This paper analyzes the governance strategy of the 22@ District in Barcelona in order to assess the factors that explain its success and could support the economic reconversion of Montreal’s future Innovation District (ID), as well as that of other cities. We examine the case of the 22@ District as a former industrial neighbourhood seen as a “model” of urban regeneration and economic revitalization. Our assumption is that the world’s major cities are going through a phase based on the reorganization of central urban areas. Our article evaluates the main factors of urban regeneration in the 22@—district of innovation and it identifies elements of best practices in terms of governance which can be constructive for the “Quartier de l’Innovation” in Montreal and similar projects of other cities. The paper highlights the role of decision makers concerning the process of governance of 22@ and its historic changes, and insists on the the role of socioeconomic actors and territorial factors that could support the level of integration and implementation of Montreal@ID. Our paper highlights the importance of the integration process based on socio-territorial innovations characterizing the Catalan context of 22@ as well as the Innovation District, something useful for other similar initiatives.

AbstractMigration is one of the main factors that shape and accelerate the development of nations or urban areas, although the dynamics and combined effects of migratory movements, national policies, and the roles of local authorities present a mixed picture in Europe. Some countries have restrictive immigration and integration policies, other nations provide easier access to their political and welfare systems, while the question of local responsibility has also acquired particular importance in recent years. The aim of this study is to explain the linkages between migration policy and development, exploring the variety of European integration policies and their effects on the national socio-economic structures. The integration policy has progressively been becoming ever more important over the last decades. The analysis presents how integration tools interact with national or regional development, emphasizing the role of different migration strategies.

Urban regeneration has been at the forefront of urban planning and development in European cities for many decades and is strongly connected to property-led development, with the involvement of various stakeholders. In Greece, urban regeneration, as a public policy response to large-scale abandonment and dereliction of urban land, has not been successful so far. The Greek planning system and its provisions for renewal of degraded urban areas have for long been regarded as an obstacle to the implementation of urban regeneration projects. The reform of the planning system in the 2010s introduced some critical changes, with an emphasis on larger-scale development, but with no particular focus on urban regeneration. Using two case studies of regeneration projects in the city of Thessaloniki, this paper attempts to provide an insight into the role of the various stakeholders in such projects. It is argued that in these projects, each stakeholder, irrespective of its character, acts as distinct interest group which develops only binary relations with other stakeholders. Thus, the regeneration project becomes a platform upon which each stakeholder aims to secure its power, instead of a coordinated multi-stakeholder process with a framework for sharing the costs and benefits of its implementation.

The role of local government is needed in improving services and awareness to increase the fulfillment of birth certificates. As of March 2019, the coverage of birth certificate ownership in Banten province only reached 78.24%, which is below the national average of 88.66%. This study aims to find out the problem of the low coverage of birth certificate ownership in the Banten Province, specifically in the City of Serang and Serang District. This research uses quantitative and qualitative methods, conducted from April to June 2019. The results showed the factors causing the low ownership of birth certificates in Serang City were the lack of public awareness in urban areas to have a birth certificate and the non-optimal presence of SMARTDUKCAPIL as an online-based population administration service application. Whereas in Serang District, the distance of the sub-district to the district capital and lack of presence of the Disdukcapil UPT in each district were the main factors. The strategy that can be implemented are developing human resources, optimizing and developing facilities and infrastructure, increasing cooperation networks, and increasing public awareness ABSTRAK Peran Pemerintah Daerah sangat dibutuhkan dalam peningkatan pelayanan dan peningkatan kesadaran keluarga untuk peningkatan pemenuhan cakupan kepemilikan akta kelahiran. Gambaran masih rendahnya cakupan kepemilikan akta kelahiran terjadi di wilayah provinsi Banten. Sampai dengan bulan Maret 2019, cakupan kepemilikan Akta Kelahiran di wilayah Provinsi Banten baru mencapai 78,24% jauh di bawah rata-rata nasional yang mencapai 88,66%. Penelitian ini bersifat deskriptif dengan pendekatan kuantitatif dan kualitatif (mix methode), dilaksanakan pada bulan April sampai dengan Juni 2019. Pengumpulan data dan informasi dilakukan melalui wawancara mendalam (indepth-interview) dengan informan yang berasal dari Pemerintah Provinsi Banten serta Pemerintah Kabupaten Serang dan Kota Serang. Selain itu dilakukan studi literatur dan telaahan dokumen yang relevan dengan permasalahan penelitian. Hasil penelitian menunjukan sampai dengan bulan mei 2019 cakupan kepemilikan akta kelahiran usia 0 – 18 tahun di wilayah Kabupaten Serang baru mencapai 69,88%. Kecamatan Cinangka dan Tanara merupakan daerah di Kabupaten Serang yang cakupan kepemilikan akta kelahiran usia 0 – 18 tahun paling kecil. Sampai dengan bulan mei 2019, cakupan kepemilikan akta kelahiran di wilayah ini baru mencapai 54,01% dan 55,69%. Cakupan akta kelahiran penduduk usia 0- 18 di wilayah Kota Serang baru mencapai 80,44%.  Kecamatan Serang merupakan wilayah dengan cakupan kepemilikan akta kelahiran usia 0 – 18 paling kecil diantara wilayah lainnya (hanya 76,56%). Jarak bukan merupakan faktor penghambat kepemilikan akta kelahiran di Kota Serang. Hasil analisis regresi korelasi memperlihatkan kecenderungan semakin jauh jarak kecamatan dari pusat kota semakin tinggi cakupan kepemilikan akta kelahirannya. Kondisi ini berbanding terbalik dengan Kabupaten Serang yang menunjukan bahwa jarak kecamatan dengan ibu kota Kabupaten mempengaruhi cakupan kepemilikan akta kelahiran.

Az innovációs együttműködések mozgatórugóinak megértése és az ismeretek gyakorlati hasznosítása elengedhetetlen a versenyképességgel és általános gazdasági fejlődés lehetőségeivel foglalkozó kutatók és gyakorlati döntéshozók számára. Ezzel összefüggésben jelen tanulmány rövid áttekintést ad az innovációs ökoszisztéma-fogalom koncepcionális kereteiről, illetve az innovációs együttműködések szerepéről az innovációs folyamatokban. Az elméleti megalapozás mellett a tanulmány fő célkitűzése, hogy leíró statisztikai módszerekkel, a Scopus adatbázisának segítségével azonosítsa azokat a trendeket, szerzőket és periodikákat, amelyek ismerete a témát Magyarországon vizsgáló kutatók és döntéshozók számára elengedhetetlen a világgazdaságban megfigyelhető tendenciák megértéséhez és a nemzetközi diskurzusba való bekapcsolódáshoz. Understanding the driving force of innovation cooperations is an essential element for both researchers and decision-makers in connection with competitiveness and economic development. In this context, this study provides a brief overview of the conceptual framework of innovation ecosystem and the role of innovation cooperations in innovation processes. In addition to the theoretical foundation, the main objective of the study is to identify the major trends, authors and journals of innovation ecosystem research based on Scopus database. The science metrics thus provide a solid summary of the topic for readers and „best practices” for a consistent publication strategy for researchers.

One of the environmental problems in urban areas is the pollution caused by garbage. The waste problem is caused by various factors such as population growth, living standards changes, lifestyles and behavior, as well as how the waste management system. This study aims to determine how the role of society to levy payments garbage in Samarinda. This research was descriptive; where the data is collected then compiled, described and analyzed used relative frequency analysis. The participation of the public to pay a "levy junk", which stated to pay 96.67%, for each month and the rates stated society cheap, moderate and fairly, respectively 46.08%, 21.21%, 21.04%. Base on the data , the role of the community to pay "levy junk" quite high.

The article analyzes the fiscal role of the excise tax on excisable goods (products) produced in Ukraine in the context of permanent changes in the tax legislative framework and within the framework of the global crisis through the coronavirus disease COVID-19. The concept of excise tax has been substantiated, a list of excisable products (goods) has been provided in accordance with legislative acts, the payers of this tax have been specified. The most important events and transactions that influenced the amount of tax revenues from excise tax are investigated. The authors believe that the main reason for the changes in the administration process and the receipt of the excise tax are the European integration transformations and the conditions of the global socio-economic crisis. Based on the difficult economic situation in the state, some legislative acts regulating the collection of excise tax from excisable products produced in the country were considered. It was revealed that a moratorium on the payment of excise tax was imposed on the territory of the studied state for a certain period. This event made its own adjustments to the proceeds from the payment of excise tax on excisable products (goods) produced domestically, and also allowed domestic producers to move from the place of economic stagnation. In Ukraine, they began to actively manufacture and sell antiseptic and disinfectants of their own production to protect citizens. According to the data of the State Treasury Service of Ukraine, the authors analyzed the indicators of tax revenues for each type of excisable products (goods) of domestic production. It was revealed from which products more tax was received during the study period. The main factors that influenced the receipts of excise tax from excisable goods produced on the territory of Ukraine in the period of 2019, as well as for 9 months of 2020, have been determined.

Capturing the rural markets brings forth a whole new set of challenges as it is laborious to break in. This market presents the companies with gamut challenges on a new dimension which demand entirely different strategies as compared to the ones used in urban areas. Studying the rural markets for rural markets has become crucial more than ever. It is an objective learning, psychiatry of dispersion, impact of the FMCG in rural areas. This research uses diverse utensils, procedure toward analyze composed records. Several of the features used in analyzing the data are the consumer characteristics like educational qualifications, professions they are in, and the income levels. The role of TV media advertising is also analyzed. Many deals and promotions advertised on TV are investigated. The scope of authority wield by publicity happening customer choice production has looked into. The different levels of media exposure and preferable TV watching times and their favorite programs considered while analyzing the data. The spending prototype of rural clients on FMCG is examined and further categorized based on their income levels, educational qualifications, and legal awareness of consumer act. All the analyzed data, results, and suggestions presented in the visual formats.

The objective of this study was to point out multi-dimensional role of a pharmacist with a special emphasis on the hospital pharmacist. Apharmacist is a person who is involved in designing, creating or manufacturing of a drug product, dispensing of a drug, managing and planning ofa pharmaceutical care. They are experts on the action and uses of drugs, including their chemistry, pharmacology and formulation. Theprofessional life of a hospital pharmacist might seem insignificant as compared to that of doctors, but actually they are highly trained healthprofessionals who plays important role in patient safety, patient compliance, therapeutic monitoring and even in direct patient care. With thepassage of time and advancements in health care services and pharmaceuticals, the role of a hospital pharmacist has become more diversified. Toa career, a hospital pharmacist must possess a diploma/degree in pharmacy from an accredited pharmacy college and must be registered with thestate pharmacy council of their respective region. In this study, we have assessed the behavior, communication skills, qualifications of thepharmacist, prescription handling ability and other factors to evaluate the diversified role of hospital pharmacist and their comparison withpharmacists practicing in rural and urban areas. Current surveys show that the pharmacists are not practicing as per the standard due to lack ofproper guidelines and watch over their practicing sense. The rules and guidelines prescribed by the Food and drug administration (FDA) andIndian pharmacopeia commission (IPC) were not followed by the pharmacist.

Interest in wisdom in the cognitive sciences, psychology, and education has been paralleled by conceptual confusions about its nature and assessment. To clarify these issues and promote consensus in the field, wisdom researchers met in Toronto in July of 2019, resolving disputes through discussion. Guided by a survey of scientists who study wisdom-related constructs, we established a common wisdom model, observing that empirical approaches to wisdom converge on the morally-grounded application of metacognition to reasoning and problem-solving. After outlining the function of relevant metacognitive and moral processes, we critically evaluate existing empirical approaches to measurement and offer recommendations for best practices. In the subsequent sections, we use the common wisdom model to selectively review evidence about the role of individual differences for development and manifestation of wisdom, approaches to wisdom development and training, as well as cultural, subcultural, and social-contextual differences. We conclude by discussing wisdom’s conceptual overlap with a host of other constructs and outline unresolved conceptual and methodological challenges.

This chapter discusses contemporary debates regarding the use of artificial intelligence as a vehicle for criminal justice reform. It closely examines two general approaches to what has been widely branded as “algorithmic fairness” in criminal law: the development of formal fairness criteria and accuracy measures that illustrate the trade-offs of different algorithmic interventions; and the development of “best practices” and managerialist standards for maintaining a baseline of accuracy, transparency, and validity in these systems. Attempts to render AI-branded tools more accurate by addressing narrow notions of bias miss the deeper methodological and epistemological issues regarding the fairness of these tools. The key question is whether predictive tools reflect and reinforce punitive practices that drive disparate outcomes, and how data regimes interact with the penal ideology to naturalize these practices. The chapter then calls for a radically different understanding of the role and function of the carceral state, as a starting place for re-imagining the role of “AI” as a transformative force in the criminal legal system.
