complete, and the mechanism of administrative and legal support of information security in the customs sphere will not be such that covers all possible spheres of public life and methods of information security. The current general information and administrative legislation, as well as special legislation gov-erning the procedure of customs, is considered in order to more clearly disclose the features and legal status of the actors of administrative and legal support of information security in the customs area. Each of these entities plays an appropriate role and occupies the necessary place in the system of national security of Ukraine, information security of Ukraine in general and information security in the customs area in particular. This role can be described as the implementation of general control over information security in the customs area, as well as taking measures to respond to violations of information legislation and the emergence of threats to information in the customs area within the powers defined by law. At the same time, the administrative and legal provision of information security is carried out directly by the customs authorities.

Effects of electric field-amplitude and mechanical stress on hysteresis area were investigated in partially depoled hard PZT bulk ceramic. At any compressive stress, the hysteresis area was found to depend on the field-amplitude with a same set of exponents to the power-law scaling. Consequently, inclusion of compressive stresses into the power-law was also obtained in the form of < A – Aσ=0 > α E05.1σ1.19 which indicated the difference of the energy dissipation between the under-stress and stress-free conditions.

1. The sources of calves for rearing for beef are discussed and the dependence of the beef industry upon the dairy industry demonstrated.2. An experiment designed to compare the effects of four levels of feeding on the growth rate, conformation, economy of food conversion and type of carcase produced, of three breeds of spring-born steers, Hereford, Dairy Shorthorn and Friesian, is described. The levels of feeding are high or moderate in the calf stage, each followed by high or moderate feeding in subsequent winters.3. The results on growth and time of fattening are given and discussed.4. The calves fed on a high level were almost twice the weight of those fed on a moderate level at 8 months old.5. The well-reared calf had an advantage over the moderately reared calf for the rest of its life.6. Although calves which had been reared moderately showed a marked improvement in growth rate when subsequently fed on a higher level they did not reach the weight of calves fed well throughout at 2 years old.7. The level of feeding in the calf stage had little effect upon the time of fattening provided that the level of feeding in the winter periods of subsequent life was on a high level.8. When subsequent feeding was on a moderate level in the winter months, the calf reared well initially fattened on grass a year earlier than the moderately reared animal.9. The high-moderate treatment is shown to be the most satisfactory from many points of view. On this treatment a minimum of concentrates is used in the production of beef.10. The moderate-moderate cattle may be too heavy for present-day requirements when finished off grass at 3½ years old.11. Cattle which were fed on a high level in winter from 8 to 14 months put on less live weight in the following summer than those fed moderately. A live-weight gain of about 1 lb. a day in winter would appear to be satisfactory if the cattle are to make good use of grass in the following summer.12. These main feeding treatment effects applied to the three breeds used.13. The Friesians were heavier than Dairy Shorthorns or Herefords as calves, and the live weight at most ages was in descending order Friesians, Dairy Shorthorns, Herefords.14. The growth rate of Friesian steers was higher than that of the other two breeds at most stages of life, but the difference between Dairy Shorthorns and Herefords was negligible.15. The Herefords finished earlier than the Dairy Shorthorns and Friesians when fattened in yards or on grass.16. There was some indication (Brookes, 1954) that husk and ringworm caused less trouble with cattle which had been well reared than with those moderately reared.

Diffusing the legal time in Colombia is one missional assessment of INM (National Metrology Institute of Colombia). This is done via a public IP through an NTP server (Network Time Protocol Server) disciplined to the National Standard of Time and Frequency. So, the companies can synchronize their servers, but they do not have certainty about the difference that exists between the time of the client-server and the legal time of the INM server because there is not a constant verification implemented by themselves. In Colombia, the demand for the legal time service has increased because it is used by many companies due to the rise of innovative applications such as time-stamp, digital signature, electronic invoice, and economic transactions. This has an impact on the economic environment of a country for world trade. For this reason, the INM of Colombia implemented a new service to measure the synchronization offset with the legal time, which allows the companies to have a new service that generates reliability respecting the time they use to provide their services. Inspired by the INM contribution to the international comparison Universal Time Coordinated (UTC) and the intercomparison of the National Standards of Time and Frequency implemented through the SIM time scale (SIMT) using GPS (Global Positioning System), the INM developed a customized application for national comparison using NTP. As a result, this is the first remote measurement service as evidence of metrology for digital transformation in Colombia in the field of time and frequency.

Increasing the status of the nine-year compulsory education program into a twelve-year compulsory education program is a challenge for local governments to make it happen because of the fact that occurred in the field that the education office of Bogor Regency and Bandung District Education Office has not been able to complete the nine-year compulsory education, whereas the program is targeted to be completed in 2008 ago. This proves that the government's performance in realizing the compulsory education program is slow. To realize the twelve-year compulsory education mission required consistency in the preparation of planning and budgeting. Problem that occurs is planning and budgeting in education offices Bogor and Bandung regency is still not consistent because of the difference between programs and budgets between documents with each other. These inconsistencies affect the achievement of the twelve-year compulsory education program has not reached a predetermined target.

Traditional chemical treatment methods have considerable operation costs and represent a risk to the environment. Since 1987 Norwegian oil companies have been investigating alternative electrical heating methods for prevention of hydrate and wax plugs. A joint industry project ‘Concept Verification – Direct Heating of Oil & Gas Pipelines’ was initiated in 1996 and terminated in October 1999. During this work an electrical heating system was proved to be feasible on several fields in the North Sea. It will be installed on 7 flowlines of 13% Chromium (Crl3) with lengths between 6 km and 16 km. Electrical heating is used to maintain or raise the thermally insulated steel pipe temperature above the critical value for hydrate formation (typically 15–25 °C) or wax formation (typically 20–40°C). A single-phase power supply for the heating system is based on commercial components and connected to the platform power supply. The qualification work for the direct heating system has included full scale testing for single and parallel pipes, end termination at the template, bypass of a template and aspects concerning corrosion control. The rating of the system is dependent on the magnetic and electrical characteristics of the steel material. Such data is not commonly available. Measurements performed during the qualification program confirm that the magnetic characteristic may vary within a wide range for a specific steel quality and that mechanical stress and heat treatment can effect the magnetic characteristic. The difference in magnetic characteristic of individual Crl3 pipes results in variation of the pipe temperature and problems concerning differential pressure during melting. The problem can be handled by dividing the pipeline into a number of sections, each with a limited variation of the magnetic characteristic, thus keeping the temperature for the whole pipeline within acceptable limits. As a part of the pipe specification both electrical and magnetic characteristic should be available. These data can be determined by measuring arrangements in the production line of the mill. Measures to limit the variation of magnetic characteristic should be discussed.
