The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

Purpose Effective building maintenance management is vital for reducing the impact of building defects and costly building maintenance work. Such practice significantly contributes to the public sector in terms of cost reduction, improved effectiveness and efficiency in maintenance works, increasing safety and well-being of the occupants, expanding the life of building stocks and expanding the value of investment for the government building assets. The maintenance practice in Malaysia is still emerging in comparison to many developed nations. The purpose of this study is to determine the current scenario of the building maintenance approach at the design stage in public buildings in Malaysia. Design/methodology/approach An extensive questionnaire survey was held, involving 312 key players (38 per cent out of 820 predetermined participants) in Malaysia. Findings The analysis showed that building maintenance in public building in Malaysia still uses the reactive approach. Despite the Malaysian Government’s adoption of a proactive maintenance approach, unfortunately, there are some misunderstandings among the key players regarding the approach. The research results demonstrate that the key players had a lack of understanding on the concept of the proactive maintenance management approach and that they were either ignorant or had insufficient awareness of proactive maintenance approach. Originality/value The contribution of this study is useful for the government to adopt a more proactive building maintenance policy at the design stage, to give awareness on proactive building maintenance to the key players in their construction project and as a guide to the key players to adopt a maintenance plan at the design stage of work.

E-government theories are prevailing in a variety of formats and concepts around the globe, nations, and institutions, but there are not many examples to emulate in terms of developing a comprehensive framework of e-governance system at the outer periphery of the government tiers. This research would like to carry out a comprehensive analysis on various theories built around the e-governance perception, but the prime focus will be devoted to the penetration of e-government system, particularly at the grassroots. To narrow down further, the study will conduct analytical observations in a few developed, developing, and transitional economies. Furthermore, to be more concise, the research will specifically focus on various e-government implementations at the grass roots that penetrated the lowest tier of the governance system for community empowerment and knowledge enhancement. Before conclusion, it will try to put forward prospective research agenda, including the framework of a future e-government system at the local government level.

Abstract The contribution explains the financing system of the German railway sector. Market players like infrastructure managers, railway undertakings, the federal and the regional level (“Länder”) and the Bundesnetzagentur are interrelated due to the institutional setting, especially due to the control- and supervision duties of Bundesnetzagentur. This also concerns the financial flows related interconnections of market players and the government level. Bundesnetzagentur is under the new rail regulation law in charge of controlling the charging system of infrastructure managers. The new legal framework allows for the first time an incentive regulation related to infrastructure charges and sets incentives for the infrastructure manager to decrease costs and increase the traffic on the network.

       Efforts to control the management of traditional markets in terms of service excellence is expected to be carried out in synergy and more directed to the traders, buyers and market manager Peterongan. In His understanding of management's evaluation of traditional markets in terms of excellent service performed quantitative descriptive approach (quantitative approach) with a rationalistic approach. Through this approach, the researchers were able to find common ground as well as perceptions of a diverse range of different data. As a measure of evaluation used 6 main parameters, which include a) the effectiveness, b) efficiency, c) adequacy, d) equity, e) responsiveness, f) accuracy.      From the analysis conducted by researchers concluded that management is not optimal Peterongan market so that the evaluation results in terms of excellent service said to be "unfit". Especially in performing maintenance and care market, difficulties including costs and building maintenance program budget limited market and the lack of control of the market manager. On the other hand, the macro policy of the government is quite conducive to efforts to create traditional markets orderly, organized, safe, clean and healthy. Relating to matters that needed a more traditional markets to thrive and have a good competitiveness. In this case the performance of the government to manage Peterongan market should be improved to provide excellent service to traders and buyers.Keywords: Evaluation, Excellent Service, Traditional Market

Lembaga Penjaminan Mutu Pendidikan (LPMP) of Aceh Province is a technical service. Education and Culture Ministry in Aceh is not technical service which result in understanding of the importance of building maintenance is still minimum. The problem in this research is to review the existing condition of the buildings in LPMP Unit 1 of Aceh Province, the organizational structure and define the scope of maintenance on The existing Buildings of LPMP Unit 1 of Aceh province. From the results obtained, for work program Standard operational procedure that has been owned by the Agency is still not appropriate this is directly related to unavailable of technical guidelines, it is in accordance with the opinion of respondents, which 70% answered The Unavailable of Standard Operational Procedure. On financing whether funds from the government are high but the allocation of funds for building maintenance is still not sufficient, because it depends on the allocation of funds available from the ministry. It is expect to The LPMP of Aceh Province to pay more attention to the building maintenance and perform routine maintenance.

Accurate forecasts of the number of newly infected people during an epidemic are critical for making effective timely decisions. This paper addresses this challenge using the SIMLR model, which incorporates machine learning (ML) into the epidemiological SIR model. For each region, SIMLR tracks the changes in the policies implemented at the government level, which it uses to estimate the time-varying parameters of an SIR model for forecasting the number of new infections one to four weeks in advance. It also forecasts the probability of changes in those government policies at each of these future times, which is essential for the longer-range forecasts. We applied SIMLR to data from in Canada and the United States, and show that its mean average percentage error is as good as state-of-the-art forecasting models, with the added advantage of being an interpretable model. We expect that this approach will be useful not only for forecasting COVID-19 infections, but also in predicting the evolution of other infectious diseases.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. Corruption is deeply rooted in Indonesia. This fact is undeniable when this crime has occurred at the lowest government level, namely in the village government. One sample of cases raised in this study is the alleged Corruption Crime committed by the Head of Tanjungsari Natar Village, South Lampung, named Robangi. The problems examined in this alleged criminal act are the factors causing the perpetrator to commit the criminal act of corruption. Second, the pattern of countermeasures carried out by APIP in resolving the case. The method used is qualitative and in the research data collection using a normative juridical approach and empirical juridical. Meanwhile, the theory used as a knife of analysis is the theory of Non-Penal Policy proposed by Muladi and Barda Nawawi Arief, which states that "non-penal policy is the prevention of crime which prioritizes the prevention of crimes committed by guidance, aims to prevent before the crime occurs, and/or the perpetrator does not repeat his actions".The results showed that the factors causing the perpetrator to commit these acts were because the project implementation was not following the proposal, the use of funds was not per the project proposal (total loss), the reason was that at the request of the community, the planned construction was moved to another place. This act is procedurally violating the SOP for the management of state finances. However, empirical facts prove no state loss in the corruption crime allegedly committed by the village head. Based on these facts, APIP South Lampung Regency has implemented a countermeasures policy by imposing administrative sanctions on the village head of Tanjungsari, Natar District, South Lampung.

This article analyzes whether expenditure on the provision of merit goods, culture, health, education, and sports, by local governments, in medium-sized cities (between 20,000 and 100,000 inhabitants) is tied to the electoral cycle; that is, whether expenditure increases in the run up to an electoral process. Further, we analyze whether the increase in spending on Culture by local governments has any significant effect on the probability of local governments being re-elected. To answer these questions, a database of 350 medium-sized municipalities is used comprising the period 2011 to 2019, when two municipal elections were held in Spain; in 2015 and in 2019. The results confirm that both total spending and spending on culture and sports, are tied to the electoral cycle, while expenditure on other merit goods is not. Moreover, using a logit model, it is confirmed that an increase in culture expenditure has a significant effect on the probability of the government being re-elected. Specifically, a one-third increase in cultural expenditure, as a proportion of total expenditure (e.g., passing from 6% to 8%) at local government level, improves re-election chances by almost 10%.
